Executive Summary

Introduction A technical assessment team, comprising of TEU and DoW advisors, was tasked with carrying out an assessment of key social infrastructure buildings and services affected by the recent earthquake in the Southern Highlands. The assessment team focused the study on assessments of PNG Government health and education facilities, and other key social infrastructure like Provincial and District assets.

The assessments were carried out by two teams; one team covering the Southern Highlands and Western Provinces and the other covering Hela and West Sepik Provinces. Two separate reports will be provided for each of these two areas. This report is for the Southern Highlands and parts of Western Provinces.

Assessment and Scoping Process The main sources used for the damage assessment and scoping exercise included: • Damage assessments conducted by the TEU-DoW team travelling to various parts the provinces and assessing each facility. The TEU team consisted of Roger Bottrall (Team Leader), Nathan Makap (Structural Engineer), Vaghi Gairowqagga (DoW) Ritesh Menon (Building Services Specialist), Steve Biggs (Quality Assurance Specialist), Cathy Alu (Cost Estimator) and Juan Rey (HSE Specialist). • List of facilities for assessment were sought from meetings with various stakeholders and Disaster management coordinators in both Port Moresby and Mendi, Southern Highlands.

Recommended Allocations A scope of remedial works or replacement of infrastructure has been recommended at a total cost of $50,976,720.

The works are in two parts, the first is high priority work required to support the immediate recovery phase. It is recommended that these works commence within a period of three (3) months. The second part is for works that will be required to support the longer term recovery plan. Justification is provided as to the need for immediate or longer term recovery work for each of the assessed assets.

In summary, an estimate of $7,414,320 has been recommended for the initial recovery phase and $43,562,400 for the longer term recovery plan. Table 1 below provides the summary of costs per District in Southern Highlands and Western Provinces. A detailed list of works and an estimate of costs for each facility is provided in Appendix C.

Priority Areas From the scope of works for the initial recovery phase it is recommended that work immediately commence in providing six shelters/aid posts for six remote areas on the border of Western Province and Hela Province. There is an urgent need for immediate assistance for these very remote communities who were very close to the epicentre and were severely affected by the earthquake. The earthquake has resulted in significant landslides which have destroyed villages and gardens, and contamination of local surface water resources which are used by communities for drinking, cooking and washing. These small remote centres are now struggling to cope with an influx of displaced surrounding communities who have lost their gardens, their houses, access to clean drinking water and are severely traumatised by the event. The shelters/aid post will provide much needed shelter, water, lighting and an aid post building that can be used for medical and administrative operations to assist the displaced communities. Appendix E details the design of the proposed structure.

Additionally, it is recommended that the district of Nipa-Kutubu is also given priority appropriate to the severity of the damages caused by the earthquake due to its proximity to the epicentre.

1 Introduction

1.1 General On 19 July 2013, Australia and Papua New Guinea announced a Joint Understanding (JU) on further Bilateral Cooperation on Health, Education and Law and Order. The JU commits the Government of Australia (GoA), via the Australian Government’s development assistance program, to lead and undertake the upfront master planning, scoping, design and feasibility assessments associated with a wide range of technically and conceptually complex capital infrastructure works and related activities.

The Tasking Note 34 (TN34) was issued and signed on 16/03/2018.

1.2 Background On the 26 February 2018, a 7.5 magnitude earthquake struck the Highland provinces of Hela, Southern Highlands and some regions of the Western Highlands and East Sepik Provinces. Since then, there has been numerous aftershocks that are still being experienced, with a significant 6.3 magnitude earthquake recorded on 7 April 2018.

There were numerous reports which suggest that there is significant loss of life and extensive damage had occurred to roads, infrastructure and other services across affected areas. A number of urban settlements as well as remote villages have been affected in the form of landslides and landslips which means that many roads have been cut off, water supply and connections are potentially contaminated and a range of other wide spread effects to village communities. It has been reported that over 40,000 have been displaced and over 500,000 persons have been in some way affected by the earthquakes and ongoing aftershocks (www.reliefweb.int PNG earthquakes).

An emergency National Disaster Restoration Team was formed by the PNG Government (GoPNG) under the leadership of the emergency controller Dr. William Hamblin. The team had been initially allocated K150m for the recovery program and a further K300m for longer term rebuilding has been pledged.

As part of the initial recovery effort, the National Disaster Restoration Team invited donor organisations to a meeting on 5 March 2018 chaired by the Secretary of the Department of Works (DoW), David Wereh. The Technical Enabling Unit (TEU) was asked to attend and represent the DFAT infrastructure section. TEU advised DFAT and the National Disaster Restoration Team that they had the capability and capacity to carry out assessments of buildings and other infrastructure services and could be available to assist where needed.

On this basis, the Australian High Commission (AHC) has agreed to provide a team composing of TEU and Department of Works members to assist with initial assessments of key social infrastructure, focusing on health and education facilitates, as a necessary part of the initial recovery effort.

2 Limitations The scope and estimates of social infrastructure damage assessments and estimates in this report are provided conditional on the following qualifications:

• The assessments were based on non-intrusive visual inspections of the building elements carried out by the inspection team and does not utilise any detailed planning, engineering design, seismic analysis or calculation for the purpose of this scoping exercise and report. Further design and investigation may be required to understand the full extent of the damages and to develop detailed design for the remedial works. • The assets selected for inspection were determined by information received from a variety of sources including but not limited to the DoW, Provincial Disaster Centres, NGO’s and Churches. • The inspection teams carried out inspections to sub-district centres and any outlying facilities that were sourced during the site visits.

• This assessment does not therefore include every social infrastructure asset in the affected disaster areas but does include most of the key assets within the main centres, particularly those related to health and education. • Estimates are based on square meter (m2) and lump sum rates. These estimates may require further detailed assessment and review to ensure accuracy. • Due to a number of unknown factors that could affect the price at this early stage there has been a 20% contingency included in the estimates to cover these factors. • All estimates are in AUD$. • We have assumed project management and oversight will be carried out under separate operational cost budgets. • Rates are based on local labour using locally available accommodation, without the need for extensive full-time security of personnel and assets. • Cost estimates derived only includes repair and rebuilding works to infrastructure caused by the earthquake and generally excludes equipment, machinery and personal belongings. • The volume of work, if commenced simultaneously, could severely impact upon rates (materials and labour) due to ‘surge’ pricing. • Rates assume that access for land-based vehicles has been restored (i.e. roads/bridges so materials delivery does not require delivery by air). • Rates for temporary works or repairs are based on restoring existing facilities where possible, to their pre-earthquake state. Rates do not include upgrades to latest Building Code of Australia (BCA) or Australian Standards (AS). However, rates for replacement (new) buildings/works are based on the latest Australian Building Codes and Standards.

3 Task and Location The TEU was tasked by the Department of Foreign Affairs and Trade (DFAT) to undertake a joint assessment with the PNG DoW of key social infrastructure facilities in the earthquake affected areas of the Highlands region. The team focused on damage assessments of health, education and religious facilities, although other key government infrastructure such as district offices and police stations were also carried out as per directions from District government and the Provincial Disaster Coordination team.

This report is focussed on the Southern Highlands Province and parts of Western Province. A separate report will be provided for the Hela and West Sepik Provinces.

The condition assessments and report recommendations aim to inform decisions by the National Disaster Centre, the National Disaster Restoration Team, and DFAT regarding the damage caused by the earthquake to social infrastructure buildings and services. The assessment report will provide recommendations in two parts:

1. Part A – Immediate infrastructure solutions to support the initial phase of disaster recovery; and 2. Part B – Longer term solutions for the redevelopment of building infrastructure and services.

The TEU-DoW team comprised of technical advisors in the disciplines of architecture, structural, building services, quantity surveying and health safety and environment (HSE) to undertake the work. The team spent seven (7) days in Mendi travelling to all the district and sub-district centres as well as remote locations on the Western Province border. Some remote areas were not accessible by road due to the lack of access roads or existing roadblocks, thus air transport was required for such areas.

The onsite assessment was carried out between 18 and 25 March 2018.

A list of inspected facilities and assets within, and available contact numbers for each facility is provided in Appendix A.

The key areas of the assessment of facilities in Southern Highlands and Western Province border are shown in Figure 1.

5 Timeframes and Works Program

5.1 Program This Tasking Note requested a report was prepared within 15 days of commencement. With the late inclusion of Hela Province assessment an additional 10 days were required to complete both assessment areas.

6 Security, Health & Safety The TEU is committed to providing a safe working environment and safe systems of work to ensure the health, safety and wellbeing of all TEU employees and sub-consultants.

TEU undertook to provide logistics and safety arrangements in accordance with the TEU HSE Plan and the project-specific Safety Plan for travel to remote and regional locations. The Travel Safety Plan was created for the field work and issued to all travelling team members and the TEU Security Focal Point located in Port Moresby. Travel by road was with the use of security escorts with additional escort by local police and a local liaison officer. Nil incidents occurred for this project.

7 Recommendations There are two parts to the recommendations:

1. The first part represents remedial solutions that support the initial recovery effort. These are all high priority and should commence implementation within the next three (3) months at the time of issue of this report. These activities are considered vital to the transition period between humanitarian and rebuilding communities. 2. The second part is the longer term permanent solutions in redeveloping social infrastructure to facilitate the restoration of public services to the affected communities.

Table below provides summary of budget allocations to the various districts and Local-Level governments (LLGs) within the Southern Highlands Province.

7.1 Southern Highlands Province A summary of cost and budget allocations recommended for the initial disaster recovery and the longer term restoration of the key social infrastructure in the assessed areas are provided in Tables 4 and 5 respectively.

The table below provides recommendation on the long term recovery efforts which largely focuses on the permanent repair and rebuilding of social infrastructure assets to ensure future operation of the facilities and provide infrastructure complaint to building standards ensuring resilience of assets to future seismic activity.

As it can be observed in the summary tables, initial recovery effort is recommended to all provinces, however the areas of Lake Kutubu and Upper Poroma, within the Nipa-Kutubu District, are recommended as priority areas for recovery funding as these areas have been observed to have been worse affected by the earthquake when compared to other inspected areas in the province. The recovery efforts general include temporary facilities procured to ensure continuation of operation and services of facilities such as schools and health centres.

Whilst specific recommendations are provided on an asset-based approach, all recommendations are provided in a holistic approach in mind, taking into consideration surrounding factors and conditions and to ensure that surrounding communities are catered for. For example, recommendations on the recovery effort also include consideration of new or dormant facilities which ware yet to be utilised and remain largely unaffected by the earthquake. One such example is in the Nipa District whereby the assessment team inspected Nipa Health Centre which was found in poor and deteriorating condition, and lacking basic services such as power. Whilst this facility did not sustain great damage or the level of damage was caused by the deteriorated condition of the buildings, the reinstatement of the facility requires a significant volume of work to bring it a suitable level and compliant with the national department of health standards. The assessment team found the new Nipa Hospital, located approximately 1km away from Nipa Health Centre, has not been operational since it was opened in late 2017 as it was yet to be furnished and staffed. The overall recommendations for such facilities are focused on utilising the new hospital buildings as opposed to temporary works or any expensive long term upgrade works at the Nipa Health Centre.

A number of the facilities were also inspected and assessed to be of poor construction standards contrary to the recommendations of the PNG national construction codes. Additionally, these facilities also lack proper maintenance and many were found in a poor and deteriorating condition. The impact on the earthquake resulted in many of these facilities being damaged as any pre-existing damage was exacerbated by the earthquake and aftershocks.

The recommended cost estimates for new facilities to be constructed under the long term restoration are based on the latest issue of the PNG and Australian Building Construction Codes and Standards as minimum.

7.2 Remote Locations (Border of Western and Hela Provinces) There are six remote aid posts on the border of Western and Hela Provinces that have been affected by the earthquake. These posts are located in Huya, Dodomona, Adumari, Fuma, Mougulu and Suabi. These are small posts that have only the basic facilities. Each a number of villages in their surrounding areas who are mostly subsistence farmers. These areas are located close to the epicentre (approximately 10km away) and based on discussions with clan leaders and humanitarian aid officers, many villagers have been severely affected as the landslides have destroyed all or part of their villages including their crop gardens. The aid posts have around 500 displaced people each, temporarily camping in makeshift tents and in the open, many are traumatised and in desperate need of suitable shelter, food and water. Their only significant aid post buildings have been destroyed. The assessment team recognised that these outposts are in urgent need of assistance.

The assessment team thus proposes the construction of large simple-design undercover open walled shed- style area, of approximately 400m2 floor area, to provide shelter to needed families, and an enclosed basic aid post/clinic building at one end. The structure shall be provided with aboveground plastic water storage tanks collecting water from the roof catchment, and solar panels to provide light to the shelter and power to the aid post/clinic. The proposed design of the structure is provided in Appendix E.
