TVStudy Interference & Contour Analysis prepared 11/05/2018 for Univision Bakersfield LLC KABE-CD Bakersfield, CA Channel 35 13 kW-DA 388 m

This Application for Modification of Construction Permit substitutes a new antenna support tower, located 20 meters from the tower previously specified, a slightly higher antenna elevation, and slightly reduced effective radiated power (ERP), necessitated by the failure of the existing tower to pass structural analysis and the impracticality of reinforcing it, due to the high cost of brush fire prevention during reinforcement welding operations.

The interference-free service population and area decreases very slightly, from 694,516 to 694,450 people and from 8,018 to 8,001 km2. However, due to artifacts of the FCC’s F{50,50} propagation curves, the distance to contour increases slightly in directions having low effective antenna height (EAH), where the small (6.9 m) increase in height is significant in comparison to the previous EAH. As illustrated by the attached contour comparison map, such deviations are nearly invisible, entirely into the foothills of the Sierra Nevada mountains, and of no practical consequence. If a waiver of the contour extension freeze policy is required, that is hereby requested.

No impermissible increase of interference to any station will be caused by the tower relocation, antenna elevation increase, and ERP reduction, as shown by the TVStudy interference data attached hereto. Please note that attached TVStudy analyses were based on a cell size of 0.5 km and terrain sampling interval of 0.2 km, the same parameters as those cited in the KABE-CD application for its current construction permit.
