After the decade-long crisis of the 1990s, the country’s political leadership guided by President Putin gave new impetus to the development of national space activities and put the sector back among the top priorities of Moscow’s domestic and foreign policy agenda. Supported by the progressive recovery of Russia’s economy, renewed political stability, and an improving external environment, Russia re-asserted strong ambitions and the resolve to regain its original position on the international scene. Towards this, several major space programmes were adopted, including the Federal Space Programme 2006-2015, the Federal Target Programme on the development of Russian cosmodromes, and the Federal Target Programme on the redeployment of GLONASS. This renewed commitment to the development of space activities was duly reflected in a sharp increase in the country’s launch rate and space budget throughout the decade. Thanks to the funds made available by flourishing energy exports, Russia’s space expenditure continued to grow even in the midst of the global financial crisis. Besides new programmes and increased funding, the spectrum of activities was also widened to encompass a new focus on space applications and commercial products. -
6. the INTELSAT 17 Satellite
TWO COMMUNICATIONS SATELLITES READY FOR LAUNCH Arianespace will orbit two communications satellite on its fifth launch of the year: INTELSAT 17 for the international satellite operator Intelsat, and HYLAS 1 for the European operator Avanti Communications. The choice of Arianespace by leading space communications operators and manufacturers is clear international recognition of the company’s excellence in launch services. Based on its proven reliability and availability, Arianespace continues to confirm its position as the world’s benchmark launch system. Ariane 5 is the only commercial satellite launcher now on the market capable of simultaneously launching two payloads. Arianespace and Intelsat have built up a long-standing relationship based on mutual trust. Since 1983, Arianespace has launched 48 satellites for Intelsat. Positioned at 66 degrees East, INTELSAT 17 will deliver a wide range of communication services for Europe, the Middle East, Russia and Asia. Built by Space Systems/Loral of the United States, this powerful satellite will weigh 5,540 kg at launch. It will also enable Intelsat to expand its successful Asian video distrubution neighborhood. INTELSAT 17 will replace INTELSAT 702. HYLAS 1 is Avanti Communications’ first satellite. A new European satellite operator, Avanti Communications also chose Arianespace to orbit its HYLAS 2 satellite, scheduled for launch in the first half of 2012. HYLAS 1 was built by an industrial consortium formed by EADS Astrium and the Indian Space Research Organisation (ISRO), using a I-2K platform. Fitted with Ka-band and Ku-band transponders, the satellite will be positioned at 33.5 degrees West, and will be the first European satellite to offer high-speed broadband services across all of Europe. -

Launch of the PROBA-2 Satellite: Another Success for NGC Aerospace
PRESS RELEASE November 2, 2009 Launch of the PROBA-2 satellite: another success for NGC Aerospace On November 2 nd , 2009 at 1:50 am Greenwich mean time (7:50 pm on November 1st in Sherbrooke), the PROBA-2 satellite began its two-year space journey to accomplish its dual mission of scientific discovery and technology demonstration. Launched from the Plesetsk Cosmodrome in Russia, the 130 kg satellite was successfully placed on its sun- synchronous orbit at an altitude of 700 km. PROBA-2, which is the size of a large television and consumes the energy equivalent to a 60 Watt bulb, has four scientific experiments on board (two in the field of space weather and two for sun observation) as well as 17 technological innovations that will be validated in orbit. Involved in the project since 2004, Sherbrooke-based NGC Aerospace participated in the design and implementation of PROBA-2 by providing the software that controls the attitude and orbit of the satellite in accordance with the requirements of the scientific mission. Thus, it is the computer software designed by NGC which orients the spacecraft so its cameras and scientific instruments can acquire their data with the accuracy and the stability required by the mission scientists. In addition, thanks to its participation in the project, NGC will have the opportunity to validate in orbit, in the context of a real space mission, up to six different technological innovations, ranging from the measurement of the satellite temperature to determine its position above the ground to using the Earth's magnetic field to orient the spacecraft in the desired direction. -

Each launch site has a unique processing flow based on the specific launch vehicle configuration. Launch and flight operations are managed through a set of control centers associated with each launch site. Each launch site has a control center for launch operations; however flight operations support varies from being co-located with the launch site to being shared with the space vehicle control center. There is also a nuance of some having an engineering support center which may be co-located with either the launch or flight control center, or in a separate geographical location altogether. A survey of control center architectures is presented for various launch vehicles including the NASA Space Launch System (SLS), United Launch Alliance (ULA) Atlas V and Delta IV, and the European Space Agency (ESA) Ariane 5. Each of these control center architectures shares some similarities in basic structure while differences in functional distribution also exist. The driving functions which lead to these factors are considered and a model of control center architectures is proposed which supports these commonalities and variations. I. THE INTERNATIONAL SPACE STATION: BACKGROUND AND CURRENT STATUS Daniel V. Jacobs Manager, Russian Integration, International Partners Office International Space Station Program, NASA Johnson Space Center Introduction The International Space Station, as the largest international civil program in history, features unprecedented technical, managerial, and international complexity. Seven interna- tional partners and participants encompassing fifteen countries are involved in the ISS. Each partner is designing, developing and will be operating separate pieces of hardware, to be inte- grated on-orbit into a single orbital station. Mission control centers, launch vehicles, astronauts/ cosmonauts, and support services will be provided by multiple partners, but functioning in a coordinated, integrated fashion. A number of major milestones have been accomplished to date, including the construction of major elements of flight hardware, the development of opera- tions and sustaining engineering centers, astronaut training, and seven Space Shuttle/Mir docking missions.
