Broadcasting Decision CRTC 2011-417 Broadcasting Decision CRTC 2011-417 PDF version Ottawa, 12 July 2011 Various undertakings Across Canada Administrative renewals 1. The Commission renews the licences for the undertakings listed in Appendix 1 of this decision to 31 August 2012 and to 31 August 2013 for the licences of the undertakings listed in Appendix 2. These licences are subject to the terms and conditions in effect under the current licences. 2. This decision does not dispose of any substantive issues that may exist with respect to the renewal of these licences. 3. The Commission will consider at a later date the renewal of these licences and interested parties will have an opportunity to comment at the appropriate time. 4. Pursuant to Broadcasting Regulatory Policy CRTC 2010-167, the Commission is not renewing authorizations for full-power analog transmitters operating in the mandatory markets or on channels 52 to 69 outside the mandatory markets beyond 31 August 2011. In addition, the Commission imposes the following condition of licence on the stations listed in the appendix to this decision that operate in mandatory markets or on channels 52 to 69 outside the mandatory markets: Unless otherwise authorized by the Commission, the licensee shall not transmit analog television signals after 31 August 2011 in mandatory markets designated as such by the Commission in Broadcasting Regulatory Policy CRTC 2011-184 or transmit television signals on channels 52 to 69. 5. The Commission also notes that pursuant to Broadcasting Regulatory Policy 2010-69, the Commission is not renewing authorizations for the transitional digital transmitters included in these licences beyond 31 August 2011. The Commission renews the broadcasting licences for the various programming undertakings set out in the appendix to this decision from 31 August 2009 to 31 August 2010, subject to the terms and conditions in effect under the current licences. 2. This decision will enable the Commission to consider the further renewal of various specialty, pay, pay-per-view, video on demand and satellite-to-cable undertaking licences by taking into account the determinations in Regulatory frameworks for broadcasting distribution undertakings and discretionary programming services, Broadcasting Public Notice CRTC 2008-100, 30 October 2008. 3. In addition, this decision will enable the Commission to consider the further renewal of community-based television programming undertakings by taking into account the determinations that will result from its review of the regulatory frameworks for community-based media to be scheduled in November 2009. 4. It will also permit the Commission to consider the renewal of the major conventional broadcasters at public hearings to be scheduled in April 2009 (CTV, Canwest, Rogers, TVA) and September 2009 (CBC/SRC). 5. This decision does not dispose of any substantive issue that may exist with respect to the renewal of these licences and interested parties will have an opportunity to comment at the appropriate time.
