A-1 NEW ENGLAND BOARD OF HIGHER EDUCATION'S REGIONAL STUDENT PROGRAM (RSP) 2011-12 ANNUAL REPORT 2 New England Board of Higher Education’s Regional Student Program (RSP) Tuition Break 2011-12 Annual Report Executive Summary Academic year 2011-12 marks the 55th year of the New England Board of Higher Education’s Regional Student Program (RSP), Tuition Break, and the third consecutive year of record-high enrollments in the program. A total of 9,293 New England residents were enrolled this year under the RSP and saved an estimated $53 million on their 2011-12 tuition bills. Students enrolled full time saved an average of $6,900. Because of NEBHE and its RSP, New England residents are eligible for a tuition discount when they enroll at out-of-state public colleges and universities in the six-state region and pursue approved degree programs not offered by their home-state public institutions. In some cases, eligibility also extends to students whose home is closer to an out-of-state college than to an in-state college. NEBHE established the RSP in 1957-58 to fulfill the purposes of the congressionally authorized New England Higher Education Compact – expanding educational opportunities for New England residents and sharing higher education resources. Since it was established, the RSP has provided New England residents with discounts on 252,000 annual college tuition bills, with the total savings estimated to be well over $1.2 billion in current dollars. The region’s public colleges and universities received nearly $62 million in tuition revenue from the RSP students enrolled in 2011-12. The RSP helps participating campuses attract and retain out-of- state New England students who might have attended college elsewhere if the RSP tuition discount were not available. New England’s bachelor’s-degree-granting colleges and universities saw their RSP enrollments increase by 4 percent over last year. The top 10 most popular RSP bachelor’s degree programs in 2011-12 were biomedical engineering, pharmacy, hospitality and tourism management, visual arts, criminology and criminal justice, recreation management, zoology, communications/media, marine sciences and legal studies. In all, more than 700 undergraduate and graduate degree programs are made available under the RSP by New England’s 80 public colleges and universities, many of them in specialized and high-demand fields of study. The region’s community colleges, for example, offer an array of STEM programs through the RSP, such as automotive technology, biotechnology, energy technology, fiber optics, fire science, game programming and medical technology, as well as transfer opportunities for bachelor’s degree-seeking students. Also, many of the community colleges offer the RSP tuition discount to students in neighboring states,
