Concepts of Representation and The Passage of The Sex Discrimination (Election Candidates) Bill Dr Sarah Childs First Draft for Journal of Legislative Studies Middlesex University White Hart Lane London N17 8HR 07950-933371 [email protected] Abstract The Sex Discrimination (Election Candidates) Bill was introduced to the Commons in October 2001, gaining Royal Assent in February 2002. The Bill followed the decrease in the numbers of women elected in the 2001 General Election. It permits political parties to introduce positive action in the selection of candidates. The Bill received cross party support and had an easy passage through both Houses of Parliament. This article examines the arguments employed by MPs and Peers in support of the legislation, informed by feminist concepts of representation. Arguments associated with the claim that women have a different political style received little support. There was greater discussion of arguments based on symbolic representation and substantive representation, although many MPs were reluctant to make the strong claim that women’s substantive representation is dependent upon women’s presence. However, the most widely supported argument in favour of the Bill was the justice argument, namely, that women are currently being denied equal opportunities in the parties’ selection processes. Introduction1 The 2001 General Election saw 118 (17.9%) women MPs returned to the House of Commons. This was the first time in over twenty years that the numbers of women MPs had decreased (Lovenduski 2001). Yet it was not unexpected. Unlike 1997 when the Labour Party had implemented all women shortlists (AWS), no political party adopted positive discrimination measures for 2001. -

Smith Abstract In late August 1968, following a British proposal, Nigeria announced it would allow an International Observer Team into the country to show that it was not pursuing a campaign of genocide in Biafra. This article analyses why the United Kingdom pushed for the creation of the observer team, and shows how the team’s work was incorporated into the government’s justifications for its support of the Nigerian government. -

Popular Understandings of Politics in Britain, 1937-2014 Will Jennings Nick Clarke Gerry Stoker Jonathan Moss University of Southampton Paper for the U.K. Political Studies Association annual conference, Sheffield, 2015 . Abstract In a context of apparently recent disenchantment and disengagement from politicians, parties, and elections in Britain and certain other countries, this paper seeks to understand better what and how British citizens have thought about formal politics since the late 1930s. There is widespread alienation and withdrawal from formal politics in many countries at the present time (Hay 2007; Norris 2011; Stoker 2006). However projects to renew democracy have struggled because the causes for political disenchantment and disengagement are not clear. In this paper we use quantitative data (from historical survey data such as Gallup polls and the British Election Study) and qualitative data from the Mass Observation Archive directives on politics, combined in a mixed method approach, to start to develop answers to the following questions: What is the range of popular understandings of politics among British citizens? How have these changed over time? We first summarise longitudinal survey evidence of trends, fluctuations and cycles of public opinion regarding different aspects of formal politics. Secondly, we undertake qualitative analysis of responses to the Mass Observation Archive directives on politics (from 1945, 1950, 1996/7, 2010 and 2014). The findings are then reflected on in light of contemporary research on political disengagement. The current conventional wisdom suggests that citizens are more disaffected with politics, and the practice of politics, than at any point in the post-war era. Robert Cox) This study is the first in-depth examination of the Federalist Society, the nation’s preeminent organization of conservative and libertarian lawyers. Founded by a few enterprising young college friends in the early days of the Reagan administration, its participants now number 40,000 lawyers, policymakers, judges, and law students. The Society functions as a forum for debate, intellectual exchange, and engagement between the factions on the right as well as their liberal opponents—hence my use of rhetorical theory. I explore how Federalists have promoted conservative legal theories of interpretation, such as originalism and textualism, and also how have also fueled the broader project of the American right to unmake the liberal consensus on a wide range of legal and social issues from Affirmative Action and race to foreign policy. By serving as a forum for the generation and incubation of conservative legal thought, the Federalist Society has provided an invaluable intellectual proving ground; and with chapters now active at all accredited law schools in the country, the Society is widening its reach and providing a home for aspiring conservative lawyers, whether they seek to go into private practice, public service, or the judiciary.
