INTRODUCING THE NEW CHAIR FOR THORNGUMBALD, CAMERTON & RYEHILL

I would like to take this opportunity to introduce myself as the new Chair of Thorngumbald, Camerton and Ryehill Parish Council following the election of officers at the AGM held in May.

Firstly, I would like to thank the outgoing Chairman, Cllr. Ian Jackson for everything he has done for our parish. When I joined the council 2½ years ago I found him to be very supportive of new ideas and always listened to other points of view. I know that he will be a hard act to follow.

I have worked within the public service for thirty years, starting with the old County Council, and until three years ago I was a senior officer with Humberside Fire and Rescue Service. Whilst there, I gained experience in a variety of management roles, ending my career with them as Senior Personnel Officer.

When I joined Thorngumbald, Camerton and Ryehill Parish Council my intention was to be actively involved in matters that affect local communities and has remained so, as a parish councillor. With an interest in the internet, I was asked if I would set up a website so that more people within the parish would know what the council do, and to provide access to agendas and minutes of the council, taking account of the online generation. I still maintain the parish website and keep it up to date with current events.

I also realised that our parish did not have a current emergency plan in place so I asked if I could formulate a plan, and again I received support from Cllr. Jackson and also from the Parish Clerk, Avril Russell. The plan is to help to minimise disruption caused to people within our parish should we be unfortunate enough to experience an emergency such as severe weather, or any kind of situation which would disrupt our day-to-day lives and which we cannot avoid. As a result of this we have measures in place and we also have an Emergency Team, each with designated responsibilities should such a situation occur.

I am very pleased to support the Gala and Scarecrow Trail committee and can’t wait to see all the wonderful scarecrows on view and the entries in the Village Show. The Friends of Ryehill Village Hall, who are trying to raise funds to renovate the hall to its former glory, will also have my continued support. To both of these groups I wish every success.

I aim to do my best to justify the faith placed in me as the new Chair of Thorngumbald, Camerton and Ryehill Parish Council.

THORNGUMBALD, CAMERTON & RYE HILL PARISH COUNCIL MINUTES OF THE PROCEEDINGS OF A MEETING HELD ON WEDNESDAY 20 FEBRUARY 2013

1. Declaration of Interest: None declared 2. Apologies for absence: Cllrs Cook, Leach, Steel 3. Confirmation of Minutes: The minutes of the Parish Council meeting held on 16 January 2013 were RESOLVED as been a correct record of the proceedings thereat. Cllr S Robinson abstained.

4. Clerk’s Report:  The Barn Farm Pub will re-open on 28 February 2013 with a possible soft launch for families, friends and local business. Management Company and Brewery are keen to use local resources and keep Parish Council informed.  Under 14 Football Coach and Manager met with members to discuss the changing huts. They provided information of what they would like to see happen and are keen and willing to help with the work and do fund raising to help pay for it. Cllr West told members she thought there was funding available for this, Cllr John Dennis agreed with this and suggested they contacted ERYC.  Clerk contacted vulnerable people, only 1 of those contacted needed assistance with some shopping.

5. To receive information:  ERYC have invited households throughout East Riding to register their interest in ‘Cheaper Energy’. Details in the Parish Journal.  Cllr M Wilson provided details of all log alerts received to date.  ERYC sent a press release on tackling pot holes in the East Riding – details in parish Journal.

6. To Resolve:  ERYC – Draft Local Plan Consultation – the latest edition of the plan shows that, apart from the 13 dwellings already benefiting from planning approval, there are no further allocations to be approved. This is based on current evidence regarding the level of flood risk in Thorngumbald. The plan also shows that the 11 sites that were made available have been rejected as not been suitable based on the current evidence regarding flood risk in the village. The draft plan is available to view in the Parish office.  Cllr John Dennis showed members a Draft Policies Map of Haven and , which includes HAV1 – already approved as an enterprise site and HAV2 which has been put forward by ABP as possible industrial development – the area spans from Salt End – – Hedon and upto the boundary of Thorngumbald. Members of Hedon, Paull, Preston and Thorngumbald are meeting to discuss this prior to the consultation meeting on Thursday 21 February and will report back at the next meeting.  Graham Stuart MP has asked for two petitions to be launched (i) Safeguard home flood insurance and (ii) Air Ambulance – these will be published in the Parish Journal.

 Cllr Hardy has asked for permission to look further into Thorngumbald been twinned with Pontault-Combault and/or Fontgombault. Members agreed.  Cllr Robinson has received a request from relatives of a recently deceased long term resident, asking if they could erect a bench in his memory. Members agreed and asked Cllr Robinson to speak to the relatives to find out further information.

 DC/12/04468/PLF/EASTSE/MC1 – Erection of two storey extension to rear incorporating balcony, proposed dormer window to front elevation and extension to existing garage - It was RESOLVED to grant permission. Cllr Richardson asked if this property still had an Ag-tie attached to it – clerk to speak to ERYC  DC/12/03219/STPLF/STRAT/AW1 - Change of use of land from redundant agricultural land to caravan storage area at Land North of Ryehill Manor, Marsh Lane, Ryehill - It was RESOLVED to grant permission.

 Cllr Richardson asked clerk to contact ERYC regarding the footpath on Hooks Lane, this is now in a serious state of disrepair and he has questioned why it has not been done.  Cllr Hardy told members of a ‘Walk back to health’ scheme taking place on Thursday 28 February – everyone welcome, starting at 1.00pm at the village hall.  Clerk told members that work was taking place on the roof of the storage shed at the cemetery due to woodworm infestation in the timbers.

THORNGUMBALD, CAMERTON & RYEHILL PARISH COUNCIL

Following her long term illness, the caretaker has decided to retire from the post, and the

temporary position will now become permanent. The job which covers both Thorngumbald and Ryehill Village Halls is to ensure they are opened and closed for all hall users, which can include some unsociable hours over a 7 day period. Ensure the hall is clean and tidy for each hall user i.e. empty bins and sweep floors etc. Must be flexible and reliable as will be required to be a key holder and handle cash – includes

some lifting. 6. ACCOUNTS:  The monthly accounts were accepted - Proposed K Richardson, 2nd D Hardy, Agreed.  J West provided breakdown for sale of calendars which was a fantastic amount of £1,286. The sale of Christmas cards still needs to be included. All trustees thanked all those involved.

7. ANY OTHER QUESTIONS:  Trustees were informed that the table tennis tables been stored in the Gents toilets and were deemed to be a hazard. These need to be moved to the storage area outside the ladies toilets.  There are 6/8 old wooden chairs outside the ladies toilets, trustees were asked if these could be disposed of so the table tennis equipment could be stored there. Ian Jackson and Trevor Doyle agreed to meet at 10am on Thursday to see what can be done.

4. Clerk’s Report:

 The Camerton has now re-opened, the opening evening went well and the management are receiving positive feedback.  Cllrs Jackson and Richardson attended a meeting with members from Paull, Hedon and Preston prior to the Draft Local Plan Consultation on 21 February which was very informative and Cllr Dennis will keep everyone updated.  Clerk contact ERYC regarding the Ag-Tie on Seven Acres – this was lifted in 1999.  Clerk has written to ERYC regarding the footpath on Hooks Lane and is waiting for a response. Cllr John Dennis has informed clerk that the work is on the ERYC programme of works and, provided finances remain as they are, will hopefully be completed in the 2014/15 scheme!!!

5. To receive information:

 Members agreed it would be beneficial to look at adopting the Social Media Policy; this will be brought back to the table to resolve in April.  Mobile Library Service Review – The mobile Library will no longer visit the Village Hall – New service is 9.30am-2.00pm – Amenity Area, Main Road. Members were concerned over the reduced hours and ask if these could be extended. Clerk to ask the question.

6. To Resolve:

 Members agreed that the Parish Meeting would take place at 7.00pm on Thursday 4 April in the Main Hall.  A letter received from ICO, following a complaint received regarding the parish Website, in connection with ‘Use of Cookies’. The letter from the ICO states ‘we are writing to you as we have received concerns from at least one individual about your site. Having visited your website, we are pleased to note you appear to have taken steps to comply, we are writing to you at this point for information and to encourage you to check your site is fully compliant. Members agreed that Cllr M Wilson continues to do an excellent job in keeping the website updated and informative; it is often used as a flagship website for other Parish Councils.

 The proposed change of use of land for storage of reclaimed building and construction works on Thorngumbald Road, Paull is likely to go to full committee on 18 April 2013. There have been more than 80 objections to this.  Clerk updated members on Yorkshire Ambulance - Community First Responders – Duncan Kirk has informed her that 2 people have been trained for Thorngumbald and the equipment needed has been funded through First Responders. This is a excellent and much needed service for the area; they still need other volunteers and funds.  Cllr Doyle told members that the dredger at Stone Creek is doing a good job. He also expressed his concerns over the proposed flooding of land by the Department of Environment and the cost of the project.  The Charity Football Match raised nearly £2,500 to help Teenage Cancer Trust and the Tigers under 14’s.  It was agreed that once the weather improves, work will start on the changing rooms.  Dog fouling is continuing to be a big problem in the parish – ERYC Dog warden has been informed. Clerk asked to speak to him again and ask if he would be willing to go into the school to talk to the children. Cllr M Wilson said she will put a link to the ERYC regarding dog fouling on the website.  Clerk was asked to contact ERYC regarding the school crossing patrol.  Members were made aware that Mrs J Selkirk is still on numerous websites as been a councillor of Thorngumbald, Camerton & Ryehill and a Trustee of Ryehill. Clerk was asked to contact the sites and ask for this to be removed as she is no longer a member.

4. Clerk’s Report:

 Clerk has e-mailed ERYC regarding the Mobile Library Service and has asked if the hours can be extended. These will not be extended in the near future. The hours at Ryehill have been reduced to 10 Minutes. Cllr M Wilson to monitor.  The Parish Meeting took place on Thursday 4 April 2013 – A register of attendance was made and is available in the Clerk’s Office.  Clerk has contacted the ERYC Dog Warden who has agreed to go and give a talk to the school children. She has passed the details onto Mrs J Ellis, Head teacher. Maintenance has also started to paint stencils on the footpaths in the parish.  Clerk can confirm that we now have a new School Crossing Patrol Person on Church Lane. Clerk was asked to contact ERYC regarding the funding of this.  Clerk has e-mailed the various websites which state Mrs J Selkirk as a Councillor and Trustee and has asked for this to be removed as she is no longer a member.

5. To Resolve:

 It was RESOLVED to accept the Social Media Policy.  Aon Public Liability Insurance has reduced by £46.66 to £949.58 for 2013. It was RESOLVED to accept this.  Members received details of village Hall fees and it was RESOLVED that these will be discussed at the May meeting.  Members RESOLVED to look at Allotment fees at the May meeting.  Planning Applications:

4. ALLOTMENTS: The Main Road entrance Gate is damaged. Ken Richardson agreed to repair it.

7. ANY OTHER QUESTIONS:  Avril told trustees that plans have been sent out asking for quotes. Those who have replied and had a site visit asked if they could quote for both renovation and new build. This was agreed.  The Dog Club have again asked if they could use of the outside space. Following discussion, it was agreed that this be allowed on a 3 month trial period.  The Fire Alarm system had a fault and an electrician was called as a matter of urgency. A number of concerns were raised and need to be repaired to ensure the continued use of the hall. This will cost approximately £350.00 – Agreed  Denise Hardy has been approached by a resident of Ryehill wanting to start a Mother and Toddler group in the Hall. She agreed to contact various organisations of their behalf and have a site meeting with them to look at what could be done.

Hello from Thorngumbald Primary School!

The Summer Term is now well under way and already we are looking forward to the long days and warm weather stretching ahead of us (hopefully!). We all enjoy the freedom which the summer weather gives us as we have many more opportunities to get outside on to the field at playtimes and for PE sessions.

Already this term the children in Years 1 and 2 have been on a visit to The Deep to learn more about life underwater, as their curriculum theme is ‘Under the Sea’. Our youngest children have been exploring the theme of ‘Castles’, initially sparked by their own interest and developed through the activities planned by the adults. By the time you read this, the children in Years 3 and 4 will have visited Hall, enabling them to learn more about ‘The Tudors’, their topic this term.

This is a very important time for our Year 6 children, as they prepare to leave primary school to start on the next stage of their education at the secondary school of their choice. We know that they will continue to work hard and we wish them well in the future. Also, our Year 2 children have been very busy working towards their end of Key Stage assessments and they are looking ahead to new experiences in the next Key Stage. As a treat for the Y6 children who have been studying hard for their end of year SATs tests we have arranged a visit in early July to Hawes in the Yorkshire Dales, where they will stay at the youth hostel and visit attractions in the area over the 2 days.

Our Year 5 children have been working with a local artist, David Mell, on an Aztec project funded by a grant which we received from the Decorative and Fine Arts Society. They collaborated on 3D work and produced a life-sized sculpture of an Aztec god. Parents were invited into school to view a presentation prepared by the children about this work and to try out some of the artist’s techniques for themselves.

We have been busy fundraising for the NSPCC and, once again, have been amazed by the generosity of the families in the school community. Altogether, we raised a total of £921.30 for this worthwhile cause.

Fundraising is a really important aspect of the role played by the Friends of School. Using the money that they raise, we are able to purchase extra resources for the children at school. Of equal importance is the part the Friends play in the life of the school community. As I write this, we are looking forward to the Fete later in May, organised by them as a social and also a fundraising event.

Hello from everyone on the Thorngumbald Ryehill and Camerton Gala and Scarecrow Trail committee !!!

Its not long now until our big day and we have been working feverishly to try and make it a success.

We think you will agree that last year’s scarecrow trail is going to be hard to beat - a combination of community spirit, hard work and a beautiful sunny day made it a great event that brought the whole village together.

When Denise called the first meeting, back in October last year, she was really pleased with the number of people who attended and how full of ideas and enthusiasm they were. We really didn’t know where to begin and we have had to work within our means, both financially and physically, to try and put together an enjoyable event.

Obviously it goes without saying that the scarecrows located around the village will be a huge attraction. Maps will be available costing just £1, see over for selling locations and times. Along the way there will be plenty of refreshment stops so when the hot sun is beating down, you will be able to call in for replenishment before carrying on along the trail.

The parade promises to be a nostalgia trip for older generations and an exciting new experience for younger ones. At 12noon at the Village Hall you will be able to see the Gala King and Queen being crowned by members of Sledge Hockey’s Team GB. They will then make their way round the village accompanied by their attendants, the majorettes, the Brownies, the St Johns and anyone else who wants to join in! Hopefully plenty of people will come out and wave as they pass by.

Once back at the Village Hall you will be able to visit the Village Show from around 1pm. We have resurrected this from days gone by and hope to have an impressive and interesting display of exhibits for you all to come along and see. Following public request, entries can now be made on the day. Entry forms in this journal or on the website www.thorngumbaldparishcouncil.co.uk.

At 5pm make your way to the Royal Mail where you can enjoy a FREE magic show by the great Mazani. He will be performing amazing tricks which will entertain young and old alike.

Whilst enjoying liquid refreshment at the Royal Mail you could also have a tasty treat from the Hog Roast (separate charge applies).

After Mazani has amazed and astounded us all, the trophies will be handed out to the Village Show winners along with the village Silver Salver, the Allotment Association awards and of course, the winning scarecrow.

Live entertainment will start at 7.30pm and will take us into the night.

As if all that wasn’t enough …. come Sunday morning Reverend Walker will be holding a Scarecrow Service at St Marys at 10am which will be followed by refreshments in the Community Institute. Come along and join in with the singing of “Dingle Dangle Scarecrow” and lots more fun.

Don’t forget the scarecrows will still be on display until 4pm on Sunday so if you didn’t get to see them all on Saturday you can finish off the trail on Sunday.

All of the money raised from our event is to be divided three ways, between St Marys Church, Thorngumbald Pre-School and the “Gala and Scarecrow Fund”.

Hopefully with continued hard work and commitment, our confidence, fundraising and committee will grow year after year, and our event will become bigger and better, for the enjoyment of the whole community.

So it just leaves us to say, we have everything crossed for a sunny weekend and a good turn out, but most of all we hope everybody enjoys the weekend - as that will mean all of our hard work was worth it!

NEW!!! Craft Club at Ryehill Village Hall

The popularity of the Great British Sewing Bee has showcased the huge resurgence in crafting and many young people are now learning to knit, sew and crochet. It is wonderful to be able to make something to wear that is individual and to your exact taste, rather than it being mass-produced and seen everywhere.

Since gaining planning permission for the restoration of our village hall, ‘Friends of Ryehill Village Hall’ have been busy gathering ideas to raise funds and an afternoon craft session is one of our new events.

So far we have held two very successful sessions. We are so excited!! We had a good turnout of lovely ladies of very diverse ages with very diverse interests. We have ladies who crochet, knit, make cards, do tatting, sew children’s clothes, do light upholstery and much more!!

In the future we hope to have informal demonstrations of skills, including dressmaking. If you would like to come along and share your skills or learn new ones you will be very welcome!! Relax, chat and ‘craft’ with others and share tips and techniques.

Louise has kindly offered to keep an eye on little ones whilst their mums/grandmas join in and thank you to Denise from Thorngumbald Pre-School for donating toys for the little ones.

During the summer months we are meeting every other Wednesday afternoon, 13-00 -15.00 in Ryehill Village Hall. The next sessions will be May 29th, June 12th, etc. In winter we hope to have weekly sessions.

It doesn’t matter whether you are starting from scratch, ‘relearning’ a skill you have forgotten or sharing your expertise, we would love you to join us and have fun and meet new people in a friendly, informal environment.

News from St Mary’s

As the days get warmer the folk at St Mary’s will be getting ready to take part in village events and host some social occasions. We have several things planned during the summer and all we need is some warm weather. Details are listed below.

A warm welcome awaits you at our regular Sunday services. The church is an important part of the village and we have good links with the school and the Brownies. We regularly take assemblies at the school and have recently taken a service at Ryehill residential home and hope to make this a regular event. We take communion to some of our housebound residents on a monthly basis. Do let the Vicar (601381)of the Churchwardens (622352) know if you think that there is someone who would like a visit from the church community.

Jackie Brett Doyle, a regular member of the congregation for many years as well as worship leader, is leaving the area. Jackie is going to be ordained Deacon at Minster on 30th June and will then serve as Curate in Tadcaster. We wish Jackie well in her new ministry.

There is more about the Thorngumbald Gala Weekend (6-7th July) elsewhere in this publication but just a reminder that the Church will be open on the Saturday as part of the trail, and the congregation will be selling teas, coffees, sandwiches and cakes on the Saturday in the Village Institute. On the Sunday morning there will be a special Scarecrow Family service at the church.

Open Gardens. Mr & Mrs Kettley will be the opening the gardens of the Forge , Main Road Camerton on Saturday 20th July between 2 and 4pm. There will be teas and a plant stall.

Songs of Bygone Years. The Deanery Choir will be singing hymns from days gone past on Sunday 4th August in St Mary’s Thorngumbald at 6pm, followed by wine and cheese. Everyone welcome.

Garden Party – The church’s annual Garden party will take place at the Vicarage on Saturday 10th August between 2 and 4pm. Lots of traditional stalls as well as teas on the Vicarage lawn. Come and take tea with the Vicar!

The Community Institute

Your Community Institute Needs You

The Community Institute continues to be a great resource for our village. It is a well appointed and well maintained hall in the heart of the village. Its ability to keep up this standard depends upon its usage, as this determines its income. In the last year there has been an excess of expenditure over income.

The hall makes an excellent venue for such things as family and children’s parties with its excellent kitchen facilities and other amenities including a disabled toilet. It is available for hire, at the moment, on Thursday and Friday evenings and at the weekends, although it is very occasionally used by St Mary’s and the Methodist Churches on Sundays.

To hire the hall please contact Lynne or Shaun, telephone number 01964 601243. For clubs and activities the hire charge is £15 for a three hour let (for residents of the village) and £15 per hour for outside organisations. For children’s parties the cost is £22.50 (for a three hour long party) for children under twelve, and £15 per hour for family parties (thirteen and over). Extra time is allowed for setting up and clearing away afterwards.

We are very fortunate in Thorngumbald, Camerton and Ryehill to have such good facilities as the Community Institute, the Thorngumbald Village Hall and Ryehill Village Hall available to us. Like all such things, however, it is a case of using them or losing them. People over many years and generations have worked hard to provide these facilities. Now it is our turn to maintain and improve them.

FLAGGING UP THE BOUNDARY A RELAY OF CYCLISTS, WALKERS AND RUNNERS CARRYING A YORKSHIRE FLAG AROUND THE SETTLEMENTS ON OR NEAR THE YORKSHIRE BOUNDARY.

Thanks to the reorganisation of local government boundaries in 1972/74, there are now many good Yorkshire Folk who do not know that the Yorkshire Boundary itself has not changed in well over 1100 years. In fact the boundary runs right through several of the Local Government boundaries! Confused? Try this one then - We asked the Ordinance Survey to define the exact centre of Yorkshire - They replied “it doesn't exist any more !!!! WHAAAAAT ???

WE'LL SEE ABOUT THAT !!! The Yorkshire Ridings Society is organising a relay to create a Ring of Flags AROUND THE COUNTY THAT WE ARE ALL SO PROUD OF, not only are we carrying one but we have hundreds to give away to participating communities along the route...... THEN, EVERY YEAR WE WILL ALL BE ABLE TO FLY OUR FLAGS ON YORKSHIRE DAY (That's August 1st to the uninitiated), assuming that they haven't done away with August as well.

On the 19th July, a group of cyclists will carry the White Rose Flag from York to Filey. From Filey the Flag will be carried northwards right round the 640 mile Boundary. Westward, Southward, along the , and back up the coast to Filey. Then back to York where the proclamation will be read from all three gates on the Walls. They know many individuals and organisations in each area, and may also be able to enlist their own organisations to assist us in putting Yorkshire in it's rightful place - BACK ON THE MAP ! The sessions are led by local girl Caroline Southcoat who has 13 years experience in the fitness industry and has danced since the age of 3. Caroline has been teaching Zumba for 2 years and it has brought back her love of dancing and she has never looked back. Caroline explained why Zumba is her favourite activity;

‘Zumba is all about enjoying yourself, enjoying the music and burning calories. If you love to dance and love music then Zumba is for you. Just follow my lead, add your own flavour and have a good time’
