Acquisition and Custodial History The California State Archives acquired the Bruce McPherson Papers following his final term in the State Legislature. Biography Bruce McPherson, Republican, served in the California legislature from 1994 to 2004. He was first elected to the California State Assembly, replacing Assembly Member Sam Farr, through a special election in 1993. He represented the 27th Assembly District (southern Santa Cruz County and western Monterey County). In 1996, McPherson was elected to the California State Senate to represent the 15th Senate District, which covered the central coast districts of Santa Cruz, Santa Clara, Monterey and San Benito counties. McPherson held this position until 2004 when he left office due to term limits. In 2005 he was appointed by the Governor as the California Secretary of State to replace Kevin Shelley, who had resigned the office. Inventory of the Bruce McPherson LP467 2 Papers Bruce McPherson was born on January 7, 1944, in Santa Cruz, California. McPherson is a fourth-generation resident of Santa Cruz, whose family owned and operated the Santa Cruz Sentinel since 1864. After earning a bachelor of arts in journalism from California Polytechnic State University, McPherson returned to Santa Cruz and worked as an editor and reporter for the Santa Cruz Sentinel. After working at the Santa Cruz Sentinel for 26 years, McPherson retired from journalism to pursue a career in public service. McPherson and his wife, Mary, have two children and one grandchild. As a State Legislator, McPherson’s legislative interests varied, ranging from funding services for foster children, to strengthening the Political Reform Act of 1974, to preservation efforts for historic California missions. He also authored numerous bills related to higher education, public safety, environmental protection and economic development. Work is under way on a 59-unit housing development, named Bella Montana, located across the highway from the (Drawing courtesy 01 BDC Development Corp/Leonard Grant Architects) Highland Drive entrance to campus. "Our recruiting efforts have increasingly been hampered by high costs in the local housing market," said Cal Poly President Warren J. Baker. "We know that young faculty and staff with families find it particularly difficult to come to Cal Poly. This project will allow us to continue to attract and retain the highest caliber faculty and staff." The location of this project will enable faculty and staff to be close to campus and provide them with the opportunity to use alternate methods of transportation, noted Executive Vice Provost and Chief Planning Officer Linda Dalton, chair of the nonprofit Cal Poly Housing Corp. Marketing of the first phase of the project to eligible faculty and staff is scheduled to begin in spring 2006, in anticipation of scheduled completion and availability for occupancy of phase-one units in late fall 2005. POLY CANYON VILLAGE The CSU board of trustees approved a 2,700 student housing complex, the larg­ est single construction project in the his­ tory of the Csu. McPherson with an honorary Doctor of Humane Letters degree at the university’s commencement ceremony in June. McPherson, a former state senator and a 1965 graduate of Cal Poly’s journalism program, is being honored for his service to California, including service in both branches of the California State Legislature, where he made support for education a cornerstone of his tenure. “Bruce McPherson’s firm belief in quality public education echoes and supports the mission of the California State University,” said Cal Poly President Warren J. Baker. “He has been a tireless supporter of this university, through legislative advocacy and strong leadership as a dedicated public servant.” McPherson will receive his honorary degree at Cal Poly’s afternoon commencement ceremony June 11, and will deliver the keynote address to the 1,170 degree candidates from the colleges of Education, Liberal Arts, Science and Mathematics and the Orfalea College of Business. The ceremony begins at 3 p.m. in Mustang Stadium. McPherson served two terms as a state assemblyman, representing the 27th District from 1993 to 1996.

    Californians For An Open Primary Answers to Your Questions About The Top‐Two Open Primary Initiative On the June 2010 Ballot Why do we need an open primary? Extreme partisanship has created political gridlock in California. Every year, the Legislature fails to adopt a budget on time. Too many elected officials put partisan doctrine ahead of what's best for California. The Top‐Two Candidates Open Primary initiative, coupled with redistricting reform approved by voters in 2008, will make the Legislature less polarized by bringing more pragmatic leaders to Sacramento who are more interested in finding solutions than in maintaining rigid partisan dogma. Electing the best candidates no matter which party they represent will increase competition and reduce the influence of special interests. This initiative would reform an existing system that limits the ability of Decline to State (DTS) and independent voters to vote in primary elections. In fact, most independent voters don't even participate in primary elections because they don't think their votes count. Political parties often won't let those independent voters participate in their primaries, where most elections are decided. Independents are the fastest growing voter group in California. According to the nonpartisan Public Policy Institute of California, nearly 20 percent of California voters – more than 3 million – are DTS or independents. The Top‐Two Candidates Open Primary also will better reflect California’s changing electorate. Likely voters under the age of 35 are less inclined to join the traditional parties than previous generations. How would the Top‐Two Candidates Open Primary work? The measure would institute for congressional, statewide and legislative elections a system similar to the one currently used in local elections for school boards, city councils and county supervisors.
