2. National Parks UK Members' Induction Course 28-30 March 2017

Just a reminder that the next Members’ Induction Course is being hosted by NYMNPA and will be taking place at the Feathers Hotel in Helmsley from 28 - 30 March 2017. Four members are attending from NYMNP; Les Atkinson, Guy Coulson, Clive Pearson and John Ritchie.

3. New SoS appointment for NYMNPA

The recruitment process for our new SoS appointed member is now underway, interviews are due to take place by Independent Panel between 8 – 12 May in York.

The minutes from the NPE meeting which took place on 5 January 2017, can be found at Appendix 2.

1) Emergency Closure of Footpaths 33 Goathland and 81 Grosmont (Lythe Beck) from 21 to 4 January due to danger to the public following loss of footbridge and abutment after recent storm; followed byTemporary Closure Order from 4 January to enable works to be completed 2) Temporary Closure of Bridleways 502022 Appleton le Moors and 509022 Cropton at Appleton Mill from 20 February 2017 to enable a replacement bridge deck to be installed. Large-Scale Recreation Events 2016

1. Purpose of the Report

1.1 To inform Members of the level of large-scale recreation events in the National Park.

2. Background

2.1 The Head of Recreation and Park Management, acting under the terms of an agreement with Natural England monitors the level of large-scale recreation events that could have an adverse impact on the fabric of the National Park and its communities and visitors. Organisers are offered guidance to reduce potential conflicts and are usually very receptive to requests to modify their plans. They are sometimes required to seek formal consent from Natural England for activities that are potentially damaging to an SSSI and a working arrangement is usually agreed that negates this risk.

3. 2016 Report

3.1 A comprehensive list of large-scale recreation events in the National Park in 2016 appears at the Appendix.

3.2 The popularity of trail running events continues, with established races at capacity and organisers holding lists of reserve entrants waiting to take up any places which become available

3.3 New for 2016 were some Gravel Bike events – essentially long distance sportives using mainly stone tracks. Many were public bridleways, but organisers were able to obtain permission to use private forest and moorland tracks to make up the desired distance.

3.4 2016 also saw the return of the Boltby Bash – a mountain bike sportive and race which used 5 sections on private land for the electronically timed race sections, then long sections of bridleway for the untimed ride to the next competitive stage.

3.5 At the request of a moorland estate a planned September mountain bike orienteering event was moved from Saturday to Sunday to avoid conflict with a shoot.

3.6 The road cycling Tour de Yorkshire came through the National Park on a Sunday in April, bringing large numbers of visitors and a good turn-out at our Sutton Bank Centre in particular. The 2017 race visits on a Friday with a shorter route through the Park. It misses our Centres, but there National Park staff and volunteers will be out at Saltersgate and Sledgates to “fly the flag” and cheer the riders on

5.1 Events protocols were used to minimise conflicts between Recreational activities and:

• (U5) the interests of communities, land managers and other user groups • (U6) conservation of the special qualities of the National Park

5. Matters arising

Future of Farming Group JBa gave an update on the progress of the Future of Farming Group. He had previously circulated a paper to all Directors that had been prepared by Kevin Bishop and him that reflected the current thinking within the group on what a future system of farming and land management might look like. It focused on high level objectives and saw a greater role for NPAs in future. The paper was intended to get a foot in the door with Defra ministers and to stimulate a discussion on the role of NPs and NPAs and what we had to offer. It did not seek to design in detail a future scheme. The Board wished to thank JBa for his work, and that of the group. Appendix 2

Directors shared their initial thoughts on the paper which would be helpful for the next iteration. This included: • strong support for the paper with many commenting that it hit the right buttons. • we should not automatically preclude NPAs being payment agents since some NPAs (like the NF) had good experience of already doing this. • We should make it clear to ministers that without environmentally friendly farming we cannot deliver our statutory purposes. • The final paper should explain NPs are not just upland. • Emphasis should be given to our partnership working; creating and delivering scheme; and ability to be excellent test-beds.

JBa was keen to ensure the group could be assured that the proposals reflected the views of all NPAs prior to the Board considering it at their next meeting, and before NPE approached Defra. The next paper coming to the NPE Board would have more statistics and case studies to support the case being made. The point was made that Chairs had an important role in coming prepared to explain their NPA position at the next meeting.

It was agreed that: • the paper would be shared with Directors with a ‘working draft’ header included. JB/PH • Directors could choose the best way of canvassing opinion amongst their NPA ALL and in so doing make it clear that it is a working draft. Directors

• Directors and NPAs may wish to draw on the main messages contained in the ALL paper when opportunities arise (such as ministerial visits) Directors • The Board would receive a paper with recommendations to sign off at its next

meeting on 5 April. This would form an important of our response to the JB Government’s forthcoming Green Papers.

The NPE Chair invited PH to share some intelligence following a breakfast seminar he had attended on brexit and agriculture that had been convened by the Environment Agency that morning. PH said that key messages coming from Defra were the need to:

• agree collectively what the high-level outcomes were that was needed from a new

system;

• consider what processes might deliver those objectives; and • to have day 1 readiness.

Ministers feel that there is a real opportunity to improve farming and land management and deliver value for money. Ministers work to multiple policy objectives (these were summarised as delivering environmental benefits, enhancing farming productivity, having a thriving rural economy, addressing risk management, maintaining confidence in the British food supply chain, and maintaining animal welfare standards. Government would need to consider what needs to be done first to achieve these. The Environment, and the Food Farming and Fisheries Green Papers would be published very soon and include some high-level questions. A mix of tools would be needed, the Green Papers might conceivably lead to publication of a White Paper, and new legislation would be required at some point. Finally, Ministers will be looking to show that changes have been made on day 1 of the transition, but need to do this in a way that does not destabilise the system. And Government would be open to piloting things. PH concluded that the paper that had been prepared by the Future of Farming Group would chime well with the questions Defra were asking.

Neighbourhood Planning TG raised the different experiences that NPAs are having with neighbourhood planning and asked that the Heads of Planning Group share learning on this point. PH indicated the HoP group regularly exchange experience but would make sure it was on their agenda for the next meeting of the group. AB added that the All Parks Policy Officers Group had PH also shared their experience in this area.

Broadband Preparing a briefing note was still on the to-do list, and PH apologised for not being able to PH finalise and circulate before now. Directors highlighted that broadband remained an Appendix 2

important issue to work on.

Briefing note on NPE’s priorities PH stated that this was in preparation and would be circulated prior to the next meeting. PH

Data provision by Natural England PH had followed up with Gary Smith on preparing something for the NPE Chair following the last meeting, and would do so again. This related to the provision of information by PH Natural England to the MEOPL project.

6. Chair’s report

The Chair reported that since the last NPE Board meeting, she had met with Lord Gardiner to sign off the new process for Secretary of State appointments to NPAs. The Minister had expressed a willingness to attend and speak at the UK National Parks Conference that the South Downs are hosting in October 2017.

Lord Gardiner had reiterated that he was delighted to hold the brief for National Parks and his office would work with the NPE office to schedule visits to all the National Parks, with the first being in the Broads in March. He would like to use these visits to address other issues (such as picking up his brief for rural issues) as part of these visits. He would appreciate being briefed in advance of any problems that might surface during a visit and asked that NPE provide briefing. This would require Chairs/ CEOs to share any potential All Chairs/ ‘traps’ in advance. CEOs

Lord Gardiner had also described the Department’s two drivers: (a) securing vibrant food and farming (b) delivering a better environment for future generations

The Minister had been keen that NPAs engage with the consultation processes for the Environment, and Food, Farming and Fisheries Green Papers. The impact of power lines on the Lake District National Park was also discussed and he expressed a desire that powerlines should always be undergrounded. We also discussed the potential for improving the protection of the setting of National Parks more generally, as and when the NPPF is next reviewed. The Minister also expressed enthusiasm for celebrating high quality design of developments in National Parks since this could show that it was possible to have development, in keeping with protected areas, providing they are done properly.

The Chair concluded by saying that it had been a friendly meeting and he had wanted to maintain regular discussions with her.

7. Lead NPO report and Business Plan update

AW introduced the report. He updated the Board on devolution discussions related to . He had seen a copy of the Statutory Instrument and confirmed that the SI included the changes that NYMNPA and NPE had wanted to see inserted. The episode highlighted the importance of improving links with CLG.

He had attended a meeting of Defra’s Environment Committee. Sonia Phippard (Defra Director General) who chairs this group would be visiting the North York Moors NPA in March and was keen to see what they are doing on health, and on income generation. Finally, he had made links with a senior official within the Cabinet Office that would be helpful for stimulating discussion between NPE and National Citizens Service. TB and PH TB/PH would be following up on this.

The remaining paper covering the NPE Business Plan was noted without discussion.

8. NPE / FC Forestry Accord for Discussion

PH introduced the paper which sought a discussion on the content and messages for a Joint Accord with the Forestry Commission. The paper had been prepared by MH, and itself followed discussion by the All Parks Trees and Woodland Officers Group and work undertaken by Sophie Gledhill. The paper included a draft Accord for discussion. It Appendix 2

recognised that the previous accord was out dated, and that a new accord would provide an opportunity to address policy overlaps – either where there was synergy, or potential conflict. The draft had not been shared with Forestry Commission to date. It set out areas where we might work together nationally, and would provide a framework for discussions at park level. The Board were invited to comment on the proposed direction of travel.

In discussion several points were made: • Confor were being driven by government targets to plant on unsuitable sites, densities or with only ‘productive’ conifer species – we need to show what sensitive planting looks like in National Parks; • there needed to be an honest dialogue with Defra regarding the potential for conflict; • the relationship that NPAs had with FC varied across the country; • FC was increasingly tending to carry out or permit practices that harmed the special qualities of NPs • changes in agriculture post Brexit could impact on pressure for new planting; • what appetite was there within Government for institutional change of the FC; • what changes do we want that would require change in legislation, and what could be achieved through a non-statutory binding agreement;

• there was value in having an up to date Accord, and one that was visible for all NPAs/ staff in FC to see; and

• the Accord could be clearer in setting out when proposed agreement or activity

was between a NPA and FC, and when a third party or landowner might be

involved.

It was agreed that the paper needed strengthening; that agreeing an accord was of value;

provided it was 'harder' on the Forestry Commission and ensured the concerns of NPAs

were met. NPE would first instigate a discussion with Defra on forestry policy and ABa/ MH National Parks, as a prelude to seeking an improved Accord with FC which should better

reflect the Parks’ special qualities and the need for forestry practices which matched these.

9. 8 Point Plan Update, Gap Analysis and Anniversary report

PH introduced the item that updated the Board on progress in delivering the 8 Point Plan for National Parks, provided Directors with the gap analysis they had asked for relating to the commitment by other government departments, and sought Directors views on the proposed Anniversary report.

PH expressed thanks to those NPOs who had provided updates that underpinned the paper. He gave detailed feedback on progress in delivering each of the aims of the Plan. PH then updated the Board on a recent quarterly monitoring meeting with Defra on the Plan. There had been significant change in the Defra team responsible for the plan so the meeting had provided a good opportunity to brief them on it, and highlight the need for inter-departmental buy-in to its delivery. In future these meetings will be more focused and seek to address any blockages in implementation.

The following was raised in discussion:

• NPAs are doing a lot of work to implement the Plan, but concern was expressed about the level of input from other organisations/ other departments; • LR offered to work with NPE office to help make in-roads with DoH given her LR/ PH contacts; • Can we demonstrate/ quantify to DoH how NPs can support recovery from ill- health and not just preventing ill-health. We have good examples in NPs already, and there are examples from Norway and Finland that we could draw inspiration from; • A short glimpse of a picture postcard view in a NP can recharge the batteries of those living in our cities for weeks and months; and • TG offered to send PH a write up of the Borderlands initiative that Defra had TG funded and which was a good illustration of integrated working between the NPA, EA, NE, and local government. Appendix 2

The Chair noted that offers were made to provide case studies of NPAs work on health All NPOs (both prevention and recovery) to support NPE’s engagement with DoH.

On the 70th anniversary of the National Parks and Access to the Countryside Act 1949, PH highlighted that HLF were enthusiastic about potentially receiving a bid for a year-long celebration of National Parks. Responsibility for taking the celebration forward overall lay with NP-UK, but if their resources were stretched, PH asked the Board whether NPE should support fast-tracking the preparation of a bid? Directors commented that using an anniversary can give National Parks and our work profile; Love Your National Parks had worked well, and that if done at all – a celebration should be done well. However, there was an opportunity cost and risk of lethargy over anniversary celebrations. It was agreed that the issue should be addressed at the NP-UK meeting. If NPE were to be involved in the Anniversary to a greater extent than forecast, the Board would want to know what the impact would be on other areas of policy work? [Post meeting note: Margaret Paren and Jacqui Burgess discussed the anniversary and it was agreed that the celebrations would be led by NP-UK, with NPE focused only on policy and parliamentary activity associated with it].

The purpose of the Anniversary report (set out in paragraph 6.2) was agreed.

We would seek Ministerial support for its launch, recognising that other political drivers may mean 23 March is not a launch date. The Chair asked that the Board see the draft report at their 5 April meeting, or by email if it was to be launched prior to the meeting PH date.

10. National Park Food – preparing for meeting Fiona Gately

PH introduced the paper that had been prepared in anticipation of Fiona Gately from the Great British Food Unit (GBFU) joining the Board meeting. Despite her sending apologies, the paper raised some important questions on how NPAs/ NPE should make the most of National Parks provenance?

There was much good work being done locally and the question was what role was there (if any) to undertake activity collaboratively or nationally? The 8 Point Plan provides a framework for this discussion and Ministers remain passionate about it. Internally, this area of work does not sit comfortably in one specific All Parks Professional Group, meaning capacity for taking it forward is slower than for other topics.

LR highlighted the Environmental Quality Mark that the PDNPA promotes across all its produce and would arrange for material on the mark to be sent to NPE office. LR/SF

Directors agreed that NPAs had any role at all in promoting exports markets it was at very arms-length. Our strength lay in domestic markets built around quality.

JBa noted that some involved in promoting exports markets did see scope for a National Park custodian scheme. It would be important if NPAs did embark on this nationally that what was produced would have a modern currency, was of sufficient quality, and wasn’t restricted to heritage foods/ markets.

MP recognised that there was a lot going on to market products locally. The question was, for this to work nationally, was there a need for a widely recognised National Park provenance mark? JD highlighted the risks and dangers of too many brands, and the degree of work required to establish a national brand across many markets.

It was agreed that we would send the questions in the paper to the GBFU to seek their PH advice, and use them as a basis for any meeting we can secure with them.

The Chair also asked the NPE office to consider the value of inviting NPA staff together to share what works well, and what doesn’t in terms of local marketing, in order that NPAs MH can learn from each other.

Appendix 2

11. NPPL Branding proposals

The Chair introduced the item and explained that NPPLs proposals for branding were being brought to this meeting, only for consideration regarding any impact they might have on NPE itself and work that the Board have asked NPE staff to undertake on Love Your National Parks (LYNP). No decisions would be taken on NPPL branding. This was simply to get the feel of the NPE Board on whether LYNP should continue or be dropped.

The following points were made in discussion:

• Directors had asked that the staff work up LYNP and this was why it featured in the newly agreed NPE Business Plan. • LYNP had been established to focus on government, and it had largely worked. It was useful to have a brand that could be used at an England level politically. • The public recognition of LYNP is very low – not least because the public were not its target audience. Whilst it is important that LYNP does not detract from opportunities for much wider public recognition through what might be possible through NPAs working with a corporate partner, the signs were that it won’t get in the way or compete. • There was a danger of confusing brands and logos. Rather than picking between logos, the bigger task was perhaps clarifying what is the brand essence of all 15 National Parks coming together? And what is the level of public understanding of this brand? • There was support for the LYNP logo, for example, by the Outdoor Industries Association and enthusiasm for its use amongst officers of the Visitor Centre Managers Group. • At the April NPE Board workshop, Directors had decided that LYNP should continue to be a mechanism to engage politicians, but also as a device to learn more about the opportunities for joint merchandising using print on demand models. This is why NPE was in the latter stages of trademarking the LYNP logo. • There had been very recent conversations with NPPL at officer level to see how we can move forward in a way that avoids conflict to either party.

A suggested way forward looked like trialling LYNP with an online print on demand shop over 12-18 months, prior to any contract being signed between NPPL and a company. This would allow some trialling of collective merchandising. NPE should secure the Trademark. Given LYNP represents either a statement of support for NPs, or a call to action for others, it might be an attractive logo for use as part of the company’s first ‘campaign’ – allowing it to reach a far bigger audience. This could include NPE licencing the company to produce LYNP T-shirts and other clothing.

12. Secretary of State Appointments and new Governance Code on Public Appointments

The Chair introduced the item and reminded Directors of recent correspondence that they will have received from Defra on the topic. The Minister had apologised for any upset caused by some of the streamlining proposals and was completely behind NPA Chairs being on the selection panels that are considering applications for their National Park.

Defra have signed off the appointments process, but recognise that this is the first round of appointments and there may be learning from this round that can feed back into future arrangements. Any feedback should be sent to Margaret Read at Defra.

The Board agreed to have a wash up session following the first round of appointments in NPE Office order to identify any improvements that are needed.

The Chair reminded Directors that Defra are keen for Chairs to encourage individuals to All Chairs apply. The message is ‘please apply but as it is a Ministerial appointment, I cannot where guarantee anything’. recruiting

The Chair confirmed that the new Governance Code on Public Appointments (circulated with the papers) would apply to this recruitment round. Appendix 2

OC, LR, MM thanked the Chair for her work in securing an excellent outcome regarding a new appointments process.

13. NPE Standing Orders for Approval

PH introduced the paper that was a revised version of the Standing Orders that the Board had considered at its last meeting. The new version, for adoption, incorporated a number of changes that were outlined in the covering paper. These included changes recommended by the Board, and comments received by NPOs.

PH once again thanked David Harris of the Broads Authority for his work on the Standing Orders.

MM enquired about arrangements for having two deputy chairs. Directors had originally established this arrangement with one Deputy coming from the north, and one from the south. Currently this was not the case, and Directors considered whether this was something that needed to be spelt out in the Standing Orders. It was agreed that it was probably fine as it was.

The Board agreed the revised Standing Orders. A set would be distributed to all NPAs. PH

14. Any other business

Secretary of State visit MM shared with the Board a meeting he had had, called at short notice, with the Secretary of State Rt. Hon Andrea Leadsom MP. They had talked for over an hour about the World Heritage Site bid, the pylons issue, flooding recovery work, and rural development.

The Secretary of State had mentioned that she and Lord Gardiner were interested in “a laser intervention in the rural economy” that they could do to make things better. Overall, she was quick, engaged, and aware of National Parks. She spoke enthusiastically about beauty and saw that as an important concept.

Housing White Paper The Housing White Paper had been issued that day and the Chair asked for a summary. PH mentioned that whilst the devil will be in the detail, there were a few headline points to mention. Specifically, the White Paper:

• provided a wider interpretation of desirable housing tenure; • sought to reduce the time frame between the granting of planning permission and building taking place; • aimed to address the problem of land banking by developers; • provided a further push for the production of up to date housing needs assessments; and • continued the manifesto commitment to maintain Green Belt.

It was agreed that the White Paper would be studied by the Heads of Planning Group at PH/ SF their next meeting and the Board would receive further briefing in due course.

Peer Review The Chair asked that the Board consider at the next meeting, whether NPAs should be doing more to improve/ measure performance? This was not to propose a re-run of the National Park Authority Performance Assessment (NPAPA).

It was agreed that the Board would receive a paper at its next meeting that considered AW/ Gary what a light touch, outcome focused approach might look like that built upon learning Smith between Parks.
