Anheier and Iain Begg A JOINT INITIATIVE BY FUNDED BY PUBLISHED BY Lord Ralf Dahrendorf 1929-2009 photo courtesy of the Library of the London School of Economics and Political Science The Dahrendorf Forum is a joint initiative by the Hertie School in Berlin and the London School of Economics and Political Science, funded by Stiftung Mercator. Since its creation in 2010, the Dahrendorf project has grown into a major research and policy engagement network. It has held three successful Dahrendorf Symposia in Berlin in 2011, 2013, and 2016. Over its four research cycles, the project has gained valuable experience of injecting academic ideas into policy debates. It has also become a recognised example of successful transnational co- operation. The project has helped to strengthen the institutional links between the two academic partners, becoming the centrepiece of intellectual collaboration between the Hertie School and the London School of Economics (LSE). Initially a British-German collaboration, the Dahrendorf initiative has grown into a broader European project, drawing together a wide network from many different countries, and now with even greater relevance in the emerging post-Brexit environment. The Dahrendorf Team generates and disseminates social science research that is both policy relevant and of the highest standard. The researchers concentrate on generating impact with high-level policymakers and practitioners close to the centres of political action and decision-making in Berlin, London, and Brussels. The much manipulated threat of losing out in the cultural war against the forceful appearance of the East German state on the international stage added sufficient pressure. However, revamping the overall concept of this policy against ingrained traditions within the Foreign Ministry and its cadre of mostly conservative diplomats was not a matter of course. Even after Brandt, as chancellor, and his team, most prominently Ralf Dahrendorf and Hildegard Hamm-Brücher, enhanced the standing of Kulturpolitik within Aussenpolitik by declaring it its “third pillar,” propagating new guiding principles (Leitlinien) of a less elitist and more open and anthropologically based concept of culture, it took many years and altercations with conservative politicians and diplomats before its representatives could be sure that it had taken hold. -

Contributos para a análise no quadriénio 2004-2008. ” Dissertação de mestrado Alexandre José dos Reis Leitão Outubro de 2013 1 Dedicado ao Prof. Doutor Ernâni Lopes. 2 RESUMO O Parlamento Europeu é a instituição comunitária composta por representantes directamente eleitos dos povos dos Estados-membros e a que mais poderes formais tem conquistado nas últimas revisões dos Tratados. O Parlamento Europeu é também uma instituição cujos principais Grupos parlamentares estão associados a partidos políticos ao nível europeu, defensores do aprofundamento da integração e do federalismo europeus. Existe uma notória coerência entre o ideal federal e o aumento de poderes de uma instituição cuja totalidade dos titulares tem uma legitimidade democrática directa. Porém, através do estudo do modo de funcionamento e das decisões tomadas pelo Parlamento Europeu no quadriénio que antecedeu a entrada em vigor do Tratado de Lisboa, verificámos que se a Instituição, enquanto tal, procurou desenvolver uma estratégia colectiva federalista, a mesma não suscitou a unanimidade no seio dos deputados, nem se verificou invariavelmente nos resultados das deliberações do Plenário. E, no final, a relação interinstitucional posterior a 2009 ficou formalmente mais equilibrada e favorável ao Parlamento, mas a relação de poderes fáticos não terá acompanhado o balanceamento, afigurando-se mesmo que algumas conquistas poderão ter sido apenas simbólicas e eventualmente sujeitas à regressão, perante a desconfiança do Conselho Europeu relativamente a uma Comissão mais dependente do Parlamento, o risco de ineficácia do funcionamento da União e a crescente oposição dos eleitores ao próprio projecto europeu. -
