CHAIRMAN’S WELCOME & PUBLIC PARTICIPATION The Chairman welcomed everyone present and opened the meeting. 2289. APOLOGIES AND REASONS FOR ABSENCE Cllr Paul Moulds (PM), unwell, Denis Udall (DU), ECC Cllr A Jackson (AJ) another meeting 2290. TO APPROVE MINUTES OF LAST MEETING Minutes of Parish Council Meeting held on 6th January were approved and signed as a true record of the meeting. 2291. DECLARATIONS OF INTERESTS. RM is a district councillor with EFDC 2292. REPORTS TO AND FROM COUNTY AND DISTRICT COUNCILLORS Nothing to report from County. Planning Committee agreed to Potash Road development but 4 members asked for it to go to Committee. The vote was 5 for, 6 against and 4 abstentions. Parish Council has strongly supported this application. 2293. CLERKS REPORT On matters from the last meeting. Clerk outlined data security concerns and asked council to consider upgrade to Computer software. To be placed on the next Agenda when more information is available. MATCHING GREEN AND MATCHING TYE Flooding over many local roads is due to the ditches not having been cleared for a number of years. Some ditches are the responsibility of the landowner. a) To consider issues for Matching Green • It is still too wet to clear the residue of the bonfire • Cadent have messed up the entrance to Brick House Farm. Clerk to contact Cadent b) To consider issues for Matching Tye • Sewage problems again which have been resolved but it took two days • Dog walkers with many dogs on leads picking up dog poo and bagging it but throwing it in the hedge. One walker has four dogs and another has two. • Dog bin at the entrance to Jubilee Field has not been emptied. Clerk to contact EFDC. • JP has reported two instances of cars churning up the verge in Rainbow Road c) Housham Tye & Hobbs Cross • Newmans End kerbing has been completed. 2296. JUBILEE FIELD Everything on the safety report has been carried out except the wet pour to the surface. Beds and garden waiting for John Kenney for seed. 2297. HIGHWAYS The damaged railings at Hobbs Cross has been reported but nothing yet has been done. RB will report again. 2298. The following items were raised by members of the public • Proposed development to the grain drier at Hoggs Farm Barn is quite substantial, doubling the size of the footprint and extends next to Walnut Tree Barn. TO APPROVE MINUTES OF LAST MEETING Minutes of Parish Council Meeting and Planning Meeting held on 6th August and 21st August approved and signed as a true record of the meetings 2018. DECLARATIONS OF INTERESTS. RM is a district Councillor 2019. REPORTS TO AND FROM COUNTY AND DISTRICT COUNCILLORS RM reported that over the previous several months EFDC have developed a new corporate structure and appointed a new strategic director and 8 service directors with a new CEO to be appointed by March 2019. Colvers at Matching Green application was refused several months ago.

    The Hundred Parishes Circular Walks – number 116 Matching – 5.7 miles (9 kms) This anticlockwise, countryside walk is fairly flat, passing through the three main settlements within the parish of Matching. The route follows a mixture of quiet lanes and footpaths, including two cross-field paths towards the end. The route passes two pubs, midway at Matching Tye and near the end at Matching Green, and there are also several seats along the way. There is one stile. Start & Finish: It is suggested that you park on the straight road (Downhall Road) on the East side of Matching Green, near the pond (the opposite side of the green to the Chequers pub). The route description starts from there. Grid Reference: TL537111 – Postcode CM17 0QE. The route can be followed on Ordnance Survey Explorer Map 183. A di f h i id d h d f h d i i Walk north towards the crossroads, passing the pond and cricket pavilion on the left. Immediately after 18th-century The Limes on the right, turn right at the crossroads towards Matching Airfield and White Roding. Soon, pass the entrance on the right to Stock Hall, a former manor house that is out of sight down the long drive. After a quarter mile, approaching a junction, cross with care to the left side of the road and turn left along a quiet lane, Potash Road. This lane is not signposted other than as National Cycle Network route 50. The land to the right was part of RAF Matching, an airfield used from 1944 to 1946 by the Royal Air Force and the United States Army Air Forces, primarily as a bomber base.

CHAIRMAN’S WELCOME & PUBLIC PARTICIPATION The Chairman welcomed everyone present and opened the meeting. The following items were raised by members of the public • Housham Tye has organised a litter picking campaign for Keep Britain tidy. • Cameras in New Way Lane to try to deter fly tipping. RM has picked up and cleared a large amount some of which has an address in it and it is being followed up. • Environmental Officer at EFDC is assisting in trying to reduce fly tipping. • Could wildlife surveillance cameras be installed on New Way Lane. • Matching Village pond. Swans have built their nest close to the bank and the cygnets have not survived. Donation requested to provide an island for a safe location for the cygnets. Cost £1100 for the supply of a floating platform. To date the amount of £1030 has been collected. Request for the Parish Council to provide the additional £70. PM thanked Linda for her efforts in raising this substantial amount • Neighbour objection to planning application for CCTV cameras (Mead Cottage Hobbs Cross Road Matching; EPF/0704/18). Cameras overlooking adjacent property.
