OPENING STATEMENT OF HON. CLIFF STEARNS, A REP- RESENTATIVE IN CONGRESS FROM THE STATE OF FLORIDA Mr. STEARNS. Good morning, everybody. We convene this hearing to find out what this administration has done to implement the President’s repeated promise to conduct a page-by-page, line-by-line review of the Federal budget and what more can be done. The aim of such a review is to eliminate unnec- essary, duplicative, or wasteful government programs and to cut costs and create new efficiencies. This includes: • $140,000 Given By The American Crystal Sugar Company PAC To Members Of The Caucus. • $120,000 Given By Minority Leader Kevin McCarthy’s Majority Committee PAC To Members Of The Caucus • $41,000 Given By The Space Exploration Technologies Corp. PAC – the PAC affiliated with Elon Musk’s SpaceX company. Also among the top PACs are Lockheed Martin, General Dynamics, and the National Association of Realtors. Duke Energy and Boeing are also on this list despite these entity’s public declarations in January aimed at their customers and shareholders that were pausing all donations for a period of time, including those to members that voted against certifying the election. The leaders, companies and trade groups associated with these PACs should have to answer for their support of lawmakers whose votes that fueled the violence and sedition we saw on January 6. Everybody, please have a seat. Welcome to the White House. I am pleased that you could all join us today as I sign this bill, the Improper Payments Elimination and Recovery Act, which, translated into English, means cutting down on waste, fraud, and abuse and ensuring that our Government serves as a responsible steward for the tax dollars of the American people. Now, this is a responsibility we've been working to fulfill from the very beginning of this administration. Back when I first started campaigning for office, I said I wanted to change the way Washington works so that it works for the American people. I meant making Government more open and more transparent and more responsive to the needs of the people. I meant getting rid of the waste and inefficiencies that squander the people's hard-earned money. And I meant finally revamping the systems that undermine our efficiency and threaten our security and fail to serve the interests of the American people. Now, there are outstanding public servants doing essential work throughout our Government. But too often, their best efforts are thwarted by outdated technologies and outmoded ways of doing business. That needs to change. We have to challenge a status quo that accepts billions of dollars in waste as the cost of doing business and enables obsolete or underperforming programs to survive year after year simply because that's the way things have always been done.
