HARPER Edited by Teresa Healy www.policyalternatives.ca Photo: Hanson/THE Tom CANADIAN PRESS Understanding Stephen Harper The long view Steve Patten CANAdIANs Need to understand the political and ideological tem- perament of politicians like Stephen Harper — men and women who aspire to political leadership. While we can gain important insights by reviewing the Harper gov- ernment’s policies and record since the 2006 election, it is also essential that we step back and take a longer view, considering Stephen Harper’s two decades of political involvement prior to winning the country’s highest political office. What does Harper’s long record of engagement in conservative politics tell us about his political character? This chapter is organized around a series of questions about Stephen Harper’s political and ideological character. Is he really, as his support- ers claim, “the smartest guy in the room”? To what extent is he a con- servative ideologue versus being a political pragmatist? What type of conservatism does he embrace? What does the company he keeps tell us about his political character? I will argue that Stephen Harper is an economic conservative whose early political motivations were deeply ideological. While his keen sense of strategic pragmatism has allowed him to make peace with both conservative populism and the tradition- alism of social conservatism, he continues to marginalize red toryism within the Canadian conservative family. He surrounds himself with Governance 25 like-minded conservatives and retains a long-held desire to transform Canada in his conservative image. The smartest guy in the room, or the most strategic? When Stephen Harper first came to the attention of political observers, it was as one of the leading “thinkers” behind the fledgling Reform Party of Canada. -

The COVID-19 pandemic dramatically reshaped the experience of the 2020-21 internship cohort relative to previous years. Such changes began with a mostly-virtual orientation in September, and continued with remote work in their MP placements, virtual study tours, and Brown-Bag lunches over Zoom. Yet while limiting some aspects of the PIP experience, the pandemic provided opportunities as well. The interns took full advantage of the virtual format to meet with academics, politicians, and other public figures who were inaccessible to previous cohorts relying on in-person meetings. They also learned new skills for online engagement that will serve them well in the hybrid work environment that is emerging as COVID-19 recedes. One thing the pandemic could not change was the steadfast support of the PIP’s various partners. We are greatly indebted to our sponsors who chose to prioritize their contributions to PIPs despite the many pressures they faced. In addition to their usual responsibilities for the Programme, both the PIP’s House of Commons Liasion, Scott Lemoine, and the Programme Assistant, Melissa Carrier, also worked tirelessly to ensure that the interns were kept up to date on the changing COVID guidance within the parliamentary preccinct, and to ensure that they had access to the resources they needed for remote work. -

Fixing What Ain’t Broke The New Norm of Fixed-Date Elections in Canada GRIFFYN G. CHEZENKO, Memorial University of Newfoundland Abstract. Since 2001, legislation implementing fixed dates for general elections has been passed by the federal government, and most provincial and territorial governments. The notion that general election dates are now fixed, however, is flawed. In my submission to Changing Political Landscapes, I will explore the fledgling norm of fixed date elections in Canada and examine the aspects of the legislation which call into doubt the fixedness of these elections. With a review of the literature on the subject, I begin by inquiring into the emergence of this foreign phenomenon into Canadian electoral politics and the justification for its extensive adoption. Comparing the legislation across jurisdictions, I analyze the basic construct of fixed date election legislation in Canada, survey similarities and differences, and discover how fixed dates for elections are ultimately avoidable. As a result, I find that election dates are not truly fixed in Canadian jurisdictions where fixed date election legislation has been enacted. Introduction Since the dawn of the 21st century, fixed dates for general elections in Canada have become a widely adopted norm. Bernard Lord, the former New Brunswick premier, once opined that folks “like to know when the elections are going to be” (as cited in Desserud, 2007: 204). This is a familiar concept to Canadian voters because we are inundated with information about what goes on with our southern neighbours. It is rather comforting, as Premier Lord knows, knowing when an election will be, and that there is nothing those rascally politicians can do about it. -

Selecting Women to Lead Provincial Parties in Government By Melanee Thomas Associate Professor Department of Political Science University of Calgary 2500 University Drive NW Calgary, AB T2N 1N4 Abstract: The majority of Canada’s women premiers were selected to that office while their parties held government. This is uncommon, both in the comparative literature and amongst premiers who are men. What explains this gendered selection pattern to Canada’s provincial premiers’ offices? This paper explores the most common explanation found in the comparative literature for women’s emergence as leaders of electorally competitive parties and as chief political executives: women are more likely to be selected when that party is in crisis or decline. Using the population of women provincial premiers in Canada as case studies, evidence suggests 3 of 8 women premiers were selected to lead parties in government that were in crisis or decline; a fourth was selected to lead a small, left-leaning party as predicted by the literature. -

Using a qualitative assessment of the events leading up to election day and data from an online vote compass gathered during the campaign period, it argues that the popularity of the incumbent Premier, Brad Wall, was the decisive factor explaining the Saskatchewan Party’s success.
