(Maannews 12 November 2014) Israeli Occupation Army (IOA) arrested two Palestinians while they were working in their land in Beit Surik village, northwest of Jerusalem city. The arrestees were identified as: Ibrahim Mohammad Rashid Ash- Sheikh (18 years) and Mahmoud Tawfiq Dar Abu Isma’il (18 years). (Maannews 12 November 2014) Israeli Occupation Army (IOA) arrested Mohammad Sami after raiding his house in Birqin, west of Jenin city. During the operation, the IOA invaded and searched Palestinian houses and stores owned by: Mohammad and Nabil Ibrahim Abu Shadof, Abdalla Lutfi Abdalla, Yasir Sobeh, Jalal Salah Qash, Ayman Qash, Fakhir ‘Abahrah, Mohammad Samur Fasrawi and Hilal Awad Shehab. (Wafa 12 November 2014) Israeli Occupation Army (IOA) arrested Amer Zeidani (19 years) from Silwan town in Jerusalem city. (Wafa 12 November 2014) Israeli Occupation Army (IOA) arrested Jamal Abd Ar-Rahem Rabai’a from Meithalun village, south of Jenin city, while he was inside the Salem military court. (Wafa 12 November 2014) Israeli Settler Violence 2 Israeli settlers escorted by the Israeli Occupation Army (IOA) invaded and toured in the courtyard of Al-Aqsa mosque in Jerusalem city. At the same time, the IOA prevented Palestinian women from entering the mosque. (Al –Quds 12 November 2014) Israeli settlers torched the western mosque in Al-Mughayyir village, northeast of Ramallah city. (Maannews 12 November 2014) Israeli settlers living in Hagai settlement assaulted and kidnapped a Palestinian while he was near the settlement. (Wattan 12 November 2014) Israeli Military Orders Israeli Occupation Army (IOA) issued a military order to expand amendment the military order No T/27/06, which confiscated 35 dunums of Palestinian land in Beit Hanina town, north of Jerusalem city, under the claim of “security uses” (Wattan 12 November 2014) Expansion of settlements Israel To Approve 200 Units In Jerusalem Settlement. The Israeli “Planning and Construction Committee” of the Jerusalem City Council, is set to discuss the approval of 200 additional units in the Ramot Israeli settlement, in Jerusalem, during its Wednesday session. Israeli sources said the plan would then be moved to the “Regional Construction and Planning Committee” for final approval before bids are announced. Last week, the Regional Committee approved 500 new units in Ramat Shlomo settlement, north of occupied Jerusalem. The approval came after Israeli Prime Minister Benjamin Netanyahu gave a green light to the construction plan, causing large international condemnation. (IMEMC 12 November 2014) 3 .

In Gaza, air strikes and mortar shells damaged or destroyed hundreds of Palestinian schools and universities, most of them in 2014. Several Israeli schools and buses transporting Israeli students were also damaged. Multiple parties used dozens of schools and universities as bases, for weapons storage, or for military training in the West Bank and Gaza. Context Conflict in Israel/Palestine varied by region from 2013 to 2017. Tension in the West Bank was largely related to Israeli settlements and administrative policies. Israeli authorities exercised exclusive jurisdiction over civil and security issues in Area C, which encompassed approximately 60 percent of the West Bank, and full jurisdiction over East Jerusalem. Is - raeli authorities rarely issued building permits for Palestinians in Area C and frequently demolished Palestinian property there, including schools. 1131 Furthermore, according to the human rights group Yesh Din, there was limited accountability for ideologically motivated crimes against Palestinians, such as physical violence, damage to property, or takeover of land. In 2016, Yesh Din found that 85 percent of the investigations into this type of crime were closed because of failed police investigations. 1132 Violence and tensions also arose in areas close to Israeli settlements in the West Bank and East Jerusalem, and to checkpoints established and run by Israeli security forces (ISF). 1133 Violence intensified in the West Bank in June 2014, after two Israeli children and one Israeli youth were abducted and killed.

We must highlight the deepening vulnerability of Palestinian children, as they continue to bear the brunt of increasingly oppressive, violent and illegal Israeli policies and practices. For nearly five decades, Palestinian children have suffered at the hands of the Israeli occupying forces and will tragically continue to suffer as long as Israel, the occupying Power, remains immune from any consequences of its blatant and systematic human rights violations and crimes. In this connection, we bring to your immediate attention that yesterday, 23 November, Israeli occupying forces killed three Palestinian children in cold blood in different parts of the occupied West Bank. We must also draw attention to the fact that, in addition to the killing and injury of children, the Israeli occupying forces also carried on with other illegal practices, such as the arbitrary arrest and detention of Palestinian children in the recent period.

  • Ground to a Halt, Denial of Palestinians' Freedom Of
    Since the beginning of the second intifada, in September 2000, Israel has imposed restrictions on the movement of Palestinians in the West Bank that are unprecedented in scope and duration. As a result, Palestinian freedom of movement, which was limited in any event, has turned from a fundamental human right to a privilege that Israel grants or withholds as it deems fit. The restrictions have made traveling from one section to another an exceptional occurrence, subject to various conditions and a showing of justification for the journey. Almost every trip in the West Bank entails a great loss of time, much uncertainty, friction with soldiers, and often substantial additional expense. The restrictions on movement that Israel has imposed on Palestinians in the West Bank have split the West Bank into six major geographical units: North, Central, South, the Jordan Valley and northern Dead Sea, the enclaves resulting from the Separation Barrier, and East Jerusalem. In addition to the restrictions on movement from area to area, Israel also severely restricts movement within each area by splitting them up into subsections, and by controlling and limiting movement between them. This geographic division of the West Bank greatly affects every aspect of Palestinian life. The Human Rights Council, in its decision 2/102 of 6 October 2006, requested the Secretary-General and the High Commissioner for Human Rights to “continue with the fulfilment of their activities, in accordance with all previous decisions adopted by the Commission on Human Rights and to update the relevant reports and studies”. In its resolution 2005/7 of 14 April 2005, the Commission on Human Rights requested the High Commissioner to report on “the issue of Palestinian pregnant women giving birth at Israeli checkpoints owing to denial of access by Israel to hospitals”. 2. The Office of the High Commissioner for Human Rights (OHCHR) understands decision 2/102 as preserving the previous annual reporting cycle in respect of this issue, until otherwise decided by the Council. The present report to the Council addresses the developments that have occurred since the submission of the last report on this issue (A/HRC/7/44). 3. On 6 November 2008, the High Commissioner addressed notes verbales to the Permanent Mission of Israel and to the Permanent Observer Mission of Palestine to the United Nations Office at Geneva, in which she indicated that she would appreciate receiving comments or observations that they might wish to submit following Commission resolution 2005/7 and the most recent report (ibid.) submitted by the High Commissioner on the issue of Palestinian pregnant women giving birth at Israeli checkpoints.
