Firstly, I would like to thank the outgoing Chairman, Cllr. Ian Jackson for everything he has done for our parish. When I joined the council 2½ years ago I found him to be very supportive of new ideas and always listened to other points of view. I know that he will be a hard act to follow. I have worked within the public service for thirty years, starting with the old Humberside County Council, and until three years ago I was a senior officer with Humberside Fire and Rescue Service. Whilst there, I gained experience in a variety of management roles, ending my career with them as Senior Personnel Officer. When I joined Thorngumbald, Camerton and Ryehill Parish Council my intention was to be actively involved in matters that affect local communities and has remained so, as a parish councillor. With an interest in the internet, I was asked if I would set up a website so that more people within the parish would know what the council do, and to provide access to agendas and minutes of the council, taking account of the online generation. I still maintain the parish website and keep it up to date with current events. I also realised that our parish did not have a current emergency plan in place so I asked if I could formulate a plan, and again I received support from Cllr. Jackson and also from the Parish Clerk, Avril Russell. The plan is to help to minimise disruption caused to people within our parish should we be unfortunate enough to experience an emergency such as severe weather, or any kind of situation which would disrupt our day-to-day lives and which we cannot avoid. As a result of this we have measures in place and we also have an Emergency Team, each with designated responsibilities should such a situation occur. I am very pleased to support the Gala and Scarecrow Trail committee and can’t wait to see all the wonderful scarecrows on view and the entries in the Village Show. The Friends of Ryehill Village Hall, who are trying to raise funds to renovate the hall to its former glory, will also have my continued support. To both of these groups I wish every success. I aim to do my best to justify the faith placed in me as the new Chair of Thorngumbald, Camerton and Ryehill Parish Council. Margaret Wilson THORNGUMBALD, CAMERTON & RYE HILL PARISH COUNCIL MINUTES OF THE PROCEEDINGS OF A MEETING HELD ON WEDNESDAY 20 FEBRUARY 2013 Present: Cllrs Doyle, Forbes, Hardy, Jackson, Richardson, Robinson, West, K Wilson, M Wilson, ERYC Cllr J Dennis, Ray Duffill – HU12online 1. Declaration of Interest: None declared 2. Apologies for absence: Cllrs Cook, Leach, Steel 3. Confirmation of Minutes: The minutes of the Parish Council meeting held on 16 January 2013 were RESOLVED as been a correct record of the proceedings thereat. Cllr S Robinson abstained. 4. Clerk’s Report: The Barn Farm Pub will re-open on 28 February 2013 with a possible soft launch for families, friends and local business. Management Company and Brewery are keen to use local resources and keep Parish Council informed. Under 14 Football Coach and Manager met with members to discuss the changing huts. They provided information of what they would like to see happen and are keen and willing to help with the work and do fund raising to help pay for it. Cllr West told members she thought there was funding available for this, Cllr John Dennis agreed with this and suggested they contacted ERYC. Clerk contacted vulnerable people, only 1 of those contacted needed assistance with some shopping. 5. To receive information: ERYC have invited households throughout East Riding to register their interest in ‘Cheaper Energy’. Details in the Parish Journal. Cllr M Wilson provided details of all log alerts received to date. ERYC sent a press release on tackling pot holes in the East Riding – details in parish Journal. 6. To Resolve: ERYC – Draft Local Plan Consultation – the latest edition of the plan shows that, apart from the 13 dwellings already benefiting from planning approval, there are no further allocations to be approved. This is based on current evidence regarding the level of flood risk in Thorngumbald. The plan also shows that the 11 sites that were made available have been rejected as not been suitable based on the current evidence regarding flood risk in the village. The draft plan is available to view in the Parish office. Cllr John Dennis showed members a Draft Policies Map of Hedon Haven and Salt End, which includes HAV1 – already approved as an enterprise site and HAV2 which has been put forward by ABP as possible industrial development – the area spans from Salt End – Paull – Hedon and upto the boundary of Thorngumbald. Members of Hedon, Paull, Preston and Thorngumbald are meeting to discuss this prior to the consultation meeting on Thursday 21 February and will report back at the next meeting. Graham Stuart MP has asked for two petitions to be launched (i) Safeguard home flood insurance and (ii) Yorkshire Air Ambulance – these will be published in the Parish Journal. Cllr Hardy has asked for permission to look further into Thorngumbald been twinned with Pontault-Combault and/or Fontgombault. Members agreed. Cllr Robinson has received a request from relatives of a recently deceased long term resident, asking if they could erect a bench in his memory. Members agreed and asked Cllr Robinson to speak to the relatives to find out further information. Planning Applications: - None Planning Decisions: DC/12/04468/PLF/EASTSE/MC1 – Erection of two storey extension to rear incorporating balcony, proposed dormer window to front elevation and extension to existing garage - It was RESOLVED to grant permission. Cllr Richardson asked if this property still had an Ag-tie attached to it – clerk to speak to ERYC DC/12/03219/STPLF/STRAT/AW1 - Change of use of land from redundant agricultural land to caravan storage area at Land North of Ryehill Manor, Marsh Lane, Ryehill - It was RESOLVED to grant permission. 7. Any other questions: Cllr Richardson asked clerk to contact ERYC regarding the footpath on Hooks Lane, this is now in a serious state of disrepair and he has questioned why it has not been done. Cllr Hardy told members of a ‘Walk back to health’ scheme taking place on Thursday 28 February – everyone welcome, starting at 1.00pm at the village hall. THORNGUMBALD, CAMERTON & RYEHILL PARISH COUNCIL Following her long term illness, the caretaker has decided to retire from the post, and the temporary position will now become permanent. The job which covers both Thorngumbald and Ryehill Village Halls is to ensure they are opened and closed for all hall users, which can include some unsociable hours over a 7 day period. Ensure the hall is clean and tidy for each hall user i.e. empty bins and sweep floors etc. Must be flexible and reliable as will be required to be a key holder and handle cash – includes some lifting.
