Congratulations, you will shortly land in one of the most beautiful countries in the world. The Study in Portugal Network (SiPN) is pleased to host you for this January 2019 term session. Our goal is to help you and your faculty achieve all of the curricular aims of your program while leveraging our know-how and connections to provide you with co- curricular experiences that you simply could not find with any other program. Your time in Portugal will fly by in an instant, so we have prepared this booklet to help you hit the ground running once you land on January 6. If you find Portugal as intriguing a place as we think you will, we encourage you to consider spending a summer or semester or even an academic year with us during our regular academic sessions. As a four-university consortium, SiPN provides an unmatched selection of course choices in either English or Portuguese at a price that is cheaper than most other programs in Western Europe. Portugal is one of the world’s oldest nation-states, with over 800 years of history and relatively stable territorial borders, is a member state of the European Union since 1986. Located on the southwestern coast of Europe, Portugal and its capital city, , have been at the center of various waves of “globalization” linking Europe to Africa, the Americas and Asia. This propitious location, among other factors, allowed for an age of Portuguese “discoveries” during the 15th and 16th centuries that brought the language to the other continents. Whereas the Portuguese were the “first in and last out” of the European imperialist project, the positive legacies of that era are now visible in the cosmopolitanism of its cities, and the growing cultural and economic links between the various regions of the Lusophone world—which now represents the world’s 6th most spoken language. For the second consecutive year Portugal won the title of “World’s Leading Tourism Destination” of the World Tourism Awards (Tourism’s “Oscars”), a designation that was preceded by its award in October 2017 as “Best European Destination”. Besides these awards, Portugal also won Best Tourism Board (Turismo Portugal) and Best Official

Tourism Site (visit portugal.com). About SiPN

The Study in Portugal Network (SiPN) study abroad program is managed by the non-profit Luso-American Development Foundation (FLAD), with the support ofthe Portuguese Ministry of Science, Technology and Higher Education. It offer Ministry of Education and Science, the US Embassy in Portugal, the Fulbright Commission in Portugal, Portugal Global - Trade & Investment Agency (AICEP), and the Lisbon City Municipality, among others. It offers students the opportunity to spend a semester, year or a summer and/or more specialised programs in the Azores and Coimbra. SiPN provides an academically rigorous but flexible study abroad program that is designed to meet the needs of undergraduates from a variety of majors. Its core curriculum is focused on Portugal’s place in Europe and Lisbon as a safe and attractive cosmopolitan hub from which to explore themes related to the larger Lusophone community of some 260 million people. 7 About FLAD

The Luso-American Development Foundation is a private, financially self-sufficient Portuguese institution. Its mission is to contribute to Portuguese development by financially and strategically supporting innovative projects and encouraging cooperation between Portuguese and American societies. The Luso-American Development Foundation was created in 1985 by decree of the Portuguese Government to establish a private, non-profit institution that promotes relations between Portugal and the United States in a permanent, flexible and independent way, in the hope that this exchange would further the economic, social and cultural development of Portugal. Its initial assets were based on monetary transfers made by the Portuguese State, as a result of the Cooperation and Defense Agreement signed by Portugal and the United States in 1983. About SiPN

Starting in Fall 2018 the SiPN consortium expects to expand to the city of Porto and will include: Catholic University of Portugal - Porto Polytechnic Institute of Porto University of Porto

Our summer programs already involve the University of the Azores and Minho, and we soon also expect to launch a summer program in sustainability studies with the University of Coimbra. Through this network, SiPN is able to provide a rigorous academic experience with a large degree of flexibility, reaching a diverse student audience from a variety of different majors and/or levels of Portuguese fluency. 9 For the UMKC 2018 program, two of our partner universities are involved:

Universidade NOVA de Lisboa (UNL or NOVA) was founded in 1973 and is the youngest of Lisbon’s three public state universities. It is highly ranked and was distinguished for the 6th year in a row by the Times Higher Education ranking that elects the best 200 universities in the world under 50 years, leading the Citations performance and International Outlook indicators in Portugal. There are 3 Schools of NOVA that integrate SiPN:

NOVA IMS is the only undergraduate program in Europe with a coveted ABET accreditation from the US, and Eduniversal ranks its master program for information and management as the top program worldwide.

Católica Porto Business School is a school of the Catholic University in Portugal, known for the development of business professionals, focused on sustainability and respect for individuals. For over 25 years the school has being training professionals in the area of Economics and Management for the global business context, who then follow national or international careers. The school sustains strong industry bonds, enabling a continuous adaptation of the skills development according to the market needs, resulting in an unceasing pace of innovation of programmes and teaching and development methodologies. An international dimension of the school is experienced by completing courses abroad through interchange or double degree programmes, by participating in international weeks abroad, by completing assignments and working in groups with international students and through the completion of the many courses taught in English by invited professors from our international partnership network. Allan J. Katz U. S. Ambassador to Portugal (Ret.)

Allan J. Katz served as Ambassador of the United States of America to the Republic of Portugal from March 2010 until August 2013. Upon his return to private life, Ambassador Katz joined UMKC as a Distinguished Professor with a joint appointment from the Bloch School of Business Management and the College of Arts and Sciences. He is the Founder of the American Public Square which is modeled after The Village Square, a local initiative he started in Tallahassee Florida in 2006. He serves as Executive Committee Chair of the Academic and Corporate Board to ISCTE Business School in Lisbon, Portugal. He is a Non-executive Board Member of EDP Renewables and a Board Member of the International Relations Council of Kansas City. He is a frequent speaker and moderator on developments in Europe and on American politics. Ambassador Katz is a lawyer by background who has been active in local and national politics for many years. In the private sector, he was the National Director of the Public Policy practice group at the firm of Akerman Senterfitt from 2004 to 2010. Previously, Ambassador Katz was the managing partner of Katz, Kutter, Alderman & Bryant, P.A., in Tallahassee, Florida from the firm’s inception in 1987 until 2004. He was the Assistant Insurance Commissioner and Assistant State Treasurer for the State of Florida from 1978 to 1983. Prior to that he served in Washington, DC as legislative counsel to Congressman Bill Gunter and David Obey and was the General Counsel to the Commission on Administrative Review of the US House of Representatives. Ambassador Katz received his BA from UMKC in 1969 and his JD from Washington College of Law at American University in Washington DC in 1974. He is married with two grown children. About UMKC 11

The University of Missouri–Kansas City (UMKC) is a public research university located in Kansas City, Missouri, United States. It is a part of the University of Missouri System. Its main campus is in Kansas City’s Rockhill neighbourhood east of the Country Club Plaza. The university’s enrolment is approximately 16,500 in 2017. In 2014, the Princeton Review named the University of Missouri–Kansas City a “Best Value” public university, for the third consecutive year. In the 2015 U.S. News and World Report Best Colleges rankings, UMKC is ranked 189th in the National Universities category. As of 2017, Niche ratings placed UMKC 112th in terms of Best Public Universities in the United States, and at 313th overall for Best Colleges in the United States. Notable distinctions for the University include Chemistry, where UMKC ranks 46th among public universities nationally and 99th overall nationally. Also notable are the rankings for Criminal Justice at 175th nationally, Business at 217th Nationally, Education at 330th Nationally, and Biology at 366th Nationally. UMKC is also ranked 22nd for the category of “Standout Colleges in America”.

Program Description

The January 2019 UMKC program in Portugal will introduce students to the study of public service systems. Course topics will address policy developments, business and third sector contributions. Unlike previous years, this year’s program will place some emphasis on the EU and the implications for EU policies in Portugal. Students will hear from national experts and visit locations in Porto and Lisbon, among other sites of interest. Sunday, January 6, 2019

LISBON

Lisbon is the capital of Portugal and the largest city. It is one of the oldest cities in the world, and the oldest in Western Europe. Its history goes back to the Roman times. Lisbon city perfectly reflects the Portuguese culture, which embraces modern culture whilst maintaining its unique heritage and traditions, along with a rich architectural history, a medieval castle and UNESCO World heritage sites. The river Tagus shapes the city enriching its beautiful waterfront. Its monuments, the typical neighborhoods and the friendly people make it unique. Lisbon was awarded the title of European City of the Year in both 2010 and 2012, and was listed as a top Value Destination by the London Times. In 2014 it was also awarded “European Entrepreneurial Region of the Year 2015” thanks to the success of its efforts to welcome new startups to the city. In 2017, Lisbon won the World’s Leading City Break Destination from the World Travel Awards which is also considered Portugal World’s Leading Tourism Destination. 13

Richard Zimler (born 1 January 1956 in Roslyn Heights, New York) is a best-selling author of fiction. His books, which have earned him a 1994 National Endowment of the Arts Fellowship in Fiction and the 1998 Herodotus Award, have been published in many countries and translated into more than 20 languages. He has a bachelor’s degree in comparative religion from Duke University and a master’s degree in Journalism from Stanford University. Zimler lives in Porto, and was a Professor of Journalism at the University of Porto and College of Journalism for 16 years. The Assembly of the Republic of Portugal is Portugal’s unicameral parliament. The historic building in which it is located is referred to as Palácio de São Bento, the site of an old Benedictine monastery. The Palácio de São Bento has been the seat of Portuguese parliaments since 1834. Presently it has 230 MPs and is governed by a leftist three-party coalition.

Maria Luís Albuquerque (Msc. in Financial and Monetary Economics, ISEG, University of Lisbon). Portuguese Minister of Finance (2013-2015), and Secretary of State for Treasury (2011-2013). First elected as MP in 2011, again in 2015. On March 2016, became Non-Executive Director for Arrow Global, a FTSE-listed company. Before 2011, she was Head of Issuing and Markets at the Portuguese Debt Management Agency, Director of Financial Management of REFER, the railway infrastructure public company. Leonor Beleza is a graduate of the University of Lisbon Law School, where she has also worked as an Assistant Professor. During a distinguished professional career she has held a number of high-profile public offices. Among other positions, she was Secretary of State of the Presidency of the Cabinet (1982-83), Secretary of State for Social Security (1983-85), and Minister of Health (1985-1990) in the Portuguese Government. She has been elected as a Member of Parliament on several occasions and on two occasions she has served as Vice-President of the Parliament (1991-94, 2002-2005). She is currently a member of the Council of State and President of the General Council of the University of Lisbon. In addition to her role in public affairs when she actively contributed to the legal changes introduced after the 1974 change of regime, Mrs. Beleza has played an important role in the private sector and in the defense of women’s rights. In 2004, Leonor Beleza was appointed President of the Champalimaud Foundation – an organization dedicated to advancing cure of human diseases via programs of translational and clinical science - by the will of Mr. António Champalimaud.

Calouste Gulbenkian Foundation Established in 1956 as a Portuguese foundation for the whole of humanity, the Foundation’s mission is focused on fostering knowledge and raising people’s quality of life through funding in the fields of the arts, science and education. About the Founder: Calouste Sarkis Gulbenkian was an Armenian born in the Ottoman empire in 1869. Gulbenkian graduated in engineering at King´s College London and in 1902 became British citizen, conducting much of his work from London and then Paris, but finally settling in Portugal. In 1942 Gulbenkian let France for Portugal where he remained until his death in 1955. In his will he left his collection – a unique mixture of Eastern and Western art – and almost his entire fortune to a foundation to be headquartered in Lisbon and to bear his name. He wanted his foundation to reflect his interests in arts, science, education and social welfare and told his primary trustee that it should benefit not just Armenian causes but “all humanity” 19 Wednesday, January 9, 2019

George E. Glass of Oregon arrived in Lisbon on August 24, 2017 to serve as United States Ambassador to the Portuguese Republic. He presented his credentials to the President of the Portuguese Republic, , on August 25th, 2017. Ambassador Glass brings with him to Portugal a strong commitment to further expand the political and economic relationship between the United States and Portugal. During his tenure, he is focused on forging new opportunities for American and Portuguese businesses, continuing to develop our already deep defense and security alliance, and connecting our communities through educational and cultural programs. The Ambassador is also looking forward to reconnecting with the Portuguese people and their culture, following his last visit to Portugal in 2014. Prior to arriving in Lisbon, Ambassador Glass was the owner and managing partner of MGG Development LLC, a commercial enterprise that purchases and operates apartment complexes and rental homes. He was also the Founder, President, and Vice Chairman of Pacific Crest Securities, from 1990 to 2014. He has further served as a trustee for the Oregon Health Sciences University and for the University of Oregon. Ambassador Glass holds a Bachelor of Science degree from the University of Oregon. POLITICAL ECONOMY. PORTUGAL & EU

Rui Cartaxo (Lic. Economics, UTL - Universidade Técnica de Lisboa). Lecturer at UTL until 1992. During the last twenty five years he was a managing director or a board member in some of the largest corporations in Portugal. He was the chairman of the board of Novo Banco until its recent sale to the US fund Lone Star. Between 1995 and 2014 he worked in several energy companies, namely as chairman and CEO of REN - Redes Energéticas Nacionais, as a managing director of GALP Energia, and as member of the boards of Galp Espanha and Red Eletrica de España. Between 1992 and 1995 Rui Cartaxo was the CFO of CN – Comunicações Nacionais, the Portuguese holding company that oversaw the merger of three telecom companies to form Telecom Portugal in 1995. In that capacity, he coordinated the international IPO of Portugal Telecom in July 1995 and its listing in the NYSE. In the early years of his professional life Rui Cartaxo was an economist at the Bank of Portugal (until 1989), and a general-director at the Portuguese Treasury (1989-92).

Mariana Mortágua, (Lic, MS. in Economics, ISCTE; Phd (ABD) in Economics, University of London School of Oriental and African Studies (SOAS), has been a member of the Portuguese Parliament for the Bloco de Esquerda Party (Left Block) since 2011. She is the author or co-author of several books. 21

The Aga Khan Foundation (AKF) was created by the Aga Khan Development Network (AKDN) and started its activities in Portugal in 1983, primarily focusing on innovation in early childhood educa- tion, strengthening communities and supporting social and economic inclusion of people living in neglected or underserved communities, with a specific focus on immigrant inclusion. Through its programmes, the AKDN collaborates with the Portuguese government, European Com- mission, civil society organizations and religious institutions, including the Catholic Church. Ismaili Imamat created the Aga Khan Development Network (AKDN), a group of private, interna- tional, non-denominational agencies that work to improve living conditions and opportunities for people in specific regions of the world. The Ismaili Centers are symbolic markers of the permanent presence of the Ismaili community in the regions in which they are established. Architecturally unique, each building incorporates spaces for social and cultural gatherings, intellectual engagement and reflection, as well as spiritual con- templation. They serve as ambassadorial hubs, representing the Ismaili community’s attitude to- wards the Muslim faith and modern life, while extending a hand of friendship and understanding to enhance relationships among faith communities, government and civil society. The Muslim heritage of Portugal made it appropriate for the Ismaili Centre in Portugal to draw in- spiration from many influences, including the distant but familiar heritage of Moorish architectural forms. In particular, the interplay and combination of outdoor and indoor spaces give the building a unique aesthetic feel, reflecting the local context as well as aspects of Islam’s architectural heritage. Porto

Porto is the second largest city in Portugal after Lisbon and one of the major urban areas of the Iberian Peninsula. Located along the Douro river estuary in northern Portugal, Porto is one of the oldest European centers, and its historical core was proclaimed a World Heritage Site by UNESCO in 1996. The Clérigos Tower is an icon of Porto along with Lello Bookstore, one of most beautiful bookstores in the world. Porto is also famous for the production of Port Wine, produced exclusively in the Douro Valley and which has been exported since the 17th century. In 2012, 2014 and again for 2017, Porto was elected The Best European Destination by the Best European Destinations Agency. Its University dates back to 1911. The School of Porto Architecture, known as School of Porto is world famous. Francisca Guedes de Oliveira (MSc in Economics, University of Porto; Ph.D Nova School of Business and Economics with specialization in Public Economy) is an Assistant Professor at Católica Porto Business School of the Portuguese Catholic University. Her main areas of research and teaching are macroeconomics, political economics and public policy. Until September 2013 she was the director of the Master programme in Business Economics, and has since been the Associate Dean of Católica Porto Business School with responsibility for master’s programs and faculty management. Since 2016 she is part of the scientific and strategic council of the Institute of Public Policy Thomas Jefferson - Correia da Serra and also of the Scientific Council of the journal of the Portuguese Association of European Studies. She is also a founding member of the Portuguese Association of Political Economy. Since 2015 she has been a non-executive member of EDP Renováveis’ Board of Directors 27

Carlos Jalali (D.Phil., University of Oxford, UK) is Assistant Professor at the University of Aveiro, where he coordinates the research group on Public Policy, Institutions and Innovation of the GOVCOPP research centre as well as the graduate programmes in Political Science. In 2015, he was FLAD visiting professor at Brown. Since March 2016, he is President of the Portuguese Political Science Association (APCP). His research focuses predominantly on Portuguese political institutions, parties, political communication and electoral behaviour.

Rui Moreira

Rui Moreira is the Mayor of the city of Porto (Portugal) since 2013. His election sparked the interest of media worldwide, as he was the first independent candidate to be elected in a major European city, drawing a wave of support from a movement of citizens across the political spectrum. Prior to that, he was a successful entrepreneur and investor with interests in different sectors, from transport and shipping to agroindustry and finance.

He is an opinion leader in Portugal and an influential voice in different areas. As a columnist and commentator in different TV channels and newspapers, he has been a leading advocate ofthe interests of the city of Porto and of the North of Portugal. He is the author of various books on economic, political and other contemporary issues – never shying away from controversy and from

an informed and staunch defense of the values and principles he believes in.

From 2001 to 2013 he was the President of the Commercial Association of Porto, the oldest and one

of the most prestigious entrepreneurial organizations in Portugal. He also served on several boards

and advisory bodies in private companies, universities and in numerous cultural, social, and trade-

related non-profit organizations. He is a regular speaker at international conferences and events.

He has lived and worked in Denmark, Norway, Germany and in the UK (where he also graduated

summa cum laude in Business Administration from the University of Greenwich).

He has been an international yachtsman for several decades, having won many international
