Dear Mayor Duganna ,

Re: Potential Twin City Partnership

As part of its Asia-Pacific trade and investment strategy, the Government of British Columbia is committed to strengthening economic ties, with India and establishing strong relationships at the local, provincial and national levels. As such, local governments are being encouraged to enter into 'twinning partnerships' with communities in India and other Asia-Pacific countries to develop and sustain relationships between businesses, education centres, organizations and individuals,

Last year, we were in contact with your predecessor, Mayor Bhat, regarding a potential twinning partnershlip with Mangalore and , with your recent appointment as Mayor, I would be pleased to continue to pursue this matter with you . Our goal is "to establish an economically robust ·and sustainable twinning partnership, based initially on existing common industrial, commercial and agricultural economies, from which are anticipated . to flow other mutually beneficial linkages and cross-benefits involving education, training, culture,. tourism ' and sports, 11

The municipality of Delta is a prosperous community of 100,000 people located at the mouth of the Fraser River on the south-west coast of British Columbia in Canada. Part of the Metro Vancouver regional district, Delta is historically and culturally-diverse, with a large Indo Canadian population. Delta is also a transportation gateway for trade with the Asia-Pacific countries. We are home to a major port (Port Metro Vancouver's Deltaport terminal) which links to international road and rail networks. We are 20 minutes from the Vancouver I nternational Airport and the US border is less than 12 km away. The local Boundary Bay Airport (www, czbb, com) 'is a centre of excellence for flight training. Delta has a' significant agricultural industry, as well as two of the largest industrial parks in the Vancouver lower mainland (Annacis Island and Tilbury Industrial Park). In our previous correspondence, we discussed sending a delegation to Mangalore to sign the Memorandum of Understanding for the twinning partnership and receiving a return delegation here in Delta. Subject to your approval, we have tentatively scheduled our visit to Mangalore during January 2011 and would welcome a return visit at your convenience.

I look forward to hearing from you regarding this matter. Although our communities are different in many ways, we also have much in common that could form the basis of a mutually beneficial economic, cultural and educational partnership.

RE: Twinning of Delta with Mangalore. India

Your Worship:

Having been involved from the beginning in the process that has led to the twinning of The Corporation of Delta and the City of Mangalore, India, the Delta Chamber of Commerce is most interested in your forthcoming visit, with two senior staff, next month to sign a memorandum of agreement between the two cities.

While we recognize the many advantages of twinning, in terms of culture and sport for instance, we share the perspective of The Corporation of Delta that the sustainability of such a program must include benefits of economic development for both communities.

The Chamber of Commerce looks forward to continuing its work with The Corporation of Delta and, as appropriate, delegates from City of Mangalore and its business community in exploring the feasibility of mutual business opportunities through this twinning program in sectors such as agriculture, aviation, transportation, ports and shipping, and manufacturing, among others.

I wish you and your delegation all the very best for your trip in October and send greetings to the business community and people of Mangalore.

CorpDeltaCommProfile2010.indd 1 10-09-22 4:33 PM Welcome to Delta!

We offer the best of all worlds: with convenient access to downtown Vancouver, yet situated in beautiful farmlands and bordered by the sea, Delta is small enough to retain its caring nature, but large enough to have all the amenities.

Home for some 100,000 residents, we pride ourselves on being a great place to live, work and play. Delta has its own hospital, an airport, a deep-sea port, libraries, a historical museum and archives, sports and recreational facilities and bike and walking paths in a vast network of parks.

Delta’s transportation infrastructure provides access by road, air, rail and sea, making it ideal for businesses in search of industrial lands at competitive market rates. Boasting two of the largest business parks in Metro Vancouver, modest tax rates and a local government committed to working with organizations of all types and sizes, it is hard to resist our municipality as the place to do business.

Residents enjoy safe, clean and quiet neighbourhoods and the stable prosperity of the community makes it attractive for businesses to choose Delta as their preferred site location. Delta’s estimated household average income is approximately 30% higher than the Canadian average and the municipality has one of the fastest growing industrial areas in Metro Vancouver.

Come visit us in person to enjoy such attractions as the world-class Reifel Migratory Bird Sanctuary, eco-tours of the Fraser River and the Strait of Georgia, Delta Nature Reserve and Boundary Bay Regional Park. All around are miles of beautiful beaches and nature trails to explore and Delta’s attractive climate has fostered our reputation as the sunbelt of the Lower Mainland.

You’ll soon discover first-hand why Delta is regarded as a great place to live, work and play!
