1. The Association shall be called 'The Cambridgeshire Cricket Association' and shall manage and control the Senior League, Junior League and any other League or Cup Competitions that it maybe desirable to arrange.

2. MANAGEMENT. The Association shall be governed by a Council consisting of a President, Chairman, Hon. Secretary, Hon. Treasurer and Hon. Competitions Secretary a maximum of six representatives to be appointed by the Council, one Representative from each of up to eight clubs (not less than two being from Senior Clubs),one Representative of the Cambridgeshire C.C.C., one Representative of the Cambridgeshire Cricket Umpires Association, one Representative of the Cambs & Hunts Premier League, one Representative of the Groundsman's Association, five to form a quorum. Any nominations for Officers of the Association must be recieved by the Secretary by 31st of December of the year proceeding the AGM. All questions of eligibility, qualification of competitors, disqualification of Clubs, interpretation of Rules, or any questions of dispute occurring between Clubs shall be referred to the Council, whose decision shall be final. The Council shall have the power to appoint Committees, Executive or otherwise to facilitate the work of the Association. Such Committees shall have full power to deal with any urgent business.

3. PATRON & LIFE MEMBERS. The Council shall have the power to appoint a Patron and Life Members for outstanding service to the Association, and the Clubs.

4. MEMBERSHIP. All Clubs in the County, not wholly composed of Members of the University, shall be eligible for membership, subject to the approval of the Council. All Member Clubs shall be affiliated to the and Wales Cricket Board. Entries to all competitions will be accepted at the discretion of the Council and will be subject to Clubs being able to conform to, and the Council being able to enforce, all C.C.A. Rules. Membership shall be open to all, irrespective of age, gender, disability, race, ethnic origin, creed, colour, social status or sexual orientation. Any club without a trained Welfare Officer as at the 31st March of that year, will be expelled from the Association. They will not be allowed to compete in any competition until they have appointed one. In line with ECB Governance all Clubs must hold Annual Genereal Meetings and the Association informed of that meeting on the

79 CCB Affilliation Form. The Association will not accept any entries to competitions from Clubs with fines outstanding by the Annual General Meeting of that season. 5. SUBSCRIPTIONS. The Annual Subscription, in addition to the Affiliation Fee, of each Club registered with the Association, to be paid not later than 30th September of the current season, shall be as follows:-

The Council will have the power to set, amend and impose any financial matters, for and on behalf of the Association and its Member Clubs, umpires or affiliated bodies. If a club enters fewer teams in a new season than completed the previous one, then the new team(s) will take the places of the highest placed team(s) with the lowest placed team(s) being removed and there will be no Þ ne is payable. If a club requests any other arrangement of their teams for the new season this is at the Council's discretion. Any club withdrawing a higher placed team of that club after having submitted an entry for the relevant season (including after the season has started), will be liable to a Þ ne of £50 and the remaining team(s) barred from being promoted in that season. No club mergers will be permitted after the 31st December although both of these will be at the discretion of the Council.

6. ANNUAL MEETING. The Annual Meeting shall be held before 28th February in each year, to receive reports, elect Officers for the ensuing year and other business. A notice of 28 days to be given. General Meetings shall be open to Members of all Clubs, who may take an active part in the proceedings, but only one Representative of each Senior League and one Junior League Club registered in accordance with Rule 5 shall be entitled to vote.

7. SPECIAL GENERAL MEETINGS . The Secretary shall convene an Extra Ordinary General Meeting at any time by order of the Council, or on receiving a requisition signed by the Secretaries of not less than ten registered Clubs.

80 8. ALTERATION OF RULES . In the event of any alteration being deemed necessary in the Rules established by the Association. Notice of the proposed alteration shall be sent in writing on or before 31st October, to the Secretary, who shall inform each Club when notification of the date of the Annual Meeting is given. A Rules and Regulations Meeting will be arranged at any time before the 31st December in the current year. No alteration shall be made unless supported by a majority of those entitled to vote (see Rule 6).

9. AUDIT. The financial year will end on 31st October of each year and the accounts shall be audited annually by an auditor appointed at the Annual Meeting.

GENERAL RULES (All clubs are responsible for ensuring that all of their officials and players are conversant with these Rules.) 10. LAWS. Matches shall be conducted in accordance with M.C.C. Laws with the exceptions contained in these Rules. Law 42 re penalty runs will only apply when at least one official umpire is present.

11. REGISTRATION OF PLAYERS. The Players name and date of birth must be registered on Play-cricket.com for his/her Club prior to the first match he/she plays in. An emergency registration may be permitted on the day of the match. The Players name and date of birth shall be entered on the result card and initialled by the player and the opposing captain as confirmation. A player may only register to play for one club in the "East Anglian Pyramid" These include the Huntingdonshire County League, Norfolk Cricket Alliance, The Norfolk and West Norfolk Cricket Leagues, The Two Counties Championship and the Suffolk Premier Cricket League. In the event of a player being previously registered with another Club the players new club must prove to the General Purposes Committee that they have took every reasonable step to confirm the status of the new player. Penalties may include a deduction of points and or a fine. Current professional players and players registered as overseas players (unless having exempt status) with the East Anglian and Cambs & Hunts Premier Leagues are allowed to play in C.C.A. Competitions on the basis of one per team. A Category 1 player must be registered on play-cricket.com before their Þ rst league match of the season. In addition, all Category 2, 3 and 3E players must complete a Registration Form[ once the League Secretary has con Þ rmed receipt of this form the player shall be eligible to play. Any club found guilty of playing an unregistered player shall be deducted any

81 points gained in the match and Þ ned £20 per player. Additional players may be registered on play-cricket.com during the season. No player may be registered after 31st July of each season unless he has previously been registered as a playing member of the club in a feeder league in the current season. The feeder leagues are the Cambridgeshire Cricket Association and the Huntingdonshire Cricket Leagues. Registration of all players will take place in accordance with ECB guidelines at a time designated by the Cambridgeshire & Huntingdonshire Premier League. By virtue of his/her registration, every player registered to play in the League explicitly acknowledges and agrees to abide by the following: - \ The ECB Code of Conduct and the Spirit of Cricket \ The ECB Premier Leagues Disciplinary Regulations \ The Laws of Cricket \ The Rules of Cambridgeshire and Huntingdonshire Premier League \ The Cambridgeshire and Huntingdonshire League Playing Directives and Playing Conditions \ The powers of Cambridgeshire and Huntingdonshire Premier League in relation to its disciplinary procedures and undertakes to be bound by them A player%s data will be held electronically and may be disclosed to other cricket authorities as necessary. The responsibility for registering a player shall be with the club and it is the club%s responsibility to ensure that all players are correctly registered and eligible to play in a competition. If a member club has any doubts about the eligibility of a player, it should contact the League BEFORE the player participates in a competitive match for the club. The League will conduct random checks of scorecards published on play-cricket.com throughout the season and in the event of any infringements has the power to deduct points and/or impose Þ nancial penalties and/or relegate teams as it sees Þ t. Clubs must register their players in the following categories: Category 1: Players who are deemed Ordinarily Resident? is determined by the League on the basis that the player has been resident in England and Wales for a period of 18 consecutive months, prior to the date of request for registration, and has 82 not been out of England or Wales for more than 35 days, consecutively, or 70 days, in total, during the previous 24 months Category 3: Players not deemed

83 League or the top division of any other ECB Premier League Pyramid. Junior Players Junior Players who play in the under 16 or younger age groups may register for a second club but cannot play for more than one team in the same division.

Transfers Transfers are permitted. The Players new club will enter onto Play Cricket and the Club the player is leaving will have 4 days (during the season or 7days in the close season) to agree the move .The only grounds for withholding are outstanding Þ nancial matters or disciplinary matters hence an objection should be entered. Failure on either count will result in the Registrations Secretary approving transfer.

Overseas players must be shown as such on the registration form. In exceptional circumstances the decision on whether or not a player is to be registered in the overseas category will be at the discretion of the General Purposes. Only players under 12 on the 31st August of the previous year will be permitted to play in Association matches and only if they are in a current years under 12 County Squad. Players who are not, and those younger will not be permitted to play in any Association matches. Any Club playing an ineligible or unregistered player shall be subject to a fine of £20 in respect of each player and the match awarded to their opponents. This fine will be non-negotiable. If a player wishes to transfer to another Club, he must obtain the consent of the Club that he wishes to leave. This must be notified to the Competitions Secretary of the Association who will record the date received and transfer of his/her registration to the new Club. The player will be eligible to play for his new Club after four full days have elapsed from the date of his new registration. The player's signature must be submitted during the four days or shown on the relevant result card of the first match in which he plays for the new Club. The transfer will not be effective if the above is not complied with. This must be carried out before commencement of play. If a player wishes to register for a club but is already registered for another Club, then they must ask the players present club to de-register him/her. The Players current Club have 4 days to de-register the player, the only reason for a player not to be de-registered is any outstanding financial commitments. A fine of £20 will be levied against the players current Club, and the player will be automatically transferred if this is not done within 4 days. 84 No Player who has represented another Club in either Cambridgeshire or Huntingdonshire in any season can transfer to another Club after 31st July in that season. For every match, each captain will nominate his players by entering their names on his result card and making it available to the opposing captain.

12. QUALIFICATION OF PLAYERS. Each club may play a bona-fide member provided he/she has been registered in accordance with Rule 11. In all League and Cup matches a maximum of three players who have played more than one of the last three games completed by a higher team can #trade down" and represent a lower team. This rule is summarised in the following table for a club with three teams. A maximum of three #Quota" players can turn out for the relevant team. In the Invitation and Walker Invitation Cup Competitions, teams will not be permitted to play more than TWO players, who have played in more than THREE completed Cambs & Hunts Premier or ECB Premier Leagues matches in that season. In the Junior Cup, teams will not be permitted to play any more than ONE player, who has played in more than THREE completed CCA Senior League matches in that season. In the Lower Junior Cup, teams will not be permitted to play more than ONE player who has played in more than THREE completed CCA Senior or Junior League matches for a higher placed team of that players Club. No player who has played in any ECB Premier League or Cambs & Hunts Premier League matches in that season will be permitted to play in the Junior or Lower Junior Cups. Additional Player's: Any player wishing to be added to the additional players list should email Competition Secretary with their current team and division, email addresses and phone numbers which will be then be placed on the Cambsca website for all Clubs to view. This is for players of Junior Division 1 and below standard only, a player may only drop down one division at a time, so if a Division 1 you can only play in Divison 2 etc.

DURATION AND REGULATIONS OF MATCHES . The Senior League & Invitation Cup will commence at 1.00 p.m and the Junior League & Junior Cup at 1.30pm throughout the season. These start times maybe changed with the consent of the Competition Secretary and with the agreement of both sides. The Walker Invitation 20/20 & Lower Junior Cup Competitions will commence at 2.00 p.m. with the exception of the finals day. These start times may only be changed with the consent of the Competitions Secretary. If any Club is not ready to commence play at the appointed time (wet or fine, unavoidable accidents excepted) the Umpires must report to the Secretary the defaulting Club or Clubs, and they shall be fined £10.00. A team causing a delayed start to a match by failing to arrive in time shall automatically forfeit the toss. If the break in the innings and the tea interval coincide a period of not exceeding 20 minutes will be allowed. If these intervals do not coincide the combined period shall not exceed 30 minutes. An incoming batsman must pass the outgoing batsman on the field of play. Umpires must strictly enforce these rules: also report any player who unduly wastes time on the field of play (Note: 'Field of Play' means within the boundary). If for any reason a bowler is unable to complete an over, the outstanding deliveries shall be completed by another bowler and that part over counts as complete of his allocation. In all Association matches any high full pitched ball (beamer) regardless of pace, that passes over waist height of the striker standing upright shall be called and and signalled "no ball". Declarations: In League Matches, the team batting first may declare it%s innings closed before their allotted overs have been bowled, but this shall be recorded as >all out? and the team bowling first will receive the maximum bowling points. A declaration shall not change the number of overs allotted to the team batting second. Senior and Junior Leagues. If teams finish the season with an equal number of points their league positions will be decided as follows: (i) number of wins (total wins,

86 regardless of on field or via concession ]define it[ total wins as why penalise a team if opposition concede) (ii) most bonus points (iii) total points in matches between the teams ]most relevant^ (iv) total runs divided by total wickets, higher average.

14. FIXTURES. Dates of all matches shall be arranged at meetings by The Chairman & Competitions Secretary. Any Club not represented at the Annual General Meeting shall be fined £30. After 31st January no alteration of dates shall be permitted. Application for such alterations shall be made by both Clubs concerned. From 1st April onwards matches must be played on the dates arranged or although these dates can be amended under the following terms by application to the Competitions Secretary: (a) The application is made atleast four weeks before the original date of the fixture. (b) The application is made jointly by bith clubs concerned: (c) The propsed date must be a Saturday. No fixture can be postponed in order to play other matches outside the Association's jurisdiction, with the exception of the National Club or National Village Championships.

15. FULFILLMENT OF FIXTURES. League matches should commence not later than the first Saturday in May and must be completed by the third Saturday in September, except for deciding matches, semi-finals and finals, the dates of which are fixed by the Council[ these must be completed by 30th September. From 1st April onwards matches must be played on the dates arranged. Higher division matches must not be cancelled in order to play matches in a lower division. Any infringement will result in the defaulting club being subject to a fine of £20 and the match awarded to their opponents. They will forfeit any points gained from the match. Applications to League Competitions shall be made to the Competitons Secretary by the 30th September each year, and applications to the Cup Competitions by the 31st January each year Any club will be allowed to have one date for which their ground is unavailable for use during the season, Clubs will be given till 31st October to inform the Competitions Secretary of any dates that their ground is unavailable for use. After that date clubs will be responsible for finding an alternate venue to stage any home fixture scheduled. No match shall be prematurely cancelled due to inclement weather unless mutually agreed by the respective Club Secretaries or bona-fide Club Representatives. In the case of matches being played on public fields or parks, the ultimate decision for cancellation of matches due to inclement weather

87 must be left to the respective ground superintendents. In the event of a League or Cup fixture being cancelled which, in the opinion of the Council, is considered to be unjustified, the defaulting Club shall incur a fine of £20 and the match shall be awarded to their opponents. Any team that cancels three or more matches in a season due to the non- availability of players will automatically be relegated to a lower division. This rule will take precedence at the end of the season regardless of the league position attained by the team. Any team defaulting in three or more matches will be allowed to complete their league programme but will not be considered eligible to win their division or be promoted. On the first default a £20 fine will be implemented and on the second default a £20, on the third default £30 and the fourth default £40. All Senior League fixtures take precedence over all Competitions, this rule will be strictly adhered to. In the case of any withdrawal from a Competition, or other alteration, it is the duty of the Club Secretary to immediately notify all Clubs affected, also the Competitions Secretary of the Association. It is also the responsibility of the home team to notify the Competitions Secretary if any match is cancelled unless the away team defaults and then it is their responsibility. Any club which, having entered a League Competition, then withdraws shall be subject to a fine of £50 . It is the responsibility of the home team to notify the Competitions Secretary of the scores of their match by text or email, and enter the result on the www.play-cricket.com website for both CCA League and Cup fixtures. by 11pm on the day of the match. Failure to do so will incur a fine of £10. (Should any club have a problem with uploading the information by 11pm as long as they have informed the Competition Secretary by 11pm no fine will be issued.) Home teams using a scoring App you may upload your scorecards to the website. All other home teams (not using the App should upload their scorecard by Tuesday of the following week by 6pm.) Failure to do so will incur a fine of £10. If a team spots an error in the score, they must report this to the Competitions Secretary by the Sunday following the game by 10pm. The home team shall send the result of each match together with the names of players of both teams on the card provided, and posted in the envelope provided, to be signed by both umpires (if present) either (a) by post or (b) by emailing a scanned PDF of the card to the Competition Secretary to arrive by the Friday following the match[ any club neglecting to do so shall be fined £5 for the first two occasions and £10 for all subsequent offences. After a team has incurred three fines during a season any subsequent breach of the rule will automatically incur a 5-point deduction from the

88 total league points gained by the team during the season. Where the match is defaulted by a team it is the responsibility of the defaulting team to inform the Competitions Secretary of games default. By implication the match can be texted or emailed failure to do so will incur a £10 fine on the defaulting team. There is no need for the home team to report any such cancellation. Failure to enter the information will result in a £5 Þ ne for each occasion

16. SUBSTITUTES. Any team shall not be allowed to play more than two substitutes in any match and they shall be debarred from batting, bowling or wicket keeping. 17. RESULTS OF MATCHES. It is the responsibility of the home team to notify the Competitions Secretary of the scores of their match (league or cup) by 10pm on the day of the match by telephone (text) or E-mail. Failure to do so will incur a fine of £10. The home team shall send the result of each match together with the names of players of both teams on the card provided, and posted in the envelope provided, to be signed by both umpires (if present) either (a) by post or (b) by emailing a scanned PDF of the card to the Competition Secretary to arrive by the Friday following the match[ any club neglecting to do so shall be fined £5 for the first two occasions and £10 for all subsequent offences. After three fines have been incurred by a team during a season any subsequent breach of the rule will automatically incur a 5 point deduction from the total league points gained by the team during the season. Where the match is defaulted by a team it is the responsibility of the defaulting team to inform the Competitions Secretary of games default. By implication the match can be texted or emailed failure to do so will inccur a £10 fine on the defaulting team. There is no need for the home team to report any such cancellation.

18. GROUNDS . No club or team shall change their listed home ground without prior consent of the Competitions Secretary. If permission is granted their opponents must be notified by the Monday before the match. Result cards will show three boxes labelled 'Good', 'Average' and 'Bad'. These are to be used by an official of the visiting team to indicate their assessment of the pitch used for the match. The Council will investigate when a pitch has received 3 'Bad' assessments. The use of artificial pitches in the Senior League will not be permitted. All clubs playing in the Senior and Junior Leagues must ensure they have a "home" ground available for eighteen home games in any one season.

89 19. APPEALS & PROTESTS. Appeals and protests with regard to cancellation of matches, players or any other matter shall be made in writing to the Secretary within seven days, and must be accompanied by a deposit of £40.00 as guarantee of good faith, which shall be forfeited if the Protest or Appeal is dismissed. Any costs maybe passed on to the Club or Clubs and any Club requesting an investigation will incur a fee of £20

20. PRESENTATION OF CUPS. All Clubs which are presented with any of the Association Cups will be responsible for their safe care, insurance, and any damage that may take place whilst in their possession. Any damage or repair that maybe necessary will be charged to the Club in full. It may be a requirement at the discretion of the Council, that the following document must be signed by the representatives of the Club. We...... the President or Captain, and...... Secretary, representing the ...... Cricket Club, having been declared the winners of the C.C.A. Challenge Cup, and the same having been delivered to us by...... do hereby individually and collectively undertake to guarantee its safe custody and engage to return the same to the Chairman on or before The Annual General Meeting, or when requested, in like good order and condition and in accordance with the conditions of the annexed Rules, to which also we have subscribed our respective names. Date ...... day of...... 20...... Clubs that have won Challenge Cups must return them to the Chairman of the Association in sound and clean condition by the Annual General Meeting. Any club that fails to comply will be fined £100.

21. INSURANCE . All Clubs must have adequate Public Liability Cover. Copies of these policies, (other than those insurred with NR Daws Insurance) must be sent to the Secretary by 1st April each year.

22. EXPENSES . All expenses concerned with matches excluding the finals shall be defrayed by the competing Clubs. All Final expenses will be met by the Association excluding the Junior League Play-Off.

23. UMPIRES . If either or both Official Umpires fail to turn up punctually at any match the matter shall be reported to the Secretary by the Home Club. The two Captains must appoint one or more replacements until the official Umpire arrives.

90 Umpires appointed by the Umpires Association are eligible to play in matches arranged within its jurisdiction. Expenses (Which should be settled before the start of play) shall be paid to each umpire at a rate of £30 per match for Senior League, Invitation and Hobbs Cup Competitions and £27 per match for Junior League and Junior Cup, with half paid by each club. If there is only one officially appointed umpire present who is asked to stand at the bowler's end throughout the match, these amounts will be increased to £40 and £35 respectively, with half paid by each club. A fee of £30 shall apply to the Walker Invitation 20/20 and Lower Junior Cups Competitions with half paid by each Club. Furthermore, an additional £2.50 will be payable by any Club which does not settle expenses prior to play commencing. In the event of the umpire(s) arriving but no play is possible, the clubs will pay travel expenses of £15 to each umpire.

24. TEAS . In all League Matches the home team will assume the financial responsibility for the provision of teas. In Cup Matches the home team will make a charge on the away team to cover their share of the cost of providing teas. If a game is called off after 8pm on the Friday evening by the away team, they will be fined £30 by the Association for the cost of the home team teas (this fine will then be forwarded to the home team by the Association).

25. OFFICIAL HANDBOOK. The Official Handbook is published annually and the selling price is £5.50 each. Each Club must purchase not less than four copies. SENIOR LEAGUE 26. The Competition shall be called 'The Cambridgeshire Cricket Association Senior League'.

27. ADMISSION . There will be three Divisions which will comprise of 10 teams each which will play each other on a home and away basis over the first 18 consecutive weeks of the season. (unless circumstances change) Division I - the top team promoted to the Cambs & Hunts Premier League (depending on their facilities) - the bottom two teams relegated to Division II Division II - the top two teams will be promoted to Division I - the bottom two teams relegated to Division III Division III - the top two teams will be promoted to Division II - the bottom two teams will be relegated to either - Junior League Divisions 1 North or 1 South

91 In all Divisions the number of teams relegated may be more or fewer depending on the number of teams relegated from the Cambs & Hunts Premier League at the end of the season. In accepting teams to the Senior League the Council shall bear in mind the results of the current season and be satisfied that home grounds will be suitable.

28. DURATION OF MATCHES In all matches the innings of each side shall be limited to 45 six-ball overs. In all matches which commence as 45 over matches no bowler may bowl more than 9 overs in the match. In all Senior League matches a new ball will be used at the start of each innings as agreed by the Association. With one ball per innings supplied by each team (Tiflex St James) which they will bowl with. Failure to use the approved ball will be subject to any sanction deemed suitable by the Council. In the case of matches commencing late due to inclement weather or any other valid reason the Captains may agree that the number of overs shall be reduced to 30, 35 or 40 each side with bowlers restricted to 6, 7 or 8 overs respectively.

29. LEAGUE POINTS. In any match the side scoring the most runs shall be the winner and shall receive 20 points The losing side shall be awarded bonus points at the rate of 1 point for every 2 opponent%s wickets taken and 1 point for every 40 runs scored up to 200 runs. In a run tied match, each team shall receive 7 points plus bonus points as above. In an abandoned match, each team shall receive 5 points plus bonus points as above. In a cancelled match, each team shall receive 5 points. Positions in the respective leagues will be decided by the total number of points and shall be irrespective of the number of matches completed subject to there being no default with cancelled matches as stated in Rule 15. In the event of scores being equal at the conclusion of a Championship deciding Match the winner shall be determined as follows (i) the team which has scored the highest total number of runs per over during the innings (ii) if still equal the team which has lost fewer wickets of the last but one over of its innings etc.etc. (iii) if still equal the team which has the highest number of runs at the last but one over of its innings etc. (iv) if still equal, the total runs scored in the league matches between the teams concerned will be divided by the total wickets lost in those matches and the team with the highest average will be the winner.

30. OVER RATES. Over rates penalties will be applied to any team that does not bowl its overs at an average of 17 per hour as follows:

92 Less than 17 but more than 16 - 1 point, less than 16 but more than 15 - 2 points[ less than 15 - 5 points. This rule will not apply to innings lasting less than two hours. Time allowances for lost ball, time wasting by batsmen, injuries etc. will be at the discretion of the umpire(s) and confirmed at the time of the delay. Two minutes will be allowed for the fall of each wicket. This rule will only apply when an official umpire or umpires are present. A fielding circle of two semi-circles shall be marked on the field of play with their centres the middle stumps at either end of the pitch and their radis 30 yards. The semi-circles shall be linked by two parallel straight lines and marked with dots or disks at 5 yard intervals. Penalties for contravention: If any fielding restriction is contravened, either Umpire shall immediately call and signal No-Ball. If the Umpires fail to notice the contravention, provided the ball has not come in to play for the next ball or time has not been called[ and upon being made aware, the Umpires shall confer. If they agree that the contravention has been missed, a retrospective No-Ball shall be called and the current ball shall be treated as a No-Ball. A minimun of four fielders plus the bowler and wicket keeper must be within that circle for the duration of the innings. If a team is fielding less than eleven players four fielders still applies.

31. LEAGUE CHAMPIONS. All Clubs engaged in the Leagues shall play home and away matches with each other during the season, and the Club with the highest number of points in Division 1 at the end of the season, shall be considered Champions of the League. In Divisions I, II and III, in the event of two or more clubs finishing equal after the application of Rule 13. Any matches necessary to decide the Championship, promotion or relegation will be played on dates to be arranged by the Council, such deciding matches to be concluded by 30th September. Each innings of a deciding match will be limited to 45 six-ball overs. In the event of a Club being unable to fulfil a deciding match it shall be awarded to the opposing team. If for any reason the matches cannot be completed by 30th September the Council to determine the action to be taken. This rule will also apply to the matter of promotion and relegation. The team winning the Competition shall have the Senior Cup presented to them.

JUNIOR LEAGUE 32. The Competition shall be called the 'Cambridgeshire Cricket Association Junior League'.

93 33. ADMISSION . The Competition shall be open to (a) second elevens of clubs competing in the Senior Competition: (b) Clubs not competing in the Senior Competition. The Competition to consist of Divisions to be arranged geographically as far as possible Each division in the Northern Section shall be regarded as of comparable strength to that in the Southern Section. In Division II and below there will be either 2 or 3 sections. Each Division shall consist of eight, nine or ten teams at the discretion of the Council. The Competition shall proceed on the basis of promotion and relegation, subject to Rule 15. At the end of the season three teams of each section of Division 1 with the lowest number of points maybe relegated to Division II. The two teams with the highest number of points in each section of Division II will be promoted to Division 1. The number of teams relegated will be dependant on the number of teams required to formulate divisions for the following season. This will be decided upon by teams with the lowest number of points in each section of Division II will be relegated to the relevant section of Division III. From Division III and below promotion and relegation will proceed on a two up and whatever is required (as above) down basis between the relevant sections. Where there is less than Þ ve teams in the lowest division the Council will arrange for teams to be placed in the next highest division. The Competition Secretary will also notify all clubs that would be affected by changes other than the normal promotion and relegation. The two highest placed teams in each section of Division 1 will be promoted to Senior League Division III, In all divisions the number of teams relegated may be more or fewer depending on the number of teams relegated from the Cambs & Hunts Premier League at the end of the season. The Composition of each division will be at the discretion of the Council. In the event of club withdrawing the vacancy shall be Þ lled the following year and the discretion of the Council.

34. DURATION OF MATCHES In all matches the innings of each side shall be limited to 40 six-ball overs. In all matches which commence as 40 over matches no bowler may bowl more than 8 overs in the match. With one ball per innings supplied by each team (approved by the Association Tiflex St James) which they will bowl with. Failure to use the approved ball will subject to any sanction deemed suitable by the Council. In the case of matches commencing late due to inclement weather or any other valid reason the Captains may agree that the number of overs shall be reduced to 25, 30,or 35 each side with bowlers restricted to 5, 6 or 7 overs respectively.

In the event of the scores being equal at the conclusion of a Championship deciding Match the winner shall be determined as follows: (i) the team which has scored the highest average runs per over during its innings (ii) if still equal the team which has lost fewer wickets (iii) if still equal the team which has the highest number of runs at the end of the last but one over of its innings etc. etc. (iv) if still equal the total runs scored in the League matches between the teams concerned will be divided by the total number of wickets lost in those matches, and the team with the highest average will be the winner. In the event of two or more clubs in either section of Division 1 finishing equal after the application of Rule 13, deciding matches shall be played on dates to be arranged by the Council, such deciding matches to be concluded by 30th September. Each innings of a Championship match, or a deciding match will be limited to 40 six-ball overs. In the event of a club being unable to fulfil a deciding match it shall be awarded to the opposing team. If for any reason the matches cannot be completed by 30th September, the Council shall determine the action to be taken. The Rule will also apply to the matter of promotion and relegation. The team winning the Competition shall have the Junior League Cup presented to them.

INVITATION CUP COMPETITION 41. The Competition shall be called the Cambridgeshire Cricket Association Invitation Cup Competition (any sponsor may be added to the title) and will be played on a knock-out basis.

42. ADMISSION . Invitations to compete will be made at the discretion of the Council.

43. DURATION OF MATCHES . In all matches the innings of each side will be limited to 45 overs. In all Invitation Cup matches a new ball will be used at the start of each innings as agreed by the Association. With one ball per innings supplied by each team (Tiflex St James) which they will bowl with. Failure to use the approved ball will be subject to any sanction deemed suitable by the Council. The Association will provide both balls for the final. In matches which commence as 45 overs no bowler may bowl more than 9 overs during the match. Each team to bat once only and the team scoring the most runs to be the winner. If the start is delayed by weather or there is a subsequent interruption the captains may agree to a lesser number of overs ! minimum 10. In matches where the number of overs is reduced no bowler may bowl more than a quarter of the overs to be bowled. For this calculation fractions of overs will be disregarded. If rain or bad light curtails play before the completion of a match the result will be decided in favour of the side that has scored the fastest in runs per over throughout its innings provided that at least 10 overs have been bowled to the side batting second. If the scoring rates are equal the side with the highest score after 10 overs of its innings will be the winner. If, through inclement weather, no play is possible a bowl out must take place. A bowl out will consist of five bowlers bowling overarm, two balls in succession, at a full wicket (3 stumps, 2 bails) with no wicket keeper standing up. These to be bowled alternate. If level after ten deliveries of each side, it will be sudden death, bowled by bowlers other than the first five. If a bowl out is not possible the match must be decided by a toss of a coin. All matches must be completed on the day of the match, other than the semi-final and final which will have a reserve day. A fielding circle of two semi-circles shall be marked on the field of play

Any Club failing to play off its fixture on such date, to be excluded, unless the Council, on application being made to them, shall decide that an extension of time be granted.

46. CHAMPIONSHIP. The team winning the Competition shall have the Invitation Cup presented to them. The Association will cover all costs relating to the Final and will be played at a venue to be pre-arranged by The Council.

WALKER INVITATION CUP COMPETITION 47. The Competition shall be called the Cambridgeshire Cricket Association Walker Invitation Cup, 20/20 Competition (any sponsor maybe added to the title) and will be played on a knockout basis.

48. ADMISSION . The Competition shall be open to all clubs affiliated to the Association.

49. DURATION OF MATCHES In all matches the innings will be limited

97 to 20 six-ball overs. The home team will provide a ball to be used (which has approved by the Association). Two balls will be used for the semi final and final supplied by the Association. In all matches which commence as 20 over matches no bowler may bowl more than 4 overs in the match. If needed the match maybe reduced to a minimum of 5 overs a side with the bowlers overs allocation reduction in proportion (So five bowlers must be used). If 5 overs each side are not completed a bowl out shall take place. If the scores are level, the side losing the fewer wickets will be the winner, if still level, the number of runs scored in the first five overs of the innings will be the winner. If, through inclement weather, no play is possible a bowl out must take place. A bowl out will consist of five bowlers bowling overarm, two balls in succession, at a full wicket (3 stumps, 2 bails) with no wicket keeper standing up. These to be bowled alternate. If level after ten deliveries of each side, it will be sudden death, bowled by bowlers other than the first five. If a bowl out is not possible the match must be decided by a toss of a coin. Penalties for contravention: If any fielding restriction is contravened, either Umpire shall immediately call and signal No-Ball. If the Umpires fail to notice the contravention, provided the ball has not come in to play for the next ball or time has not been called[ and upon being made aware, the Umpires shall confer. The dates for the termination of each round shall be fixed at the commencement of each season. Any club failing to play off its fixtures on or before such date will

51. CHAMPIONSHIP . The team winning the Competition shall have the Walker Invitation Cup presented to them. The Association will cover all costs relating to the Final & Semi - Finals.

SIR JACK HOBBS MEMORIAL COMPETITION 52. The Competition shall be called the Cambridgeshire Cricket Association Sir Jack Hobbs Memorial Cup Competition.Rules 42, 43, 44, 45 and 46 of the Invitation Cup Competition shall be applied to govern the Competition except any cost required for the hire of the ground.

JUNIOR CUP COMPETITION 53. The Competition shall be called the Cambridgeshire Cricket Association Junior Cup (any sponsor may be added to the title), which is for competition amongst Junior League teams in Divisions I, II & III

54. ADMISSION . The Competition shall be open to: (a) Second Elevens of the Clubs competing in the Senior Competition[ (b) Clubs not competing in the Senior Competitions[ No team may enter the Competition if it is entered in the Lower Junior Cup Competition.

55. DURATION OF MATCHES. In all matches the innings of each side shall be limited to 40 six-ball overs. In all matches which commence as 40 over matches no bowler may bowl more than 8 overs in the match. In all Junior Cup matches a new ball will be used at the start of each innings as agreed by the Association. With one ball per innings supplied by each team (Tiflex St James) which they will bowl with. Failure to use the approved ball will be subject to any sanction deemed suitable by the Council. The Association will provide both balls for the final. In the case of matches interrupted by inclement weather or any other valid reason a match must be based on a minimum of 10 overs each side. In the event of the scores being equal at the conclusion of a match the winner shall be determined as follows: (i) the team which has scored the highest runs per over during its innings (ii) if still equal the team which has lost fewer wickets (iii) if still equal the team which has the highest number of runs at the end of the last but one over of its innings etc. 99 In a match where the number of overs has been reduced, a result can be achieved only if both teams have batted at least 10 overs (unless a team has been all out in less than 10 overs or unless the team batting second scores enough runs to win in less than 10 overs). If, through inclement weather, no play is possible a bowl out must take place. A bowl out will consist of five bowlers bowling overarm, two balls in succession, at a full wicket (3 stumps, 2 bails) with no wicket keeper standing up. These to be bowled alternate. ADMISSION . Any team entering the Lower Junior Cup Competition may not enter the Junior Cup Competition.

Other Arrangements: 65. The Council shall have the authority to set the rates of fines for the current season and under unusual circumstances to take action as necessary in the best interests of the Association. The Council is required to advise the Clubs of the proposed fines for the subsequence season on the Entry Form of the previous year.

66. Any club failing to inform the Competitions Secretary a change of club contact will be subject to a fine of £20 .

67. Any club failing to pay any invoices/fines within 28 days of the date of that fine/invoice will be liable to a further £20 administrative charge. Any club that still has not paid after a further 14 days (42 days from date of fine/invoice) will be liable to a 5 point deduction against the team that

102 the fine/invoice was raised. Any club with fines outstanding on 30th September will be refused entry for the following season.

68. All clubs must have a contact that electronic mail can be sent. Any club which fails to comply will be unable to participate in any of the Association's Competitions.

69. The Council has the powers to make any decision in the best interests of the Association. If such a decision is taken by the Council. the part of the minute relating to the decision shall be circulated to all Clubs at the same time as been circulated to the members of the Council. Any such decision shall further be proposed for rattification to the next Annual General Meeting of the Association. If sucha motion is not proposed, the decision will be deemed to have lapsed of the issue of the agenda for that Annual General Meeting.

FOLLOWING THE DECISION TAKEN BY CLUBS AT THE 2007 AGM, IN REJECTING AN ALTERATION TO RULE 13 OTHER THAN MATCHES WITH APPOINTED PANEL UMPIRES, NO CLUB MAY PROTEST IN RESPECT OF LEAGUE MATCHES CANCELLED OR CURTAILED, BECAUSE OF THE CONDITION OF GROUND, WEATHER AND LIGHT.

DISCIPLINARY REGULATIONS

1. AIMS AND JURISDICTION

1.1. The Cambridgeshire and Huntingdonshire Joint Disciplinar y Committee (C&HJDC) will deal with all disciplinary matter s Involving clubs, players and officials competing in :-

• The Cambridgeshire & Huntingdonshire Premier League • The Cambridgeshire Cricket Association • All Cricket under the Cambridgeshire Cricket Board

1.2. To this end, these discipline regulations has been adopted b y all the Leagues and Cup Competitions.

1.3. The regulations shall be complied with by all those wh o participate under the jurisdiction of any of the Leagues or Cup s Management Committees. The regulations shall apply to an y player, at any club, at any level, under the auspices of any of th e listed Leagues and Cup Competitions.

1.4. The regulations are intended to provide assistance an d uniformity to all clubs in dealing with any alleged breach of th e Code of Conduct and The Spirit of Cricket.

1.5. Any club which fails to take all reasonable steps to ensure th e proper conduct of its players, officials and/or members in al l matters for which the club or its committee is responsible, or act s in any way which is prejudicial or detrimental to the interests o r reputation of the League breaches this Code of Conduct.

1.6. There is nothing in this Code preventing or discouraging club s from applying additional or stronger sanctions against offender s than those appearing within the Code, whether or not they are th e subject of a discipline report. To this end, it is important that club s have their own code of conduct and disciplinary procedures i n place.

For the purposes of these regulations, the expression ‘player ’ shall throughout this document be deemed to mean and includ e not only any player, whether professional or otherwise, but als o any member or official of any club or any other person involved i n any incident of alleged misconduct occurring on any part of a cricket ground or building and not merely the field of play.

2. CODE OF CONDUCT AND SPIRIT OF CRICKET

2.1. Code of Conduct

2.1.1. All Competitions as shown in 1.1 are committed t o maintaining the highest standards of behaviour and conduct a t cricket matches both on and off the field. All clubs and players, b y virtue of their registration with their respective League and cu p competitions, explicitly agree to abide by this Code of Conduct , which incorporates the Spirit of Cricket, and are bound by th e provisions in these Regulations.

2.1.2. The captains are responsible at all times for ensuring tha t play is conducted within the Spirit of Cricket as well as within th e Laws.

2.1.3. Players and club officials must at all times accept th e umpire’s decision. Players must not show dissent at the umpire’ s decision or react in a provocative or disapproving manner toward s another player or a spectator.

2.1.4. Players and club officials shall not intimidate assault o r attempt to intimidate or assault an umpire, another player, a clu b official or a spectator.

2.1.5. Players and club officials shall not use crude and/or abusiv e language (known as “sledging”), nor make offensive gestures o r hand signals, nor deliberately distract an opponent.

2.1.6. Players and club officials shall not use language or gesture s that offend, insult, humiliate, intimidate, threaten, disparage o r vilify another person on the basis of that person’s race, religion , sexual orientation, colour, descent or national or ethnic origin.

106 2.1.7. Players and club officials shall not use or in any way b e concerned in the use or distribution of illegal drugs.

2.1.8. Players and club officials shall not make any public o r media comment which is detrimental to the League, clubs , umpires or the game in general. In this instance, media shal l include press, radio, television, external websites, club websites , social networking sites and club match programmes.

2.1.9. Players and club officials shall not disclose or commen t upon any alleged breach of this Code or upon hearing any repor t or decision arising from such breach.

2.1.10. Clubs must take adequate steps to ensure the goo d behaviour of their players, officials, members and supporters.

2.2. Spirit of Cricket

Cricket is a game that owes much of its unique appeal to the fac t that it should be played not only within its Laws, but also within th e Spirit of the Game. Any action which is seen to abuse this spiri t causes injury to the game itself. The major responsibility fo r ensuring the spirit of fair play rests with the captains.

2.2.1. There are two Laws which place the responsibility for th e team’s conduct firmly on the captain.

2.2.2. The captains are responsible at all times for ensuring tha t play is conducted within the Spirit of the Game as well as withi n the Laws.

2.2.3. In the event of any player failing to comply with th e instructions of an umpire, criticising his decision by word or action , showing dissent, or generally behaving in a manner which migh t bring the game into disrepute, the umpire concerned shall in th e first place report the matter to the other umpire and to the player’ s captain, requesting the latter to take action.

107 2.2.4. Captains and umpires together set the tone for the conduc t of a cricket match. Every player is expected to make an importan t contribution to this.

2.3. Fair and Unfair Play

2.3.1. According to the Laws the umpires are the sole judges o f fair and unfair play.

2.3.2. The umpires will intervene at any time, and it is th e responsibility of the captain to take action where required.

2.4. The umpires are authorised to intervene in cases of:

2.4.1. Time wasting.

2.4.2. Damaging the pitch.

2.4.3. Dangerous or unfair bowling.

2.4.4. Tampering with the ball.

2.4.5. Any other action that they consider to be unfair.

2.5. The Spirit of the Game involves RESPECT for:

2.5.1. Your opponents.

2.5.2. Your own captain and team.

2.5.3. The role of the umpires.

2.5.4. The game’s traditional values.

108 2.6. It is against the Spirit of the Game:

2.6.1. To dispute an umpire’s decision by word, action or gesture.

2.6.2. To direct abusive language towards an opponent or umpire.

2.6.3. To indulge in cheating or any sharp practice.

2.6.4. To appeal knowing the batsman is not out.

2.6.5. To advance towards an umpire in an aggressive manne r when appealing.

2.6.6. To seek to distract an opponent either verbally or b y harassment with persistent clapping or unnecessary noise unde r the guise of enthusiasm and motivation of one’s own side.

2.7. Violence

There is no place for any act of violence on the field of play.

3.1. A breach of the disciplinary regulations occurs when

3.1.1. Any player who offends against the Code of Conduct o r acts at any time to prejudice the good name of interests of th e Leagues.

3.1.2. Any club fails to properly control or discipline its players o r acts in a manner prejudicial to the good name or interests of th e Leagues.

3.2. Any player or club committing such a breach shall be liable t o penalties in the manner prescribed in this document.

3.3. A breach of the Code of Conduct will normally be categorise d as Level One, Two, Three or Four as set out in section 9.

4. PROCEDURE

4.1. Reporting of Breaches.

4.1.1. For a first offence of a Level One severity in a match, th e umpire(s) should warn the player as to his future conduct an d advise him and his captain that any repetition in the match wil l result in a formal report.

4.1.2. If any player receiving such a warning then commits a further offence in the match, the umpire(s) will advise him and hi s captain that they will be submitting a formal report.

4.1.3. Should the umpire(s) consider that the first offence i s sufficiently serious, they have the authority to decide to submit a formal report without having previously issued any warning. Th e player and his captain will be advised accordingly.

110 4.1.4. Notification that a report is to be submitted following an y alleged breaches must first be advised by the umpire(s) to th e player and his captain or the executive of the player’s club on th e day of the alleged offence prior to leaving the ground. Where n o appointed Umpire is present, the complaint may be lodged by a club.

4.1.5 All reports and complaints must be received by the relevan t League Secretary within 72 hours of the alleged incident.

4.1.6 All reports and complaints may be made via letter o r preferably email in plain text. Umpire(s) are free to use the officia l ECB report forms if they wish.

4.2. On receipt of a report or complaint

4.2.1. The relevant League Secretary will the act as Disciplinar y Secretary for that case.

4.2.2. If it is deemed by the Umpire(s) in their report (or the Pane l in the case of a complaint) to be a Level One offence, the Leagu e Secretary will write to club within 72 hours and request informatio n as to what action the club has taken.

4.2.3. The club will reply to the Secretary within seven days o f receipt of the letter.

4.2.4. If the Panel decide that the action taken is sufficient, a lette r to that effect will be sent to the relevant club within 72 hours of th e decision and no further action will be taken. However, the Pane l may decide to refer the report to a full Panel Hearing.

4.2.5. The Panel will automatically hear offences deemed to b e above Level One.

111 All Level One offences will be recorded. Two Level On e offences in a season will result in a two match ban. In al l Level Two offences, the club will be instructed to take action , and the player banned for two matches. Failure of the club t o take appropriate action will result in a Disciplinary Hearing , when the ban will be increased to whatever the Disciplinar y Committee deem suitable. More serious offences will resul t in an automatic Disciplinary Hearing.

4.3. Suspensions imposed shall be advised in writing to th e relevant club’s County Board. Match bans will apply to all cricke t played under the auspices of ECB.

4.4. In the case of an incident involving a player under the age o f 18 years old, the County Board Welfare Officer will immediately b e informed. In such circumstances, the incident will be regarded a s a welfare and child protection case. If the incident is bein g investigated by another organisation the Panel will await th e outcome of that investigation before taking any further action.

5. DISCIPLINARY HEARINGS

5.1. If a hearing is required, then the relevant League Secretar y will be responsible for arranging the hearing.

5.2. Format of the Disciplinary Committee

5.2.1. Each League shall nominate 3 people to sit on th e Disciplinary Committee at the commencement of each season . No other persons will sit on the commission apart from thes e appointed people in that season. The nominated persons shal l not be the League Chairmen nor their deputies.

5.2.2. The nominated person will act as the Chairman for thei r League’s hearings on a case-by-case basis.

112 5. 2.3. A member from two other Leagues would also be in attendance. An Umpires’ representative will be present at al l hearings, with full voting rights. Where it is deemed necessary , the relevant League Child Welfare Officer will be present but hav e no voting rights. The relevant League Secretary would act as th e Panel Secretary but have no voting rights.

5.2.4. No member of the Panel should be connected with th e player, the club or their opponents at the time of the allege d breach, or a club which might directly benefit from any disciplinar y action.

5.3. Dates of Hearings

The Panel will convene monthly during the season on the las t Wednesday of the month if required. Appeals will be heard on a n ad-hoc basis, but may be heard on the same night as a Pane l meeting if appropriate.

5.4. The accused player or club shall be entitled:

5.4.1. To submit written statements ahead of the hearing.

5.4.2. To attend the hearing.

5.4.3. To state his case (in the case of a club, by a club official).

5.4.4. To be supported by a colleague and to call witnesses.

5.4.5. To have legal representation. If the player or club is to hav e representation present at the hearing then the details of tha t representation must be given to the Panel Secretary not less tha n 48 hours before the date of the hearing. A club or player involve d in disciplinary proceedings will be solely responsible for meetin g such costs or expenses as it or they may incur, including the cos t of any legal or other representation.

5.5. The standard of proof shall be on the balance of probabilitie s rather than the criminal standard of beyond reasonable doubt.

113 5. 6. Decisions of the panel shall be by simple majority vote . Where necessary the Disciplinary Panel Chairman will use a n extra casting vote.

6. APPEA LS

6.1. A notice of appeal setting out the grounds must be given i n writing to the hearing Secretary within seven days of the decisio n of the Disciplinary Panel, together with a deposit of £50 if th e appeal is by a player or £150 if the appeal is by a club.

6.2. If a notice of appeal is given, the penalty shall not take effec t pending the hearing of the appeal, which shall take place as soo n as is practicable and in any event within 14 days of receipt o f notice of the appeal.

6.3. The player or club shall have the same entitlements as set ou t for the original hearing.

6.4. The relevant League Chairman or his nominated deputy wil l act as the Appeal Chairman on a case-by-case basis.

6.5. The Appeal Panel members will be constituted in the sam e manner as the original Hearing Panel. None of the origina l Hearing Panel members bar the Panel Secretary and the Leagu e Child Welfare Officer (if required) will sit on an appeal panel.

6.6. The only grounds for appeal will be

6.6.1. Mistaken identity.

6.6.2. Mistakes in procedure.

6.6.3. Production of new evidence.

6.6.4. Mitigating circumstances.

6.7. The appeal shall take the format of a complete re-hearing , taking regard to any extra evidence produced.

114 6.8. The appeal panel may

6.8.1. Dismiss the appeal for invalid grounds.

6.8.2. Waive or increase any penalties imposed by the origina l hearing.

6.9. Non-attendance at a hearing of the Appeals Panel by the clu b or person that submitted the appeal without good and valid reaso n for such non-attendance will automatically result in forfeiture o f their right of appeal.

6.10. The decision arrived at by an appeal panel, or if no appeal i s lodged within the proscribed time limit, of the hearing panel shal l be final and binding on all parties.

6.11. Any decisions will be conveyed to the clubs and umpire(s ) involved within seven days of the hearing date.

6.12. Decisions of the panel shall be by simple majority vote . Where necessary the Disciplinary Panel Chairman will use a n extra casting vote.

7. 1. The following penalties should be expected to be imposed fo r any report or complaint found proven at a disciplinary hearing . The levels are as listed in section 9.

7.1.1. Level One Suspended for one to two weeks.

7.1.2. Level Two Suspended for two to six weeks.

7.1.3. Level Three Suspended for four to twelve weeks.

7.1.4. Level Four Suspended for a season or more.

7.1.5. More severe penalties will be incurred for repeat offence s and offences involving Captains.

7.2. Where applicable, penalties will be carried over to apply in th e following season.

7.3. Additional penalties

7.3.1. To record a reprimand and to give a warning as to futur e conduct to a player and/or a club.

7.3.2. To impose a fine and/or hearing and/or appeal costs.

7.3.3. To deduct League points from a club. If required, this ma y be at the start of the following season.

7.3.4. To expel the player or club from the League or Cu p competition for any period of time.

7.3.5. To relegate a club one or more divisions.

116 7.4. Panels will take the following factors into account whe n determining the penalties to be imposed

7.4.1. If the accused player or club has pleaded guilty.

7.4.2. The player or club’s previous disciplinary record.

7.4.3. If the player is also the captain.

7.4.4. The conduct of the player subsequent to him being warne d and/or told that he will be reported

7.4.5. If an appeal is considered to be frivolous.

7.5. In addition, where an individual or their representative and/ o witnesses behave inappropriately or fail to respect the formality o any hearing, the panel has the right to impose further penalties a s it sees fit.

7.6. The panel shall have the power to suspend the operation o any part, or all, of any penalty it imposes for such period an d subject to such terms and conditions it deems appropriate.

117 8. NON PAYMENT OF FINES

8.1. Any fine levied under these procedures or imposed for th e breach of any match rule must be paid to the Treasurer of th e League within 14 days of the Club being notified of such fine.

8.2. Any fines still outstanding at the end of that period shall b e increased by 100% of the original fine, whence the Secretary o r Chairman of the offending Club shall be notified to the effect tha t the fine is outstanding. They will be given a reminder that if after a period of fourteen days from that reminder, the fine is stil l outstanding, a deduction of five points shall be made from th e points gained by the side that received the fine or in respect of a player or Club fine the player or the Club will be suspended unti l such time as the fines are paid.

8.3. In respect of other payments owed these shall be treated as i f they were a fine, except that points shall not be deducted. Suc h payment shall continue to increase by 100% for each furthe r twenty-eight day period that the payment remains outstanding.

118 9. BREACHES OF DISCIPLINE

Certain conduct, whether on or off the field of play of play , amounting to a breach of the Laws of Cricket and/or the Spirit o f Cricket has been categorised into four levels which are set out i n Law 42.2 and summarised below:-

Level 1

a) wilfully mistreating any part of the cricket ground , equipment or implements used in the match. b) showing dissent at an umpire’s decision by word or actio n c) using language that, in the circumstances, is obscene , offensive or insulting d) making an obscene gesture e) appealing excessively f) advancing towards an umpire in an aggressive manne r when appealing g) any other misconduct, the nature of which is, in th e opinion of the umpires, equivalent to a Level 1 offence

Level 2

a) showing serious dissent at an umpire’s decision by wor d or action b) making inappropriate and deliberate physical contact wit h another player c) throwing the ball at a player, umpire or another person i n an inappropriate and dangerous manner d) using language or gesture to another player, umpire, tea m official or spectator that, in the circumstances, is obscene or of a serious insulting nature e) any other misconduct, the nature of which is, in th e opinion of the umpires, equivalent to a Level 2 offence

a) intimidating an umpire by language or gesture b) threatening to assault a player or any other person excep t an umpire. c) any other misconduct, the nature of which is, in th e opinion of the umpires, equivalent to a Level 3 offence

Level 4

a) threatening to assault an umpire b) making inappropriate and deliberate physical contact wit h an umpire c) physically assaulting a player or any other person d) committing any other act of violence e) any other misconduct, the nature of which is, in th e opinion of the umpires, equivalent to a Level 4 offence

All Level One offences will be recorded. Two Level One offences in a season will result in a two match ban. In all Level Two offences, the club will be instructed to take action, and the player banned for two matches.
