Tuesday, July 16 Wednesday, July 17 Thursday, July 18 (4 Sittings) Monday, July 22 Consideration and return of the Appropriation Bill relating to Demands for Grants for 2019 – 20 Tuesday, July 23 Consideration and return of the Finance Wednesday, July 24 Bill (No.2), 2019. –––––––––– 2 No.58923 Simultaneous Interpretation Service Arrangements for Simultaneous Interpretation of speeches made in all the Indian languages listed in the Eighth Schedule to the Constitution Members are informed that in addition to the existing arrangements of Simultaneous Interpretation of the entire proceedings of the House into English and Hindi, arrangements have been made from the 246th Session to provide Simultaneous Interpretation in all the 22 Indian languages listed in the VIII Schedule to the Constitution, subject to the procedure mentioned hereunder: Out of these 22 languages, facility for Simultaneous Interpretation in five Indian Languages namely Dogri, Kashmiri, Konkani, Santhali and Sindhi is being provided from the 246th Session. The procedure for providing interpretation facility in these languages will be as follows:- Procedure (1) Speeches made in the course of debates will be interpreted from the aforesaid languages into English and Hindi. (2) Interpretation from the languages into English and Hindi will not be available during the period immediately before Question Hour, when miscellaneous matters not entered in the List of Business are raised, nor will it be available for remarks, observations or interruptions in the midst of regular debates; (3) A member desirous of making a speech in any of these languages may kindly give at least one hour’s notice to that effect to the officer at the table stating also the language in which he wishes to make a speech. However notice period for Dogri, Kashmiri, Konkani, Santhali and Sindhi Languages will be one day i.e. 24 hours; (4) Hindi interpretation will be transmitted on Channels 2 and 5 and English interpretation on channels 3 and 6. Channels 1 and 4 have been earmarked for the floor language. 3 List of Indian Languages of the VIII Schedule to the Constitution:- (1) Assamese (2) Bengali (3) Bodo (4) Dogri (5) Gujarati (6) Hindi (7) Kannada (8) Kashmiri (9) Konkani (10) Malayalam (11) Maithili (12) Manipuri (13) Marathi (14) Nepali (15) Odia (16) Punjabi (17) Sanskrit (18) Santhali (19) Sindhi (20) Tamil (21) Telugu (22) Urdu –––––––––– No.58924 Simultaneous Interpretation Service Use of languages other than Hindi and English during Question Hour Members are informed of the following procedure regarding use of languages other than Hindi and English during the Question Hour:- A member in whose name a Question appears in the List of Questions for Oral Answers and who gives advance intimation for asking supplementary questions in languages mentioned in the Eighth Schedule of the Constitution (other than Hindi and English) for which arrangements for simultaneous interpretation already exist, may put supplementaries during the Question Hour in that language subject to the following conditions:- 4 (i) This facility may be availed of only by members in whose names the Question appears in the List of Questions for Oral Answers; (ii) Advance notice on this behalf shall be given in writing by the members concerned not later than 3.00 p.m. on the working day preceding the day on which the Question is listed for Oral Answers; (iii) The facility shall not be available to members other than those in whose names the Question stands listed in the List of Questions for Oral Answers; (iv) In the printed debates (Original version) only an English version of the supplementary questions asked in a language other than Hindi, Urdu and English would be incorporated as is already being done at present in respect of speeches delivered by members in a language other than Hindi, Urdu and English while participating in debates on Bills, Resolutions, etc. ––––––––– No.58925 Simultaneous Interpretation Service Avoiding Disturbance in the sound system It has been observed that some Hon. Members do not turn off the volume knob of their earphones while leaving their seats, which causes disturbance in the sound system in the House. Hon. Members are, therefore, requested to turn the knob to the left while leaving their seats. –––––––––– No.58926 Stores Section Use of the State Emblem of India on (official/Demi official) stationery Members are informed that, as per the provisions of the State Emblem of India (Regulation of Use) Rules, 2007, the State Emblem of India should be positioned in the “middle top” on the official/Demi official stationery, visiting cards etc. It should be ensured that the State Emblem of India is depicted together with the motto “Satyameva Jayate”- in Devanagri Script – to be inscribed below the profile of the Lion Capital. Further, it may be noted that the State Emblem of India is incomplete without the motto “Satyameva Jayate.” –––––––––– 5 No.58927 Library and Reference Unit, LARRDIS Deposit of Archival/ Historical material/Archival books and Photographs available in Parliamentary Museum & Archives for reference The Parliamentary Museum & Archives, Lok Sabha Secretariat undertakes acquisition, storage and preservation of precious records, historical documents and articles connected with the origin, growth and functioning of Parliamentary institutions and the Constitution of India. It is felt that these objects, which are part of our national heritage are collected, scientifically treated and preserved for the benefit of posterity. Members are requested to kindly consider depositing material which they have in their possession like private correspondence, notes, articles, records, manuscripts, speeches, memoirs, diaries, relics, art pieces, mementos, personal belongings and collections, paintings, photographs or any other material of archival/historical value connected with their career and activities as Parliamentarians and freedom fighters, in the Parliamentary Museum & Archives, FB-094, Parliament Library Building (Tel. Nos. 23034131, 23034226, Fax No. 23035326) for permanent preservation and display. The material will enrich the Parliamentary Museum & Archives and be useful for research work. If desired, the material received would be returned after making necessary copies. Any secretarial assistance in sorting out and listing the material will be made available by the Lok Sabha Secretariat. The Parliamentary Museum and Archives (PMA) have 724 books on/by Members of Parliament. Members who are desirous of consulting these books may contact the PMA. The Photo Archives too has a collection of 19,500 photographs relating to Parliamentary events and passport size photographs of Members of Parliament from 1st to 16th Lok Sabha. All these photographs have been digitized and can be retrieved with a click of mouse with help of keywords through software available in the branch. Kind cooperation of the Members is solicited.
