Minutes of the Meeting of AUSTERFIELD PARISH COUNCIL Held on Monday 17th June 2019.

Councillor’s present: Cllr Cox, Cllr Goodall Cllr Crawford, Cllr Beckett and Cllr Kallaur.

Public Participation: 3 residents attended the meeting and raised the following concerns/comments: a) Have the Parish Council progressed with the consultation regarding vehicles parked on grass verges and what is the cost to carry out a public consultation? b) If the Parish Council are acting as the burial authority for St Helena’s churchyard, when was the public notice displayed and are the Council aware of their responsibility to maintain the walls and memorials? c) A resident provided the Council with a wildflower brochure and recommended a native perennial mix to sow in the memorial garden. d) Why are the Parish Council considering quotes to re-glaze the telephone box when a use for the box hasn’t been decided? e) Are there any updates on the community speed gun training? f) Are there any updates on the damage to the trees/shrubs along Highfield Lane?

To Approve the Minutes of the Parish Council Meeting: 20th May 2019: The minutes were approved and signed as a true record. 4. To note matters arising from minutes of the last meeting not on the agenda: None. 5. Matters Arising from Public Participation: a) The Clerk advised that the Council have previously decided not to carry out a consultation regarding the grass verges. Cllr Kallaur advised that feedback from DMBC had not yet been received, the Parish Council should not have to take financial responsibility for a project of this type and he would be happy to meet with DMBC and the resident to discuss the matter if required. b) The Clerk advised that a notice had not been displayed as the Council were not advised to do so, the Council are not responsible for the memorials and walls within the churchyard, further clarity will be provided to the resident. c) Cllr Beckett thanked the resident for the information regarding wildflower seeds. d) Cllr Cox advised that the Council had agreed to use the telephone box as an information box. The Clerk advised that the project could be included in the funding for the Mayflower 400 projects. e) The Clerk confirmed that no updates had been received. f) The Clerk agreed to contact Hanson’s for further information. 6. Ward Councillor Update: No updates received. 7. Council and Village Items:  Playground Equipment and Grounds Maintenance: o To review quotes to maintain the hedges: The Clerk advised that 2 quotes had been received. Cllr Crawford made a proposal to cut the hedges twice a year and Cllr Kallaur seconded the proposal. Council agreed to consider the quotes once a third quote had been received.  Speeding: The Clerk advised that an application for funding had been made to the Community Grant Scheme at Robin Hood Airport, to purchase “please slowdown in our village” signs and banners. Cllr Goodall arrived at the meeting.  Highways and Footpaths: Cllr Beckett advised that a definitive map modification order is required to reinstate the access to the footpath to the rear of Carbon. Cllr Beckett to research the process and update the Council. Council agreed to inform Bawtry Town Council of the matter and post updates on Facebook. Cllr Cox advised that maintenance work had commenced on the Mayflower Ship on the roundabout but will be delayed due to a bereavement. Cllr Beckett advised that Bawtry Cub group would like to plant tulips on the verges throughout the village.  Telephone Box Update: Discussed under item 5.  Memorial Garden Maintenance: Cllr Beckett advised that the garden will be seeded in autumn.  2019-2020 Events: The Clerk advised that one response has been received regarding the recent leaflet drop, suggestions of a disco, walking treasure trail and quiz had been made. Council discussed organising a community sports day in 2020 with Active Regen and agreed to meet on the 8th July to discuss future events.  Churchyard maintenance: Council had raised concerns with the length of the grass after the previous cut. The Clerk had spoken with the contractor who agreed to carry out a shorter cut. Cllr Cox confirmed that the quality of work had improved, there are areas that need strimming. Clerk to advise contractor. 8. Mayflower 400: Clerk to attend a meeting on the 2nd July. 9. Bawtry Carbon International: The Clerk advised that reports have been received of issues with excess black dust. Residents had been advised to report the issues to the factory. Clerk to request the complaints data from BCI. 10. Fracking: No updates. 11. Account and Financial Matters – To Receive and Approve:  Bank Statement as at 17th June 2019: The Council reviewed and approved the statements.  Cheques/Online payments: Council resolved to approve the following invoices for payment: Online: S Youngman £163.42 Online: S Youngman £126.48 Online: A Bosmans £55.00 Online: AJT Gardening Services £95.00 Online: Austerfield Study Centre £20.00 Cllr Kallaur agreed to authorise the online payments. 12. Community Grants: No updates. 13. Planning.  To note planning decisions: None.

 To comment on planning applications: Home Farm: Erection of first floor extension to the rear. No objections raised. Land adjacent to Partridge Hill Farm: Installation of solar park with an output of approx. 33MW on approx. 54.16ha of land: No objections raised.  To discuss any other planning matters: None. 14.
