Dear Lincoln County Voter: This Voters’ Pamphlet is provided to give you, the voter, additional information on candidates and measures. You will not vote on every office in this pamphlet. Your ballot will contain only those issues for which you are eligible to vote—based on where you live and your party affiliation. Each candidate had the opportunity to submit a picture and statement regarding his/her candidacy. This Primary Election will be held completely by mail. Your ballot will arrive in the mail on or near April 28th. After voting your ballot, you may drop it in the mail or deposit it at one of our drop sites listed on page 21-2 in this pamphlet. And, for your convenience, Official Drive-up Ballot Drop Boxes are now available in Lincoln City, Newport, and Waldport. See page 21-3 for directions. Drive-up ballot drop boxes are now available at the Lincoln County Courthouse in Newport, the Lincoln City City Hall in Lincoln City, and the Waldport City Hall in Waldport. These drive-up ballot boxes will be available 24 hours a day, 7 days a week from April 5th through 8:00pm on May 15th. Newport: Lincoln County Courthouse – located in rear parking lot at the east end of the second row of parking. Go west on West Olive Street to 4-way stop by the jail. Turn left onto SW Nye Street. Turn left into second entrance to courthouse rear parking lot. Go all the way to the end of the row and you will see the ballot box on the left side. (It is marked “Official Ballot Drop Site.”) Put your ballot in the box without having to get out of your car! Lincoln City: Lincoln City City Hall – located in the lower parking lot under the City Hall. Turn west at the stop light by the City Hall. (across from Burger King). Enter the one-way entrance to the parking lot under the building. The ballot box is near the elevators next to the water payment box and the book and video drops. (It is marked “Official Ballot Drop Site.”) Put your ballot in the box without having to get out of your car! Waldport: Waldport City Hall – located in the City Hall parking lot at the east exit. Ballot Title 21-184 Renewal of local option tax for the Yachats RFPD

QUESTION: Shall Yachats RFPD renew its tax for operations of 61¢ per $1000 assessed value for five years beginning 2018-2019?

This measure renews current local option taxes.

SUMMARY: Approval of this measure would renew the current five year local option tax set to expire in tax year 2017-2018, at the same rate now in effect, for an additional five years.

It is estimated that this measure would raise approximately $320,791.00 in tax revenues for 2018-2019, $330,415.00 in tax revenues for 2019-2020, $340,327.00 in tax revenues for 2020-2021, $350,537.00 in tax revenues for 2021-2022, and $361,053.00 in tax revenues for 2022-2023.

Revenues would be used by the Yachats Rural Fire Protection District to continue to staff Firefighting and Emergency Medical Services, pay the operating costs of the District, replace older vehicles, continue expanded training, and purchase protective equipment, hose and other small equipment.

Explanatory Statement The Yachats Rural Fire Protection District (YRFPD) funds and oversees the Yachats Volunteer Fire Department in the provision of emergency services from Yachats to the southern Waldport boundary. Over 95% of YRFPD’s income is from property taxes. The District levies three taxes, a Base Rate of 28.96 cents/$1,000, and two Local Option Taxes (LOTs) of 61 cents and 59 cents respectively. Our Base Rate can never be changed. Each LOT must be renewed every five years. The first LOT was approved by the voters in 1998 and renewed each five years since. The second LOT was initially approved in 2007, and renewed in 2012 and 2016. The District has not asked that the amounts of the LOTs be increased since they were first approved. We now ask the voters to again renew the first LOT. The total of the three taxes is $1.4896 per $1,000, below the average of all Rural Fire Districts in Oregon. Although the District patrons recently approved our requested Bond Measure last year, those monies can only be used for the new station and cannot be used to support operations. The revenue from these two LOTs has allowed the District to provide 24/7/365 paid Firefighter/Paramedic services, to improve professional staff training, to replace very old fire engines, and to update and replace rescue and protective equipment. With the revenues that the District patrons have approved, firefighter capabilities are markedly improved since 1998. If the voters pass this measure and renew this LOT the District will be able to continue to provide quality emergency services to our district patrons, continue to update our emergency equipment and continue our program of vehicle replacement. SUMMARY: The District is seeking voter approval to issue general obligation bonds to finance the construction, equip- ping and furnishing of two additional fire stations outside the City of Toledo to improve service delivery. Projects include the following:

• Construction, equipping and furnishing of two fire stations • Acquisition of one fire truck and one water tender • Pay the costs of issuing the bonds

Bonds would mature in 30 years or less from date of issu- ance. If approved, the incremental tax rate increase from the projected 2019 rate is estimated to be approximately $ .75 per $1,000 of assessed value. Actual rates may vary based upon interest rates incurred and changes in assessed value.

Explanatory Statement If approved, the bonds will allow the Toledo Rural Fire Protection District (District) to fund the construction and equipping of two fire stations within the District boundaries. This will be a $2.7 million dollar project that will be funded through a thirty year bond levy. The 30 year bond levy will be repaid through taxes estimated at 75 cents per thousand dollars of assessed property value for thirty years. For example, a property with improvements valued at $150,000 would cost the taxpayer an estimated $112 dollars per year. The District has diligently sought non-tax dollars for this project. There currently is no grant funding or other available funding source that will be obtainable without the base construction funds being provided by the Fire District. If approved, the District will continue to seek grant funding and other partners to reduce the impact of this project. The 55 square mile Fire District was formed in 1958 under the authority of Oregon Revised Statute. This is the first tax referendum the District has sought in its sixty year existence. The District desires to enhance emergency response capability for the customers of the District by strategically placing these two stations in locations that will: • Reduce insurance liability for many households currently five miles or more from a fire station • Support disaster response and recovery in areas potentially isolated by storms, earthquakes or tsunamis • Provide meeting spaces for community events. The District desires to build and equip one fire station on property it has already obtained and prepared for construction in Eddyville on Nashville Road.
