Daniel Paradis and Glenn Wilson Maine lT Workforce Skitts Management A srudy for the Maine State Depørtment of Labor Executive summary From August 2o1o to February 2011 personnel from Information and Innovation at the University of Southern Maine have conducted a study of IT skills needed, possessed and taught in Maine. The goals of this study were to provide fine-grained information to the Maine state Department of Labor to facilitate their workforce development activities. This study concerns the skills sought after by employers, possessed by unemployed and employed workers and taught in education and training establishments with a "bricks and mortar" presence in Maine. It relied on data created by third parties and by study personnel. Anecdotal evidence was gathered from meetings with local industry IT professionals as well. This study does not attempt to estimate demand or supply of a given skill, but it does assess which skills are in greatest and least demand, which skills are in greatest and least supply, and which skills are taught more and less often. The results of data analysis are presented in a new measure, "skill rank disparity," which exposes skill and training gaps and gluts. This study provides certain insights into its results, observing individual cases of skills high in demand and low in supply, for example. Insights are also provided in terms of groups of skills that are often taught, often asked for, and whether these groups of skills are well-represented in the Maine IT workforce. This study also provides specific and actionable recommendations concerning IT in Maine. We recommend: . The creation of a Web-based IT Workforce Marketplace Pilot. o The creation of The Instant Universþ for IT Skills. o Actions to Tighten the Linkage between Curricula and the Marketplace. o Actions to Address the Shadow IT Workforce. 1. President In 1952 there were at least Kent London 76 grocery stores in Augusta, according to the city directory. Most were independently owned. Sand Hill, Augusta’s Franco-American neighborhood, had a larger concentration of neighborhood grocery stores — magasins. Stefanie Barley Richard Bridges The 48-minute video “Les Magasins” explores the history of small, family-owned Anne Cough grocery stores located on Sand Hill in the early to late 20th century. Several former Sand Nelson Leavitt Hill residents whose families owned and operated neighborhood stores were interviewed to Jon Phillips capture a representative sense of life on “The Hill.” The documentary includes historical John Stewart photographs from the Kennebec Historical Society’s digital archive collection, as well as photos provided by the families themselves and St. Michael Parish.     Proposal to Add Gender Identity & Expression to the UF Non Discrimination Clause December, 2009 Submitted by the Lesbian, Gay, Bisexual, Transgender Concerns Committee, a Presidential Committee appointed by the Provost of the University of Florida. Background: Although an inclusive Employment Non-Discrimination Act (ENDA) is currently being considered by Congress, no federal law at present prohibits discrimination on the basis of gender identity or expression in either employment or education.1 However, a growing number of states, localities, and campuses have enacted laws expressly prohibiting such discrimination. The city of Gainesville incorporated gender identity into its non-discrimination ordinance in 2008, and the citizens of Gainesville reaffirmed their commitment to nondiscrimination in a city-wide vote in March 2009. Universities are also increasingly incorporating protections. All American Association of University (AAU) member institutions, including University of Florida, currently prohibit discrimination based on sexual orientation; however, although a majority of AAU member campuses also expressly prohibit discrimination based on gender identity or expression, UF does not. To uphold its commitment to equality, maintain consistency with local laws, and stay competitive with peer institutions, the University of Florida should add gender identity and expression to its non-discrimination policies. Proposed wording change: We propose amending the current wording of the UF Non-Discrimination Policy: University of Florida Regulations 6C1-1.006 University of Florida; Non-Discrimination Policy. (1) The University shall actively promote equal opportunity policies and practices conforming to laws against discrimination.     State of Organic Agriculture in Maine State of Organic Agriculture in Maine 2009 By Emily Boone and Megan Browning Executive Summary The State of Organic Agriculture in Maine 2009 is the third chapter in The State of Maine’s Environment 2009, a report produced by the Environmental Policy Group in the Environmental Studies Program at Colby College in Waterville, Maine. This is the fifth State of Maine’s Environment report published since 2004. We examine trends in overall agriculture and changes in organic production over time in Maine relative to other states, primarily using USDA Census of Agriculture statistics. Additionally, we use a Geographic Information System (GIS) to map locations of organic farms in Maine certified by the Maine Organic Farmers and Gardeners Association (MOFGA). We found that Maine, although a relatively small state in overall agricultural production, is a national leader in organic agricultural production. We examine reasons for this status and discuss future scenarios for organic agriculture in Maine. We also consider benefits and drawbacks of having national organic standards. We conclude that although organic production in Maine requires continued support, Maine policy makers could also promote growth in agriculture by further encouraging local consumption of Maine produced foods. Additionally we recommend that Maine increase efforts to conserve farmland by supporting organic farmers in the state and helping to protect them from development pressures. Introduction In the U.S., organic agriculture is one of the fastest growing sectors of the food industry. Once sold and produced only within small niche markets, production and consumption of organic products has been recently increasing at rapid rates.
