From 1986 until mid-1999, prices generally fluctuated within a $10 to $20 per barrel band, but alarms sounded when market prices started hovering above $30. 1 In July 2001, Senator Arlen Specter addressed the Senate regarding the need to confront OPEC and urged President Bush to file an International Court of Justice case against the organization, on the basis that perceived antitrust violations were a breach of “general principles of law.” 2 Prices dipped initially, but began a precipitous rise in mid-March 2002. -

Chapel Hill 2019 Approved by: Wayne Lee Michael Morgan Benjamin Waterhouse Daniel Bolger Hal Brands ©2019 Joseph David Stieb ALL RIGHTS RESERVED ii ABSTRACT Joseph David Stieb: The Regime Change Consensus: Iraq in American Politics, 1990-2003 (Under the direction of Wayne Lee) This study examines the containment policy that the United States and its allies imposed on Iraq after the 1991 Gulf War and argues for a new understanding of why the United States invaded Iraq in 2003. At the core of this story is a political puzzle: Why did a largely successful policy that mostly stripped Iraq of its unconventional weapons lose support in American politics to the point that the policy itself became less effective? I argue that, within intellectual and policymaking circles, a claim steadily emerged that the only solution to the Iraqi threat was regime change and democratization. While this “regime change consensus” was not part of the original containment policy, a cohort of intellectuals and policymakers assembled political support for the idea that Saddam’s personality and the totalitarian nature of the Baathist regime made Iraq uniquely immune to “management” strategies like containment. The entrenchment of this consensus before 9/11 helps explain why so many politicians, policymakers, and intellectuals rejected containment after 9/11 and embraced regime change and invasion. -

Grotesk bij Hugo Claus en Günter Grass" Vanasten, Stéphanie Abstract La présente thèse de doctorat en littérature comparée est la mise en regard de deux romans au long cours d'écrivains majeurs du XXe siècle - à savoir « Het verdriet van België » (1983) de Hugo Claus et « Ein weites Feld » (1995) de Günter Grass - à travers la question fondamentalement dialogique du grotesque. La première partie de cette étude pointe l'indéniable pertinence d'une pierre angulaire aussi scabreuse et complexe que le grotesque: elle invite dès lors à un travail d'interrogation et de conceptualisation autour du grotesque, enjeu esthético-littéraire et théorique de cette recherche. Marxism-Leninism Currents Today 1 Kurdistan – A Marxist-Leninist Framework Part Two Preface The intersection of the four countries of Turkey, Iraq, Iran and Syria, lies in Kurdistan. As Kurdistan is within these borders, all these must be considered, in any sensible work on the Kurdish national movements. Iran and the Mahabad Republic, in relation to the Kurds, were discussed in Part One. Here in Part Two, we will focus upon Iraq and Turkey, highlighting history relevant to the Kurdish national movement. Part Three will focus upon Syria. In assessing the Kurdish struggles, it is impossible to avoid the details of what now makes up the entire Middle East battle-ground. This term - ‘battle-ground’ - is not hyperbole. For the Middle East now embroils both major imperialists (USA, Russia), and the hitherto client states. The latter are now capable of exerting their own agency to varying extents. Iran, Saudi Arabia, Israel, Gulf States, Turkey – while generally subservient to a dominant state (For most of these it is the USA, or in the case of Iran and Syria, it is a co-equal status with Russia) – also have their own separate interests that they pursue. Disentangling these knots is difficult. Hence any history of modern day Kurdish struggles – appears to drown in details of the “Middle East”. We saw in Part One of this work, that the years up to 1946 were bitter for Kurds. But they were to be no less bitter, in the remainder of the 20th century. The prior era set the Ottoman, Russian Imperial and British Empires upon the Kurds. -

INTERNATIONAL LAW AND THE ‘WAR ON TERRORISM’: POST 9/11 RESPONSES BY THE UNITED STATES AND ASIA PACIFIC COUNTRIES 43 International Law and the ‘War on Terrorism’: Post 9/11 Responses by the United States and Asia Pacific Countries Stephen P Marks* Introduction Terrorism is not a new challenge to international order,1 although the influence of the United States has resulted in significant rethinking of the international law and politics of terrorism since the attacks on the US of 11 September 2001, which has had ramifications in all regions, including the Asia Pacific. An unresolved issue of international law is whether and to what extent those attacks have justified the claim that there is a ‘new paradigm’ in international law. The following pages will examine responses to terrorism under the traditional paradigm with particular reference to the Asia Pacific region, and under the so-called new paradigm proposed by the government of the United States in the context of its ‘war on terrorism.’ I.
