Makai Research Pier Waimanalo, HI 96795 SEI Job No. 25172 THIS PAGE INTENTIONALLY LEFT BLANK FINDING OF NO SIGNIFICANT IMPACT (FONSI) WAIKIKI BEACH MAINTENANCE, HONOLULU, HAWAII Description of the Proposed Action The project site is located on Waikiki Beach, along the shoreline of Mamala Bay on the south shore of Oahu, Hawaii. The shoreline proposed for beach maintenance extends approximately 1,700 linear feet from the west end of the Kuhio Beach crib walls to the existing groin between the Royal Hawaiian and Sheraton Waikiki hotels. Since 1985 the shoreline has been chronically eroding and receding at an average annual rate of 1.5 feet. The purpose of the project is to restore and enhance the recreational and aesthetic benefits provided by the beach, as well as maintaining lateral access along the shore. The proposed project will include the following primary components: The recovery of up to 24,000 cubic yards (cy) of sand from deposits located 1,500 to 3,000 feet offshore in a water depth of about 10 to 20 feet. Pumping the sand to an onshore dewatering site to be located in an enclosed basin within the east Kuhio Beach crib wall. Transport of the sand along the shore and placement to the design beach profile. The removal of two old deteriorated concrete sandbag groin structures located at the east end of the project area.

We're doing [an] oral history interview videotape with Mr. Robert Kinzler. Mr. Kinzler was a solider stationed at Schofield Barracks, 27th Infantry Regiment on December 7, 1941. At that time, he was a Private Third Class radio operator. He was then nineteen years of age. This oral history videotape is being produced in conjunction with the National Park Service, USS ARIZONA Memorial and KHET-TV. So, thanks for coming to speak with us. And the first question I always ask is when did you enlist and where did you enlist? Robert Kinzler (RK): I enlisted on the 24th of June, 1940 at Newark, New Jersey, and requested service in Hawaii. My purpose in doing that was to try to win an appointment to West Point by attending the West Point prep school which was being conducted here, or at the Schofield Barracks at the time. They had another one at Fort Dix, New Jersey, but that was only a few miles from my home, so I opted for Hawaii. And it took three months to get here. I didn't arrive here until early September, 1940 on the USAT REPUBLIC, a transport, which brought me from the Brooklyn Navy Yard, Brooklyn Army base to Panama, to San Francisco, to Hawaii. I got here and they off loaded us from the ship, put us on trucks, drove us a few blocks to the Iwilei Railroad Station.

DeRussy, the prominent retail storefronts of Kalākaua Avenue, Lewers Street and the new Trump Tower, this project will contribute to an emerging trend of redevelopment that defines a key gateway experience for Honolulu’s most active pedestrian district. 280 Beach Walk will add 31,500 square feet of world-class, lifestyle retail program. Pedestrians will be greeted by a building composed of a series of two-story storefronts, each accentuated by a dramatic glazed-tile roof form that recalls the street-oriented building traditions of Hawai‘i’s earliest places of commerce. 280 Beach Walk will be the first LEED certified retail complex in Waikīkī. The thoughtful design is based on a pedestrian model that brings people landscaping and the build environment together in balance. The boundaries of the installation are marked by a chain-link fence topped with barbed wire. The neighborhood sits on a ridge of the Ko'olau Mountain Range, near the Waiawa Stream. The topography slopes gently downward from a high point roughly at its most northeastern boundary, to the southwest side of the neighborhood. The grade decreases further along Acacia Road. It was used in training pilots who then went on to serve in the Pacific theater. The ability of the United States to quickly train pilots in large numbers was an advantage in this war where aviation played such a large role. Description: This one-story wooden building has a hip roof with gablet vents. Except for the unusual trenches in the floor that were used for wiring the training machines, the building appearance is not distinctive. Its foundations measure 114'-2" x 40'-2" and the building height is about 15'. The floor of most of the building is a 6"-thick concrete slab, with this thickness wrapping below the 4" and 1O" trenches.
