(Icts) in Information and Communication in Science ABSTRACT Title of Document: THE ROLE OF NEW INFORMATION AND COMMUNICATION TECHNOLOGIES (ICTS) IN INFORMATION AND COMMUNICATION IN SCIENCE. A CONCEPTUAL FRAMEWORK AND EMPIRICAL STUDY Christina K. Pikas, Ph.D., 2016 Directed By: Professor Emeritus Dagobert Soergel, College of Information Studies Problem This dissertation presents a literature-based framework for communication in science (with the elements partners, purposes, message, and channel), which it then applies in and amends through an empirical study of how geoscientists use two social computing technologies (SCTs), blogging and Twitter (both general use and tweeting from conferences). How are these technologies used and what value do scientists derive from them? Method The empirical part used a two-pronged qualitative study, using (1) purposive samples of ~400 blog posts and ~1000 tweets and (2) a purposive sample of 8 geoscientist interviews. Blog posts, tweets, and interviews were coded using the framework, adding new codes as needed. The results were aggregated into 8 geoscientist case studies, and general patterns were derived through cross-case analysis. Results A detailed picture of how geoscientists use blogs and twitter emerged, including a number of new functions not served by traditional channels. Some highlights: Geoscientists use SCTs for communication among themselves as well as with the public. Blogs serve persuasion and personal knowledge management; Twitter often amplifies the signal of traditional communications such as journal articles. Blogs include tutorials for peers, reviews of basic science concepts, and book reviews. Twitter includes links to readings, requests for assistance, and discussions of politics and religion. Twitter at conferences provides live coverage of sessions. Conclusions Both blogs and Twitter are routine parts of scientists' communication toolbox, blogs for in-depth, well-prepared essays, Twitter for faster and broader interactions. Both have important roles in supporting community building, mentoring, and learning and teaching. The Framework of Communication in Science was a useful tool in studying these two SCTs in this domain. The results should encourage science administrators to facilitate SCT use of scientists in their organization and information providers to search SCT documents as an important source of information.     INTELLECTUAL PROPERTY - ISRAEL AUTHOR Request for comments on proposed David Gilat amendments to Patent Law 26 April 2021 | Contributed by Reinhold Cohn Group Easing of regulatory burden Examination of biological molecules Patentable subject matter Biological material samples Destruction of infringing products Reliance on foreign patent office decisions Other issues Outstanding issues The Ministry of Justice and the Patent Office recently published a request for comments on purported expansive amendments to the Patent Law. Some of the proposed amendments are minor, while others represent radical changes to the existing legislation. Many of the proposed amendments, if carried through, may benefit foreign applicants, which are the source of most patent applications in Israel. The deadline for filing comments was 7 April 2021. It remains to be seen how the process will develop. This article discusses the proposed amendments and the effect that they may have on the Israeli patent system. Easing of regulatory burden The proposed amendments follow a 2014 government resolution which provides that all government offices should reduce their regulatory burden. Accordingly, many of the proposed amendments clearly relate to reducing the regulatory burden which results from filing patent applications. For example, the request for comments asked applicants about the removal of the Patent Office requirement that parties must disclose any publications cited by any patent offices in other countries. The request for comments also asked applicants about the introduction of a grace period, which would give parties one year following the first publication of their invention to file a patent application. Without a grace period, an inventor's patent rights can be undermined where, for example, they discuss their new research at a conference.

  • Blogs: What Are They??
    BLOGS: WHAT ARE THEY?? Blogs are a contemporary form of journalism. To answer the title question, we may build our reply using several of the questions journalists are trained to address. When did blogs appear on the scene? The term blog has its earliest direct roots in on-line diaries which appeared in 1994 (https://en.wikipedia.org/wiki/History_of_blogging). It was not until 1997 that the term “weblog” was coined to describe this form of communication; by 1999, it finally morphed into simply blog. In 2004, Meriam-Webster cataloged the word blog as a legitimate dictionary denizen. Ian Ring is credited with being the inventor (or parent) of the blog in 1997. As noted above, in its earliest years the blog appeared primarily as an on line diary or serial of the life and times of its author(s). Today’s blogs are adolescents in linguistic terms and they have outgrown all of their early childhood clothing to take on a host of very different appearances. An early Ted Talk includes commentary on the young years of blogging. Mena Trott in 2006 recounts some of her early experiences with blogging she began in 2001 ( https:// www.ted.com/talks/mena_trott_tours_her_blog_world ). Now, some 10 years after this Ted Talk, blogs have undergone explosive growth in both content and numbers, achieving a stature only dimly envisioned by their parents. We now encounter blog as just one of a whole host of terms building upon it including blogger, blogging, liveblogging, photoblog, microblog, moblog and a host of others. What purposes can blogs serve? Want to inform, teach, convince, amuse, sway, share, sell, defend, support or refute something? • Long and short of it – blogs are contemporary forms of journalism in the broadest sense of the art.

The online environment has a direct impact in creating active social interactions to assist in defining our identity.
