1 INTRODUCTION

1.1 Allen Newport Limited operates Cavenham Quarry (the Site), which sits within a wider complex known collectively as Marston’s Pit. The Marston’s Pit complex also incorporates an Asphalt Plant operated by Breedon and a recycling facility operated by Middleton Aggregates, which benefit from separate planning permissions.

1.2 The Site is served by an access onto Cavenham Road, which runs between Cavenham and . The access is also shared by the other operations within the wider Marston’s Pit complex.

1.3 The Site has been producing sand and gravel since the mid -1960s. During 2013, the management and administrative functions of the company were transferred to the Site, which now operates from one location.

1.4 The current output to the established markets is typically around an average of 200,000 tonnes per annum (tpa) from the current working area, which benefits from planning permission extending to 31 December 2024 for extraction and processing, with a further 2 years for final restoration to a lower level using indigenous materials.

1.5 The extant planning permission (Ref: SCC/0124/16F) was granted on 21 September 2016 for a western extension containing 1.1 million tonnes of saleable reserves and imposes a number of conditions including operating hours and vehicle routeing.

1.6 The Site is located approximately 2 km north of Cavenham, 2.25 km east-northeast of Tuddenham St. Mary, 1.5 km southwest of and 12km northwest of Bury St. Edmunds, Suffolk.

1.7 In order to maintain the supply of sand and gravel to the existing, established markets, planning permission is sought for a further western extension, which is believed to contain 3.5 million tonnes of saleable reserves. This would provide sufficient reserves for a further 17 – 18 years based on the existing rate of extraction, which is proposed to be maintained.

1.8 It is also proposed to import a similar quantity of inert material to the Site in order to restore the new western extension to original ground levels. A new recycling facility is proposed, which would replace the existing plant operated by Middleton Aggregates. The new, replacement recycling facility would remove any recyclable materials prior to final deposition of waste within the quarry void.

1.9 Further imports totalling 2.6 million tonnes are proposed to restore existing working and previously worked areas of the Site, which will require planning permission as it

represents a variation to the approved restoration scheme for the current and historic extraction areas.

1.10 The proposed new western extension, together with recycling and an alternative restoration for the existing quarry, is being promoted for inclusion within the emerging Suffolk Minerals and Waste Local Plan, which is currently being subject to Independent Examination in Public. The Site is included as M4 under Policy MP2 and also on the Proposals Safeguarding Map and is detailed in chapter 11 “Cavenham” within the Preferred Options document.

1.11 The Hurlstone Partnership Limited was instructed to consider the acceptability of the proposed new Western Extension and associated revisions to the restoration of the existing and historic worked areas in terms of their highway impact.

1.12 The remainder of this report details the findings of the review, which considered the existing planning permission and activities within the Site, the safety performance of the local road network, empirical traffic data recorded on local roads and the geometric characteristics of the Site’s access and adjoining routes.

1.13 It was noted during the review, that paragraph 11.10 of the Preferred Options Document advises: “The existing access arrangements are acceptable based on the existing flows”, whilst paragraph 11.3 confirms: “The established road access to the existing quarry utilises the C class roads to access the wider road network via the villages of Cavenham and Tuddenham St Mary. The roads are however part of Suffolk Lorry Route Network and are designated as Local Access Lorry Routes”.

1.14 It is therefore apparent that the local roads are considered suitable for use by HGVs and that the existing access and highway impact is acceptable based on existing flows.

2 EXISTING ROAD NETWORK

2.1 The Site is served by a shared access with the wider Marston’s Pit complex. The access is located on the northeast side of Cavenham Road approximately 1.3km to the southeast of Tuddenham St. Mary and 750m northwest of Cavenham.

2.2 The access is formed by a kerbed bellmouth extending approximately 33.7m along the carriageway edge, which narrows to a width of 5.0m between posts set 5.6m apart and 22.5m back from Cavenham Road. The access is constructed with a sealed asphalt surface which continues approximately 1.1km to the Allen Newport Ltd Offices, then into the operational plant area a further 200m distant. The route provides passing places along its length between the public highway and Site offices.

2.3 Visibility at the access was measured on site using traffic cones and a road wheel to extend 77.0m to the near edge, 146.5m to the centreline, 175m to the centreline of the far (oncoming) traffic lane and 216m to the far edge of the carriageway to the left from a set- back (X distance) of 2.4m along its centreline from the near edge of Cavenham Road. The constraint to visibility to the left was the lower branches of a small oak tree, approximately 65m to the south of the access, which had been allowed to grow forward across to the verge towards the road edge. Should these be removed, the clear visibility to the near edge would increase substantially.

2.4 Notwithstanding this constraint, the forward visibility towards the access for northbound drivers was a substantial 467m due to the straight alignment of the carriageway, which is sufficient for a vehicle travelling at more than 115 mph to stop safely; equivalent to almost double the national speed limit of 60 mph on single carriageway routes, such as Cavenham Road.

2.5 The comparable visibility splay to the right was measured to extend 52.4m to the near edge, 76.0m to the centreline of the near (oncoming) traffic lane and 180m to the centreline of the carriageway from the 2.4m X distance. However, it was noted on site that due to the bend to the northwest of the access, the near carriageway edge was also visible between 174.5m and 195m, whilst the centreline of the oncoming traffic lane was visible between 168m and 187m.

2.6 The constraint to the visibility splay to the right was also the lower branches of trees extending across the verge towards the road edge. It was noted that there is a fence-line comprising concrete posts running parallel to but set back approximately 2.7m from the carriageway edge.

2.7 Again, should the overhanging vegetation be cut-back, the unobstructed view to the near edge and across the full width of the carriageway would increase significantly. An unobstructed view to the right is currently achieved as the emerging driver edges forward to an X distance of 1.2m.

2.8 With the vegetation on the north side cleared, the constraint would then be similar vegetation on the opposite side of the carriageway to the south of the access on the south side of the route on the bend.

2.9 Notwithstanding the existing constraint, the forward visibility towards an emerging vehicle from the Site access extends 187m, which provides for a vehicle travelling at more than 68 mph to stop safely.

2.10 The width of the carriageway in the vicinity of the access was measured to vary between 5.5m and 5.7m.

2.11 To the north of the Site access, the route continues to Tuddenham St. Mary where the speed limit reduces to 30 mph as it passes through the village to reflect the more urban characteristics, such as pedestrian footways, street lighting and frontage development with direct access.

2.12 The width of the road varies within Tuddenham between 5.5m and 6.7m. The wider section is near the Church, although its effective width is reduced by on-street parking to around 4.6m. Further along High Street, the carriageway width was measured to be 6.1m, but again, its effective width was reduced by intermittent on-street parking to between 4 and 5.4m, as some vehicles park partially or entirely within the adjacent footway.

2.13 Continuing north through Tuddenham St. Mary, there is a left-hand and right-hand bend before leaving the village. Warning signs on the approaches to the bends advise drivers “Oncoming vehicles in middle of road”.

2.14 When leaving the village, the speed limit increases back to 60 mph. The route passes through a couple of right-hand bends before entering a long, 1.3 km straight with a width of 5.8m as it continues north towards the A11 dual carriageway. The route follows a left- hand bend before a short straight leading to the left-in / left-out junction with the southbound carriageway of the A11, where a 40 mph speed limit is in force. The junction incorporates dedicated cycle crossing facilities within the splitter island of the minor arm approach and also the central reservation of the A11 which separate the opposing traffic lanes. The A11 follows a gradual right-hand bend towards the junction when travelling southbound from the roundabout approximately 350m to the northeast. The proximity of the roundabout and 40 mph speed limit contain vehicle speeds, such that the visibility to the right towards oncoming traffic for drivers joining the A11 exceeds the desirable 120m distance based on trunk road standards.

2.15 In the vicinity of the church in Tuddenham St. Mary there is a left turn towards Higham, which is approximately 5.8 km distant. The junction with Higham Road sits on the outside of a right-hand bend when travelling north from the Site into Tuddenham St. Mary. The bellmouth of the junction extends approximately 32.1m around the south side of the priority route and is controlled by Give Way markings and signage. Visibility to the left and right exceeds the 43m distance in Manual for Streets based on the 30 mph speed limit. PROPOSED WESTERN EXTENSION TO CAVENHAM QUARRY, MARSTON'S PIT, CAVENHAM, 4 BURY ST. 2.16 The width of the Higham Road to the south of the junction narrows and was measured to be 6.2m on the apex of the bellmouth radii and generally 5.5m beyond. However, there was a short section immediately to the south of the junction which narrowed to 5.35m as a result of the variable kerb alignment on the west side of the carriageway.

2.17 The route to the south initially continues at a 30 mph speed limit for approximately 600m before increasing to 40 mph for around 250m, beyond which the national speed limit is in force. When proceeding south within the national speed limit area, the carriageway follows a sequence of relatively long straights linked by slight right-hand bends.

2.18 Within the third straight, and approximately 3.5 km from the junction at its northern end, Higham Road continues as the priority route through a crossroads with Icknield Way on a slight right-hand bend beyond a crest, at which point Higham Road becomes Coalpit Lane as it continues south towards a grade-separated junction with the A14 approximately 1.5 km distant.

2.19 Visibility at the crossroads is excellent to the south, as the carriageway is straight for approximately 400m before entering a slight left-hand bend. To the north, the visibility from the eastern approach of Icknield Way was restricted by vegetation growing in the verge from the minimum driver’s eye height of 1.05m to approximately 150m. However, at the elevated position of 2.0m, which represents that of a goods vehicle driver, the distance increased significantly as it was possible to see over the grass within the verge area. The forward visibility towards a vehicle waiting to join the priority route from the eastern approach of Icknield Way for a southbound driver extended approximately 230m and was coincident with a crossroads warning sign advising drivers to “REDUCE SPEED NOW”, supplemented by “SLOW” markings on the carriageway. A second warning sign with the same advice and road-markings was located 134.5m closer to the junction.

2.20 Similar signs and markings are also provided on the northbound approach to the junction.

2.21 The eastern approach of Icknield Way extends 20m at its bellmouth, which is controlled by Give-Way markings and signage. To the east of the junction Icknield Way narrows to 4.1m initially. The width of Higham Road / Coalpit Lane is approximately 6.2m in the vicinity of the crossroads.

2.22 As described above, Coalpit Lane continues south towards Higham and crosses the A14 at a grade-separated junction. The A14 junction provides for all movements to and from the dual carriageway via four slip roads (an entry and exit ramp for each carriageway). The eastbound entry route from Coalpit Lane initially provides for two-way traffic as it connects to Higham Road, approximately 240m distant, before continuing as one-way eastbound onto the A14 dual carriageway.

2.23 Although the speed limit on Coalpit Lane is 60 mph, due to the bends to the north and south of the A14 interchange, speeds appeared to be significantly lower.

2.24 Returning to Icknield Way, the route to the east of the crossroads continues approximately 2.6 km in a north-easterly direction as it meanders en-route to another crossroads with The Street, to the south of Cavenham. The width of Icknield Way varies between 4.4m and 3.5m and it operates as a single track lane with informal passing places formed by over-running of the verges and the use of field accesses / gateways which are distributed regularly along its length.

2.25 At the eastern end of this section of Icknield Way, the route approaches The Street as the minor arm and is controlled by Give Way markings and signage. The junction bellmouth extends 24.5m along the west side of The Street, which has a nominal width of 5.5 – 5.6m and is subject to the national speed limit of 60 mph. However, this reduces to 30 mph approximately 270m to the north of the junction as the route enters and passes through Cavenham.

2.26 Visibility to the right for drivers emerging from Icknield Way is good and extends approximately 175m to the near edge of the priority route from a 2.4m X distance. However, that to the north is limited to approximately 21.8m to the near edge, 43.7m to the centreline, 54.7m to the centreline of the far (oncoming) traffic lane and 64m to the far edge of the carriageway, due to the boundary wall to Cavenham Park which sits close to the road edge. However, forward visibility towards the junction for southbound drivers is relatively good, extending approximately 200m from the minimum driver’s eye height of 1.05m due to a slight crest in the carriageway. The forward visibility towards and from a HGV would be improved due to the elevated height of the vehicle and driver within it.

2.27 Warning signs alerting drivers of the crossroads ahead are provided 145m to the north and 71m to the south.

2.28 When heading into Cavenham, a bends warning sign is provided advising drivers “REDUCE SPEED NOW”. The route follows a left-hand bend leading into a right-hand bend before the road straightens as it continues north through the village, which provides some lengths of footway on one or both sides of the road within the majority of its length, but no street-lighting.

2.29 The width of The Street within Cavenham was measured to be 5.6m. However, in some places, on-street parking reduced the effective width to 3.5m.

2.30 There are a couple of slight bends when continuing north through the village before a more noticeable left-hand bend where The Street becomes Cavenham Road immediately before the speed limit increases back up to the national level. When continuing north, there is a slight right-hand bend, then a short straight leading into another slight right- hand bend which connects to the straight along which the Site access is located. The distance between the Site access and the crossroads between Icknield Way and The Street is approximately 2 km.

2.31 Continuing south from the Icknield Way crossroads, the route continues approximately 4 km to a priority T junction with Newmarket Road. The route to the south of the crossroads is initially around 5.5 – 5.6m wide as it meanders through the countryside until PROPOSED WESTERN EXTENSION TO CAVENHAM QUARRY, MARSTON'S PIT, CAVENHAM, 6 BURY ST. reaching the T junction with the minor road to Risby on its east side. Beyond this junction, approximately 2.6 km to the south, the width of the carriageway reduces to approximately 4.1m with areas of localised widening to facilitate the passing of opposing traffic movements.

2.32 The bellmouth of the junction with Newmarket Road extends approximately 85m along the north side of the priority route. On the south side of Newmarket Road, and approximately 36m to the west, there is a further priority junction with New Road, which is a minor arm approach. New Road heads in a generally southwest direction towards Burthorpe and Barrow.

2.33 Any traffic approaching the staggered crossroads junction from the east would either turn left into New Road or right towards Cavenham, as the ahead route is no entry because it is the exit slip road from the eastbound carriageway of the A14.

2.34 Visibility from the Cavenham road at the junction is excellent to the east (left) as Newmarket Road is straight, level and 6.8m wide. The visibility to the right extends approximately 130m due to a crest in the carriageway as the slip road rises before levelling out at the junction.

2.35 Signage at the junction confirms Newmarket Road is a Clearway, which prevents parking along the route.

2.36 Continuing east along Newmarket Road, the speed limit reduces to 40 mph approximately 220m from the junction and extends around 860m to the east before reverting to the national speed limit of 60 mph as the route continues ahead into the entry slip road to the eastbound carriageway of the A14 dual carriageway. Before the A14 entry slip, the carriageway widens to 9.9m prior to the priority T junction with South Street, Risby.

2.37 The bellmouth of the South Street junction extends approximately 41m along the north side of Newmarket Road and is controlled by Give Way markings and signage. Double- yellow lines extend into the bellmouth to prevent parking which could obstruct visibility and the movement of traffic.

2.38 In this case, it is only necessary to be able to see to the right from South Street along Newmarket Road as no traffic would be approaching from the left unless it had travelled the wrong way along the A14 dual carriageway and the eastbound entry slip road. The visibility to the right from South Street is excellent as a result of the straight and level alignment of Newmarket Road.

2.39 South Street itself is subject to a 30 mph speed limit and has a footway on its east side. The carriageway is 5.65m wide as it continues north into Risby. Approximately 100m to the north of Newmarket Road, there is a right turn into a 7.3m wide carriageway. The speed limit on the link increases to the national level of 60 mph as it continues ahead before looping over the A14 via a right and left-hand bend linked by a short straight which leads into a further right hand-bend.

2.40 As the left hand-bend transitions into the second right-hand bend, there is a turning on the left which provides the entry slip onto the westbound carriageway of the A14 dual carriageway. Continuing around the bend the road straightens briefly before entering another right-hand bend, on the outside of which is a Give Way junction where the exit slip from the westbound carriageway of the A14 terminates, outside the Claas agricultural machinery building.

2.41 Visibility at the slip road exit junction is good in both directions and speeds are naturally limited by the bends in the carriageway. Visibility is also good at the junction where the link over the A14 meets South Street in Risby; extending to Newmarket Road 100m to the south and further to the north, which significantly exceeds the normal requirements within the 30 mph speed limit imposed within Risby.

3 EXISTING TRAFFIC FLOWS

3.1 In order to establish baseline traffic flows and speeds on key routes within the study area, a total of 9 Automatic Traffic Counters (ATCs) were installed on the local road network between Thursday 31 January and Wednesday 06 February 2019. The ATCs recorded continuously for the 7 day period.

3.2 The ATCs were located as follows:

· Site 1 – Tuddenham Road east of the A11 junction · Site 2 – High Street/Tuddenham Road, Tuddenham St. Mary · Site 3 – Cavenham Road northwest of the Site access · Site 4 – The Street, Cavenham · Site 5 – Icknield Way approximately mid-way between crossroads · Site 6 – Higham Road north of Icknield Way crossroads · Site 7 – Coalpit Lane south of Icknield Way crossroads · Site 8 – Mid way between road to Risby and Icknield Way crossroads to the north of Newmarket Road · Site 9 – North of Newmarket Road

3.3 The traffic survey results summaries are provided at Appendix A for information.

3.4 The results revealed that at Site 1 on Tuddenham Road to the east of the A11 junction, the average daily 24 hour traffic flow over the 7 day period was 3799 movements, which increased to 4178 movements over the 5 day (Monday to Friday) period. The daily flows ranged between 4483 (Wednesday) and 2527 (Sunday) giving a daily variation of 1956 movements over the week. When discounting the lower weekend flows, the daily variations reduced to 572 movements based on the lower flow of 3911 movements on Monday.

3.5 In terms of large vehicle movements (HGVs and buses), these ranged between 34 on Sunday and 250 on Wednesday, giving a daily variation of 216 whilst representing between 1.35 and 5.58 % of the daily traffic totals, with an overall proportion of 4.37%.

When discounting the weekend flows, the day to day variation reduced to 78 movements based on the lower flow of 172 large vehicles on Monday.

3.6 In terms of the peak hour periods, the average 5 day AM peak was found to occur between 07:00 – 08:00 and also 08:00 – 09:00, with a total of 383 movements from flows on each day ranging between 423 (Wednesday) and 344 (Monday), giving a daily variation of 79 movements.

3.7 The comparable PM peak hour occurred between 16:00 – 17:00 with a 5 day average of 351 movements from daily flows ranging between 390 (Tuesday) and 317 (Friday), giving a day to day variation of 73 movements.

3.8 In terms of vehicle speeds, the 85th percentiles were found to be 40.0 mph northbound and 40.3 mph southbound from total flows of 11108 and 15483 movements respectively.

3.9 At Site 2 on High Street / Tuddenham Road, Tuddenham St. Mary, the average daily 24 hour traffic flow over the 7 day period was 4469 movements, which increased to 4926 movements over the 5 day (Monday to Friday) period. The daily flows ranged between 5383 (Wednesday) and 2936 (Sunday) giving a daily variation of 2447 movements over the week. When discounting the lower weekend flows, the daily variations reduced to 827 movements based on the lower flow of 4556 movements on Monday.

3.10 In terms of large vehicle movements (HGVs and buses), these ranged between 34 on Sunday and 266 on Wednesday, giving a daily variation of 232 whilst representing between 1.16 and 4.94 % of the daily traffic totals, with an overall proportion of 3.99%. When discounting the weekend flows, the day to day variation reduced to 70 movements based on the lower flow of 196 large vehicles on Monday.

3.11 In terms of the peak hour periods, the average 5 day AM peak was found to occur between 08:00 – 09:00, with a total of 472 movements from flows on each day ranging between 520 (Wednesday) and 423 (Friday), giving a daily variation of 97 movements.

3.12 The comparable PM peak hour occurred between 16:00 – 17:00 with a 5 day average of 431 movements from daily flows ranging between 465 (Tuesday) and 396 (Monday), giving a day to day variation of 69 movements.

3.13 In terms of vehicle speeds, the 85th percentiles were found to be 33.2 mph eastbound and 32.8 mph westbound from total flows of 17640 and 13643 movements respectively.

3.14 The results from Site 3 on Cavenham Road to the north of the Site access revealed the average daily 24 hour traffic flow over the 7 day period was 561 movements, which increased to 656 movements over the 5 day (Monday to Friday) period. The daily flows ranged between 696 (Wednesday) and 295 (Sunday) giving a daily variation of 401 movements over the week. When discounting the lower weekend flows, the daily

3.15 In terms of large vehicle movements (HGVs and buses), these ranged between 8 on Sunday and 89 on Thursday, giving a daily variation of 81 whilst representing between 2.71 and 13.86 % of the daily traffic totals, with an overall proportion of 10.47%. When discounting the weekend flows, the day to day variation reduced to 22 movements based on the lower flow of 67 large vehicles on Monday.

3.16 In terms of the peak hour periods, the average 5 day AM peak was found to occur between 08:00 – 09:00, with a total of 80 movements from flows on each day ranging between 93 (Monday) and 67 (Tuesday), giving a daily variation of 26 movements.

3.17 The comparable PM peak hour occurred between 15:00 – 16:00 with a 5 day average of 58 movements from daily flows ranging between 73 (Wednesday) and 46 (Monday), giving a day to day variation of 27 movements.

3.18 In terms of vehicle speeds, the 85th percentiles were found to be 52.0 mph north- westbound and 52.4 mph south-eastbound from total flows of 1841 and 2083 movements respectively.

3.19 At Site 4 on The Street, Cavenham, the average daily 24 hour traffic flow over the 7 day period was 610 movements, which increased to 679 movements over the 5 day (Monday to Friday) period. The daily flows ranged between 786 (Wednesday) and 403 (Sunday) giving a daily variation of 383 movements over the week. When discounting the lower weekend flows, the daily variations reduced to 162 movements based on the lower flow of 624 movements on Thursday and Friday.

3.20 In terms of large vehicle movements (HGVs and buses), these ranged between 6 on Sunday and 72 on Thursday, giving a daily variation of 66 whilst representing between 1.49 and 11.54 % of the daily traffic totals, with an overall proportion of 7.70%. When discounting the weekend flows, the day to day variation reduced to 18 movements based on the lower flow of 54 large vehicles on Friday and Tuesday.

3.21 In terms of the peak hour periods, the average 5 day AM peak was found to occur between 08:00 – 09:00, with a total of 72 movements from flows on each day ranging between 83 (Wednesday) and 64 (Thursday), giving a daily variation of 19 movements.

3.22 The comparable PM peak hour occurred between 16:00 – 17:00 with a 5 day average of 66 movements from daily flows ranging between 83 (Wednesday) and 48 (Friday), giving a day to day variation of 35 movements.

3.23 In terms of vehicle speeds, the 85th percentiles were found to be 37.2 mph northbound and southbound from total flows of 1946 and 2326 movements respectively.

3.24 The results from Site 5 on Icknield Way revealed the average daily 24 hour traffic flow over the 7 day period was 273 movements, which increased to 293 movements over the 5 day (Monday to Friday) period. The daily flows ranged between 325 (Wednesday) and 222 (Sunday) giving a daily variation of 103 movements over the week. When discounting the lower weekend flows, the daily variations reduced to 77 movements based on the lower flow of 248 movements on Thursday.

3.25 In terms of large vehicle movements (HGVs and buses), these ranged between 0 on Sunday and 15 on Thursday, giving a daily variation of 15 whilst representing between 0 and 6.05 % of the daily traffic totals, with an overall proportion of 3.25%. When discounting the weekend flows, the day to day variation reduced to 8 movements based on the lower flow of 7 large vehicles on Wednesday.

3.26 In terms of the peak hour periods, the average 5 day AM peak was found to occur between 08:00 – 09:00, with a total of 28 movements from flows on each day ranging between 34 (Wednesday) and 20 (Thursday), giving a daily variation of 14 movements.

3.27 The comparable PM peak hour occurred between 16:00 – 17:00 and 17:00 – 18:00 with a 5 day average of 27 movements from daily flows ranging between 38 (Monday) and 20 (Thursday), giving a day to day variation of 18 movements.

3.28 In terms of vehicle speeds, the 85th percentiles were found to be 48.4 mph north- eastbound and 47.0 mph south-westbound from total flows of 993 and 917 movements respectively.

3.29 Site 6 on Higham Road to the north of the Icknield Way crossroads recorded an average daily 24 hour traffic flow over the 7 day period of 3845 movements, which increased to 4230 movements over the 5 day (Monday to Friday) period. The daily flows ranged between 4578 (Wednesday) and 2534 (Sunday) giving a daily variation of 2044 movements over the week. When discounting the lower weekend flows, the daily variations reduced to 607 movements based on the lower flow of 3971 movements on Monday.

3.30 The large vehicle movements (HGVs and buses) ranged between 33 on Sunday and 229 on Wednesday, giving a daily variation of 196 whilst representing between 1.30 and 5.00 % of the daily traffic totals, with an overall proportion of 3.83%. When discounting the weekend flows, the day to day variation reduced to 82 movements based on the lower flow of 147 large vehicles on Friday.

3.31 In terms of the peak hour periods, the average 5 day AM peak was found to occur between 08:00 – 09:00, with a total of 419 movements from flows on each day ranging between 469 (Wednesday) and 352 (Friday), giving a daily variation of 117 movements.

3.32 The comparable PM peak hour occurred between 16:00 – 17:00 with a 5 day average of 375 movements from daily flows ranging between 408 (Tuesday) and 343 (Monday), giving a day to day variation of 65 movements.

3.33 In terms of vehicle speeds, the 85th percentiles were found to be 63.2 mph northbound and 58.2 mph southbound from total flows of 11700 and 15219 movements respectively.

3.34 The results from Site 7 on Coalpit Lane to the south of the Icknield Way crossroads the average daily 24 hour traffic flow over the 7 day period was 3928 movements, which increased to 4310 movements over the 5 day (Monday to Friday) period. The daily flows ranged between 4660 (Wednesday) and 2610 (Sunday) giving a daily variation of 2050 movements over the week. When discounting the lower weekend flows, the daily variations reduced to 640 movements based on the lower flow of 4020 movements on Monday.

3.35 In terms of large vehicle movements (HGVs and buses), these ranged between 31 on Sunday and 202 on Wednesday, giving a daily variation of 171 whilst representing between 1.19 and 4.33 % of the daily traffic totals, with an overall proportion of 3.32%. When discounting the weekend flows, the day to day variation reduced to 70 movements based on the lower flow of 132 large vehicles on Friday.

3.36 In terms of the peak hour periods, the average 5 day AM peak was found to occur between 08:00 – 09:00, with a total of 426 movements from flows on each day ranging between 464 (Tuesday) and 363 (Friday), giving a daily variation of 101 movements.

3.37 The comparable PM peak hour occurred between 16:00 – 17:00 with a 5 day average of 378 movements from daily flows ranging between 407 (Tuesday) and 345 (Monday), giving a day to day variation of 62 movements.

3.38 In terms of vehicle speeds, the 85th percentiles were found to be 65.2 mph northbound and 59.7 mph southbound from total flows of 12134 and 15367 movements respectively.

3.39 At Site 8 between the Icknield Way crossroads and road to Risby, south of Cavenham, the average daily 24 hour traffic flow over the 7 day period was 552 movements, which increased to 618 movements over the 5 day (Monday to Friday) period. The daily flows ranged between 715 (Wednesday) and 369 (Sunday) giving a daily variation of 346 movements over the week. When discounting the lower weekend flows, the daily variations reduced to 166 movements based on the lower flow of 549 movements on Friday.

3.40 In terms of large vehicle movements (HGVs and buses), these ranged between 6 on Saturday and 66 on Wednesday, giving a daily variation of 60 whilst representing between 1.50 and 10.33 % of the daily traffic totals, with an overall proportion of 7.49%. When discounting the weekend flows, the day to day variation reduced to 28 movements based on the lower flow of 38 large vehicles on Friday.

3.41 In terms of the peak hour periods, the average 5 day AM peak was found to occur between 08:00 – 09:00, with a total of 65 movements from flows on each day ranging between 74 (Wednesday) and 52 (Thursday), giving a daily variation of 22 movements.

3.42 The comparable PM peak hour occurred between 16:00 – 17:00 with a 5 day average of 65 movements from daily flows ranging between 77 (Wednesday) and 39 (Friday), giving a day to day variation of 38 movements.

3.43 In terms of vehicle speeds, the 85th percentiles were found to be 49.8 mph northbound and southbound from total flows of 1755 and 2106 movements respectively.

3.44 At Site 9, on the same route as Site 8 but just to the north of its junction with Newmarket Road, the average daily 24 hour traffic flow over the 7 day period was 422 movements, which increased to 482 movements over the 5 day (Monday to Friday) period. The daily flows ranged between 561 (Wednesday) and 269 (Sunday) giving a daily variation of 292 movements over the week. When discounting the lower weekend flows, the daily variations reduced to 137 movements based on the lower flow of 424 movements on Thursday.

3.45 In terms of large vehicle movements (HGVs and buses), these ranged between 6 on Saturday and 52 on Monday and Wednesday, giving a daily variation of 46 whilst representing between 2.17 and 11.79 % of the daily traffic totals, with an overall proportion of 8.70%. When discounting the weekend flows, the day to day variation reduced to 11 movements based on the lower flow of 41 large vehicles on Friday.

3.46 In terms of the peak hour periods, the average 5 day AM peak was found to occur between 08:00 – 09:00, with a total of 45 movements from flows on each day ranging between 54 (Monday and Wednesday) and 34 (Thursday), giving a daily variation of 20 movements.

3.47 The comparable PM peak hour occurred between 16:00 – 17:00 with a 5 day average of 51 movements from daily flows ranging between 73 (Wednesday) and 27 (Friday), giving a day to day variation of 46 movements.

3.48 In terms of vehicle speeds, the 85th percentiles were found to be 32.1 mph northbound and 34.4 mph southbound from total flows of 1217 and 1378 movements respectively.

3.49 Traffic flows on the A11 to the southwest of the Tuddenham Road junction were obtained from the Department for Transport (DfT) website. At Count Point 73977 the Annual Average Daily Traffic (AADT) flow (that being the 24 hours flow averaged over 365 days) for 2017 was estimated to be 34864 vehicles including 2851 HGVs. The most recent counted data at this location was 2014 with an AADT flow of 31870 vehicles including 2522 HGVs.

3.50 The DfT website also provided data on the A14 at the Risby junction. The counted AADT flow in 2017 was 44276 vehicles including 6736 HGVs.

Cavenham Quarry Traffic

3.51 The HGV movements to/from the Site are subject to a routeing restriction which directs traffic travelling to/from the major routes either north through Tuddenham St. Mary to the A11, south to the A14 eastbound via Newmarket Road or south then west along Icknield Way to Coalpit Lane then onwards to the A14 westbound at the Higham Junction.

3.52 Of these routes, only the circa 4 km section between Icknield Way crossroads and Newmarket Road, to the south of Cavenham does not form part of the Suffolk Lorry Route Network. All of the other roads are classified as a local access routes on the relevant plan.

3.53 In accordance with the existing planning permission, which requires HGV movements to be logged, the operator provided data recorded between October 2016 and November 2018, which was analysed as part of this assessment.

3.54 Over the period considered, which comprised 541 working days, it was found that an average of 38 vehicles entered and left the site per day, resulting in a total of 76 HGV movements on average. Over the period a total of 27% of traffic passed through Cavenham whilst 73% passed through Tuddenham St. Mary.

3.55 The analysis revealed that the daily vehicle movements varied between 6 (28 February 2018) and 150 (31 October 2016) per full working day, giving a day to day variation of 144 HGV movements. On the 28 February 2018 4 movements passed through Cavenham (2 in / 2 out) and 2 though Tuddenham St. Mary (1 in / 1 out). On 31 October 2016 there were 27 movements through Cavenham (16 in / 11 out) and 143 through Tuddenham (57 in / 66 out).

3.56 Further investigations revealed that the higher demand through Tuddenham St. Mary was not related to the vehicle flow to / from the A11. It was found that the reason for the northern flow being significantly higher was due to the majority of traffic travelling to / from the A14 westbound junction at Higham. Rather than travelling to / from the south of the Site access then travelling along Icknield Way and Coalpit Lane, these vehicles normally turn right from the Site access, then headed north to Tuddenham St. Mary before turning left onto Higham Road, then heading south towards the A14 at Higham.

3.57 Whilst this does not accord with the routeing agreement, a review of the local road network confirms that whilst further than the agreed route, the option preferred by drivers does utilise a higher standard network, as the carriageways used are wider and facilitate easier passing of opposing HGVs than Icknield Way to the south. It is also noted that whilst the section of Higham Road between Icknield Way crossroads and High Street, Tuddenham St. Mary is not on the agreed route specified by the planning permission, it remains part of the recognised Suffolk Lorry Route Network as a local access route.

3.58 Traffic information was also obtained from the Site during the period of the ATC surveys, which confirmed the following:

3.59 In terms of HGV movements during the week, the following traffic flows were recorded on each link during the ATC surveys.

3.60 By comparing the total HGV flows recorded at the Site with the total HGV flows recorded at the various ATC locations, it is apparent that the Site traffic represents only a proportion of the overall HGV activity on the local highway network and that there are additional HGV movements associated with other activities in the area.

3.61 In addition to the operational HGV movements associated with the Site, staff trips would also occur on a daily basis. It is understood that there are 12 people employed within the Site. Assuming the worst case scenario whereby they all travel independently, this could result in a further 24 movements per day (12 in / 12 out), typically with arrivals occurring before the site opens at 07:00 and after it closes at 18:00 Monday to Friday, with a 13:00 closure on Saturdays. However, based on the data provided by the operator, it appears that operations on Saturdays are limited, as activity is normally concentrated between Monday to Friday inclusive.

3.62 Whilst not directly affected by the proposed new western extension, as previously described there is an asphalt plant operated by Breedon within the wider Marston’s Pit complex. The operator of the plant advised that it attracts around 20,232 HGV movements per annum (10,116 in / 10,116 out) associated with deliveries of materials and collect trade, which equates to an average of around 72 movements (36 in / 36 out) per working day. It is anticipated that this activity would continue at current levels throughout the life of the proposed development at the Site. The baseline flows for the asphalt plant were included within the observed traffic flows at the various ATC sites described above.

3.63 In terms of the recycling facility on site, it is understood that this attracts very little activity at present, but has historically attracted HGV activity when material is imported or exported on a campaign basis, resulting in relatively short periods of traffic movements to the relevant part of the Marston’s Pit complex. However, as previously described, this facility will be replaced by a new plant of part of the proposed development.

4 HIGHWAY SAFETY

4.1 In order to review the safety performance of the local highway network, collision data was obtained from Suffolk County Council for the most recent 5 year period available (01/01/2014 to 01/01/2019) covering the study area.

4.2 It was found that there had been no recorded personal injury accidents at the Site access during the period considered.

4.3 A review of the data provided revealed that there had been a total of 4 incidents recorded which involved HGVs 7.5 tonnes maximum gross weight or over and a further 3 incidents involving goods vehicles of unknown weight, which have been assessed for completeness. However, it appears that one of the latter did involve a HGV based upon the description of being an articulated lorry.

4.4 Starting at the north of the study area, in August 2016 a goods vehicle of unknown weight turned onto the A11 into the path of a car travelling along the dual carriageway, resulting in slight injury. It appears that the car may have had its left indicator on in error leading to the HGV driver pulling out of the side road. However, the directional details of the vehicles suggest that this may not have been at the Tuddenham Road / A11 junction, despite the plot location to the north of it. The details also indicate the speed limit on the A11 was 50 mph, which pre-dates the reduction to the current limit of 40 mph observed during the site visit.

4.5 On the bend to the east of the A11 junction on Tuddenham Road, a car travelling northbound towards the A11 crossed the centreline of the carriageway. A HGV travelling in the opposite direction braked to avoid the vehicle but its trailer slewed and the car collided with it resulting in serious injury.

4.6 In March 2015 a HGV travelling northbound along Coalpit Lane / Higham Road collided with a light goods vehicle which turned left out of Icknield Way into its path at the crossroads, resulting in serious injury.

4.7 In December 2016 a goods vehicle of unknown weight was travelling northbound along the same route when a car pulled across its path travelling west to east between the minor arms of Icknield Way resulting in serious injury.

4.8 In August 2014 a light goods vehicle travelling southbound on Coalpit Lane towards the A14 junction overtook another vehicle into the path of an oncoming HGV travelling

northbound, resulting in serious injury to the north of the slight bend above the A14 intersection.

4.9 In September 2016 a collision occurred on the loop over the A14 near Risby when a car driver travelling northbound mistakenly believed he was travelling on a slip road and collided with a HGV travelling southbound as both vehicles swerved to avoid each other, resulting in slight injury.

4.10 In October 2016 a collision occurred between a goods vehicle of unknown weight (but described as an articulated lorry) and cyclist at the bend near the westbound exit slip road outside the Claas building. Whilst some of the directional data appears to be inaccurate, based on the points of impact and the description it appears the goods vehicle may have turned right from the slip road across the path of a cyclist approaching from the north and travelling around the bend, causing the cyclist to collide with the trailer unit of the goods vehicle, resulting in serious injury.

4.11 In the event there is a feature of the local highway network that results in compromised safety for its users, it is normal to find a number of incidents at that location which share common characteristics. In this case there were two injury accidents at the Icknield Way crossroads with Coalpit Lane/Higham Road, both of which involved drivers pulling out into the path of goods vehicles approaching from the south. A review on site revealed that the visibility to the right (south) from the western approach of Icknield Road is very good, which suggests driver error rather than any deficiency in the road layout. It is also noted that in both cases the goods vehicle driver was continuing ahead northbound on the priority route, which suggests they were not at fault.

4.12 Having considered the foregoing, it is concluded that the existing roads are of a sufficient standard to safely accommodate HGV use, as recognised by their status within the Suffolk Lorry Route Network.

4.13 As previously noted, whilst noting the existing Site access has operated safely, it is recommended that consideration be given to trimming back vegetation within the verges to maximise visibility. With the vegetation trimmed back, visibility splays would exceed the desirable level across the full carriageway width based upon the observed speeds at ATC3. At present, the lateral visibility for emerging drivers is below desirable standards, but the forward visibility available for oncoming vehicles significantly exceeds what is required to enable them to slow down and stop safely if encountering a vehicle leaving the Site.

5 PROPOSED DEVELOPMENT

5.1 The proposed development seeks to allocate and permit a further western extension to the Site in order to maintain supplies of sand and gravel to existing, established markets, together with recycling and an alternative restoration for the existing quarry. The Site is identified as a preferred area within the emerging Minerals Local Plan, which is currently being subject to Examination in Public. The Plan indicates a reserve of approximately 3.77 million tonnes, whereas it is believed this would reduce to 3.5 million tonnes when taking into account sterilisation due to stand-off from boundaries etc.

5.2 It is proposed that the extraction operations would continue in accordance with the existing operations, which produce an average of around 200,000 tonnes per annum. The existing Site access, operating hours etc. would be retained as would the associated HGV activity.

5.3 In terms of the extraction element of the proposal, there would be no change when compared with the activities recently accommodated on the road network, which would continue for an additional period of around 17 – 18 years based on the estimated reserve an output.

5.4 However, unlike the existing extraction area, which is currently permitted to be restored to a lower level using indigenous materials stored on site, the proposed extension would be restored to existing levels (or thereabouts) by importing a comparable volume of inert fill, which would be processed through a new recycling plant (as a replacement of the existing recycling facility) prior to final deposition within the quarry void.

5.5 It is also proposed to revise the permitted restoration scheme for the historic and current extraction areas by importing approximately a further 2.6 million tonnes of inert fill.

5.6 Based on the remaining reserves within the permitted working area, it is anticipated that extraction within the new western extension would commence in late 2020 / early 2021. Subject to planning permission being granted, importing of inert materials would commence at the same time as the extraction of the new western extension, as these would be deposited within the current western extension being worked. The infilling would then follow the extraction in the new western extension. The extraction of the new western extension is anticipated to be completed by 2040 with restoration of the area completed by 2043. When that area is filled, infill would be diverted to the historic working area, which is anticipated to require approximately 1.5 million tonnes and would take around 7 - 8 years to complete; giving a final end date of 2050 / 2051.

5.7 The replacement recycling plant would process the incoming material to remove recyclable materials, which would then be sold as recycled aggregates. Based on experience elsewhere, approximately 20% of imported material is recycled.

5.8 In order to reduce transportation costs, it is proposed to back-haul the imported material with existing sales of sand and gravel, whereby an inbound trip will carry a load of infill,

the vehicle would then be cleaned on-site as may be necessary then loaded with sand and gravel, or recycled material for its outbound journey to customers.

5.9 Again, based on experience elsewhere, around 80% of imported material would be transported on a back-haul basis, up to completion of the extraction operations, at which point the imports would be primary trips with back-hauling limited to the distribution of secondary aggregates derived through the recycling process, which would continue until the Site is filled to form the proposed landform.

5.10 The Site would continue to operate at the hours currently permitted (07:00 – 18:00 Monday to Friday and 07:00 – 13:00 on Saturday) via the existing access to Cavenham Road. The distribution of traffic associated with the Site is also predicted to remain in accordance with current activities.

5.11 Based on the proposed activities, it is anticipated that an additional 3 full time employees would be required to facilitate the infilling activities and associated recycling, giving a total of 15 staff.

6 DEVELOPMENT TRAFFIC

6.1 Based on the average of 250 working days per annum, as the Site rarely operates on Saturdays, and an average payload of 20 tonnes for sand and gravel exports, the Site would continue to attract an average of 40 loads / 80 movements per day. This is comparable with the 38 loads / 76 movements per day recorded between October 2016 and November 2018 as previously reported. The difference during the period is a result of output and payloads.

6.2 As weighbridges are not always available at the source sites for inert fill material, it is common for the average payload to be lower, at around 17 tonnes. Based on the importing of 200,000 tonnes per annum over the same 250 days, imports would, if undertaken separately to the mineral extraction, attract an average of 47 loads / 94 HGV movements per day.

6.3 As previously described, 80% (160,000 tonnes) of the imported material is anticipated to be transported on a back-haul basis and would therefore attract no additional trips. The remaining 40,000 tonnes would attract an average of 9.3 (say 10) loads / 20 movements per day.

6.4 To reduce transport costs, the operator would seek to utilise these vehicles to distribute the 40,000 tonnes of recycled products on a back-haul basis. However, to represent a worst case scenario, it has been assumed that the export of recycled product would be independent of the imports, with average payloads of 20 tonnes, resulting in an average of 8 loads / 16 movements per day.

6.5 Based on the foregoing, it is apparent that the proposed activities would result in an average of 58 loads / 116 HGV movements per day between 2021 and 2040 when infilling and extraction processes are coincident, which represents an increase of 18 loads / 36 HGV movements per day when compared with the existing sand and gravel processing. There would also be an additional 6 movements associated with Staff travel, resulting in a total of 30 staff movements based on the worst case scenario where they all travel independently of each other.

6.6 From 2041, following completion of sand and gravel extraction, the average daily HGV activity would reduce to 47 loads / 94 HGV movements per day, as it is predicted that all of the recycled material would then be exported on a back-haul basis with the infill trips, in the absence of sand and gravel exports. This represents an increase of 7 loads / 14 movements per day when compared with the current situation. When sand and gravel exports are completed, the number of employees would reduce, with a corresponding reduction in staff trips to and from the Site.

7 DEVELOPMENT TRAFFIC IMPACT

7.1 The proposals would result in the continuation of sand and gravel processing at the Site and the associated traffic movements for a period of around 14 years when compared with the existing planning end date of 31 December 2024.

7.2 It would also result in an increase in the average daily HGV flows for up to 17 years, ranging between 18 loads / 36 movements per day until 2040 and 7 loads / 14 movements per day until 2051.

7.3 There would be a potential increase of 6 staff movements up to 2041 with a reduction thereafter when compared with the existing activity.

7.4 The ability of the local road network to accommodate traffic is tested during the peak hour periods when the volume of trips is highest. It is apparent that based on the operating hours of the Site, staff trips would occur off-peak and therefore the additional 3 trips into the Site during the morning and out during the evening would not breach the peak period demands placed on the local roads. As a result, the staff trips are not considered to result in a significant or material adverse impact.

7.5 The increase in HGV activity would be distributed throughout the day. Based on a full working day of 11 hours (07:00 – 18:00) an increase of 36 movements represents 3 – 4 movements per hour, whilst 14 movements represents 1 – 2 movements per hour at the Site access.

7.6 When taking into account the existing distribution of 73% through Tuddenham St. Mary and 27% through Cavenham, based on the higher flow of 36 HGV movements per day, and 4 HGV movements per hour, an average increase of 26 per day and 3 movements per hour (one every 20 minutes) through Tuddenham St. Mary is predicted to occur,

which may be compared with 10 per day and 1 movement per hour through Cavenham could be expected when the average activity is highest.

7.7 These daily and traffic flows may be considered in the context of the existing day to day variations currently arising from activities at the Site, which were detailed in section 3 of this report. As previously established day to day variations of up to 144 HGV movements at the Site access were experienced on full working days between October 2016 and November 2018, which is some 4 times greater than the higher increase of 36 movements per day identified above.

7.8 During the 7 day survey period during which the ATCs recorded traffic flows on the local road network, the HGV activity at the site varied by 24 movements between working days. The ATC results also revealed that over the survey period the observed day to day variations in HGV movements at all count sites exceed the increases of 26 and 10 movements based on the relevant direction of travel to / from the Site.

7.9 Over the life of the Site, traffic volumes are predicted to increase as a result of traffic growth. The TEMPro database is a national model which predicts traffic increases between years taking into account the geographical location within the UK based on the Middle Layer Super Output Areas (MSOAs) of the Census. In this case the road network is contained within Forest Heath 003, Forest Heath 005 and St. Edmundsbury 008.

7.10 Between 2019 and 2051, traffic flows during the AM peak period are predicted to increase by 25.13%, with an increase of 25.98% during the PM peak hour. Average Weekday (Monday to Friday) daily flows are predicted to increase by 27.91% whilst Average Daily flows are predicted to increase by 28.05%.

7.11 The highest hourly flow recorded at the ATC sites was 520 movements at Site 2 on High Street / Tuddenham Road, Tuddenham St. Mary during the AM peak hour on Wednesday 06 February. By increasing the existing flow by 25.13% the 2052 base flow becomes 651 movements.

7.12 On that day, the Site attracted 60 movements through Tuddenham St. Mary. Whilst it is understood the majority of these turned left onto Higham Road before reaching ATC 2, for the purposes of this capacity assessment we have assumed they all did.

7.13 The peak activity at the Site during the period October 2016 to November 2018 resulted in 144 HGV movements travelling towards Tuddenham St. Mary. Assuming the worst case scenario whereby all of these vehicles passed ATC 2 in the AM peak hour, the resultant flow would be 795 movements.

7.14 If adding 36 additional HGV movements to this figure, which assumes the entire daily increase is artificially compressed into a single peak hour of the week, the resulting cumulative traffic volume in 2051 becomes 841 movements.

7.15 This may be compared with the hourly capacity of carriageway of similar width published in TA 79/99 Traffic Capacity of Urban Roads. Table 1 of the document describes various types of route whilst Table 2 provides hourly flow capacities for the various road types at different widths. The lowest capacities are for type UAP4, which Table 1 describes as a busy high street carrying predominantly local traffic with frontage activity including loading and unloading, with a 30 mph speed limit, more than 2 side roads per km, unlimited access to houses, shops and businesses, unrestricted parking, frequent at-grade pedestrian crossings and bus stops at the kerb side.

7.16 The hourly capacity provided in Table 2 for a UAP4 route with a width of 6.1m is 750 vehicles, whilst that for a 6.75m wide route is 900 vehicles, based upon a 60/40 directional split with the published flow being the higher proportion of the total.

7.17 The observed flow at Site 2 was broadly consistent with this directional distribution, being 334 eastbound / 186 westbound, giving a 64 / 36 % split. By factoring up the hourly capacities above, it is apparent that the capacity of the route, which had a width measured to vary between 6.1m and 6.7m, ranges between 1250 and 1500 movements.

7.18 It is therefore apparent that in 2051, assuming the entire daily HGV flow attracted to the quarry based on the highest daily flow recorded at the Site between October 2016 and November 2018, plus the average daily increase associated with the proposed infilling and recycling activities travelled through Tuddenham St. Mary in the busiest peak hour of the week observed during the traffic counts, the route would still operate well within normally accepted capacity and performance criteria.

7.19 The cumulative flow of 841 movements under these most onerous conditions equates to a maximum of 67.28% of the hourly capacity of the route. This indicates that the busiest route on the local road network would retain a minimum spare capacity of some 32.72%, which corresponds to 409 vehicle movements per hour, based on the lower capacity of 1250 movements.

7.20 Having considered the foregoing it is concluded that the capacity of the local road network is not a constraint to the proposed development.

7.21 In terms of the A11 and A14, the 2017 AADT traffic flows were found to be 34864 vehicles including 2851 HGVs and 44276 vehicles including 6736 HGVs respectively. Based on the predicted traffic growth from TEMPro between 2017 and 2051 of 31.105%, the 2051 predicted AADT flows become 45708 including 3738 HGVs on the A11 and 58048 vehicles including 8831 HGVs on the A14.

7.22 For comparison with the AADT flows, which are averaged over 365 days per year, it is necessary to factor the Site traffic, which was calculated on the basis of 250 working days per year, by 250 / 365 = 0.685.

7.23 Taking the higher average daily flow of 116 HGV movements plus 30 staff movements, even though both HGV and staff flows at the Site would have reduced by 2051, as

previously described, the corrected 2051 AADT flow is calculated to be 100 movements overall and 80 HGV movements per day.

7.24 This equates to 0.2% of the overall traffic flow and 2.1% of the HGV flow on the A11. The same comparisons with the flows on the A14 are that the Site traffic represents 0.17% of the overall flow and 0.9% of the HGV flow.

7.25 These small proportions are considered to be insignificant and well within the range of normal day to day variations expected to occur on routes such as the A11 and A14.

7.26 It is therefore concluded that the capacity of the local road network should not be considered a constraint to the proposed development.

7.27 In terms of highway safety, the review of recent collision records revealed that the local road network, which has been identified for HGV use, has accommodated the normal day to day variations in traffic activity without significant adverse safety impacts.

7.28 Given the proposed development flows would fall within the range of activity already experienced on the same road network, which would retain significant levels of reserve capacity even when assessed under particularly onerous conditions, there is no reason to conclude that the proposed development would result in a significant adverse impact on road safety, subject to routine maintenance of the Site access and its visibility splays.

8 POLICY CONSIDERATIONS

8.1 When considering transport impacts, the National Planning Policy Framework (the Framework) advises at paragraph 108: “In assessing sites that may be allocated for development in plans, or specific applications for development, it should be ensured that:

a) appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, given the type of development and its location;

b) safe and suitable access to the site can be achieved for all users; and

c) any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree.”

8.2 Paragraph 109 continues: “Development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe.”

8.3 In this case, in terms of transport activity, the Site would continue to be served via an existing, established access and road network, which currently accommodates the same types of traffic without leading to unacceptable safety impacts.

8.4 Whilst the proposed development seeks to increase the quantum of traffic travelling to and from the Site in terms of both average and peak numbers, analysis of observed flow data on the network reveals that the increase falls within the normal range of day to day variations.

8.5 A review of peak hourly flow observed on the local road network, projected to the proposed 2051 end date using TEMPro growth factors, reveals with the additional development traffic added, the route would retain a reserve or spare capacity of at least 409 vehicle movements per hour, which equates to almost 33%.

8.6 In terms of the wider strategic routes of the A11 and A14, the development flows represented an insignificant proportion of the predicted traffic volumes.

8.7 A severe impact is a high threshold to breach. In circumstances where a safe access exists to an existing operational site onto a road network designated for local HGV access that currently accommodates similar vehicle types; which retains sufficient capacity to accommodate the cumulative increase in traffic; and where the additional traffic falls within the range of normal hour to hour and day to day variations on the network, it would be difficult to conclude that the proposal would result in an unacceptable impact on highway safety or a severe residual cumulative impact on the road network.

8.8 As a result, when considered in the context of current national transport policy, it is apparent that neither an allocation of the Site in the Minerals and Waste Local Plan, nor planning permission should not be prevented or refused on highway grounds.

9 SUMMARY

9.1 Allen Newport Limited operates Cavenham Quarry (the Site), which sits within a wider complex known collectively as Marston’s Pit. The Marston’s Pit complex also incorporates an Asphalt Plant operated by Breedon and a recycling facility operated by Middleton Aggregates, which benefit from separate planning permissions.

9.2 The Site has been producing sand and gravel since the mid -1960s and currently produces an average of around 200,000 tonnes per annum (tpa) from the current working area under planning permission Ref: SCC/0124/16F, which was granted on 21 September 2016 for a western extension containing 1.1 million tonnes of saleable reserves. The planning permission imposes a number of conditions including operating hours and vehicle routeing.

9.3 The Site is served by an access onto Cavenham Road and is located approximately 2 km north of Cavenham, 2.25 km east-northeast of Tuddenham St. Mary, 1.5 km southwest of Icklingham and 12km northwest of Bury St. Edmunds, Suffolk.

9.4 The access is also shared with the asphalt plant and recycling operations within the wider Marston’s Pit complex.

9.5 In order to maintain the supply of sand and gravel to the existing, established markets, planning permission is sought for a further western extension, which is believed to contain 3.5 million tonnes of saleable reserves. This would provide sufficient reserves for a further 17 – 18 years based on the existing rate of extraction, which is proposed to be maintained.

9.6 It is also proposed to import a similar quantity of inert material to the site in order to restore the new western extension to original ground levels. A new recycling facility would be provided to remove any recyclable materials prior to final deposition of waste within the quarry void. This would replace the existing recycling facility within the wider Martson’ Pit complex. The operation of the asphalt plant would not be affected and would continue in accordance with its existing permitted activities.

9.7 Further imports totalling 2.6 million tonnes are proposed to restore existing working and worked areas of the Site, which will require a planning permission as it represents a variation to the approved restoration scheme for the current and historic extraction areas.

9.8 The proposed new western extension is being promoted for inclusion within the emerging Suffolk Minerals and Waste Local Plan, which is currently being subject to Independent Examination in Public. The Site is included as M4 under Policy MP2 and also on the Proposals Safeguarding Map and is detailed in chapter 11 “Cavenham” within the Preferred Options document.

9.9 The Hurlstone Partnership Limited was instructed to consider the acceptability of the proposed new Western Extension and proposed revisions to the restoration of the existing and historic worked areas in terms of their highway impact.

9.10 The review considered the existing planning permission and activities within the Site, the safety performance of the local road network, empirical traffic data recorded on local roads and the geometric characteristics of the Site’s access and adjoining routes, which are identified as Local Access Routes within the Suffolk Lorry Route Network, as confirmed in the Preferred Options Document of the emerging Minerals and Waste Local Plan when considering the Site, which also advised: “The existing access arrangements are acceptable based on the existing flows”.

9.11 It is therefore apparent that the local roads are considered suitable for use by HGVs and that the existing access and highway impact is acceptable based on existing flows.

9.12 The importing of inert materials into the site would result in increased traffic flows between 2021 and 2051 when compared with the existing situation. At present, based on the average output of 200,000 tonnes per annum, the average daily HGV activity is established to be 40 loads / 80 movements per day plus the trips associated with 12 staff.

9.13 Under the proposals, between 2021 and 2040, the average daily flows would increase to 58 loads / 116 HGV movements plus trips associated with 15 staff. This would reduce from 2041 to an average of 47 loads / 94 movements per day once mineral extraction ceases and the activity is related only to the infilling of the remaining void and associated recycling of imports.

9.14 A review of traffic data revealed that the increase associated with the introduction of infilling and associated recycling activities falls within the existing day to day variations observed on the local road network and at the site access.

9.15 The existing traffic flows on the local road network were projected to 2051 using appropriate local growth factors. Applying these to the peak hour flow observed on the busiest of the local roads, then artificially adding the traffic recorded during the whole day on the busiest day of trading to this single hour, together with the daily increase associated with proposed the infilling and recycling facilities, revealed that even on the busiest of the local routes under such onerous conditions, the network retained significant levels of reserve capacity.

9.16 Based on this, and the fact that the development traffic was found to represent an insignificant proportion of the flows on the A11 and A14, it was concluded that highway capacity is not a constraint to the proposed development.

9.17 The safety performance of the local road network was also reviewed using collision data obtained from Suffolk County Council. It was found that there had been no recorded accidents at the Site access and that the existing roads are of a sufficient standard to safely accommodate HGV use, as recognised by their status within the Suffolk Lorry Route Network.

9.18 Given the proposed development flows would fall within the range of activity already experienced on the same road network, which would retain significant levels of reserve capacity even when assessed under particularly onerous conditions, there is no reason to conclude that the proposed development would result in a significant adverse impact on road safety, subject to routine maintenance of the site access and its visibility splays.

9.19 In circumstances where a safe access exists to an existing operational site onto a road network designated for local HGV access that currently accommodates similar vehicle types; which retains sufficient capacity to accommodate the cumulative increase in traffic; and where the additional traffic falls within the range of normal hour to hour and day to day variations on the network, it would be difficult to conclude that the proposal would result in an unacceptable impact on highway safety or a severe residual cumulative impact on the road network.
