The basic concept of the project is the creation of a consistent service system for investors which allows to professionally conduct business promotion of Warmia and Mazury. The main objective is to integrate and encourage cooperation of Business Environment Institutions operating in the sphere of handling Direct Foreign Investments, as well as international business cooperation of companies. Introduction The purpose of the study entitled “Reliefs and exemptions for inves- tors in the Province of Warmia and Mazury with division into districts and special economic zones” is to provide a potential investor with information on the possibilities of obtaining reliefs and exemptions in particular districts of the Province of Warmia and Mazury as well as incentives and reliefs for investors in the Warmia-Mazury Special Economic Zone as well as the Suwałki Special Economic Zone. The study presents information regarding the preferences applied by the local government authorities within the area of Warmia and Ma- zury, the principles of public aid off ered by special economic zones as well as shows the possibilities of obtaining the EU structural funds for entrepreneurs in the programming period of 2007–2013. The publication has been prepared by the Institute of Research and Studies of the Olsztyn Business School Group at the order of the Marshal’s Offi ce of the Province of Warmia and Mazury in Olsz- tyn. It is subsidised with funds from the European Regional Devel- opment Fund under the Warmia and Mazury Regional Operational Programme for the years 2007–2013. 6 2. Characteristics of national types and forms of support for entrepreneurship development and direct investments location Characteristics of nation-wide types and forms of support for the devel- opment of entrepreneurship and placement of direct investments. The chapter below presents possible forms and instruments of support for entrepreneurship, both at the local and the national lev- els. The methods of support for entrepreneurship may be of various nature and be implemented both at the central level by means of a country’s economic policy, or at the regional or local level, where the role and the weight of the local government’s abilities to coop- erate with investors becomes evident. Selected forms of support for investment activities have been presented below. r 2.1. A TECHNOLOGY PARK A Technology Park is a complex of separated properties along with technical infrastructure, established in order to provide the fl ow of knowledge and technology between scientifi c units and entrepre- neurs, where entrepreneurs who make use of modern technologies are off ered services with regard to consulting in establishment and development of companies, technology transfer and conversion of the results of scientifi c research and development works into tech- nological innovations as well as a place providing these entrepre- neurs with the possibility of running business activities by making use of real estate and technical infrastructure on contractual terms. 7 Such parks provide the above functions by: a) providing companies with space for running business opera- tions (offi ce premises, warehouses, production halls), b) providing a number of services supporting their activities (ac- counting, marketing), c) agency services in contacts between the academic environ- ment and the people of business, d) providing advisory services related to the transfer and commer- cialisation knowledge, e) technology transfer, f) conversion of the results of scientifi c research and development works into technological innovations. Industrial parks consist of a complex of properties along with infrastructure which is supposed to make entrepreneurs’ activities easier to run. The purpose of an industrial park is, above all, to sup- port restructuring processes, ensure the possibility of running busi- ness activities, in particular to small and medium-size entrepreneurs, on preferential terms.1 Technology parks in the Province of Warmia and Mazury. r Contact: Elbląg Technology Park ul.
