EXECUTIVE SUMMARY On 19 May 2017 the City of Subiaco closed a second consultation period on the proposed Daglish Workers’ Home Board Heritage Area. The Workers’ Home Board area is bordered by the north-eastern end of Stubbs Terrace, part Robinson Terrace and Olga Place (comprising 1-19 Robinson Terrace and 1-29 Stubbs Terrace, plus 2-4 Olga Place). The additional consultation was undertaken at the request of Council with the purpose of providing the community with further information regarding the development implications of a Heritage Area listing and further opportunity for residents to ask questions in order to enable them to develop a greater understanding of the proposal and provide more informed feedback. As part of this process the City sought further feedback from local residents on the potential designation of the proposed heritage area. To facilitate this consultation the City of Subiaco engaged Creating Communities to deliver a small scale workshop. A detailed presentation about the proposal was provided as well as opportunities for in-depth discussion between Council officers and attendees. Feedback from the discussion was recorded and is reported in this document. Additionally formal submission forms were provided to residents to complete if they chose to. The responses provided from these submissions are also described in this Report. 1.1. Objectives The objectives of the workshop was to: Provide information to the community on the background, context and potential planning changes to planning policy and local law associated with the proposed Heritage Area; Understand resident perceptions on heritage in the Daglish Workers’ Home Board area; Understand what residents value about their properties and what people want to see within the Daglish Workers’ Home Board area; and Encourage community participation in the decision-making process. 1.2. Formal Submission – Summary of Preferences At the close of the second formal submission period on 19 May 2017 one (1) submission had been received. This submission did not support the proposed designation of the Workers’ Home Board as a Heritage Area. creatingcommunities.com.au 3 2. INTRODUCTION 2.1. Background In December 2015 the City of Subiaco initiated a community consultation process regarding heritage areas, including the area of the Workers’ Home Board in Daglish (subdivided in the mid-1930s and fully developed circa 1941). The City’s comprehensive consultation process was initially intended to conclude in February 2017 with a Council resolution. At this time, Council was not confident in making a determination regarding the designation of the Daglish Workers’ Home Board as a Heritage Area in the Local Planning Scheme, based on the findings of the initial consultation process. The Council felt that there needed to be further information provided to the community regarding the development implications of proposed heritage area listing as well as further opportunity for residents to ask questions that would enable them to develop a greater understanding of the proposal and provide more informed feedback. Council was also aware of a range of privately produced flyers and information materials that generated other questions that the community may have sought answers to. Henceforth engagement was required to address issues that arose in the initial stages of community engagement. As a result a further engagement process was initiated in April 2017. This Report describes the methodology and findings of this further stage of engagement, which included: A workshop with local residents. A detailed presentation about the proposal was provided and opportunities for in-depth discussion with attendees. Recording of questions and concerns raised by residents during this workshop. Provision of a formal submission form for residents to complete if they chose to. (NOTE: A second formal submission period was opened, concluding on 19 May 2017). The provision of question slips that residents could fill out if they had individual questions or issues they wished to seek a response on outside of the workshop and contact details so that City of Subiaco could respond to individual concerns (this feedback is confidential and is not included in this Report). A special project page was established on the City’s online engagement hub “Have Your Say” allowing residents to access all information relating to the proposal. NOTE: Refer to Section 3.3 and Section 4 for the full methodology of the engagement processes for the most recent stage and the detailed description of earlier stages of engagement, respectively. 2.2. Purpose of a Second Formal Submission Period The first formal submission period in February 2017 had already attracted 17 submissions. In allowing a second formal submission period concluding on 19 May 2017, the City of Subiaco recognised a need to allow those 4 who had already submitted a form during the first period to submit a second formal submission. Therefore the second submission was considered “additional” to the first submission. Those who had not submitted a formal submission in the first period, were able to make a submission during this final stage of consultation – as a standalone submission. 2.3. Purpose of this Report The purpose of this Report is to provide an account of the findings of the most recent stage of engagement (the community workshop and second formal submission period). The findings comprise the following feedback: Discussion topics, concerns and questions raised by residents during the workshop; and Preferences for / against the proposed Heritage Area and comments indicated on the formal submission forms 2.3.1. Relationship with Daglish First Land Release Heritage Area Engagement Report The engagement process for this Report was delivered concurrently with the engagement process for the Daglish First Land Release Heritage Area Engagement Report. Although the methodology is the same please be aware that these are two separate Reports for separate proposed Heritage Areas within Daglish. Figure 1. Background to the Consideration of the Proposed Heritage Area The area of Daglish bordered by the north-eastern end of Stubbs Terrace, part Robinson Terrace and Olga Place (comprising 1-19 Robinson Terrace and 1-29 Stubbs Terrace, plus 2-4 Olga Place) was Workers’ Home Board housing in the suburb of Daglish, subdivided in the mid-1930s and fully developed circa 1941. The City of Subiaco are considering whether to designate this Workers’ Home Board as a heritage area within the City’s Town Planning Scheme. An assessment of the area by a heritage architect identified the Daglish Workers’ Home Board as an area of cultural heritage significance.
