It is with sincere regret that I will be resigning from my position with the Town of Louisville effective immediately. I have an opportunity to enhance my career and better provide for myself.

I want to thank everyone personally for giving me this opportunity to work for the town where I have gained knowledge, experience, but more importantly, wonderful friendships. I can't begin to thank you enough for allgwing me to be part of such a wonderfulgroup of people. I would also like to say a special thank you to Larry Legault for supporting and guiding me during my time with the town. lf for some reason my current career dissolves, it is with great hope that I may be reconsidered for future employment with the Town of Louisville.

NYS Ag and Markets letter concerning taking care of a dangerous dog: Heidi explained to me that if our dog warden takes a dangerous dog in that she knows the owner or the court orders a dog to be sheltered for so many days because of a dog bite-these dogs can not go to the Humane Society-We (the Town of Louisv[lle) must have a plan in place. NYS is bringing this to everyone's aftention because they have had two issues this year. I told Heidi that I thought we would use Java Vet Clinic- since they are appointed as our Town Veterinarian and if we had an issue collecting payment- we would sue the owner. But I needed to confirm that and we would then send a letter to her and NYS Ag and Markets.

The New York State Department of Transportation (NYSDOT) has recently announced the availability of a combined $100 million in funding available through two programs. The first of these two programs, the Transportation Alternatives Program (fnpl supports bicycle, pedestrian, multi-use path andTfbnsportation-related projects. the seconO of th-ese two programs, the Congestion Management & Air Quality tmprovement Program (CMAQ) supports projects that reduce congestion and help to meet the requiremints of the Clean Air Act. As used herein, the term "Environmental Contaminant" shall mean any material or substance that is:

(ii) Defined as a "hazardous substance" pursuant to the Federal Water Pollution Control Act (33 U.S.C. 51321);

(iii) Defined as a "hazardous waste" pursuant to the Federal Resource Conseruation and Recovery Act (42 U.S.C. 56903);

(iv) Defined as a "hazardous substance" under the Comprehensive Environmental Response, Compensation, and Liability Act ("CERCLA') (42 U.S.C. 59601(1a));

(v) Defined as a "PCB" (polychlorinated biphenyl) under 40 C.F.R. 5761.3 or covered under the Toxic Substances Control Act ("TSCA') (15 U.S.C. 5 92601 et seq); or

(vi)Defined as a "regulated substance" pursuant to the Solid Waste Disposal Act (Regulation of Underground Storage Tanks) (42 U.S.C. 96991).

These covenants shall run with the land and be binding on the Grantee and the successors and assigns of the Grantee.

TO HAVE AND TO HOLD the premises herein granted unto the Grantee, its successors and assigns forever.

This is in reply to your letter dated April 5, 2018 received by this office on May 16, 2018, in which you propose to charge the Power Authority of the State of New York (Power Authority) fees based on a Town of Louisville Water Law. Please be advised the New York Power Authority is exempt from all fees and assessments related to real property. A charge to the Power Authority would constitute a violation of Section 1012 of the Power Authority Act which precludes the imposition of any taxes and assessments on Power Authority properties or activities

In view of the Power Authority's statutory exemption from payment of such charges, I trust you will withdraw your proposal to charge them.

Construction Work Scheduled to Resume in Massena, N.Y. in Preparation for Cleanup of the Grasse River Superfund Site

EPA to Hold Public lnformation Session on May 16 in Massena

(Albany, N.Y. - May 10, 2018) Construction work is expected to resume laterthis month on a facility in Massena, NY to support the $243 million dredging project to clean up PCBs from the Grasse River. When constructed, the facility will be used as a staging area to support future dredging and capping operations. Before dredging work can start, the facility must be constructed and engineering plans and other design work completed. Arconic lnc. (formerly Alcoa) is performing the cleanup work under an EPA order. EPA, the New York State Department of Environmental Conservation, and the Saint Regis Mohawk Tribe are working together on the oversight and coordination of the various components of the cleanup project.

"Our ability to protect people's health and the environment is most effective when we work together and engage our local communities from a foundation of trust and transparency," said EPA Regional Administrator Pete Lopez. "Working collaboratively with the St. Regis Mohawk Tribe, the State, local governments and the community, we can get much accomplished as we meet our shared challenges head on."

ln 2013, EPA selected a plan to clean up river sediment contaminated with polychlorinated biphenyls (PCBs) by dredging and capping of contaminated sediment in a7 .2-mile stretch of the Grasse River.

The 2018 construction activities are expected to include completion of a sheet pile wall along the staging area riverfront and construction of a dock facility; removal of a small amount of sediment along the shoreline next to the staging area; removal of soil in two areas along the

Plans to protect the health and safety of the workers and area communities will be in place while the construction work is undeni'uay. The air and river water will be monitored during the work. A traffic management plan has been developed to minimize the increased truck traffic at and near the staging area. With the exception of the collection of river water samples, and the in-river capping test, all of the work being conducted in 2018 will be performed by land and is not expected to impact recreational boating on the Grasse River.

EPA will hold a public information session on May 16 in Massena to provide an update on, and answer questions about, construction of the cleanup support facility. The next meeting will be held in in June. Meetings will be held monthly in Massena or Akwesasne while the construction work is underway.

Under the EPA's 2013 cleanup plan, approximately 109,000 cubic yards of sediment will be dredged from near-shore areas of the river. ln the river's main channel, approximately 59 acres of sediment will be covered with an armored cap and another approximately 225 acres of contaminated sediment will be capped with a mix of clean sand and topsoil to isolate the contamination from the surrounding environment.

The staging area is located next to the river, near the intersection of County Route 42 and Route 131 in Massena. The Town of Louisville approached the Shipley Center for lnnovation, looking for assistance with ideation on a land development project. The town has approximately 45 acres of land along the St. Lawrence River that they wish to develop. The goal of the development is to generate positive cash flow for the Town, while also being aware of and addressing the concerns of nearby home owners relative to its development. The town is looking to work within the guidelines and recommendations of the 2015 St. Lawrence County Economic Development Study sponsored by the New york power Authority (NypA).

The purpose of this report is to raise your understanding of drinking water and awareness of the need to protect our drinking water sources. Last year, your tap water met all State drinking water health standards. We are proud to report that our system did not violate a maximum contaminant level or any other water quality standard. This report provides an overview of last year's water quality. Included are details about where your water comes from, what it contains, and how it compares to State standards.

If you have any questions about this report or concerning your drinking water, please contact Steve Siddon, Water Plant Operator, at (315) 769-2431. We want you to be informed about your drinking water. If you want to learn more, please attend any of our regularly scheduled town board meetings. The meetings are held the second Wednesday of each month at the Town Office Building on Rt. 37. Please call the Town of Louisville office at (315) 769-0457 for more information.

WTTnnn DOES OUR wATER COME FRoM? In general, the sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activities. Contaminants that may be present in source water include: microbial contaminants; inorganic contaminants; pesticides and herbicides; organic chemical contaminants; and radioactive contaminants. In order to ensure that tap water is safe to drink, the State and the EPA prescribe regulations which limit the amount of certain contaminants in water provided by public water systems. The State Health Department's and the FDA's regulations establish limits for contaminants in bottled water which must provide the same protection for public health.

Our water system serves approximately 3100 people through 1136 service connections. Our water comes from the St. Lawrence River which is a surface water source. The Water Treatment Plant is located on Country Club Lane, next to the golf course. The water is pumped through diatomaceous earth filters, then chlorinated and a small amount of zinc orthophosphate is added to control corrosion. It is then stored temporarily in a clearwell tank at the water plant site. Seasonally, the water may pass through carbon filters to remove taste and odor compounds. High-lift pumps then pump the water into the distribution system and the water storage tanks.

Ang TTTnnE CoNTAMINANTS IN OUR DRINKING wATER? As the State regulations require, we routinely test your drinking water for numerous contaminants. These contaminants include: total coliform, turbidity, inorganic compounds, nitrate, nitrite, lead and copper, volatile organic compounds, total trihalomethanes, haloacetic acids, radiological and synthetic organic compounds. The following table depicts which compounds were detected in your drinking water. The State allows us to test for some contaminants less than once per year because the concentrations of these contaminants do not change frequently. Some of our data, though representative, are more than one year old.

It should be noted that all drinking water, including bottled drinking water, may be reasonably expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the EPA's Safe Drinking Water Hotline (800-426-4791) or the NYS Health Depafiment Canton office at (315) 386-1040.

The NYS DOH has evaluated this Public Water Supply (PWS's) susceptibility to contamination under the Source Water Assessment Program (SWAP), and their findings are summari zed in the paragraphs below. It is important to stress that 7 these assessments were created using available information and only estimate the potential for untreated drinking water sources to be impacted by contamination. Elevated susceptibility ratings do not mean that source water contamination has or will occur for this PWS. This PWS provides treatment and regular monitoring to ensure the water delivered to consumers meets all applicable standards.

The Great Lakes' watershed is exceptionally large and too big for a detailed evaluation in the SWAP. General drinking water concerns for public water supplies which use these sources include: storm-generated turbidity, wastewater, toxic sediments, shipping related spills, and problems associated with exotic species (e.g. zebra mussels - intake clogging and taste and odor problems). The summary below is based on the analysis of the contaminant inventory compiled for the drainage area deemed most likely to impact drinking water quality at this PWS intake.

This assessment found a moderate susceptibility to contamination for this source of drinking water. The amount of agricultural lands in the assessment area results in elevated potential for protozoa and pesticides contamination. In addition, the moderate density of CAFOs (Concentration Animal Feeding Operations) in the assessment area may add to the potential for contamination. There is also noteworthy contamination susceptibility associated with other discrete contaminate sources, and these facility types include: landfills and mines.

IS OUN WATER SYSTEM TVINNTTNC OTHER RULES THAT GOVERN OPERATIONS? During ?Q17, our system was in compliance with applicable State drinking water operating, monitoring and reporting requirements.

Although our drinking water met or exceeded state and federal regulations, some people may be more vulnerable to disease causing microorganisms or pathogens in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice from their health care provider about their drinking water. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium, Giardia and other microbial pathogens are available from the Safe Drinking Water Hotline (800-426-4791).

Although our system has an adequate amount of water to meet present and future demands, there are a number of reasons why it is important to conserve water: r Saving water saves enerry and some of the costs associated with both of these necessities of life; o Saving water reduces the cost of energr required to pump water and the need to construct costly new wells, pumping systems and water towers; and o Saving water lessens the strain on the water system during a dry spell or drought, helping to avoid severe water use restrictions so that essential fire fighting needs are met. You can play a role in conserving water by becoming conscious of the amount of water your household is using and by looking for ways to use less whenever you can. It is not hard to conserve water. Conservation tips include: r Automatic dishwashers use 15 gallons for every cycle, regardless of how many dishes are loaded. So get a run for your money and load it to capacity. r Turn off the tap when brushing your teeth. o Check every faucet in your home for leaks. Just a slow drip can waste 15 to 20 gallons a day. Fix it up and you can save almost 6,000 gallons per year. r Check your toilets for leaks by putting a few drops of food coloring in the tank, watch for a few minutes to see if the color shows up in the bowl. It is not uncommon to lose up to 100 gallons a day from one of these otherwise invisible toilet leaks. Fix it and you save more than 30,000 gallons ayear.

Monthly Operation Report for May 2018

Attached is the operating report for May 2018. We averaged 197,000 gallons per day.

John began flushing hydrants, but I had to have him postpone as the big garage fire on 378 brought down the storage tanks. Between the flushing, fire and people that were refilling their swimming pools for the season, it is taking us some time to catch up.

High lift pump trouble on the 20th. We brought in an electrician to troubleshoot the problems. We had to order parts for the repair. We are now back to normal.
