Simón Bolívar
Reading Comprehension/Biography SIMÓN BOLÍVAR Simón José Antonio de la Santísima Trinidad Bolívar y Palacios, (July 24, 1783 – December 17, 1830), more commonly known as Símon Bolívar, was one of the most important leaders of Spanish America's successful struggle for independence from Spain. He is a very important figure in South American political history, and served as President of Gran Colombia from 1821 to 1830, President of Peru from 1824 to 1826, and President of Bolivia from 1825 to 1826. Bolívar was born into a wealthy family in Caracas, in what is now Venezuela. Much of his family’s wealth came from silver, gold and copper mines. Later in his revolutionary life, Bolívar used part of the mineral income to finance the South American revolutionary wars. After the death of his parents, he went to Spain in 1799 to complete his education. He married there in 1802, but his wife died of yellow fever on a short return visit to Venezuela in 1803. Bolívar returned to Europe in 1804 and for a time was part of Napoleon's retinue. Bolívar returned to Venezuela in 1807, and, when Napoleon made Joseph Bonaparte King of Spain and its colonies in 1808, he participated in the resistance juntas in South America. The Caracas junta declared its independence in 1810, and Bolívar was sent to Britain on a diplomatic mission. Bolívar returned to Venezuela in 1811. In March 1812, he left Venezuela after an earthquake destroyed Caracas. In July 1812, junta leader Francisco de Miranda surrendered to the Spanish, and Bolívar had to flee. -

[email protected] Abstract: Militaries around the world are studying leadership and consider that leadership training is giving them an advantage both on and off the battlefield. As the first ever research into leadership within the Ecuadorian military, the intent of the present study was to have military personnel explore their personal leadership and discuss individual and institutional ways to increase capacity. Empirical data was collected from men in the Anti-terrorism Special Forces and Intelligence Units of the Ecuadorian Army and from the Peacekeeping School which has military personnel from all three arms of the military, army, navy and air force. In addition, action research in the form of an Interview Matrix Activity and World Café were conducted with the Anti-terrorism Special Forces Unit. -

E-mail: [email protected] Received: June 13, 2017 Accepted: June 27, 2017 Online Published: August 2, 2017 doi:10.5539/res.v9n3p126 URL: http://doi.org/10.5539/res.v9n3p126 Abstract This paper synthesizes the political economy of neoliberal elite democracy as a general trend and marks out its concrete historical manifestation in one of its more committed followers, Ecuador, from 1981 to 2007. As the American continent turned toward democracy, it also turned to neoliberal reforms. The neoliberal reforms espoused were performed under the theory of the primacy of personal security and property rights, the securement of which would lead to economic growth, leading to the benefit of society as a whole. The actual policies implemented, however, violated the personal security and property rights of many, while increasing inequality and promoting slow growth. A democracy that rules by formal elections to accumulate capital in elites without regard to truth and justice is an elite democracy. Elite democracy was the chosen politics of neoliberalism and neoliberalism was the chosen economics of elite democracy. This paper provides a synthetic panoramic view of the history of the rise and life of neoliberalism and elite democracy in Ecuador, starting with the death of Ecuador’s first president of its current democratic era, continuing with the measures that lead to the steep accumulation of public debt for the gain of a few in the 1980’s, and the deregulation of the banking sector and transfer of its losses to the public in the 1990’s and the beginning of the Century, while growth lagged but inequality and political instability accentuated. -

Homza Low-intensity operations cannot be won or contained by military power alone. They require the application of all elements of national power across the entire range of conditions which are the source of the conflict.1 U.S. Army Training and Doctrine Command, Special Forces Peacekeeping is not a job for soldiers, but only a soldier can do it.2 Former United Nations Secretary-General Dag Hammerskold Multinational and regional alliances, as well as the Charter of the United Nations, include “terms that reflect a determination to provide an international institution that could control conflict” in the Low-Intensity Conflict (LIC) spectrum of war.3 As a defense contractor employed by Sikorsky Aircraft Corporation, I recently had a unique opportunity to participate directly in the Military Observer Mission Ecuador and Peru (MOMEP), an LIC reduction operation conducted by conventional military forces with management influence by Special Operations Forces (SOF). The tenets of campaign analysis—e.g., military historical perspectives, force structure, command and control capabilities and military objectives—provide a paradigm to demonstrate clearly the effectiveness of this conflict management mission performed by SOF in accordance with the ten focus areas stipulated by John M. Collins in Special Operations Forces: An Assessment.4 The MOMEP Confidence Building Measure (CBM) was an example of SOF and conventional military force elements at their operational best. The Organization of American States (OAS), due to the actions of the SOF and conventional units assigned to MOMEP, would experience a successful CBM Peacekeeping Operation (PKO) in a regional context. -

Populist Citizenship in the Bolivarian Revolutions
MIDDLE ATLANTIC REVIEW OF LATIN AMERICAN STUDIES, A JOURNAL OF THE MIDDLE ATLANTIC COUNCIL OF LATIN AMERICAN STUDIES Populist Citizenship in the Bolivarian Revolutions Carlos de la Torre University of Kentucky Abstract: This article analyzes the contours of populist citizenship as an alternative to neoliberal models of citizenship as consumption, and to liberal models that protect pluralism. It compares how political, socioeconomic, civil, collective, gender, and GLBT rights were imagined and implemented in Venezuela, Bolivia, and Ecuador. It explains why despite the expansion of some rights, populists’ use of discriminatory legalism to regulate the public sphere and civil society led to the displacement of democracy toward authoritarianism. Key words: citizenship, populism, rights, democratization, authoritarianism. Populism is a form of political incorporation to the political community based on rhetorical appeals to and the mobilization of the people (de la Torre 2000). Populists use a Manichaean rhetoric that confronted the people against the oligarchy understood as self-serving and foreign-oriented elites that marginalized the plebs from political, socioeconomic, and symbolic resources and benefits. Populist challenges to the exclusion of the people, and their promises of inclusion and even redemption took place during episodes of mobilization and contentious collective action (Jansen 2015). During populist events the meanings of the term “the people” and who belonged to this category are contested. Several actors such as politicians, activists, and leaders of social movements claim to be the voice of the people. Politics becomes a struggle over who could claim to talk on behalf of the people and to represent their interests. Populism is also a model of citizenship conceived as the active participation of the people in politics (Spanakos 2008; Rein 2013).
