Indiana Next Level Recovery-Improving Addiction Treatment and Enhancing the Workforce

9:00 AM—9:40 AM PRESENTER: Doug Huntsinger Douglas Huntsinger serves as Executive Director for Drug Prevention, Treatment and Enforcement. As a Senior Adviser to Governor Eric J. Holcomb and a member of the Governor’s Cabinet, Douglas oversees the coordination of the Gover- nor’s Next Level Recovery initiative, aligning and focusing the State of Indiana’s response to the drug crisis. He also serves as Chairman of the Indiana Commission to Combat Drug Abuse and as the Governor’s Designee to the Justice Reinvestment Advisory Council. Prior to his appointment by Governor Holcomb to serve as Executive Director in Janu- ary 2020, Douglas served for three years as Deputy Director for drug prevention, treatment and enforcement.

Meet the Indiana Lieutenant Governor 10:00—10:30 PM PRESENTER: The Honorable Suzanne Crouch Proud to have been born and raised in Evansville, Indiana, Suzanne previously served as Indiana’s since January of 2014. Before becoming Auditor, she served as the State Representative for House District 78 which encom- passes parts of Vanderburgh and Warrick Counties. She was elected to the seat in 2005, and served as the Vice Chair- man of the Ways and Means Committee and on the Public Health Committee. Throughout her years of public service, Suzanne has been focused and committed to programs and services for people with disabilities. She was honored to receive the 2012 Public Policy Award from the Arc of Indiana for her work with people with disabilities and was named Legislator of the Year in 2011 by the Indiana Association of Rehabilitation Facilities. Prior to serving in the House of Representatives, Suzanne spent eight years as Auditor of Vanderburgh County. During that time, her office received its first clean bill of health in decades from the State Board of Accounts. She then went on to serve as a Vanderburgh County Commissioner until joining the House. She presided as president of that body during her third year in office. As Lt. Governor, Suzanne oversees a portfolio that includes the Indiana State Department of Agriculture(ISDA), Indiana Housing and Community Development Authority(IHCDA), , Office of Community and Rural Affairs(OCRA), Office of Tourism Development(IOTD). In addition, she also serves as President of the and chairman of the Intel- lectual and Developmental Disabilities Task Force. Suzanne graduated from Mater Dei High School in Evansville. She then went on to receive her Bachelor’s Degree from Purdue University, majoring in Political Science, and four years later met her husband Larry Downs. Together they have a grown daughter, Courtney.

Understanding and Enhancing the Health Workforce in Indiana

10:30 AM—11:15AM PRESENTER: Dr. Hannah Maxey, PhD Dr. Hannah Maxey serves as Director of the Bowen Center for Health Workforce Research and Policy located in Indian- apolis, Indiana. The Bowen Center is dedicated to advancing policies which improve human health and well-being through commitment to service and research contributions. Serving alongside stakeholders such as state and federal agencies, nonprofit organizations, academic partners, health professionals, employers, and community advocates, Han- nah’s work focuses on analyzing complex health sector issues and developing strategic solutions. Hannah received her PhD from the Department of Health Policy and Management at the Indiana University Richard M. Fairbanks School of Public Health in 2014. She is currently appointed as an Associate Professor of Family Medicine at the Indiana Universi- ty School of Medicine. 11:15 AM-NOON PRESENTER: Jocelyn Piechocki, MA Jocelyn has her bachelor’s degree in psychology with her Masters in HR Management. Jocelyn has worked for DMHA for almost 5 years. First starting on the 1915(i) team focusing on both Behavioral and Primary Healthcare Coordination and Home and Community Based Services. Her current role as the Critical Populations Director, focusing on consumers that are diagnosed with both Intellectual and Developmental Disability and Severe Mental Illness but now is taken on the assignment to develop a strategy on narrowing the gap in the social services workforce shortage.

www.indianacouncil.org  Indiana council of community mental health centers, inc.  317•684•3684 February 11th Presenter Biographies CMHC Best-Practices Presentation: Managing the Workforce through COVID 12:45—1:30 PM PRESENTERS: Katy Adams, Melvin Burks, Mark Collins, Mary Gerard, Lynn Hughes, Cheryl Shepherd Katy Adams serves as President/CEO of Southwestern Behavioral Healthcare and has worked in commu- nity mental health for over 22 years. She has a passion for training, program development, clinical super- vision, and leading teams to be brave and innovative. She offers a unique perspective as a therapist, su- pervisor, and parent consumer navigating multiple healthcare systems. She has provided multiple train- ings on leadership, becoming a trauma informed provider and community, motivational interviewing con- cepts, and addiction recovery. Melvin L Burks became the 5th person to lead Hamilton Center, Inc. when he took on the role of Chief Executive Officer on January 18, 2012. He started building his professional career at Hamilton Center, Inc. (HCI) in 1979 which spanned over 32 years until he was hired as CEO. Burks graduated from Indi- ana State University in 1977 with a Bachelor of Science degree, where he majored in Afro-American Stud- ies and minored in Criminology and Sociology. Continuing those studies at Indiana State University, he completed a Master of Science degree in Agency Counseling and Criminology in 1983. Burks’ passion for serving his community runs deep and extends well beyond his tenure at HCI. Just a few examples of his community roles include President of the Vigo County Board of Trustees and Terre Haute Economic De- velop Commission appointment, but most importantly, Burks has served as a leader and mentor for Wa- bash Valley youth not only in numerous Councils and Committees, but in coaching high school football and basketball as well as other programs for over 30 years. A few of his awards include multiple NAACP Community Leadership Awards, Rotary Centennial Award Professional Excellence, the Governor’s Award for achievement in Health and Wellness, and multiple awards in coaching football. Mark Collins is a Licensed Clinical Social Worker (LCSW) and serves as Hamilton Center’s (HCI’s) Chief Clinical Officer. He has served Indiana’s most vulnerable Hoosiers at HCI for over 17 years with unyield- ing dedication. Prior to taking on the role of CCO, he served as the Executive Director of Child and Ado- lescent Services, and his passion for serving this population continues as he will be spearheading an agency-wide suicide prevention and stigma reduction campaign over the coming year. Mary Gerard currently serves as Vice President of Human Resources at the Otis R. Bowen Center for Hu- man Services. She has been with the Bowen Center, located across 28 counties in northeastern Indiana, for more than 9 years. She is a certified Senior Professional in Human Resources with almost 25 years of HR experience. Mary also oversees the Training and Development Department at Bowen which has made many strides toward orienting and training staff remotely since 2019. Lynn Hughes has been with Hamilton Center for two and a half years and currently serves as the Chief of Community Engagement. In this position, Hughes oversees Hamilton Center’s 24-hour Crisis Services, leads the organization’s grant-writing efforts, and assists the marketing department with outreach, educa- tion and promotion activities. She holds a bachelor’s degree in journalism from Indiana State University and a master’s degree in leadership development from Saint Mary-of-the-Woods College. Prior to working for HCI, she served as Executive Director of the Terre Haute Children’s Museum where she oversaw tran- sition from a 3,000 square-foot facility to the sprawling 26,000 square-foot museum that the youth of Terre Haute know and love today. Cheryl Shepherd is the Director of Human Resource at the Bowen Center for Human Services. Cheryl has over 10 years’ experience in the human resource field, specializing in Benefits, Employee Relations and Talent Acquisition. Cheryl is actively involved in her community and is currently the Past President of the Kosciusko Human Resource Association and the current Certification Director for Indiana SHRM State Council.

Federal Update: The Latest from Washington DC 1:30—3:00 PM PRESENTER: Chuck Ingoglia As president and CEO of the National Council for Behavioral Health, Chuck Ingoglia leads the national charge to en- sure people living with mental illness and addictions have access to comprehensive, high-quality care that affords every opportunity for recovery. To accomplish this, he harnesses the voices and support of the more than 3,000 Na- tional Council members who serve over 10 million individuals nationwide. Prior to being named president and CEO, Chuck led the National Council’s policy and practice improvement work, directing the organization’s federal and state policy efforts and overseeing trainings and programs offered to more than 500,000 behavioral health professionals across the U.S. Chuck draws from personal experience and a deep knowledge of the field acquired from more than 26 years’ professional experience to provide services, including site-of-service technical assistance, to members. He effects change at both the national and state level by playing a major role in policy advocacy and analyses on issues relevant to behavioral health. His efforts center on key issues such as parity, health care reform and improving access to behavioral health treatment in communities. Before joining the National Council, Chuck provided policy and pro- gram design guidance to the Center for Mental Health Services at the Substance Abuse and Mental Health Services Administration under the U.S. Department of Health and Human Services. Earlier in his career, he directed state gov- ernment relations and service system improvement projects for the National Mental Health Association (now Mental Health America), performed policy analysis for the National Association of Social Workers and designed educational programs for mental health and addictions professionals for the Association of Ambulatory Behavioral Healthcare. He has also served as an adjunct faculty member of the George Washington University Graduate School of Political Man- agement. Chuck holds a Master of Social Work and a Bachelor of Arts in Social Work, both from The Catholic Univer- sity of America.

Improving and Enhancing Services to Marginalized Populations in Behavioral Health 3:30—3:30 PM PRESENTERS: Rachel Halleck & Kristina Johnson Rachel Yates Halleck is a Licensed Mental Health Counselor and a Licensed Addiction Counselor who serves as the Deputy Director and Chief of Staff for the Indiana State Division of Mental Health and Addiction. Rachel has dedicated her career to advocating for the needs of marginalized populations including those affected by addiction and mental health concerns. Through this advocacy, Rachel has presented at state, national, and international conferences on the topics of trauma, addiction, and the family-focused innovative treatment programs that she has helped develop. Additionally, she has been sought out as a national expert on topics affecting the addiction population by such entities as Sesame Street who drew on her expertise while they were developing programming for children affected by this issue. Rachel completed her undergraduate education at Hanover College where she was designated as the Distin- guished Psychology Student of the Year. She then went on to complete a Master's Degree in Clinical Psychology from the University of where she was later chosen as the 2015 School of Psychological Sciences Alumni of the Year. Rachel's clinical and leadership experience has taken place in various settings including state govern- ment, correctional facilities, inpatient psychiatric care, shelters for veterans who are experiencing homelessness, and higher education. Through her combination of direct care, program development, business management, and public advocacy, Rachel has developed a keen understanding of the significant issues facing Hoosiers struggling with addic- tion and mental health concerns. Rachel uses this professional foundation to accelerate the development of evidence- based and innovative programs to effectively support the individuals and families who are deeply affected by these issues.

Kristina Johnson is an Indianapolis-based professor, social worker, yoga instructor, and diversity and inclusion trainer/ consultant. She has served in various helping profession roles since 2012, including her current role as a full-time faculty member in Ball State University’s School of Social Work. Kristina is passionate about providing trainings and instruction in a manner that is understanding of various backgrounds and life experiences in hopes to draw upon this variety for long-lasting systemic change.
