Dans Le Cadre Du Déploiement Du Plan Stratégique Gabon Emergent, L Dans le cadre du déploiement du Plan Stratégique Gabon Emergent, l’Etat Gabonais a l’ambition de développer une offre d’électricité durable, diversifi ée et accessible pour tous. Cette action vise à porter les capacités de production d’énergie électrique du Gabon à 1200 MégaWatts. Dans cette optique, l’Etat affi che sa volonté de valoriser pleinement le potentiel hydroélectrique du Gabon avec pour objectif de réhausser à hauteur de 80% la part de l’hydroélectricité dans le mix énergétique, afi n de satisfaire la demande à un coût compétitif. Pour participer à cet objectif national, l’Etat du Gabon et le groupement composé du Fonds Gabonais d’Investissements Stratégiques (FGIS) et du groupe Eranove ont signé, le 21 octobre 2016, deux contrats de concession pour la conception, le fi nancement, la construction et l’exploitation de deux aménagements hydroélectriques des sites de Ngoulmendjim d’une capacité estimée à environ soixante-treize (73) Mégawatts et de Dibwangui d’une capacité estimée à environ quinze (15) Mégawatts sous la forme d’un contrat de type « Build Own Operate and Transfer » - « BOOT » - ci-après désigné « le Projet ». Le Fonds Gabonais d’Investissements Stratégiques (FGIS), vecteur de mobilisation de ressources, est un acteur majeur de la stratégie de diversifi cation de l’économie gabonaise. Il a pour mission, entre autres, à travers ses prises de participations de susciter l’investissement des entreprises locales ou étrangères dans les secteurs stratégiques de l’économie nationale. Le Groupe Eranove est un acteur majeur de la gestion des services publics et de la production d’électricité en Afrique de l’Ouest. Le groupe Eranove exploite au travers de ses fi liales, un parc de production d’électricité de 604 MW de centrales hydroélectriques et de 643 MW de centrales thermiques. Soutenu par son actionnaire majoritaire Emerging Capital Partners (ECP), un leader du capital investissement en Afrique, le Groupe Eranove assure pour le compte du groupement (FGIS-Eranove) le développement technique du Projet. Dans le cadre de l’instruction du Projet, le groupement FGIS-Eranove a sélectionné en avril 2017, par appel d’offre, un bureau de consultant pour l’étude de l’état initial du milieu naturel des deux sites et souhaite engager un Bureau d’Etude pour la réalisation de l’étude d’impact environnemental et social (EIES) dudit Projet. Le groupement FGIS-Eranove invite les Bureaux d’Etude possédant les qualifi cations requises et l’expérience pertinente en matière d’étude environnemental et social (EIES), à manifester leur intérêt. Les Bureaux d’Etude intéressés sont invités à soumettre une manifestation d’intérêt détaillé en français comme suit : i. Une brève description des activités du Bureau d’Etude et son expérience générale dans le domaine des études d’impact environnemental et social (EIES), notamment dans le secteur de l’énergie ; ii. Une brève description de l’expérience du Bureau d’Etude dans le domaine de l’EIES des aménagements hydroélectriques ; iii. Une brève description des projets de référence pertinents des EIES pour des aménagements hydroélectriques, un intérêt particulier sera donné aux projets d’aménagement hydroélectrique en milieu tropical et équatorial surtout en Afrique. La manifestation d’intérêt en langue française ne doit pas dépasser (15) pages. The Gabonese Fund for Strategic Investments (FGIS), a resource mobilization vector, is a major player in the strategy of diversifying the Gabonese economy. Its mission is, among other things, through its equity investments to stimulate the investment of local or foreign firms in the strategic sectors of the national economy. The Eranove Group is a major player in the management of utilities and electricity generation in West. The Eranove Group operates through its subsidiaries a 604 MW power plant hydroelectric plants and 643 MW of thermal power plants. Supported by its majority shareholder Emerging Capital Partners (ECP), a leading private equity investor in Africa, the Eranove Group is responsible for the technical development of the Project on behalf of the grouping (FGIS-Eranove). As part of the project's appraisal, in April 2017, the FGIS-Eranove group selected, through a call for tender, a consultant for the study of the initial state of the natural environment of the two sites and wishes to hire a Study Office for carrying out the Environmental and Social Impact Assessment (ESIA) of the said Project. The FGIS-Eranove group invites Study Offices with the required qualifications and relevant experience in environmental and social studies (ESIA), to express their interest. Interested Study Offices are invited to submit a detailed expression of interest in French as follows: i. A brief description of the activities of the Study Bureau and its general experience in the field of studies environmental and social impact (ESIA), particularly in the energy sector; ii. A brief description of the experience of the Design Office in the field of the ESIA of hydroelectric power stations; iii. A brief description of the relevant ESIA reference projects for hydroelectric development, a particular interest will be given to hydroelectric development projects in tropical and equatorial in Africa.
