Would you be able recognise and report ‘cuckooing?’ The 17th to 21st May 2021 marks the national County Lines Intensification Week, and NHDC is supporting the Herts Modern Slavery Partnership to raise awareness about County Lines and Cuckooing. ‘County Lines’ is the name given to describe drug dealing by criminal gangs from urban areas expanding their activities into smaller towns and rural areas – such as North Herts.

It often involves the exploitation of young people and those with mental health or addiction problems to transport drugs and money. Dealers typically use a single phone line to facilitate the supply of Class A drugs to customers. The phone line is highly valuable and is protected through violence and intimidation.

These gangs establish a base in the location they are targeting, often taking over the homes of local vulnerable adults by force or coercion in a practice referred to as ‘cuckooing’.

Victims of cuckooing include vulnerable drug or alcohol dependant individuals, isolated older people, individuals with mental health issues or learning disabilities, female sex workers, single mums and those living in poverty. They are usually isolated and vulnerable.

Once they gain control, gangs move in and control the victim with the threat of sexual exploitation and violence. Drugs, alcohol and money can be used to create a dependency and then threatened to remove them if the victim stops cooperating. It’s common for gangs to have access to several addresses. They move quickly between vulnerable people's homes for just a few hours, a couple of days or sometimes longer; this helps gangs evade detection.

The signs of cuckooing can include:

• Lots of different people coming and going from an address during the day and at night.

• Suspicious smells coming from the property.

• Windows covered or curtains closed all the time.

• Cars pulling up to or near to the house for a short period of time.

• An increase in anti-social behaviour around the property.

• Lone children from outside of the area.

• Individuals with multiple mobile phones or SIM cards as well as the signs mentioned above.

Have your say on the further proposed Main Modifications to the North Herts Local Plan

North Herts District Council (NHDC) has today (12 May 2021) launched a consultation seeking your views on the further Main Modifications proposed to its Local Plan, as well as to its Sustainability Appraisal report, Habitats Regulations Assessment, Policies Maps and accompanying list of Examination Documents submitted to the examination by NHDC.

The Local Plan, which is currently being examined by an independent Planning Inspector appointed by the Secretary of State, outlines proposed development across the district until 2031.

This Main Modifications consultation follows on from public hearings that took place between November 2020 and February 2021.

Ian Fullstone, NHDC’s Service Director – Regulatory, said: “This is an important stage in moving the Local Plan forward and is a chance for residents and communities to have their say on the proposed modifications within the consultation.

“The Local Plan will help us shape communities with the supporting jobs, infrastructure and services that make North Herts a great place to live.”

Responses to the consultation will be sent to the Inspector for his consideration.

North Herts Museum reopening date confirmed

North Hertfordshire Museum will reopen its doors to the public on Tuesday 18 May.

The Museum has been closed to visitors since the third national lockdown earlier this year. During that time, museum staff have been busy preparing for exhibitions for the reopening, which is finally here.

Frozen In Time – Early Photographs of North Herts will run until 27 June and features a series of 48 photographs of North Herts in Victorian and Edwardian times from the museum’s collections. The fascinating images of towns and villages in the district offer a snapshot into the daily lives of people who lived and worked there during those eras.

Families with young children will be delighted to hear that the next exhibition will be The Tiger Who Came to Tea, launching on 7 July – an exhibition celebrating the classic children’s book by Judith Kerr, and an opportunity to meet the tiger from the book and have tea with him!

Visitor safety is a high priority and a number of COVID safety measures have been put in place – including a one-way system around the site and hand sanitisers throughout the building. The wearing of masks is required for all visitors, unless they are exempt.

Steve Crowley, NHDC’s Service Director – Commercial said: “We are very pleased we are able to reopen the museum again to the public and encourage everyone to come along and enjoy what it has to offer.”

The museum is free to visit and open from 10.30am to 4pm, Tuesday to Saturday, and Sunday 11am to 3pm. Refreshments and a gift shop are available.

Statement on North Herts District Council election results 2021

Further to the election on 6 May, results for local District Council and By-elections 2021 have been verified and counted. North Herts District Council (NHDC) now has 23 Conservative seats, 15 Labour and Cooperative seats and 11 Liberal Democrat seats. This means that there is no overall control of the Council.

The Council was previously a joint administration between Labour and the Liberal Democrats with 20 Conservative seats, 15 Labour and Cooperative seats and 11 Liberal Democrat seats.

The current Chair of Council, Councillor Terry Tyler, retained his seat by the drawing of lots, and Councillor Martin Stears-Handscomb, Leader of NHDC, was unsuccessfully re-elected at this election, which means there will be a new Leader for the Council. He remains Leader until the Annual Council meeting on 20 May, where announcements will be made about the new administration and new Leader for NHDC.
