RAJYA SABHA Parliamentary Bulletin PART-II Nos.: 51997-52006] FRIDAY, JUNE 6, 2014 No. 51997 Table Office Oath or Affirmation The newly elected/re-elected Members of the Rajya Sabha will make and subscribe an Oath or Affirmation as required by article 99 of the Constitution on Monday, June 9, 2014, when the Rajya Sabha meets half-an-hour after the conclusion of the President’s Address. 2. The following procedure has been laid down for making the Oath or Affirmation of allegiance to the Constitution:— On the name of a Member being called by the Secretary-General, the Member will proceed from his/her seat to the right side of the Secretary-General’s Table where a copy of the form of oath or affirmation will be handed to him/her. The Member will make the oath or affirmation facing the Chair and thereafter walk upto the Chairman’s seat, shake hands or greet the Chairman, and pass behind the Chair to the other side of the Table where he/she will sign the Roll of Members. After signing the Roll, he/she will return to his/her seat. 3. Any Member who is unable to make the oath or affirmation on Monday, the June 9, 2014, may do so at 11-00 A.M. at any subsequent sitting of the House. ________ 2 No. 51998 Legislative Section President's Address Date of Address- As already intimated through Rajya Sabha Bulletin Part-II No.51878 dated May 30, 2014, the President will address both Houses of Parliament assembled together at 11.00 a.m. on Monday, the 9th June, 2014 in the Central Hall, Parliament House, New Delhi. Half an hour after the conclusion of President's Address on the 9th June, 2014 the Rajya Sabha will hold a separate sitting for the transaction of Government Business. 2. Supply of Copies of the President's Address- Copies of the President's Address will be made available to members in the Lobby immediately after a copy of the Address has been laid on the Table of the Rajya Sabha by the Secretary-General. Members who do not take their copies in the Lobby on the 9th June, 2014, may obtain them from the Rajya Sabha Publications Counter. 3. Discussion on the President's Address- Two days, viz, Tuesday, the 10th June and Wednesday, the 11th June, 2014 have been provisionally allotted for discussion on the Motion of Thanks on the President's Address to be moved by a member and seconded by another member. _______ No. 51999 Lobby Office Arrangements in connection with the President’s Address on the 9th June, 2014. 1. Road Traffic Regulation – Members are requested to arrive at the Parliament House by 10.30 A.M. in order to obviate any inconvenience to which they may otherwise be put on account of the regulation of road traffic near the approaches to the Parliament House. 2. Arrival and Departure of the President – (a) The President will arrive at the Parliament House at 10.55 A.M. and will be conducted to the Central Hall of the Parliament House at 11.00 A.M. sharp. (b) Members are requested to take their seats in the Central Hall by 10.55 A.M. i.e., five minutes before the President arrives in the Central Hall. 3 (c) Members are also requested not to leave the Central Hall during the Address. (d) After the Address, the President will leave the Central Hall in procession. Members are requested to remain in the Central Hall, until at least five minutes after the President has left the Central Hall. _______ No. 52000 Conference & Protocol Section Birth Anniversary of Shri K.S. Hegde On the occasion of the Birth Anniversary of Shri K.S. Hegde, former Speaker, Lok Sabha, a function to pay floral tributes to him will be held on Wednesday, the 11th June, 2014 at 10.30 A.M. in the Central Hall, Parliament House, New Delhi. Dignitaries and Members of Parliament will pay floral tributes on the occasion. Members are cordially invited to join. _______ No. 52001 Simultaneous Interpretation Service Avoiding Disturbance in the sound system It has been observed that some Hon. Members do not turn off the volume knob of their earphones while leaving their seats, which causes disturbance in the sound system in the House. Hon. Members are, therefore, requested to turn the knob to the left while leaving their seats. ________ 4 No. 52002 Simultaneous Interpretation Service Arrangements for Simultaneous Interpretation of speeches made in some of the languages listed in the Eighth Schedule to the Constitution In addition to providing interpretation of the entire proceedings of the House from Hindi to English and vice-versa, arrangements exist for simultaneous interpretation in English as well as Hindi of the speeches made in the following seven languages subject to the procedure laid down hereinafter. (1) Bengali (2) Gujarati (3) Kannada (4) Malayalam (5) Odia (6) Punjabi (7) Tamil Procedure – (1) Speeches made in the course of debates will be interpreted from the aforesaid languages into English and Hindi. (2) Interpretation from the languages into English and Hindi will not be available during the period immediately after Question Hour, when miscellaneous matters not entered in the List of Business are raised, nor will it be available for remarks, observations or interruptions in the midst of regular debates; (3) A member desirous of making a speech in any of these languages may kindly give at least one hour’s notice to that effect to the officer at the table stating also the language in which he wishes to make a speech; (4) Hindi interpretation will be transmitted on Channels 2 and 5 and English interpretation on channels 3 and 6. Channels 1 and 4 have been earmarked for the floor language. ________ 5 No. 52003 Simultaneous Interpretation Service Use of languages other than Hindi and English during Question Hour Members are informed of the following procedure regarding use of languages other than Hindi and English during the Question Hour:- A member in whose name a Question appears in the List of Questions for Oral Answers and who gives advance intimation for asking supplementary questions in languages mentioned in the Eighth Schedule of the Constitution (other than Hindi and English) for which arrangements for simultaneous interpretation already exist, may put supplementaries during the Question Hour in that language subject to the following conditions:- (i) This facility may be availed of only by members in whose names the Question appears in the List of Questions for Oral Answers; (ii) Advance notice on this behalf shall be given in writing by the members concerned not later than 3.00 p.m. on the working day preceding the day on which the Question is listed for Oral Answers; (iii) The facility shall not be available to members other than those in whose names the Question stands listed in the List of Questions for Oral Answers; (iv) In the printed debates (Original version) only an English version of the supplementary questions asked in a language other than Hindi, Urdu and English would be incorporated as is already being done at present in respect of speeches delivered by members in a language other than Hindi, Urdu and English while participating in debates on Bills, Resolutions, etc. _______ 6 No. 52004 Stores Section Use of the State Emblem of India on (official/Demi official) stationery Members are informed that, as per the provisions of the State Emblem of India (Regulation of Use) Rules, 2007, the State Emblem of India should be positioned in the “middle top” on the official/Demi official stationery, visiting cards etc. It should be ensured that the State Emblem of India is depicted together with the motto “Satyameva Jayate”- in Devanagri Script – to be inscribed below the profile of the Lion Capital. Further, it may be noted that the State Emblem of India is incomplete without the motto “Satyameva Jayate.” _______ No. 52005 Library and Reference Unit, LARRDIS Hi-tech Parliament Museum The Parliament Museum depicts the continuum of democratic heritage of India with the creative use of technology. It educates the visitor about our historic struggle for democracy, democratic values and representative institutions by showing different phases of evolution of democracy. Sound, light, and video synchronization combined with multi- media, multi-screen panoramic projections, virtual reality and animatronics, simulates history of our democracy and leaves an enduring impression on the mind of the visitor. The Museum has a Resource Centre with a fully computerized textual and visual information bank. Members are requested to make it convenient to visit the Museum with their families. The Museum is open from Monday (during Session period) to Saturday (11.00 am to 5.00 pm) and is located in Hall G-118 (Ground Floor) in Parliament Library Building. _______ 7 No. 52006 Library and Reference Unit, LARRDIS Information Bulletin on President’s Address Members are informed that copies of the Information Bulletin on ‘President’s Address’ (in English and Hindi) brought out by the Lok Sabha Secretariat are available for distribution.
