Charter Township of Canton Board Proceedings – November 19, 2019 A special meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, November 19, 2019 at 1150 Canton Center S. Canton, Michigan to consider going into closed session. Supervisor Williams called the meeting to order at 6:00 p.m. Members Present: Anthony, Foster, Graham-Hudak, Siegrist, Slavens, Sneideman, Williams Members Absent: None Staff Present: Director Trumbull, Corporate Counsel Kolb Motion by Siegrist, supported by Sneideman to enter into closed session at 6:01 p.m. under Section 8(e) of the Open Meetings Act for Attorney Client Privilege. Motion carried unanimously by roll call vote. Motion by Anthony, supported by Sneideman to return to open session at 7:07 p.m. Motion carried unanimously. Public Comment: None GENERAL CALENDAR: 1) Authorize hiring of law firm to represent Canton Township. Motion by Siegrist, support by Sneideman to authorize the firm of Kienbaum, Hardy, Viviano, Pelton and Forest to represent the named defendants in the matter of Meier v Canton Township to be paid for by Police and Fire Budgets. Siegrist, Clerk Pat Williams, Supervisor 1 November 19, 2019 Charter Township of Canton Board Proceedings – November 26, 2019 A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, November 26, 2019 at 1150 Canton Center S. Canton, Michigan. Supervisor Williams called the meeting to order at 5:30 p.m. and led the Pledge of Allegiance to the Flag. Members Present: Anthony, Foster, Graham-Hudak, Siegrist, Slavens, Sneideman, Williams Members Absent: None Staff Present: Director Hohenberger, Director Meier, Director Trumbull, Director Smith, Kristin Kolb, Carolyn Cox, Rob Creamer. Motion by Siegrist, supported by Foster to open the dangerous buildings show cause hearing at 5:30 p.m. Motion carried unanimously. Motion by Siegrist, supported by Foster to close the dangerous buildings show cause hearing at 6:36 p.m. Motion carried unanimously. Motion by Siegrist, supported by Sneideman to confirm the order of the hearing officer and approve the demolition of 500 Merion after 28 days. Motion carried unanimously. Motion by Siegrist, supported by Foster to continue the 870 Lotz public hearing on January 14, 2020. Motion carried unanimously. Motion by Siegrist, supported by Foster to move from open session to closed session under section 8(e) of the Open Meetings Act for the purpose of consulting with an attorney regarding legal strategy in connection with pending litigation. Motion carried unanimously. Motion by Siegrist, supported by Anthony to move from closed to open session. Motion carried unanimously. Adoption of Agenda Motion by Anthony, supported by Siegrist to adopt the agenda as amended, adding G-0 to hire a lawyer for pending lawsuit and removing item C-5. Motion carried unanimously. Approval of Minutes Motion by Siegrist, supported by Slavens to approve the proposed November 12, 2019 minutes. Motion carried unanimously. Public comment was held. Payment of the Bills: Motion by Slavens, supported by Foster to approve payment of the bills as presented. Motion carried unanimously. RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON, MICHIGAN December 5, 2019 2 Public Hearing and adoption of Fiscal Year 2020 Budget Whereas Act 359 of 1947, The Charter Township Act, requires that the annual budget be adopted by resolution; Whereas pursuant to MCLA 141.412 and .413, notice of a Public Hearing on the proposed 2020 budget was published in a newspaper of general circulation on November 14, 2019 and a Public Hearing on the proposed budget was held on November 26, 2019, now, therefore, be it Resolved, that estimated total revenues and expenditures for the 2020 fiscal year are hereby appropriated on a fund level basis. Township officials responsible for the expenditures authorized in the budget may expend Township funds up to, but not to exceed, the total appropriation authorized for each fund; December 5, 2019 3 Further Resolved, that there shall not be any new positions created that shall result in an increase in employee headcount within a department or division without prior Township Board approval; Further Resolved, that the Township Supervisor has the authority to fill existing vacant and budgeted positions and reclassified positions based upon the recommendation by the appropriate Department Director and the Finance and Budget Director; and Further Resolved, that claims against the Township shall be approved by the Charter Township of Canton Board prior to being paid.
