MINUTES OF PARISH COUNCIL MEETING

HELD AT 7.30 PM ON MONDAY 9th APRIL 2018

AT THE VILLAGE HALL,

PRESENT Cllr Paul Moulds (PM), (Chairman) Cllrs. Joan Bowerman (JB), Tracey Graham (TG), Richard Morgan (RM), Jean Prevost (JP), In attendance: 10 members of the public.

1921. CHAIRMAN’S WELCOME & PUBLIC PARTICIPATION The Chairman welcomed everyone present and opened the meeting.

The following items were raised by members of the public • Housham Tye has organised a litter picking campaign for Keep Britain tidy. • Cameras in New Way Lane to try to deter fly tipping. RM has picked up and cleared a large amount some of which has an address in it and it is being followed up. • Environmental Officer at EFDC is assisting in trying to reduce fly tipping. • Could wildlife surveillance cameras be installed on New Way Lane. • Matching Village pond. Swans have built their nest close to the bank and the cygnets have not survived. Donation requested to provide an island for a safe location for the cygnets. Cost £1100 for the supply of a floating platform. To date the amount of £1030 has been collected. Request for the Parish Council to provide the additional £70. PM thanked Linda for her efforts in raising this substantial amount • Neighbour objection to planning application for CCTV cameras (Mead Cottage Hobbs Cross Road Matching; EPF/0704/18). Cameras overlooking adjacent property.

1924. DECLARATIONS OF INTERESTS. RM is a district Councillor

1925. CASUAL VACANCY Several potential candidates have expressed an interest in joining the Parish Council. It was agreed to hold a meeting on Monday 23rd April at 7.30pm

1926. REPORTS TO AND FROM COUNTY AND DISTRICT COUNCILLORS RM reported that the Council Housing department applied for 2 houses in The Colvers which was refused due to lack of parking. EFDC are looking at 14 different refused sites, mainly garages to work with Parish Councils to see what can be done. The Chequers planning application was refused.

Constitution panel at EFDC have looked at changes to planning objections to streamline the objection process. RM watched the planning meeting regarding The Chequers from Australia and congratulated the speakers New District Councillor elected for Moreton

1928. CHAIRMAN’S REPORT PM reported on the planning application regarding The Chequers and he congratulated TG and JP for preparing the objection and the presentations from JP and Peter Trevitt

1929. MATCHING GREEN AND MATCHING TYE a) To consider issues for Matching Green Kerbing contract has started on another section and to consider the next section. Two further loads are available at £1500 per load. To be on the agenda for the next meeting for decision to purchase Swan island £70 donation agreed. b) To consider issues for Matching Tye Sewage system appears to be functioning at present. 30 mph sign has not appeared HGV sign is still missing Clerk to write to AJ outlining list of defects. c) To consider issues to Housham Tye and other hamlets Keep Britain tidy Fingerpost pointing to Housham Tye from Road is missing. JB has a temporary sign. Adjacent to bungalow The Byre road is falling into the ditch
