Research and Information Service Briefing Paper Paper 04/21 27/11/2020 NIAR 261-20 The Executive’s International Relations and comparisons with Scotland & Wales Stephen Orme Providing research and information services to the Northern Ireland Assembly 1 NIAR 261-20 Briefing Paper Key Points This briefing provides information on the Northern Ireland Executive’s international relations strategy and places this in a comparative context, in which the approaches of the Scottish and Welsh governments are also detailed. The following key points specify areas which may be of particular interest to the Committee for the Executive Office. The Executive’s most recent international relations strategy was published in 2014. Since then there have been significant changes in the global environment and Northern Ireland’s position in it, including Brexit and its consequences. Northern Ireland will have a unique and ongoing close relationship with the EU, due in part to the requirements of the Ireland/Northern Ireland Protocol. The Scottish and Welsh parliaments have launched and/or completed inquiries into their countries’ international relations in recent years. The Scottish and Welsh governments have also taken recent steps to update and refresh their approach to international relations. There is substantial variation in the functions of the international offices of the devolved administrations. NI Executive and Scottish Government offices pursue a broad range of diplomatic, economic, cultural, educational and specific policy priorities, with substantial variation between offices. Welsh Government offices, meanwhile, appear primarily focused on trade missions. It is therefore difficult to compare the international offices of the three administrations on a “like for like” basis. -

Data sets from various government departments and public bodies in Northern Ireland have been used and, in order to provide a wider context, comparisons are made which draw upon figures produced by government departments and public bodies in England, Scotland, Wales and the Republic of Ireland. Using this variety of sources means there is no standard model that applies across the different departments and jurisdictions. Many organisations have also changed the way in which they collect their data over the years, which means that in some cases it has not been possible to provide historical perspective on a consistent basis. For some indicators, only survey-based data is available. When interpreting statistics from survey data, such as the Labour Force Survey, it is worth bearing in mind that they are estimates associated with confidence intervals (ranges in which the true value is likely to lie). In other cases where official figures may not present the full picture, survey data is included because it may provide a more accurate estimate – thus, for example, findings from the Northern Ireland Crime Survey are included along with the official crime statistics from the PSNI. The production of the report has been greatly assisted by the willing cooperation of many statisticians and public servants, particularly those from the Northern Ireland Statistics and Research Agency, the PSNI and the various government departments. -

Despite the important political role played by religion historically, in contrast to Scotland, FBO engagement has received very limited attention in the cases of post- devolution Wales and Northern Ireland. By conducting a comparative study of these two cases, the thesis addresses the central research question: ‘In what ways have faith-based organisations engaged with devolved political institutions at the sub-state level in the UK’. -

This was the first in a series of consultations as part of the Department for Social Development’s (DSD) Social Housing Reform Programme (the Programme). This is the DSD’s Response Report following analysis of respondents’ feedback to the consultation. 1. INTRODUCTION BACKGROUND The Programme was launched in January 2013 with a mandate from the Northern Ireland Executive, “to explore the potential for the reform of housing structures with a view to securing consensus on the way forward”. The Programme’s mandate was to look at:- Structural reform of the Northern Ireland Housing Executive (NIHE), including its landlord functions (the management of NIHE properties) and regional functions (the strategic roles covering all housing in Northern Ireland, whether private or social); Policy reform of social housing rent, tenant participation, local government engagement, the regulation and inspection of social housing and the housing functions of DSD. -
