They are Jubril Ayinla, a rear-admiral and Muftau Balogun, a major-general and chief of logistics,.COL, Defence Headquarters, DHQ. Very little is known about Balogun outside the military. Ayinla, former commandant of the National War College and member of PRC, was appointed minister of commerce and tourism in July 1996. He was deployed as minister of health last December. Or that they actually participated in the plot but changed their minds and turned loyal somewhere along the line. That leaves the other three possibilities. Though he claims to have made significant seizures, sacked hundreds of corrupt staff and prosecuted others, Bamaiyi still needs to do more to convince Nigerians that his strategy is succeeding in the drugs war. The number of traffickers is growing. Last year alone, the agency arrested 2,372 suspects out which 1,088 were convicted and 16 acquitted by the miscellaneous offences tribunals which tried them. The figure showed a marked increase of 99.8 percent over the previous year. Bamaiyi's statistics also showed that more and more Nigerians have gone into marijuana cultivation.
