Written evidence submitted by the Fundraising Regulator Digital, Culture, Media and Sport Select Committee Inquiry into the impact of Covid-19 on DCMS sectors 19 June 2020 Introduction 1. The Fundraising Regulator is the independent regulator of charitable fundraising in England, Wales and Northern Ireland. We work to ensure the standards in fundraising are maintained in order to protect the general public and donors, and support the vital work of fundraisers. 2. We do this by setting and promoting the standards for fundraising (in the Code of Fundraising Practice); publishing guidance for the public and fundraisers (find out more about our latest Covid-19 guidance in 7.III); handling complaints from the public about fundraising; investigating fundraising that has caused significant public concern; enabling people to manage their contact with charities using the Fundraising Preference Service; and publishing a Fundraising Directory of organisations who have registered with us, to publicly demonstrate their commitment to the fundraising standards. 3. The Code of Fundraising Practice applies across the whole of the UK and the Fundraising Regulator has working relationships in place with the Scottish Fundraising Standards Panel. 4. This document constitutes the Fundraising Regulator’s response to the Digital, Culture, Media and Sport Select Committee’s inquiry on the impact of Covid-19 on DCMS sectors. 5. This submission only comments on the inquiry from the perspective of charitable fundraising and the organisation’s perspective as a regulator. Inquiry response 6. What has been the immediate impact of Covid-19 on the sector? I. We have heard from the charitable fundraising sector that the impact of Covid-19 has been significant, particularly so in relation to charities’ ability to generate income through fundraising. -

It has been extended by an extra year to allow a new plan to be fully developed. This work was significantly delayed by the Coronavirus (COVID-19) pandemic in 2020. Our annual business plans are developed in the context of the longer-term outcomes in the Strategic Plan. 2. OUR ROLE The Fundraising Regulator was launched in July 2016 in response to recommendations in the Cross-Party Parliamentary Review of Fundraising, in the wake of a series of highly publicised examples of poor fundraising practice, which contributed to a decline of public confidence in charities. The creation and remit of the Regulator are supported by the Government, the National Council for Voluntary Organisations (NCVO) and its counterparts in Wales and Northern Ireland, the Charity Commission for England and Wales and the Chartered Institute of Fundraising. We are the independent, non-statutory regulator of all forms of charitable fundraising in England, Wales and Northern Ireland and of fundraising in Scotland carried out by charities primarily registered in England, Wales and Northern Ireland. We aim to develop and deliver an effective, proportionate and risk-based system of voluntary regulation of charitable fundraising. Our casework is underpinned by the UK-wide Code of Fundraising Practice (the code). We also produce guidance on key issues, such as complaints handling and data protection in relation to fundraising. -

A successful fundraising programme can change a charity’s future – it will secure the resources that a charity needs to deliver its impact, while establishing long-term supporter relationships. It can be incredibly rewarding to be a part of that. But remember, fundraising is about much more than bringing in the money. As one of the most visible aspects of a charity’s work, fundraising activity can shape opinion, embody the values of your charity and set the tone for your public image and brand. However, sometimes fundraising activity can be disconnected from the rest of the organisation’s activities. Trustees have an important role to play in bringing together the different parts of an organisation together under a shared approach. -
