The Profile includes basic information on early preparedness actions which we expect the LGUs to put in place even before a calamity occurs. This includes the: (1) organization of the LDRRMC and the LDRRMO; (2) Presence of Plans related to DRRM like LDRRM Plan with budget allocation, Contingency Plan, Comprehensive Land Use Plan, and Local Climate Change Adaptation Plan; (3) Systems-in place on early warning, evacuation center management- basic is on identification of evacuation center and system for registration and information guide for the evacuees; (4) Prepositioning of relief operations, medical and security services; and (5) availability of Standard Operation Procedures. When looking at the Profile, please be guided by the following: x Benchmark information is available. You may compare the provincewide vis- à-vis the regionwide and nationwide result of passers. We follow the minimum criteria set in the Disaster Preparedness Audit, which is a component of the Seal of Good Local Governance, to determine the passers. The rate of LGU-passers within the province gives an indication whether the province as a whole fares better than the regional or national situation. This would drive you to focus on a province which, most likely, needs more support. x Profile is ready for each province. Check on the details. The information is color coded. Color “red” indicates absence of the intervention while “green” means presence. Take note that the Disaster Preparedness Audit basically looks at the presence or absence of the intervention and does not look at the quality or adequacy of the intervention at the moment. Be cautious on the information at hand. It is advised to deepen the analysis to match the support needed by the LGU. x Take note of the period and manner of assessment. The assessment period was conducted from April to July in 2014 by the Regional Assessment Teams composed of DILG officers with partner-civil society organizations, through a cross-posting mechanism. The scenario might change in a span of eight months. Verify the information.
