Scanned with Camscanner ORDER Whereas the Govt. of Haryana has notified a lockdown In the territorial jurisdiction of revenue District of Yamuna Nagar on Monday 23rd March 2020 to 311t March, 2020, by its order vide Endst. No. 284-293/COVID/2020 Dated 23-03-2020 which reads as under.- Whereas WHO has declared the outbreak of COVID-19 as pandemic, Haryana have two International Airports i.e. IGI Airport, New Deihl and Chandigarh International Airport in Vicinity. There are more than 6600 persons under the surveillance In Haryana. Therefore, it is imperative to adopt strict social distancing and isolation measures to contain. the spread of COVID-19, which is playing havoc in many countries across the world. A majority of these returnees were from the revenue districts of Haryana namely Gurugram, Faridabad, Son/pat, Panlpat, Jhajjar, Rohtak, Panchkula etc. Now to prevent the spread of COVID-19 In remaining 15 Revenue Districts Namely Ambala, Bhiwani, Charkhl Dadrl, Fatehabad, Hlsar, Jind, Kalthal, Kamal, Kurukshetra, Mahendragarh, Mevat(Nuh), PaIwaI, Rewari, S/rsa and Yamuna Nagar, it Is necessary to take effective steps to prevent further spread of COVID-19. Whereas the Government of Haryana, in exercise of powers conferred under section 2, 3 and 4 of the Epidemic Disease Act, 1897, has framed the Haryana COVID- 19 Regulation, 2020 for prevention and containment of Corona virus disease, 2019. Therefore, under section 2 of the Epidemic Disease Act, 1897 and regulation made thereof, the Government of Haryana notified vide its order no. 81-90/COVIDI2020 Dated 22-03-2020 a lockdown in the territorial iurisdiction of revenue districts of Guruqram, Farldabad, Sonipat, Panipat. Jhaiiar, Rohtak, Panchkula from 9.00PM on Sunday, 2~d March, 2020 to 31st March, 2020, which is now extended to territorial jurisdiction of remaining al/ the fifteen (15) Revenue Districts namely Ambala, Bhiwani, Charkhi Dadr;, Fatehabad, Hisar, Jind, Kaithal, Kamal, Kurukshetra, Mahendragarh, Mevat(Nuh), Palwal, Rewar;, S/rsa and Yemuns Nagar and making it effective for whole of Haryana State on Monday, 2r March, 2020 to 31stMarch, 2020 stipulating the fol/owing restrictions for whole of the State of Haryana:- i) No public transport services including operation of taxis, auto-rickshaws . will be permitted. The exception will include transport of all kinds to and from hospital, airports, railway station, bus terminals, !bus stand and for the purpose of essential services. ii) All shops, commercial establishments, offices and factories, workshops, godowns etc. shall close their operations except for essential services mentioned in para1 below. Iii) All foreign returnees are directed to remain under strict home quarantine for a period as decided by local Health Authorities. Iv) People are required to stay at home and come out only for basic services which strictly following social distancing guidelines issued earlier. 1. However, the fol/owing establishments providing essential services shall be excluded from the above restrictions in whole of the state of Haryana:- a) Government offices! establishments as per the instructions of Chief Secretary Office. b) Rail (Rail services already suspended till 31,t March 2020) and Air. Local administration will regulate eateries in these premises. e) Electricity, Water, Sewerage and Municipal Services. d) BankiA TMlFlnancial Serv/~e~/ncludlng Insurance. e) Print, Electronic and f) Telecom & Internet .~e!'Xlg~~;!qlc,uc'tng g) h) Scanned with CamScanner i' M I anufacturing units engaged In production of essential commodities, agri~ulture Commodities& agriculture inputs, food Items and wholesalers, retailers of such items. j) E-Commerce (delivery) of all essential goods including food, pharmaceutical and medical equipment. k) Food, Groceries, Milk, Bread, Fruit,'Vegetables,Meat, Fish, Atta etc. and their transportation related activitiesand warehousing. /) Take awaylhome deliveryrestaurant/eateries. m) Hospitals, Chemist shops, Optical stores, Pharmaceuticalsmanufacturing units including mask and sanitization material manufacturing units and their transportation related activities. n) Animal feed. VeterinaryDrugsand its inputs. '0) Petrol pumps, LPG Gas, Oil agencies, their godown and their transportation related activities. p) Security Services. q) Production and Manufacturing Units which require continuous process may continue subject to such restrictions (Including transportation) as imposed by the concemed Deputy Commissioner and after obtaining permission from the Deputy Commissioner. 2. Private establishmentthat support the above services or are linked to the efforts for containmentof COVID-19will remain open. 3. Any congregation of more than five (5) persons shall be prohibited in public places. 4. Transport Plan shall be preparedby the concernedDeputy Commissioner for the services of essentialcommodities/services. ,5. The RWAs shall take necessary measures for social distancing and for maintaining essential services. (if any violation found, same shall be informed to police controlroom by President/Secretaryof RWAs. In case, such information not given to the police the concemed President/ Secretary ot RWAS will be responsible. 6. The Chief Secretary Office will issue detailed instructions regarding functioning ot GovemmentOffices. 7. All inter-state bus servicesshall remetn suspended. 8. All Deputy Commissionersshall establish control room in each district of state of Haryanafor COVID-19outbreak. /( there is any doubt as to whethera service is essentialor not, the Collectorand District Magistrate shall be the competentauthorityto decide. In case any order issued earlier which is in contradictionto this order then these ordersshallprevail. Police Commissioner,Collector/DM,ADM, DCP,SDMs,, Tehsildar/ Naib Tehsildar, BD&POs, Municipal Commissioner/Executive Officer/ Secretary of Urban Local Bodies, SHO are hereby authorized to take all the necessary action for enforcement and implementation of the aforesaid measures. Local police shall render necessaryassistance as and when requisitionedby the aforementionedofficers. Any person found violating the containment measures shall be deemed to have committed and offence punishable under section 188 of Indian Penal Code (45 of 1860). The restrictions Imposedearlier shall continue to be in force in rest of the State. In case the State Govemment will issue necessary directions/clarifications. Suspension of operations of Dine-in Services in all Restaurants, Cafes, Eateries and Dhabas except take away, drive through, home delivery. 5. The public dealing at government offices should be minimized while not impacting time-bound & essential services. 6. Owners of Saloons, Beauty Parlours' etc are directed to completely suspend their activities. 7. Construction sites & their labour housing shall be regularly decontaminated & screened for any symptoms, Ifthis is not done then the site shall be liable for closure. 8. Restricting the vehicular movement in the areas of Isolation Centers, Quarantine centers as declared by CivilSurgeon,Yamunanagar. 9. All private, Corporate Establishments & Factories to be completely shutdown other than the permitted list. The operations of all weekly Bazaars, Shopping Mans,Shopping Centers/Shoplng Complex, Localmarkets to be ceased. 10. DFSC & DMEO, Yamunanagar shall ensure that there is strict check on any hoarding/rise of retail price. 11. Factories/Production sites/Commercial entities shall be allowed to have security & fire fighting personnel present. 12. If there is a doubt about as to whether a service or establishment is essential or not, the decision of undersigned shall be final. 13. In order to ensure availability of essential commodities and rate control thereof the Sub Divisional Officer (C) of respective Sub Division and District Food & Supplies Controller shall take all preventive measures and ensure availability of essential commodities and control of rates thereof. 14. Superintendent of Police and Sub Divisional Magistrates concerned to direct all SHO's and other concerned Officers for strict implementation of the restrictions. 15. No person shall be allowed to enter the parks and community centers falling within jlJ 1, the limit of all Municipal Corporation, Committees/ Councils. These orders shall come into force with immediate effect. Failure to obey these orders shall attract penal action under section 188 of IPC,The Haryana EpidemiC Disease, COVID-19Regulation, 2020 Eptdemlc Disease Act, 1897 and other provisions of law with punishment of severe fine and Imprisonment In view of requirement of the situation which has become emergent, this order, is being passes ex-parte. As the consequence of Kurukshetra University explorations work author explored the 20 archaeology sites, including the new discovery Kurukshetra, India and earlier explored sites. On the basis of preliminary examination of data, it seems that these sites belong to the Late Harappan/Bara to the medieval period. Keywords: Archaeological Exploration and Culture Introduction Location Present study area comes under the jurisdiction of block Saraswati Nagar (Mustafabad) of Yamunanagar District. It is one of the five blocks of Yamunanagar district which is situated between 30°14' to 30°12' N and 77° 4' to 77° 9' E in the North-eastern Haryana. This block is bordered by Bilaspur and Sadhoura blocks from the northern side and southern side is enclosed by block Radour and Ladwa. The Eastern boundary coincides with the block Jagadhri while Western boundary of the region is surrounded by Ambala and Kurukshetra districts. Present study area falls under the catchment of the Yamuna River and its tributaries. But in the ancient period river Saraswati and Darishadwati were flowed in this region (Oldham 1893). Ancient Darishadwati River has been identified with the Chautang River by Kar & Ghose (1984).

Apart from well-known flood prevention strategies, new approaches to the accommodation of floods are needed to create robust and sustainable solutions that enable us to cope with the ever-increasing pressure on flood-prone areas and the uncertainties created by climate change. Flood Management is a multidisciplinary approach including subjects like spatial and urban planning, flood resilience, flood risk perception and preparedness and flood forecasting. Some of the major steps of flood disaster management are flood forecasting, reduction of runoff, reducing flood peaks by volume reduction, reducing flood levels and protection against inundation.

At present the District has three sub Divisions (Jagadhri, Bilaspur, Radaur), Four Tehsil (Jagadhri, Chhachhrauli, Bilaspur, Radaur) and three sub Tehsils (Sadhaura, Sarswati Nagar, Khizrabad). A number of Streams and rivulets flow through this district mainly draining into the Yamuna, Somb and Pathrala rivers. River Yamuna Passes along the eastern boundary of this district dividing it from district Saharanpur of U.P. State. The important rivers, streams and rivulets passing through this district are Yamuna, Somb, Pathrala, Chautang, Sadhura Nadi part of the Markanda River etc. Whenever there are heavy rains, large areas of the district are affected by heavy discharge in the catchment areas of Himachal Pradesh. On the basis of information available, heavy rains/ floods affected the district badly in the years 1978, 1988, 1989, 1990, 1995, 1998, 2008, 2010, 2011 & 2013. Khadar area of this district along river Yamuna was affected by high floods. It has been experienced that people of this area have always taken the floods in their stride and they hardly faced any difficulty before 1978. It was in this year that villages like Kalesar, Mandewala, Mamdubas, Kaniawala, Bhilpura, Lakarmai Partappur, Nawajpur, Mandoli Gaggar, Kanalsi, Bhogpur, Bibipur Lapra, Karera, Model Town, Kamalpur Tapu, Bagwali, Jathlana, Lal Chappra, Sandhala, Gumthala, Pobari etc. were cut off due to over flow of water in river Yamuna as its discharge exceeded 8 lacs cusecs. The discharge in river Yamuna reaches to 8.63 lacs cusecs in the year 2013.
