On behalf of the Recreation and Parks Commission for the Parish of East Baton Rouge, we would like to welcome you as a participant in our Adult Football Program.

Our goal is to offer quality sports programming at affordable prices and see that each participant has an enjoyable leisure experience.

Please read the rulebook at your first opportunity to familiarize yourself with our league’s rules and regulations.

All managers/coaches must take the SPORTSMANSHIP class. (NFHS Sportsmanship Course http://nfhslearn.com/courses/37000) Submit completion certificate with team registration form. All manager/coaches must take the CONCUSSION training course (Center for Disease Control and Prevention Concussion Training Course https://www.cdc.gov/headsup/youthsports/training) Submit completion certificate with team registration form.

BREC YOUTH BASKETBALL PROGRAM RULES & REGULATIONS

ARTICLE I Divisions

15-17 yrs. (15&Up) Any player who has not reached his or her 17th birthday on or before January 1, in the year of the current basketball season is eligible to play.

13-14 yrs. (14U) Any player who has not reached his or her 15th birthday on or before January 1, in the year of the current basketball season is eligible to play.

11-12 yrs. (12U) Any player who has not reached his or her 13th birthday on or before January 1, in the year of the current basketball season is eligible to play.

9-10 yrs. (10U) Any player who has not reached his or her 11th birthday on or before January 1, in the year of the current basketball season is eligible to play.

7-8 yrs. (8U) Any player who has not reached his or her 9th birthday on or before January 1, in the year of the current basketball season is eligible to play.

4-6 yrs.(6U) Any player who has not reached his or her 7th birthday on or before January 1, in the year of the current basketball season is eligible to play.

Players of younger division age may play/participate in older divisions provide proper documentation is completed, but an older division age player may not play in the younger divisions. Players can play/participate within the BREC Youth Basketball League and participate within other leagues, For Example: BREC Youth Basketball League and other recreations/basketball leagues.

Players will be allowed to play in two age divisions with the same organization with approval from BREC Athletics Department. Players of younger division age may play/participate in older divisions provide proper documentation is completed, but an older division age player may not play in the younger divisions. Coach/Manager must provide written confirmation of players information and submit it before the season begins. Also, this player must play in the acquire amount of games to be ruled eligible (50% of each division games) for playoff play.

Player Post-Season Eligibility: Any player on your roster must play in at least fifty percent (50%) or more of their scheduled league games for the regular season their team is currently playing in. If not, he or she will be deemed ineligible for any postseason games.

ARTICLE II Governing Rules

Games shall be played under the NFHS, National Federation of high Schools, Basketball Rules and/or specific changes for local situations as follows.

In 10U, 12U, 14U, 17U leagues - No Defensive Restrictions, except for the following game situations: 6U: There is no pressing in this age group! 8U: A team leading by 15 points or more at any in the second half must play defense behind their three-point arc. 1. Leading teams may not , full court man to man, or full court man to man press/trap. • Only the team trailing may double team, play , full court man to man, or full court man-to-man press/trap. 2. When the difference in score is less than 15 points both teams may double team, play zone defense, or full court man to man, or full court man-to-man press/trap. 3. The team leading by 15 or more points has the option to play man-to-man defense, or zone defense behind the three-point arc while they are leading. 10U: A team leading by 20 points or more at any point in the second half must play defense behind their three-point arc. 1. Leading teams may not double team, full court man to man, or full court man to man press/trap 2. Only the team trailing may double team, play zone defense, full court man to man, or full court man- to-man press/trap. 3. When the difference in score is less than 20 points both teams may double team, play zone defense, or full court man to man, or full court man-to-man press/trap. 4. The team leading by 15 or more points has the option to play man-to-man defense, or zone defense behind the three-point arc while they are leading. 12U: A team leading by 20 points or more at any point in the second half must play defense behind their three-point arc. 1. Leading teams may not double team, full court man to man, or full court man to man press/trap. • Only the team trailing may double team, play zone defense, full court man to man, or full court man-to-man press/trap. 2. When the difference in score is less than 15 points both teams may double team, play zone defense, or full court man to man, or full court man-to-man press/trap. 3. The team leading by 20 or more points has the option to play man-to-man defense, or zone defense behind the three-point arc while they are leading.

• Penalty for Governing Rules A- First offense: Warning, Second and all additional offenses: 2 shot penalty with the shooting team getting the ball on the side after the second shot.

• In division 6U, 8U, and all recreation league divisions, coaches must play all players in every game for at least one quarter unless he or she is being disciplined in which case the coach must notify the scorekeeper before the start of the game. Failure to do so will result in automatic forfeiture of the game. • In divisions 10U, 12U, 14U, and 17U Premier Leagues it is recommended that all players who attend games play, but it is not mandatory. Substitution Rules: 6U, 8U, and All Recreation Divisions 1. 1st Quarter - 5 players will play entire quarter. 2. 2nd Quarter -1st quarter players must be replaced with 5 new players (if possible) who will play entire 2nd quarter. 3. 3rd Quarter - Players who did not play 1st or 2nd quarter will play entire 3rd quarter. 4. 4th Quarter -Any 5 players. Free substitutions can be made on any whistle. 5. All players who attend the game must play with their team. Failure to do so will result in automatic forfeiture of the game. 6. 6U, 8U and all Recreation Divisions, no player shall play more than 3 quarters. Any player who plays any part of a quarter will be considered as playing that full quarter. Exception - An injured player may be substituted at any time and cannot play the rest of the half. Substitution Rules: 10U, 12U, 14U, & 17U Premier Divisions 1. Free Substitutions. It is recommended that all players who attend games play, but it is not mandatory. 2. No playing quarter restrictions for 10U, 12U, 14U, and 17U.

6U-17U Divisions: Teams must have five (5) players readily available for game time to begin a game. If a team doesn't have five (5) players readily available at game time the game will be considered a forfeit. • We suggest teams should be at the game site 30 minutes before game time. • Parent’s Code of Ethics, Coaches Code of Ethics and Coach Parent Supporter Code must be followed always. Failure to follow the rules and regulations could result in disciplinary action decided by BREC’s Athletic Department. • Team /Coach Sportsmanship Fine: Failure to adhere to the rules, regulations and league policies (For Example: Coaches Code of Ethics, Coach Parent Supporter Code, etc....) will result in a team fine of $100 per incident. Teams and or coaches will not be allowed to participate in any organized league activities until league fine is paid. ELIGIBILITY 1. It is recommended that teams have no less than eight (8) players and no more than fourteen (15). 2. Each player must be on their signed roster to be eligible for play. 3. The team registration fee for the league should be turned in to BREC's Athletic Department with the complete team packet by the deadline date established each season. Schedules will then be drawn up and coaches will be notified.

4. Coaches must turn in a completed player contract for each player on their roster. A recent photograph copies of the original birth certificate and a recent photo of the player must accompany this contract. 5. In case of an age eligibility question the coach must be able to present an original birth certificate within 72 hours. If the original is not presented the player will automatically be suspended until the original birth certificate is produced. 6. Players will not be permitted to sign with a team after the deadline date (After the second scheduled playing date) established yearly. 7. All games in which an ineligible player has played will be forfeited. 8. No additions except for hardship will be taken after the second Saturday of the season

ARTICLE III Officials & Schedules

1. All officials will be furnished and approved by BREC. 2. All games will be played at the gym indicated on the schedule. Games will be played as scheduled.

ARTICLE IV Technical Fouls & Coach Representation

1. A player/manager that has a technical called against him/her will be warned the first time and eject from the game on the second . After the third technical foul, the game will be forfeited to the opponents regardless of the score or time left in the game. (This pertains to technical fouls called for unsportsmanlike conduct on part of player/manager.) 2. All youth league teams must have at least one adult coach who must be present at all games. If a coach is not present or if a suitable adult replacement is not present, then the team will forfeit the game. No player coaches will be allowed.

ARTICLE V Uniforms & Equipment

1. Game balls will be furnished/provided by BREC. a. Ball Sizes: i. (28.5) 6U, 8U, 10U, & 12U ii. (29.5) 14U, & 17U

1. 6U leagues shall consist of four (4) five minute quarters. 8U-17U leagues shall consist of four (4) six minute quarters with a two (2) minute half time intermission and one (1) minute between quarters. 2. Championship Games will consist of four (4) six (6) minute quarters with a five (5) minute half time intermission and one (1) minute between quarters. 3. Clock Operations - The league will use running time, only stopping the clock in the final minute (60 seconds) of each quarter, time outs, and free throws. Each game will begin by a at center court. Jump ball possessions will then alternate. 4. Each team is permitted four (4) time outs per game. Two per half (“1” Full & “1” 30sec.) and one full for overtime. 5. In the 6U and 8U leagues only eight (8) foot goals and 15-foot lines will be used. 6. In the Premier 10U- 17U divisions, 10-foot goals and 15-foot free-throw lines will be used. 7. Uniforms: Similar colored shirt, other than grey, with 6" number on back and 4" on the front. 8. A player who wears a dreadlock hair style must wrap their hair in a ponytail for the safety of others. 9. No jewelry, including elastic bands on wrists, for the safety of others 10. No cutoff shorts allowed. BREC prohibits the advertisement of products or services such as alcoholic beverages, tobacco products, gambling or any other product or service deemed to be against BREC policy, on team uniforms, schedules or rosters.

ARTICLE VI Specific Rules & Regulations For 6U

1. All players must dribble the basketball while he or she has possession of the basketball (A player must dribble the basketball every two steps that they take). No Running with the basketball. In the event a player does not dribble the basketball while he or she has possession of the basketball a will be called against the player committing the violation, and possession of the basketball will go to the opposing team.) 2. Players have ten (10) seconds to advance the ball pass mid court. • No pressing. Players must defensively pick up at midcourt/half court 3. No Double-Teaming Defense allowed. Only Zone Defense and Man-to-Man defense is allowed. • Five (5) second lane violation. 4. 6U: Coaches must play all players in every game for at least one (1) quarter unless he or

she is being disciplined in which case the coach must notify the scorekeeper before the game begins. 5. All other rules from the BREC - Junior Basketball Program will apply 6. An eight (8) foot goal will be used instead of a (10') foot goal. • An intermediate ball will be used 7. No score will be kept for games. No league standing will be kept during the season. 8. Time of game will be four- five (5) minute quarters. Clock will not stop except on injury, lining up for free throws, (clock will start when shooter is handed the ball), time outs or usual situation. 9. All free throws will be one-shot free throws.

Conduct Rules We ask that you maintain a positive approach at all times throughout the league and adhere to the following guidelines: 1. Game officials shall have the respect and support of the coach. The coach shall not indulge in conduct which will incite the players or spectators against the officials. Public criticism of the officials or players is unethical 2. The coach should respect his opponents, display gracious behavior during competition and require his players to conduct themselves in similar fashion. Before and after the contest, rival coaches should meet and exchange friendly greetings to set the correct tone for the event. 3. Coaches shall actively use their influence to enhance sportsmanship by spectators.

Player/Team Disqualification All Non-athletes/coaches are responsible to see that their team meets all eligibility requirements. If a player is found to be ineligible prior to the start of a sanctioned competition, the player will be expelled from the competition and the team will continue. If a player is found to be ineligible after the competition has started, the player will be expelled from the competition and the team will forfeit all games in which the ineligible player was listed on the official score sheet. The team may continue to participate, if applicable, without the expelled player.

ARTICLE VII GENERAL BASKETBALL RULES

Personal Fouls - A foul is called when a player makes illegal contact with an opponent that results in an advantage. When a foul is called, live play immediately stops. Which team receives the basketball will depend on many factors that I’ll cover over the next few paragraphs. Here are the 6 most common personal foul types:

Reaching In - Occurs when a defender reaches in to the basketball and makes illegal contact with their opponent. The contact made is usually the defender slapping the dribbler’s arm or wrist. Holding - A holding foul is called when a player uses their hands or arms to limit or prevent an opponent’s movement around the court. Blocking - A blocking foul is called when a player uses their body to limit or prevent an opponent’s movement on the court without establishing position. Charging - A charging foul is called when a defensive player has established position and an offensive player runs into them. This can happen with or without the basketball. Pushing - A pushing foul is called when a player extends their arms forcefully to move an opponent on the court. Illegal - An illegal screen is called when an offensive player who is setting a screen on a defender has not established position when the opposition contacts them.

Penalties for Fouling: • If a foul is whistled while an opponent is in the motion of shooting the basketball, the offensive player will receive free-throws. • 2 Free-Throws = If a player is fouled while attempting a within the three-point line (layup, post move, midrange shot, etc.) • 3 Free-Throws = If a player is fouled while attempting a field goal beyond the three-point line. • If a shot attempted while being fouled is successful, the points for that shot count and they will be rewarded with only 1 additional free-throw regardless of where on the floor the contact was made. • On all non-shooting personal fouls, the team who was fouled receives the basketball at the closest point out-of-bounds from where the foul was made. • If a team commits more than the legal number of fouls in a half the player who was fouled will receive one and one free-throws for each additional foul. If a team commits more than an additional 10 fouls the other team will receive two free throws per foul committed. • A player is ‘fouled out’ and must spend the rest of the game on the bench after they have accumulated 5 fouls throughout the duration of a game.

Special Fouls

Technical Foul: A technical foul is called when a coach or player brings the game of basketball into disrepute and is not made in relation to contact. • This could be actions like yelling at a referee, flopping, kicking a basketball, using inappropriate language, holding onto the rim after a dunk, etc.

• When a player or coach has received two technical fouls, they will be ejected from the game and required to leave the playing area. o Penalty: 2 free-throws for any opposition player on the court and then possession. : A flagrant foul may be a personal or technical foul of a violent or savage nature, or a technical noncontact foul which displays unacceptable conduct. It may or may not be intentional. • This could include actions like hitting, kicking, or pushing another player. o Penalty: 2 free-throws for any opposition player and then possession. Unsportsmanlike Foul: An unsporting foul is a noncontact technical foul which consists of unfair, unethical, dishonorable conduct or any behavior not in accordance with the spirit of fair play

o Penalty:2 free-throws for any opposition player and then possession. Intentional Foul: An intentional foul is a personal that may or may not be premeditated and is not based solely on the severity of the act.

o Penalty: 2 free-throws for the fouled player and then possession near the spot of the foul.

Game Violations: • When a violation occurs, play is immediately stopped and the team who committed the violation loses possession of the basketball. The basketball is then passed in from outside the court by the opposition at the closest point to where the violation occurred. • Out-of-Bounds Violation: The basketball is ruled out-of-bounds when it touches either a player, the floor, or an object that is out of bounds. The possession of the basketball goes to the opposing team of the player who was the last to touch the basketball. If the basketball lands on the line, that is still considered out of bounds. • Traveling Violation: Traveling is difficult to describe in writing but is in place to prevent players from taking more than one step while holding the basketball. This rule also prevents players from moving or changing their pivot foot once it’s been established. • Violation: A double dribble can occur in two situations: 1. A player dribbles the basketball, picks up their dribble, and then dribbles the basketball again. 2. When a player touches the basketball with both hands while . • Jump Ball Violation: When two opponents grab the basketball at the same time and it cannot be gained by a single player quickly, a held ball violation will be called. 1. The basketball is given to each team on a rotating basis depending on the possession arrow which will be discussed later in the article. Violation: 1. Goaltending violation is called if an offensive or defensive player contacts the basketball while it’s in the downward flight after a shot or if a player touches the basketball when it’s in the vertical cylinder above the hoop. 2. If the offensive player receives a goaltending violation, the basket is called off and their opponent receives possession of the basketball.

3. If the defensive player receives a goaltending violation, the basketball is counted and the defense will then receive the basketball like a normally made shot. Back-Court Violation: 1. Once the basketball has been fully established in the offense’s front court, they are not allowed to cross back over the half-court line into the back-court. 2. If they do, the penalty is a . 3. The only exception to this is if a defensive player was to tap the basketball over the half court line. Then the offense can sprint back and retrieve it. Time Violations: • 3-Seconds in the Violation: The ‘three seconds in the key’ rule is used to prevent offensive players from standing in the key for long periods of time. 1. Instead, players must continually move around the court keeping the key open for dribble penetration. Once a shot has been attempted, a 3-second violation cannot be called. 2. The defensive team can also be called for a 3-second violation in some leagues. o Penalty: A violation is called and the basketball is given to the opposition.

• 5-Second Inbounds: Once a player passing in from out of bounds receives the basketball from the referee, they then have 5 seconds to pass the basketball in to one of their teammates. o Penalty: A violation is called and the basketball is given to the opposition. • 5-Second Closely Guarded Violation: This violation is rarely called, but it’s important to know. 1. An offensive player in the frontcourt with possession of the basketball can be called for a 5-second violation if they’re being guarded within 6 feet and fail to pass, shoot, or dribble within 5 seconds. o Penalty: A violation is called and the basketball is given to the opposition. • 10-Seconds Back Court Violation: After gaining possession of the basketball in the backcourt, the offensive team is required to advance the basketball over the half-court line within 10 seconds. 1. The count is continued if the opposition deflects the basketball but stopped if the opposition takes possession of the basketball. o Penalty: A violation is called and the basketball is given to the opposition. • Free-Throws: A player is rewarded with a free-throw opportunity after being fouled while shooting the basketball, after the opponent has exceeded their foul limit, or after the opponent commits a technical or flagrant/unsportsmanlike foul. o This results in one, two, or three uncontested shots from the free-throw line all worth one point each. • Lane Violation – Shooter: The player shooting a free-throw is not allowed to jump or step over the free-throw line until the basketball has touched the rim. o Doing so will result in a violation and the basketball awarded to the opposition team on the sideline. • Lane Violation – Non-Shooters: The other 9 players on the court during free-throws must also follow specific rules: 1. The three players behind the three-point line are not allowed to cross over the three-point line until the basketball has touched the rim.

2. The six players lined up on the edges of the key can step into the key as soon as the basketball has left the shooters hands. 3. If the defensive team breaks any of these rules, the player shooting free-throws receives one extra shot if their current shot is missed. If the free-throw shooter makes on a defensive lane violation, the shot counts and play continues. 4. If one of the offensive players breaks one of these rules, the free-throw does not count and the opposition receives the basketball out-of-bounds. • Possession Arrow: The possession arrow is used after every held-ball or when the referees are unsure on an out-of-bounds call. 1. The initial direction of the arrow is determined by the jump ball that commences the game. The team who does not secure first possession of the basketball will receive the basketball at the next jump ball. 2. The possession arrow then alternates between the two teams for the remainder of the game BREC General Rules: 1. A player listed on two or more rosters shall be considered a member of the team he plays with first. 2. No player shall be compensated for playing in any or all league games. 3. To be eligible for the playoffs, each player must play in a minimum of half the games in the season, unless ruled eligible at the discretion of BREC’s Athletic Department.

ARTICLE VIII TEAM REGISTRATION

Player Contracts and Waivers: All players' registration forms must be completely filled out with a copy of the original birth certificate and a current photo. Every registered player must be listed on the team roster.

Coaches Registration Volunteer Coach Registration: • All Coaches are required to complete and submit a BREC Volunteer Coaches Background Check Form (Now done online @brec.org/volunteer) • Teams/organizations with multiple teams and/or age groups are required to have more than one (1) coach per team. No Exceptions. • People who have not registered, and been approved, as a coach will not be allowed to coach in any capacity (practice or games). • People who are not listed on the team roster will not be allowed to coach in any capacity during games. • A coach who does not have their Volunteer ID Badge is not allowed on the sideline/bench area as coach. (Only one coach should be standing in Coaches box. Assistants can coach but from the bench).

All coaches and officials are required to take and complete a Sportsmanship Course offered through the National Federation of State High School Associations (NFHS). Coaches and officials are also required to complete a concussion training course offered through the Centers for Disease Control and Prevention. The completion certificates for the Sportsmanship training as well as the Concussion training must be submitted when your team registration packet is submitted. If any coach does not submit his/her certificates will not be eligible to coach until the coursed are completed and their certificates are submitted.

PARENT'S CODE OF ETHICS I hereby pledge to provide positive support, care and encouragement for my child participating in youth sports by following this Code of Ethics. I will encourage good sportsmanship by demonstrating positive support for all players, coaches and officials at every game, practice or other youth sport events. I will place the emotional and physical well-being of my child ahead of any personal desire to win. I will insist that my child play in a healthy environment. I will provide support for coaches and officials working with my child to provide a positive, enjoyable experience for all. I will demand a drug, alcohol and tobacco-free sports environment for my child and agree to by refraining from their use at all youth sports events. I will remember that the game is for children and not for adults. I will do my very best to make youth sports fun for my child. I will ask my child to treat other players, coaches, fans and officials with respect regardless of race, sex, creed or ability. I will promise to help my child enjoy the youth sports experience within my personal constraints by being a respectful fan, providing transportation or whatever I can do.

COACHES CODE OF ETHICS PLEDGE I hereby pledge to live up to BREC's Coaches Code of Ethics. I will place the emotional and physical well-being of my players ahead of any personal desire to win. I will remember to treat each player as an individual, remembering the large spread of emotional and physical development for the same age group. I will do my very best to provide a safe playing situation for my players. I promise to review and practice the necessary first aid principles needed to treat injuries of my players.

I will do my best to organize practices that are fun and challenging for all my players. I will lead, by example, in demonstrating fair play and sportsmanship to all players. I will ensure that I am knowledgeable in the rules of each sport that I coach, and that I will teach these rules to my players. I will use those coaching techniques appropriate for each of the skills that I teach. I will remember that I am a youth coach, and that the game is for children and not adults.

COACH/PARENT/SUPPORTER CODE NO COACH, PARENT, or SUPPORTER who is associated with your team is allowed under no circumstances to say (shout/criticize/heckle) anything to a BREC Sports official (Court/Scores Table). Any coach/parent/supporter who is cited with saying anything to a BREC Sports Official will be the result of a technical foul (2 shots) called/charged against the team (issued to the Head Coach) in which the erratic parent is affiliated. In the event that a second (2nd) technical foul is called/charged against the team of the coach/parent/supporter, the team with two (2) Fan/Supporter Technical Fouls will forfeit the game immediately and the Head Coach will serve a one (1) game suspension. Coaches are responsible for the actions of their parents and supporters. Any coach or parent that is ejected from a game must meet with the BREC Athletic Department before coaching or attending another game.

TEAM / COACH SPORTMANSHIP FINE Any team and or coach who fails to adhere to the youth basketball league rules, regulations and league policies that are established and have been provided For Example: Coaches Code of Ethics, Coach Parent Supporter Code, etc. will result in a team, fine of $100 per incident. Teams and coaches will not be allowed to participate in any type of organized league activities until league fine is paid.

PENALTIES + FEES • Each team is subject to any such penalties and fines as BREC shall deem advisable to impose, for negligence or mismanagement. Such fines shall be assessed against teams violating the rules and regulations of BREC. Forfeits, Ejections, and other Violations Penalties • Game time is forfeit time. • Any team forfeiting one (1) game must pay a $25.00 forfeit fee before they can play their next regularly scheduled game. • Any team forfeiting two (2) game must pay a $75.00 forfeit fee before they can play their next regularly scheduled game.

• Any team forfeiting three (3) games in any season shall be subject to expulsion from the league for the remainder of that season with no refunds. • If an ineligible player is used in any game, the team involved shall forfeit that game. In addition, that team will be subject to such penalties BREC shall deem appropriate. • Any player, coach, or other member of a team receiving two (2) flagrant technical fouls, shall be ejected from that game. The ejected player shall not be allowed to play in any game until a hearing has been conducted by BREC. (When ejected from a game under these circumstances, the ejected player must leave the gym within one (1) minute. • Any player, coach, or other member of a team (parent(s) and/or relative of player or coach), ejected from a game, will be responsible for paying a $25 EJECTION FINE prior to resuming play. • Line ups must be submitted to the scorer or official by the manager or any team member a minimum of 10 minutes prior to game time. PENALTY: FIRST OFFENSE - WARNING, SECOND OFFENSE - FORFEIT. • Subject to the decision of BREC, any person(s) associated with any team in any capacity, shall be subject to expulsion from BREC for an unlimited amount of time if guilty of any act of misconduct while going to or from or while present at any game(s).

RETURNED CHECKS Teams will be eliminated from any further league play for non-payment of league fees.

REFUND POLICY No refunds will be given unless a league is cancelled. If rule violations result in a team being removed from the league, the following refund formula will be used.

• Teams expelled between the date of registration and the beginning of their leagues first game will forfeit 100% of their registration fee. • Teams expelled after the start of their first game will forfeit 100% of fee.

MAKE-UP GAMES • In most cases, teams will receive at least one week notice of schedule changes. • In emergencies, teams may be asked to play with less notice. • Managers/Coaches will receive a rain make-up schedule through email upon games being rescheduled.
