The Department is central to the social and economic life of this country. Through its range of schemes – from Maternity and Child Benefit, across its Social and Family Services, to Old Age Pensions – it touches on the life of practically every person in the state at some time or another. This Government is proud of our investment in social provision. In 2004, spending on social welfare reached €11.29 billion – the highest ever – or almost 29% of all Government expenditure. Each week, the Department made payments to around 960,000 persons while a further 540,000 families received Child Benefit each month. Since becoming Minister for Social and Family Affairs in September 2004 I have become more directly aware of the vital role of the Department in the life of the nation. Enormous progress has been made in the development of the social welfare system, and the progress made during 2004 is outlined in this report. There is much work still to do and my priority, as Minister, is to look behind the payments and services which the Department provides and seek to address the key challenges facing the country whether in the areas of pensions, long-term care, provision of opportunities for employment, education and further development for recipients of those payments, tackling child poverty and so on. I am confident that we will be able to make sufficient progress in these key areas in the period ahead. Seamus Brennan, TD Minister for Social and Family Affairs ANNUAL REPORT 2004 03 INTRODUCTION FROM THE SECRETARY-GENERAL This is the second report on the Department’s Statement of Strategy 2003-2005 "Promoting a Caring Society" . It outlines the progress we made during 2004 on delivering on our commitments under the strategy. The Department was responsible for expenditure of some €11.3 billion in 2004. Our main priority is the continued delivery of social welfare payments in an efficient and effective way and the implementation of changes in services as required. The quality of the service provided by the Department’s staff in challenging circumstances during 2004 was of a consistently high standard. In addition a number of significant improvements were made in service delivery during the year. The Department also has a major input into policy making both in relation to social welfare schemes and more generally in the context of the social policy and social inclusion agendas and a number of important developments in this regard are outlined in the report. Investment in new technology and support for the e-Government agenda is a major aspect of the Department’s work and we have made good progress in the development of our IT systems and contributed in a significant way to the wider e-Government agenda, as outlined in the report. The programme of decentralisation announced by the Government in December 2003 has major implications for the Department with 1,300 posts to be decentralised to Drogheda, Carrickmacross, Carrick-on-Shannon, Sligo, Donegal and Buncrana. Planning and implementation of this programme has been and will continue to be a priority. Ensuring that governance and risk management arrangements are adequate for business continuity and implementation of the major changes facing the Department is another important priority and a number of measures were put in place in 2004 to strengthen the Department’s risk management and control systems. We are conscious of our role as a public service organisation, of the particular importance of the services we provide and of the need for those services to be provided to the highest standard. It is to the credit of the staff of the Department that, despite the challenges we faced and the increased demands on our services, we were able to maintain and, in a number of respects, improve our overall service during 2004.     A Policy Trajectory Analysis of the National Strategy for Higher Education to 2030 in Ireland - An Institutes of Technology Perspective Ciarán P. Ó hAnnracháin A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Education School of Education University of Sheffield January 2018 Abstract The National Strategy for Higher Education to 2030 was commissioned by the Higher Education Authority and was published in 2011 under the chair of Colin Hunt. The National Strategy, along with policy implementation and review documents, makes some radical proposals for the reconfiguration of the HE landscape in Ireland with much of the focus on the restructuring of the non- university sector, particularly the fourteen Institutes of Technology (IoTs), while maintaining a “binary divide”. The reform agenda has provided many challenges to the Institutes of Technology sector, and a policy trajectory approach to policy analysis is adopted to investigate the proposed changes to the Institutes of Technology sector. The tensions and shift in power dynamics are key elements to the process of reform in what is a contested space. These tensions are explored from the perspective of the Institutes of Technology sector through a process of critical discourse analysis conducted in the policy document and semi-structured interviews with key policy stakeholders. A historical policy review of the evolution of the non-university sector in Ireland, alternative models in the European Higher Education Area and alternative proposals to the Hunt Report are used as counterpoints to frame the analysis. The analysis revealed that while the Report was initially broadly welcomed, the proposals and their implementation are far more complex and contentious, and there is less cohesion, particularly in the Institutes of Technology, on how the sector can ensure parity of esteem with, and a distinctive mission from, the traditional university sector.

She grew up in Bray, Co. Wicklow and was educated at the local Loreto school and by the Sacred Heart nuns in Mount Anville, Goatstown, Co. Dublin. She obtained an arts degree from University College Dublin and went on to run a successful language school along with her business partner Maureen Concannon from 1963 to 1974. She is married to Dermot (Derry) Hussey and has one son and two daughters. Gemma Hussey has a strong interest in arts and culture and in 1974 she was appointed to the board of the Abbey Theatre serving as a director until 1978. As a director Gemma Hussey was involved in the development of policy for the theatre as well as attending performances and reviewing scripts submitted by playwrights. In 1977 she became one of the directors of TEAM, (the Irish Theatre in Education Group) an initiative that emerged from the Young Abbey in September 1975 and founded by Joe Dowling. It was aimed at bringing theatre and theatre performance into the lives of children and young adults.

The papers provide a significant source for the history of the development of the party and its policies through the comprehensive series of press statements issued over many years. In January 1977 during the annual Sinn Féin Árd Fheis members voted for a name change and the party became known as Sinn Féin the Workers’ Party. A concerted effort was made in the late 1970s to increase the profile and political representation of the party. In 1979 Tomás MacGiolla won a seat in Ballyfermot in the local elections in Dublin. Two years later in 1981 the party saw its first success at national level with the election of Joe Sherlock in Cork East as the party’s first TD.     Teaching Practice:Intro to Sociology QUARK 26/03/2009 19:53 Page vii Foreword When does a teacher cease being a student-teacher? In the context of a changing world, it is increasingly clear that teachers must continuously respond, adapt and refine to remain relevant and authoritative in the classroom environment. For those teachers in Ireland now reaching the end of their careers, the extent and challenge of this changing world is probably most apparent in the area of technology. Regardless of economic upheavals of boom or bust, the proliferation and democratisation of computer technology, mobile telephony and the World Wide Web are all irreversible. These are all phenomena of the past three decades. They have emerged in the course of the working lives of this generation of teachers. Those teachers who for whatever reason have failed to keep abreast of these developments or to explore their potential application in the classroom are now far adrift of the world in which schoolchildren live. This teaching generation has also been confronted with many other challenges which, while perhaps less tangible or visible as those of technology, are not any the less significant. These include changing cultural patterns; changing social structures in areas such as family and community; a changing understanding of the nature of learning and changing expectations of schooling itself. All of these impact in different and complex ways on the life and role of the teacher. No teacher can take refuge in denial. And so, to the extent that a Guide typically navigates a route from a starting position to a predefined and identified destination, this one is rather different.

    01-03 IrGov:01-03 IrGov.qxd 25/06/2009 09:28 Page 1 1 THE GOVERNMENT AND THE TAOISEACH Structure and Scope of the Government The Constitution acknowledges that all powers of government derive, under God, from the people, whose right it is to designate the rulers of the state; that the state is to be governed in accordance with the provisions of the Constitution; that the executive power of the state is exercised by or on the authority of the government; and that the government is responsible to the Dáil. The government consists of not less than seven and not more than fifteen members. It is frequently referred to as the cabinet, though this term does not appear in the Constitution. The members are selected by the Taoiseach, and in the case of a coalition government by agreement between the leaders of the parties involved, and appointed by the President. No specific qualifications, beyond membership of the Oireachtas, are prescribed for membership of the government, but it is generally accepted that, in the selection of ministers, considerations of general ability, suitability for particular portfolios, personal popularity, service to or standing in the party and geographical location are matters taken into account. The Taoiseach may request a minister to resign, and if he or she refuses to do so, the President, on the advice of the Taoiseach, must terminate the minister’s appointment. The government meets and acts as a collective authority and is collectively responsible for the departments of state. The Constitution contains no specification regarding the number of departments (this depends largely on the preferences of individual Taoisigh), and if there are more than fifteen at any time, individual ministers are assigned responsibility for more than one department.

Well done to all. 1 | P a g e Editorial Page Mentoring is an important part of the BSc Government programme Welcome to another very full issue of Government Times which is packed with stories from students and staff of our department. We lead with the brilliant success of Laura Sexton, Barry Healy and Julie Connelly who passed their Viva examinations last week. This is a tremendous achievement for the three students and also for the Department of Government which has a very strong post-graduate programme. We are delighted in this issue to have contributions from current BSc Government students, Don O’Neill and Ben English; former BSc Government students, Steven Browne and Conor Culkin; current MSc Government student, Colin Bradley; and former visiting students in the Department of Government, Gauthier and Guillemette. One thing which we would like to emphasise in this issue is the importance of the interaction between students and staff. We will shortly hold our first Student/Staff Forum of the 2013/14 academic year and our mentoring programme is ongoing. Mentoring runs through the four years of the BSc Government but is especially important in First Year.
