Parish Council Meeting held on Tuesday 01 March 2011

Councillor Dixon (NNDC and NCC) outlined the development proposals, by Persimmon Homes, for the proposed residential development adjacent to the Road surgery and the monitoring of air quality. He informed the Council that negotiations were currently ongoing with TAG Aviation, for the decommissioning and short term storage of aircraft, at Coltishall air base. It will provide the

3 best employment opportunity for a long time. It is expected that some 2000 movements a year will take place although it is unlikely that they will be at night. The report from PCSO Lucy Collyer said that there had been no reported crime in Ashmanhaugh since the January meeting. The matter of HGVs driving down Church Road in error for access to Place UK, was concerning residents. The Council agreed to contact Place UK to discuss possible solutions.

The Chair informed the Members that the County Council had inspected the culverts in the parish. Work had been carried out on two and, after a meeting with Mr Buxton; it would be replacing the School Road culvert in the next financial year. Members resolved to pay the Clerk’s honorarium, the account for the Royal Wedding commemorative mugs, for the hire of the Preston Room and a contribution to St Swithin’s PCC towards churchyard maintenance. The Members were pleased with the attendance of the prospective members evening, held in February. Some twenty people, from Ashmanhaugh and surrounding villages, came along.

The next Parish Council Meeting will be held on Tuesday 10 May 2011 at 7.00pm in the Preston Room. This will be the Annual Parish Council Meeting and the first after the elections on 05 May 2011.

ANNUAL REPORT OF THE CHAIR OF ASHMANHAUGH PARISH COUNCIL 01 APRIL 2010 to 31 MARCH 2011 PRESENTED TO THE ANNUAL PARISH MEETING ON15 MARCH 2011

Normally, this meeting would be held in May, after the Annual Parish Council Meeting. However, this year, due to the elections to be held on 05 May, the meeting has been brought forward. Firstly, I would like to thank my fellow Councillors for their support over the past year. For Ashmanhaugh Parish Councillors, this has been another busy year. We have continued to try to protect and promote interests of the village and react to any challenges whilst influencing and embracing the changes and opportunities which have been offered. We have attended meetings with many bodies in order to inform councillors, raise the profile of the Parish and to make the parishioners wishes heard. We have received considerable support from the Association of Local Councils, District Council, our District and County Councillor – Nigel Dixon, our Member of Parliament – Norman Lamb and our Safer Neighbourhood Team.

The Council has continued to publish the bi-monthly Newsletter to keep informed those residents unable to attend meetings.

Parish Council meetings are held on the first Tuesday in May, July, September, November, January and March at 7.00pm, in the Preston Room.

In April 2010, the Parish Council sponsored a “Parish Plan Revisited” event at the Preston Room. We were joined by the Preston Room trustees, PCC and Ashmanhaugh Light Railway. It also gave the Preston Room Trustees the opportunity to gauge support for their grant application for the EDP “Pride in Norfolk – Community Ambition” Award. In July, we joined the Summer Fete at Blacksmith Farm.

Financial Matters In July, after public discussion, the council decided to no longer sponsor the telephone kiosk due to the cost and the lack of use. The figures below are draft as the accounts cannot be finalised until after 05 April 2011.

I am pleased to say that the precept for 2011/12 is to remain the same as 2010/11. This means that it has only been increased once on the past four years and the council will, for the first time, carry forward the recommended level of reserve funding. However, with local elections looming and unavoidable increases in necessary items of expenditure, it will be difficult for the Council not to increase the precept in 2012/13 and will need to consider the following four years in the light of any projects the new Council may wish to develop. The 2012/13 precept will be set at the November 2011 meeting. The Council has a responsibility to not overspend against its income and reserves without a resolution so to do.

Planning North Norfolk District Council (NNDC) has now adopted its Local Development Framework Site Specific locations which were approved by the Inspector in January 2011.

Renewable Energy As a result of two open meetings and the reservations held by some Councillors and residents, it was decided to defer any action and reconsider the matter in the summer of 2011.

Newsletter The Newsletter continues to be published bi-monthly and edited by the Clerk. Feedback from residents is positive and they acknowledge that they are kept informed through the articles it contains. Until now, printing costs were supported by North Norfolk District Council, for which the Council is very grateful. As this sponsorship has ended, Hoveton Hall Gardens has generously offered financial support. This will go a good way to fund the publication for the next year. Advertising revenue will be for support in the interim, until further sponsorship is gained If you have any ideas about sponsorship or anything which you think will be of interest or improve the publication, please contact the editor.

Local Government Review The proposals have now been cancelled by the government.

Ever Thought of Standing? The Council is working with North Norfolk District Council Supporting Communities Manager, Maureen Clark, as part of a pilot project to encourage people to stand for election to the Parish Council. Ashmanhaugh Parish Council has taken every opportunity to be visible in the village and available for people to ask questions and find out more about it. In February 2011, the Council held a successful

5 informal evening to give people a chance to see what is involved. We were joined by Councillors, Clerks and residents from Hoveton, , Tunstead and .

Message from District and County Councillor Nigel Dixon

Contractor Change for Waste Collection and Street Cleaning There was a change of contractor, on 1 April 11, from NORSE to Kier. There may be settling in problems and, if so, the existing arrangements of calling Environmental Services at North Norfolk District Council still apply and if you have persistent recurring problems please let me know. This new contract is a good example of sharing services to both contain and reduce costs; NNDC joined with King’s Lynn and West Norfolk District Council to let a joint contract for waste collection and street cleaning which resulted in lower costs. I am keen to encourage more sharing of services between Councils to drive down costs further and make service improvements where necessary.

Planning Application; Wroxham Barns. A recent application for a facility to keep pigs led your Parish Council to express concern over how the effluent would be drained so that it didn’t enter the adjacent stream. I have worked with the Planning Officer to ensure the work includes the

6 installation of an underground drainage tank to ensure the effluent doesn’t enter any local water courses. I gather the work will be completed shortly.

Christian Aid Week – 15 th -21st May – Wake up and smell the coffee! This year Christian Aid is featuring its work with people in Nicaragua who grow coffee. By working with on-the-spot partner Soppexcca, Christian Aid helps transform lives in the coffee-processing plant in Jinotega by enabling coffee farmers to reach more customers and get a better price for their beans. They are also investing in the future, supporting local schools and youth projects.

Although Christian Aid Week is from 15 th -21 st May, the Christian Aid joint service will be at Neatishead Baptist Church at 10.30 am on Sunday, 8 th May and everyone is welcome.

Message from Anne Mulhall - Chair of the Preston Room Trustees

Unfortunately the Spring Quiz had to be cancelled due to lack of support. There has also been little support for the Social club Film evenings so far this year. We will therefore not be holding any more of these events until the autumn when we will give both the Quiz and the films another try.

This year it will cost approximately £3,000 to keep the Preston Room open for use as a village hall. We have a small amount of money in the bank for emergency building work. The windows have been repaired in the past year but may need major work in the future.

I am aware that these are difficult times financially but if you want the village hall to remain open and functioning it is up to you to support fund raising events in 2011. Anne Mulhall

March 19th Jumble Sale organised by the gardening group Raised £158 for the Preston Room. However, very few people from Ashmanhaugh attended. Thank you to those of you who did.

Coming Shortly

Saturday 21 May - Community Fair. Fund raiser for Preston Room. Coffee with cake and lunches, courtesy of the Pudding Club, Garden Group will run a produce stall, including plants, and will man a book stall, PCC will hold a raffle and Senior Residents will run a bric-a-brac stall. All donations of help or fundraising input gratefully received.

Saturday 18 June - Strawberry Tea. Decorate your bicycle and ride it to the Preston Room for the Tea, from 2.00pm until 5.00pm. Organised by the Gardening Group to raise funds for the Preston Room. Please note that the bicycle is not compulsory, you can just come along for a traditional English Tea.

Saturday 25th June - American Diner with live music from the 60s and 70s.

Living Memories of Old Ashmanhaugh - 16 and 17 July. An exhibition of living memories is to be held in the Preston Room on 16 and 17 July this year. Working on this exhibition began last September and many people, far and wide, whose family roots have been in Ashmanhaugh, have been contacted. The response from them has been excellent. Every person spoken to has shown interest and now, photos, newspaper cuttings going back to the 1930’s and ‘40’s, memorabilia etc. are coming in. There may be other people in the village who have not been contacted, who may have old photographs etc. If so, please contact me (Marian Hannant) and be part of the exhibition. 9 Ashmanhaugh Light Railway

Ashmanhaugh Light Railway – April 2011

Hello again, how time flies, we are into April already and being cheered up by some lovely warm, sunny days which have helped us to get on with some of those outside jobs that the harsh Winter weather prevented us from progressing. We gave the two steamers a run round last weekend to make sure they were all ready for the coming season and we were pleased (and relieved) that they both ran well. We used the session to enable three of our members to gain more steam loco experience and they did! The signal arms/dollies have all been put out and some work is being done to ensure they are all working properly including confirmation on the signal box control panel that they are doing what the signalman thinks they are!

All our greenery has now decided to flourish (including the weeds!) and is growing like mad so the gardening work is underway. We have planted more greenery in the tunnel section to try to get our 'green' tunnel more so and we now have some planters on the platform and outside the lodge which brighten the place up. We have also completed the paving and chippings outside the Lodge so it does look quite smart and we are looking forward to being able to use it for displays during the season. It's quite a good spot for a cuppa on a sunny afternoon too!

The trackwork is being continuously tweaked, levelled, tamped and ballast made up where necessary.

So, we are nearly ready for this year's operating which kind of starts this weekend with a Birthday Party which may iron out any 'bugs' and bring us up to speed! We are taking the

10 ALRC display stand to the Norwich Model Railway Club's Annual Exhibition on Saturday where I am sure we will meet up with many familiar faces. The Model Railway Club will be there too, following their recent move to new premises at Panxworth, where they should be able to spread their wings a bit, with room to leave layouts up and a separate Clubroom to relax in! We wish them well in their new home.

We are delighted that the MG Owners Clubs will be visiting us again this year, on our August Open Day, and you will have seen that the railway is hosting another Leonard Cheshire Home Charity Day on our July Open Day to raise some money for this very worthy local Charity.

The world of Harry Hover arrives at Hoveton Hall Gardens! Children will now be able to experience Hoveton Hall Gardens in a completely different, interactive manner with the introduction of the Harry Hover Puzzle Trail. Harry Hover is a very friendly dragonfly who guides children around the gardens, with puzzles, questions and art activities. Whilst taking in the magical surroundings of the woodland and water garden, children can use natural materials to make their own sculptures, learn all about the wildlife that lives in the gardens, as well as developing an understanding of nature and its resources. Each child completing the trail receives a small prize and the opportunity to have their drawings and sculpture photographs put on the Hoveton Hall Gardens website. The Harry Hover Puzzle Trail is perfect for children aged 5 and upwards but, for the little visitors, the existing Children’s Nature Trail has been completely re-vamped to appeal to their exploring and inquisitive minds. The new trail offers a more sensory experience and allows parents and children alike, to take in the beauty of the gardens and learn more about its wildlife inhabitants. Rachel Buxton, Marketing Director at Hoveton Hall Gardens, said, “The introduction of these new trails is really to enhance the visitor experience and appeal to the enquiring and very imaginative minds of the children who visit the garden. We are very aware of how important it is to foster a love of the outdoors with children and we believe these new trails will help achieve these, whilst providing hours of fun for visitors.” Something that is also new at Hoveton Hall Gardens is The Hay Loft Gift Shop. The old barn, which was used for storage and is situated next to the tearooms, has been converted into the gift shop, with the majority of goods being sold, produced by local artists, who live within a few miles of the gardens. “A key requirement, when we opened the gift shop, was that we offered visitors to the gardens, something different and unique. We are stocking beautiful gifts which cannot be found anywhere else, as well the usual items people expect to see in a gift shop.” says Rachel.

REPORT FOR ASHMANHAUGH FROM YOUR SAFER NEIGHBOURHOODS TEAM

From Inspector Matt Dyson - and Stalham SNT The purpose of this article is to provide local community members with an overview of the Safer Neighbourhood Team (SNT) that covers your area.

I am the Local Delivery Unit (LDU) Inspector responsible for both North Walsham and Stalham SNTs. I took over this area in September of 2010 from Chief Inspector Pete Hornby who had previously fulfilled this position for around three years. I have approximately fourteen years service and a background in both uniform and detective roles at various locations across the county.

The area I cover geographically is split into two, with a team based at North Walsham Police Station and a team at Stalham. Each team has a dedicated Sergeant, a number of Police Constables, PCSOs and a LDU support. The North Walsham team is responsible for policing 27 parishes from up to , across to Witton – the dedicated Sergeant is Kersty Brooks. The Stalham team polices 20 parishes from Horning up to , Tunstead across to Horsey – the dedicated Sergeant is Mike Beard. Each team has nominated staff responsible for each of the parishes although the teams are responsible for the collective areas as a whole.

The SNT are responsible for responding to emergency calls, investigating crime, preventing crime, community engagement and problem solving. In addition to the SNT, Norfolk Constabulary currently has a ‘response model’, this involves officers who are managed within the response function providing additional support in responding to emergency jobs in our area, the SNT and response staff work closely together to address local problems.

We work on local priorities set through our internal meetings, but also the Safer Neighbourhood Action Panel (SNAP) meetings. These involve a dedicated panel for each of the two respective areas considering local problems which are reported to the panel by us. The panel is made up of interested members of the public; the local problems reported are those that are reported to us by local residents through letter, engagement and street surgeries or similar. The panel prioritises two to three local issues for each period; we will then focus on these areas reporting back to the panel.

The current economic environment will obviously have its impacts on the constabulary. The constabulary faces budget cuts of £25 million over the next four years. The constabulary is reviewing its current model in order to help deliver the necessary cost saving. Our Chief Constable, Mr Phil Gormley, has detailed that he is determined to maintain levels of service as far as possible. He has detailed that we will continue to serve and protect Norfolk people and maintain the speed of our emergency response when we are urgently required. The public can read more about the spending challenge on the constabulary’s website. The area as a whole suffers with relatively low crime rates comparatively – an average of 3 – 4 per day for all of the 47 parishes. In a year to date comparison I am happy to report that across the area we have seen a total reduction in crime from 1373 to 1165 (15.15%), 417 of these crimes have been detected (35.79%). Breaking down the Stalham and North Walsham areas, both areas are relatively

13 similar with the Stalham area seeing a reduction from 580 to 453 (21.90%) and the area covered by North Walsham seeing a reduction from 793 to 712 (10.21%). Our current SNAP priorities are: Stalham area: • Theft from motor vehicles at car parks; • Criminal damage at Horsey Gap. Other key issues that we are focussed on involve Criminal Damage and Anti Social Behaviour in North Walsham Town generally and domestic heating oil thefts across the whole area. We will continue to listen to your issues and concerns and working with our partners to improve the quality of life in your neighbourhood. In addition we will continue to work hard to reduce crime and anti- social behaviour and helping to keep the area we police as one of the safest places to live in the country. Inspector Matt Dyson

Best news of all for Norfolk is that we were astonished to find ourselves winner of the Excellence in Partnerships category at the recent National Credit Union awards ceremony – and then to go on to win the Credit Union of the Year award too ! ! ! NORTH WALSHAM COUNTRYSIDERS CLUB

Earlier this year, due to Council cuts, the club needed to find a new venue. Village Hall was found and the members really like it, hopefully in the summer time we will be able to use the extra outdoor space for some of our activities.

Over the last five months the members have again enjoyed a programme full of different activities. At the venue in January the members had a lesson on indoor bowls which was really good fun and some of the members got into the hang of it. Then in February we did another type of bowling, ten pin bowling at Strikers. Then some of the members went off to compete against the other Countrysiders in the County, we had no placings but all nine members had fun together. In March we went for a line dancing lesson with Sara Colman and again lots of fun was had. A team was entered for a Lazer Quest competition in Norwich and they came 2nd, so well done boys. At the end of March we had Heidi from Norfolk Deaf Association come and give us a talk about how we can have more awareness for deaf people. She gave us many activities to try and the photo shows some of the members being deaf while having a drink break. The last meeting we had before breaking up for the Easter holidays was a lesson in Tia Chi and soon they will have their new programme with lots for to do till July (our end of year).

15 Wroxham, Hoveton & Belaugh TOWN TWINNING ASSOCIATION

All continues to go well for our Twinning visit to La Pommeraye and Mont-Jean-sur-Loire from 10-16 th August and we are planning a social evening, a Twinning Supper at £10 a head, on 22 nd July for all members and especially those who are visiting France with us and would like to know more about the trip. Sue and Stewart are hosting this at their house in Coltishall and it will be excellent fun and value for money.

Other events planned are our annual Flotilla on the Broads , provisionally 11 th September and also a Quiz and Supper Evening in November .

Our regular social activities continue apace with a very good Book Club and buffet supper at Ruth’s in Wroxham at the end of March to celebrate our 5 th anniversary and then our normal meeting at Aileen’s in Ashmanhaugh on the last Wednesday in April to discuss “The Conjuror’s Bird” by Martin Davies. It’s Carol’s turn in May with Michael Buerk’s autobiography “The Road Taken”, at her house near Salhouse.

The French Conversation group also enjoyed their meeting in April guessing the names of famous people at Ann’s in Ashmanhaugh and have chosen the topic “Les jardins et le jardinage” for 11 th May at Jane and Phil’s; looking forward to the visit to Monet’s Gardens, in Giverny, on the way to our Twinning villages.

Wroxham Bure Valley Rotary Club

Following our recent contribution of 2 shelter boxes to Japan to help with the care of people affected by the earthquake and tsunami, at a recent meeting we agreed to provide support of £350 for Horning pre-school group for special outside work/picnic equipment. This clearly demonstrates the many aspects of Rotary which helps support a wide variety of causes from local to international.

Remember, our big social event for 2011 takes place on 18 th June when we are holding a Forties Night with a big band, food and prizes for the best outfit. This is open to everyone, so make sure you put the date in your diaries now – tickets (at £25) are still available but are going fast – if you want some please let us know as soon as possible. We are currently raising money to provide a tractor and plough to a village cooperative in Zambia and are well on the way to raising our £5k target. This coupled with matching grants from Rotary International should raise the £15k we need to make the project happen.

We also have a full programme of interesting guests and speakers lined up for the next few months, as well as a full social programme including a car treasure hunt and beach barbeque. We were delighted recently to induct Chris Billing as a new member and if you are interested in joining a lively and friendly branch of the largest

17 service organisation in the world please come along to one of our meetings where guests are always welcome, we meet Monday evenings from 7pm at the Norfolk Mead Hotel in Coltishall. For the fourth year we are holding a Craft Fair craft fair at the gardens. Browse a wide variety of stalls selling local produce Saturday 28th to Monday 30th May crafted by local people.
