Application 14-11-010 Application 14-11-011 COMPLIANCE FILING OF PACIFIC GAS AND ELECTRIC COMPANY (U 39-M), SOUTHERN CALIFORNIA GAS COMPANY (U 904-G), SAN DIEGO GAS & ELECTRIC COMPANY (U 902-M), AND SOUTHERN CALIFORNIA EDISON COMPANY (U 338-E) REGARDING ANNUAL ESTIMATES OF CARE ELIGIBLE CUSTOMERS AND RELATED INFORMATION Pacific Gas and Electric Company, on behalf of itself, Southern California Gas Company, San Diego Gas & Electric Company, and Southern California Edison Company (collectively, the “Joint Utilities”),1/ hereby submits annual estimates of customers eligible for the California Alternate Rates for Energy (“CARE”) program.2/ In Decision (D.) 12-08-044, the California Public Utilities Commission (“Commission”) granted the Joint Utilities’ request to file the annual CARE eligibility estimates on December 31 of each year. On December 16, 2020, the Joint Utilities filed a letter requesting an extension to February 12, 2021, to enable the Joint Utilities’ consultant, Athens Research, to incorporate the 2021 Department of Health and Human Services poverty guidelines in the estimates. On December 21, 2020, Commission Acting Executive Director Rachel Peterson granted the Joint Utilities’ request for extension of time (Attachment A). 1/ Pursuant to Rule 1.8(d), Pacific Gas and Electric Company has been authorized to tender this filing on behalf of Southern California Gas Company, San Diego Gas & Electric Company, and Southern California Edison Company. 2/ This compliance filing is also being served on the consolidated service list for A.19-11-003, et al. - 1 - 2 / 15 The United States Department of Health and Human Services published the 2021 poverty guidelines, titled, “Annual Update of the Health and Human Services Poverty Guidelines,” in the Federal Register on February 1, 2021 (Attachment B). Accordingly, the Joint Utilities submit tables showing – by county – total households, demographic eligibility rates for 2021, eligible households for 2021, participating CARE households as of December 31, 2020, and estimated penetration rates based on the 2021 eligibility estimates and December 31, 2020 participation (Attachment C). Per Athens Research, the primary drivers for the limited changes in eligibility estimates are: 1. Statewide unemployment rates have decreased significantly by year-end, from approximately 15-16% in Q2 2020 down to 8-9% in Q4 2020 (https://www.labormarketinfo.edd.ca.gov/). 2. Three main new government programs that directly transferred cash income to individuals and families—the Economic Impact Payments (EIPs), the Pandemic Unemployment Compensation (PUC) program, and the Pandemic Unemployment Assistance (PUA) program—as well as expansion of the regular Unemployment Insurance, as these payments also expanded significantly after the start of the pandemic. 3. Customers who were likely impacted the most by the economic crisis were already CARE-eligible, thus the pool of CARE-eligible customers did not increase significantly. The Joint Utilities request that this deadline be extended from December 31, 2020 to February 12, 2021, to enable the Joint Utilities to incorporate current year Department of Health and Human Services poverty guidelines in the estimates. The extension will also allow the consultant to collect current U.S. Census products and other key data inputs from various sources, which are generally available by late December of each year. As in past years, extending this deadline will not have an adverse impact on the low-income programs. Good cause being shown, the extension of time to comply with OP 130 of D.12-08-044 is granted. The new deadline for the Joint Utilities to submit the annual estimate of customers eligible for the CARE program in each IOUs’ respective service areas is February 12, 2021. Pursuant to Rule 16.6, PG&E shall promptly inform all parties to A.11-05-017 and A.19-11-003 (consolidated) of the extension and must state in the opening paragraph of the document that the Executive Director has authorized the extension.
