Proposed development plan Foster Street, Harlow Reference: GB/505 Phase 1 Desk Study Report 2 March, 2018 EXECUTIVE SUMMARY GB Card & Partners has been commissioned by Hastingwood Developments Limited to undertake a Phase 1 Desk Study Report for a site located on Foster Street in Harlow, Essex. The intention is to redevelop the site for residential use. The site has been occupied by Foster Street Farm since the 1960’s/1970’s comprising a number of buildings including a large warehouse and smaller brick built outbuildings and sheds. During the GB Card & Partners 2014 walkover and the more recent walkover it was noted that the site and former farm buildings were being used by a scaffolding contractor. It was also noted that there was potentially fly-tipped material onsite and areas were being used for storage of old plant and barrels of unknown substances. The underlying geology is likely to comprise superficial deposits of the Lowestoft Formation (‘Boulder Clay’); which overlies the London Clay Formation. The site is considered to be of low to medium risk to identified receptors with regard to ground contamination. Further action is required to assess the risks to human health associated with contamination and outline specific remedial measures for the site, if required. It is recommended that a Phase 2 ground investigation comprising a series of window sampler boreholes is undertaken to assess the potential for ground contamination associated with historic and current use of the site. Foster Street, Harlow Reference: GB/505 Phase 1 Desk Study Report 3 March, 2018 1. INTRODUCTION GB Card & Partners (GBCP) has been commissioned by Hastingwood Developments Limited (‘the Client’) to undertake a Phase 1 Desk Study Report for a site located off Foster Street in Harlow, Essex. The intention is to redevelop the site for residential use. The aim of the assessment is to understand the ground conditions and potential for contamination to be present beneath the site prior to its re-development. This report provides a preliminary conceptual site model and establishes the risks posed by potential contamination to future site users and the environment. Recommendations for site investigation requirements are provided. This report has been prepared to support a planning application for the site (Epping Forest District Council planning reference: EPF/2516/14). The aim of this report is to discharge Condition 17 which is presented below. ‘No development shall take place until a Phase 1 Land Contamination investigation has been carried out. A protocol for the for the investigation shall be submitted to and approved by the Local Authority before commencement of the Phase 1 investigation. The completed Phase 1 report shall be submitted to and approved in writhing by the Local Planning Authority prior to the commencement of any necessary Phase 2 investigation. The report shall assess potential risks to present and proposed humans, property including buildings, crops, livestock, pets, woodland and service lines and pipes, adjoining land, groundwaters and surface waters, ecological systems, archaeological sites and ancient monuments and the investigation must be conducted in accordance with DEFRA and the Environment Agency’s ‘Model Procedures for the Management of Land Contamination, CLR11’, or any subsequent version or regulatory guidance.’ The report has been undertaken in general accordance with Environment Agency Contaminated Land Report (CLR)1 and R&D Publication 662. 1 Environment Agency (2004) Model Procedures for the Management of Land Contamination. SITE SETTING 3.1 Site location and description The site is located to the north of Foster Street, Harlow, Essex (see Figure 1). Licence Number 100050411 A site walkover was undertaken by GBCP on the 27th February 2018. The site walkover record and photographs are presented in Appendix A. The site was formerly a farm and is currently occupied by wooden sheds, brick built storage areas, metal containers, fly-tipped material, old plant and a large metal framed warehouse. The warehouse is currently being used by a scaffolding contractor as a workshop. To the rear of the farm there is an above ground storage tank. Areas of compacted hardcore and concrete hardstanding are also present. Foster Street, Harlow Reference: GB/505 Phase 1 Desk Study Report 6 March, 2018 Immediately west of the site is an open field with a residential property located further west. The site is bounded to the east by residential properties and to the north and further west by open arable farmland. An electrical substation is present immediately south of the site facing on to Foster Street. Vehicular access is gained directly from Foster Street to the south. 3.2 Proposed development The proposed development comprises low-rise residential properties with private gardens and associated infrastructure and soft landscaping. An extract of the proposed development plan
