• The new East Folkestone Ward includes all of the existing Folkestone Foord Ward and parts of the existing Folkestone East and Folkestone Park wards. The existing electoral arrangements have been reviewed in full to reflect the new ward.

• It is recommended FE1 is extended to include the 348 electors from FE2 in the northern part of Green Lane, Ingoldsby Road, Tennyson Place, Browning Place, Tyson Road, eastern part of Wood Avenue, Northwest Dover Road and South part of Hill Road.

• Wood Avenue Library can be made a double polling station for electors in FP1. The staff at St Saviours Church have informed the Elections Team that its future is uncertain and recommended using an alternative venue.

• FF3 and the 577 electors of FP5 can be combined into a new polling district of 1203 electors and continue to vote at St Johns Church Hall.

• To rename the Polling District names FF1 to EF1, FF2 to EF2, FF3 & part of FP5 to EF3, FP1 to EF4 and FE1 & part of FE2 to EF5.

Folkestone and Hythe Labour Party Proposal

• Electors in Park Farm Road, Downside, Moat Farm Road and Moat Farm Close should instead vote as part of the new PD serving the new ward of East Folkestone at St John the Baptist Church Hall on St Johns Road. To walk is over 0.6 miles down alleys and poorly lit areas. To drive is over a mile which is ludicrous in a built up area such as Folkestone. The driving distance to St Johns Road is approximately a third of a mile and considerably closer.

• Polling district of FF2 is redrawn to enable all electors on the west side of Black Bull Road, namely Black Bull Road (odds), Watkin Road, Russell Road, Bonsor Road, Albert Road, Allendale Road, Garden Road, Mead Road, Walton Road, Jesmond Street and Edward Road to vote at St Johns the Baptist Church Hall on St Johns Road as it is considerably closer and more accessible for voters.

General Purposes Committee 02 September 2014:

Resolved: That wards EF1 and EF2 are amalgamated to use the same polling station situated at the Salvation Army Citadel.

Councillor Paul Marsh provided comments in addition to those at General Purposes Committee on 02 September 2014:

One of the suggestions adopted by the committee was the combining of EF1 and EF2 into one polling district.

At the time I meant to suggest the same for EF4 and EF5.

Although, the combined electorate would be slightly above the recommended 2500; but in actual fact would end up with exactly the same number of voters allocated to attend Wood Avenue Library.

It would also have the same benefits as the combination of EF1 and EF2; namely being a more logical split on alphabetic position, rather than a geographical split that has no meaning to the voters.

Additional Returning Officer comments:

Even though the amalgamation of EF4 and EF5 results in an electorate above the Electoral Commission guidelines, this arrangement provides electors with a more streamline polling station experience and should result in less elector confusion.

The recommendations from General Purposes Committee on 02 September 2014 and Councillor Marsh, will amend the initially proposed Polling District names to the following:

The new Folkestone Harbour Ward includes existing Folkestone Harbour Ward and parts of Folkestone East and Folkestone Harvey Central Wards.

The existing polling arrangements must be reviewed in full to reflect the new ward.

It is recommended that:

• FH1 and FHC4 are combined and the use of the Tourist Information Centre is continued. The new electorate will be 920.

• Electors in the existing FH2 use Dover Road Social Club as a polling station. The Social Club was trialled during the recent European Election and received excellent feedback. The existing polling station at Pembroke Court has no disabled access, access is through a raised patio door and electors have the potential to enter the residential areas of the residential home.

• Electors in FH3 use the Harbour Church, Wear Bay Road as a polling station. The Harbour Church has recently undergone refurbishment and provides the latest accessibility features. The current polling station at Phillippa House is sheltered housing and incidents between the election staff and residents have occurred during the last few elections. There is also the risk of electors entering other areas where vulnerable adults reside. The housing manager has requested the venue is no longer used as a polling station.

• Polling district FE2 is reduced to reflect the new ward boundaries with a new electorate of 1104. • To amend the name of polling district names to reflect the new ward - FH3 to FH1, FH1 & FHC4 to FH2, FH2 to FH3 and FE2 to FH4

The new Folkestone Central Ward includes the existing Folkestone Harvey Central Ward and parts of Folkestone Harbour and Folkestone Harvey West Wards.

The existing polling arrangements must be reviewed in full to reflect the new ward.

It is recommended:

• A new polling district is created by combining FHC1, FHC3, 137 electors from Tontine Street in FH1 and 314 electors from Brockman Road, Claremont Road and the southern part of Coolinge Road in FHC2. The new electorate of 2881 will use the Catholic Church Hall which is located centrally in the new polling district.

• The size of polling district FHC2 will be reduced to1772 electors by removing the aforementioned roads.

• Reduce the size of polling district FHW1 to reflect the new ward boundary with the new Sandgate and West Folkestone ward. The new electorate will be 1711 and continue to vote at Holy Trinity Church.

• Reduce the size of polling district FHW2 to reflect the new ward boundary with the new Sandgate and West Folkestone ward. The new electorate will be 947 and continue to vote at the School of English Studies.

General Purposes Committee 02 September 2014:

• The Democratic Services Manager agreed to investigate the possibility of using the Town Hall, Folkestone (FC1) as a polling station for those residents who live in The Bayle and The Old High Street. This will require liaising with the market traders to move their stalls further up the town on polling day.

• The use of the Town Hall, 2 Guildhall Street as a polling station for the new FC1 polling district has been investigated. The facilities for electors and staff are excellent. The entrance is fully disabled accessible and internal lighting and space is more than adequate. It is recommended the Town Hall is used as the polling station for FC1.

• Splitting the new ward into two new polling districts following the natural boundary of Cornwallis Avenue, William Avenue, east side of Lucy Avenue to the u-bend at Linksway before joining the wards northern boundary. Electorate figures balance with 1601 to the West and 1310 to the East of the proposed polling district split.

• Grace Taylor Hall, which is located centrally in the new ward, can continue to be used as a double polling station. The Stripes Club would no longer be required.

• Discussions have also taken place with Folkestone Academy, as Grace Taylor Hall may not be suitable during double/triple elections. The Headmaster is happy for the Academy to be used as a polling station during double/triple elections.

• Recommend renaming polling districts to reflect new ward name

• To rename polling district names to BR1 (Eastern polling district) and BR2 (Western Polling District)

General Purposes Committee 04 November 2014:

• To approve, for reasons of consistency, that wards BR1 and BR2 (Broadmead) are amalgamated to use the same polling station.

Returning Officer’s Comments:

• The new Sandgate and West Folkestone ward is made up of existing polling districts FS1, FS2, FS3 and 242 electors in FHW1 and 533 electors in FHW2. It is recommended that polling arrangements in this ward are reviewed in full to ensure new arrangements reflect the new ward.

• Electors in FS1 use St Georges Church Hall which is outside of the polling district and access from the Golden Valley is via steep inclines. It is recommended to use the Golden Arrow as it provides excellent disabled facilities and is located in an accessible area of the polling district for electors.

• Electors in FS3 use Seabrook Church which is outside of the polling district and a double polling station shared with Hythe East electors. Feedback at recent elections has highlighted Seabrook Church as unsuitable as a double polling station. The double station also causes issues at County Council elections, as two county divisions vote out of the same polling station.

• Complaints regarding the use of Chichester Memorial Hall have been received from disabled voters. Polling station staff have also reported the poor facilities for disabled voters. The use of Sandgate Library as an alternative polling station was successfully trialled during the recent European Election, with no complaints received from electors or staff.

• It is recommended polling districtsFS3 and FS2 are combined and vote out of Sandgate Library.

• The Local Government Boundary Commission final recommendations have created a new Harvey West ward for Folkestone Town Council using parts of FHW1 and FHW2. It is recommended a new polling district is created for the new Harvey West

ward to enable electors to vote in the Town Council and District Council elections without the need to vote outside of the ward. The new polling district will have an electorate of 775.

• It has been difficult to find a suitable location for a polling station in the new Harvey West ward. It is proposed to use a mobile polling station at either the Shorncliffe Road or the Coolinge Lane playing field.

• Recommend renaming polling districts to reflect new ward name

• To rename the Polling District names relevant parts of FHW1 & FHW2 to SWF1, FS1 to SWF2 and FS2 & FS3 to SWF3.

• The Methodist Church Hall is located on the southern boundary of the current polling district and previous feedback has highlighted concerns regarding access. The hire cost for the Methodist Church Hall has also doubled in the past 3 years. The use of the Town Hall has been investigated as an alternative polling station as it provides good disabled facilities and is in a more central location for electors.

• Hythe Town Council has offered the use of the New Sports Pavilion as an alternative to the St John Ambulance polling station. The use of the New Sports Pavilion has been investigated and is recommended due to the modern disabled facilities and ample parking spaces.

• No other changes to existing arrangements proposed. Recommend renaming polling districts to reflect new ward name.

• Hawkinge Town Council has been warded following the recommendations of the recent community governance review. The new parish wards are Churchill, Fernfield and Uphill. It is recommended that polling stations in each parish ward are investigated to facilitate parish elections and reduce the use of Hawkinge Community Centre which is already a double polling station.

• NDE1 will be split and a new polling district created to reflect the new warding of Hawkinge Town Council. The split of NDE1 will allow 1744 electors to vote out of Hawkinge Cricket Club which is inside the new Fernfield Ward.

• Alternative polling stations for NDE2 (Churchill Ward) have been investigate but no suitable venue has been identified. It is recommended electors from NDE2 (Churchill Ward) and the new polling district coterminous with the new Uphill Ward continue to use Hawkinge Community Centre as a double polling station.

• No other changes to existing arrangements proposed. Recommend renaming polling districts to reflect new ward name.

• The mobile polling station at The Drum Inn has no disabled access and is not ideal for electors or staff. The use of All Saints Church has been trialled at the recent European election. The election staff reported the use of All Saints Church as a significant improvement.

• The electors in NDW3 use a polling station outside of the current polling district and parish area. It is recommended to combine polling districts NDW2 and NDW3, which cover the whole of Elmsted Parish Council, and use Bodsham C of E Primary School as the polling station.
