H.E. Dr. Hage G. Geingob President of the Republic of and Acting President of SWAPO Party STATE HOUSE WINDHOEK

Dear Comrade Geingob,

I was unable to respond to your public utterances on my person because of a death in the family. I will do so now.

In your statement at the opening of the Central Committee meeting on 23 July 2015 you were acknowledging that, if it was left to you, I was supposed to have been ousted in 2013 in Swakopmund, and that I must “thank former President Pohamba who intervened” to save me. This is where both of you are wrong. I do not need saving, but fairness and justice need saving.

You went further to allege that “A decision was taken to monitor Comrade Ngurare’s behaviours and if he would repeat the same actions then he would be expelled. If one is given bail and bail conditions are outlined by the judge, once you violet those conditions then you should expect to face the consequences of such a violation.” Again I do not think this is a fair reflection of the situation at the time.

I would like to believe that you have a conscience and in that you know the truth. The resolution in Swakopmund 2013 was that if there was to be any wrongdoing on the part of myself, as the leader, and the entire SPYL NEC, such transgression would automatically be referred to the newly established Disciplinary Committee. This was, undoubtedly, done in preserving fairness and natural justice in the SWAPO Party.

You will also recall, during the Swakopmund "Special" CC meeting, that I pointed to the behavior of some SWAPO Party Central Committee members who were insulting other tribes and each other's mothers. I asked why such behavior was not taken up by the party leadership. It appears that the animosity towards me, originates from something other than my alleged

1 misconduct.

In this regard, I cannot claim to be surprised that you presided over a meeting to get rid of me as well as Cde. , Cde. George Kambala and Cde. Dimbulukweni Nauyoma, in the manner it was done. It is also undeniable that the decision to expel us was not taken through the principle of natural justice but perhaps vengeance. How else does one explain talk of 'bail conditions' when no charges were brought forward? Vengeance is the common denominator for our expulsion and not fairness or justice.

Perhaps you forgot, let me remind you that on 28 August 2012 on the sideline of 5th SPYL Congress in Windhoek you (Comrade President), Cde and Tobacco Advisor convened a meeting at Protea Hotel to plot against our congress outcome. This matter was adequately written by Cde Job Amupanda in the Namibian Sun newspaper. In other words, it is not surprising that now you are President it became your first priority above all priorities to expel us. I commend you in your historic achievement. One was however thinking that having sworn to protect the constitution of the Republic of Namibia at least or the least one expected from you is to uphold the principles of natural justice to everyone including those you hate or hated by those in your inner-circle. You, Comrade President, took to the loudspeaker speaking about my wrongs but I was never given the opportunity to answer to those wrongs or accusations.

I take responsibility for siding with Cde Amupanda, Cde Kambala and Cde Nauyoma who were unprocedurally suspended by the top four. I made this point clear to you all in my correspondence with you. You never called them and never treated them like human beings. I take responsibility for having advised them to ask all their fellow landless youth to apply for land in their respective local authorities in accordance with the 1992 Local Authorities Act. Thankfully this advice was heeded. I take responsibility for having attended the consultative legal forum which brought together young lawyers, engineers, social workers etc to review the existing legal framework on access to land in the country. I told the meeting (AR Legal Forum) that they must compile their discussions and submit same to the President for consideration. This was done.

Expulsion on this does not surprise me either. What surprises me is that you chose to dispense off natural justice; what surprises me are the allegations, I am hearing, that you ordered for the locks to my office to be changed and for my humiliation.

Finally, I am happy that land/plots will be allocated, and many landless

2 Namibians will be beneficiaries, this sacrifice of me and the other three comrades is worth it. I also commend you for capitulating on the side of the needs of the majority. I leave office a happy person, I willingly refused to accept any appointment in Cabinet or Parliament whilst serving as Secretary of SWAPO Party Youth League, and it has remained so. And apart from serving on boards of companies, there is no tender, fish quota, EPL or Affirmative Action farm Loan to my name. Ours was a commitment to service and not an accumulation of wealth. This is the asset, I can declare.

As someone once said, in the battle between rocks and water, the water will always win. No Politburo or Central Committee will prevent me from entering the voting booth to vote for SWAPO Party as I have done since 1989. Equally and unapologetically I will never prevaricate on the progressive youth agenda including that of land. Cde. Amupanda, Cde. Kambala, Cde. Nauyoma and numerous other youth advocating for Youth Empowerment, Rural Development and Genuine Economic Empowerment, I will stand by them come hell or high water. I am not perfect but I doubt that you are qualified to judge me, because put simply, my sins are younger than yours, let God be the judge for all our sins. A luta Continua

Comradely Yours,

3
