Dr. Martin Luther King Jr. Blvd. St. Paul, MN 55155 Adele Gagliardi, Administrator Office of Policy Development and Research U.S. Department of Labor, 200 Constitution Avenue NW Room N-5641, Washington, DC 20210 RE: U.S. DOL Industry Recognized Apprenticeship Programs Implementation Proposed Rule - RIN 1205-AB85 Administrator Gagliardi: As Legislators from all across the State of Minnesota, we write to affirm the value of Registered Apprenticeship programs in training the safest, most highly skilled construction workforce for the State of Minnesota, and to express our support for the permanent exemption for the construction industry in the proposed rule: Apprenticeship Programs, Labor Standards for Registration, Amendment of Regulations (1205-AB85). There are currently over 10,000 Registered Apprentices in Minnesota in more than 50 privately funded construction Registered Apprenticeship Programs training to be our State’s future plumbers, electricians, iron workers, crane operators, laborers, carpenters and other highly skilled trades workers. Registered Apprenticeships have been the pathway for more women and minorities to enter the construction trades and Minnesota contractors, business owners, and communities rely on Registered Apprenticeship programs to train our future construction workers to grow our State’s economy and ensure our safety. Unfortunately, if expanded to include the construction industry, the proposed rules would undermine the integrity and drive down the training and labor standards in construction Registered Apprenticeship programs, setting off a race to the bottom in Minnesota’s construction industry. Minnesota is not willing to jeopardize the quality of its construction and the safety and security of its construction workforce.

    December 8, 2020 Governor Tim Walz Minority Leader Kurt Daudt Speaker Melissa Hortman Senate Majority Leader Paul Gazelka Majority Leader Ryan Winkler Senator Minority Leader Susan Kent Dear State Leaders: We are jointly and urgently calling upon you to act quickly toward an agreement that will provide immediate economic relief for our small businesses and communities. Rochester and Olmsted County’s business and service sector has been hit due to the pandemic, in a similar fashion to other communities around the state. The entities signed below have come together to work jointly since the pandemic in a local, coordinated effort titled “Rochester Ready” to ensure a safe and resilient recovery for the area. This unique public- private partnership group has assisted and communicate with local businesses and the community. We encourage you to also come together as state leaders during this extremely challenging and dynamic time to assist communities and businesses in need. Local units of governments in our area have thoughtfully and quickly distributed funding received through the Coronavirus Relief Fund (CRF), but much of the programs and assistance provided through that funding will expire at the end of the year. It is important that additional assistance continue into 2021, as the impacts of the pandemic will continue as well. Immediate, additional assistance for small businesses that have been impacted by the pandemic and an extension of the unemployment insurance program is critically needed in our community and for the state’s economy. AGRICULTURE Omnibus agricultural policy law Sponsored by Rep. Jeanne Poppe (DFL-Austin) and Sen. Bill Weber (R-Luverne), the omnibus agriculture policy law makes a number of technical and policy changes to regulations surrounding aquaculture, pesticides, nurseries, food handlers, eggs, milk, cheese, loans, open-air swine basins and other provisions. The law includes the following changes and clarifications: • creating a custom exempt food handlers license for custom processing businesses handling meat and poultry products that are not for sale; • amending how long eggs may be held past their pack date before they must be removed from sale (31 days for Grade AA and 46 days for Grade A); • amending milk storage requirements, allowing the Department of Agriculture to waive the 72- hour time
