This includes developing a portfolio of solutions relying on a mosaic of renewable energy technologies and sizes, from solar on rooftops to larger geothermal projects. In the middle of this range falls community wind, which we define as wind projects up to 10 MW that are primarily owned and operated locally. While we do not claim that community wind is always the most appropriate solution, in many situations it provides unique and direct local and system benefits. This guidebook investigates the opportunities, tools, challenges and necessary steps for the development of community wind projects in Oregon. We are not offering the definitive text on devel- oping local wind projects. Approaches, costs, regulations and laws will change. Project proponents will need to update the general information provided in this guide. We knew as we started this that we could not do it alone. The issues can be multiple and complex. Fortunately, the community of interest in this area is strong, deep and talented. This guidebook is the product of the generous support of these dedicated people. Northwest Sustainable Energy for Economic Development deserves particular credit for their tireless efforts to drive this guidebook to completion, as does Alan Cowan of the Energy Trust for all his excellent contributions. -

EmploymentPart Impacts II 85 Opponents of strong environmental measures have time and again presented the argument that such policies would spell economic doom. Time and again, however, they have been shown to be wrong. On the contrary, three key truths are emerging: q Economic activity and employment depend in fundamental ways on avoiding continued resource depletion and safeguarding ecosystems and ecological services. q If action on urgent environmental problems, especially countering climate change, is not taken, many jobs could be lost to resource depletion, biodiversity loss, increasing disasters, and other disruptions. q On the other hand, environmental policies not only protect existing jobs against these threats, but also stimulate new businesses and job creation. The following sections of this report assess the numbers of green jobs that have already been created and are likely to be created in coming years, in six economic sectors: alternative (renewable) energy, the building sector (including appliances and office equipment), transportation, basic industry and materials recycling, food and agriculture, and forestry. It is worth pausing for a moment to briefly consider the likely employment repercussions of not taking action. In agriculture, animal husbandry, forestry, and fisheries, jobs and livelihoods may be lost as a result of increasing drought, desertification, and climate change. Employment in the tourism industry is feeling the impacts as glaciers recede and ski areas lack snow, or as resorts in warmer zones of the planet are affected by shortages of water or the spread of contagious diseases. Jobs in the insurance sector may be endangered as companies are hard hit by rising claims—although on the other hand, there is also a rising need for experts in risk assessment and damage evaluation. -

MULTI-CRITERIA EVALUATION OF THE APPROPRIATE OFFSHORE WIND FARM LOCATION IN NIGERIA Energy sustainability requires meeting our energy needs upon which economic development depends. The need to improve on the present power generating capacity of Nigeria, has brought about energy diversification by increasing the present energy sources to include renewable resources and this has led to the idea of this work. This work is aimed at determining the appropriate offshore wind farm location(s) in Nigeria to address the issue of wind energy availability and utilization in the country. Attributes for offshore wind farm location were collected for three Alternatives in Nigeria which are Victoria Island in Lagos, Koko offshore region of Warri and Abbonema of Port-Hacourt. Wind speeds data were collected from the Nigeria Metrological (NIMET) stations in the states under consideration while other required attributes were collected with the use of a Questionnaire which was responded to by professionals. Collected data were analyzed using fuzzy TOPSIS Multi-Criteria analysis tool. Average of a ten years wind speed for Lagos, Warri and Port-Harcourt were 6.251m/s, 7.294m/s and 7.347m/s respectively. Analytic Hierarchy Process gave a Consistency Index of 0.1230 and Consistency Ratio of 0.0843. The consistency ratio from the AHP was used to calculate the required Criteria Weight (Cw) for the fuzzy TOPSIS analysis. The results from the TOPSIS analysis showed that Lagos showed a greater advantage over the two other alternatives been considered. Finally, from the cummulative value of the analyzed attributes, Victoria Island (Lagos) has the highest figure of 233.6677 with a consideration rate of 38% and this places it above Koko (Warri) and Abonnema (Port-Harcourt) with a value of 187.7704 (30%) and 195.4378 (32%). -

In 1994, a broad coalition of public-interest organizations and energy companies created the Renewable Northwest Project to actively promote development of the region's untapped renewable resources. RNP has proven to be a forceful advocate for expanding solar, wind and geothermal energy in the Northwest. A secondary goal was to report on the planning and development process in order to highlight areas that may be educational for future wind development. -

It has found thatdifferent wind farms, different State/province,Coordinates and Current capacity(MW) among four countries. The secondary data has been collected and tabulated from different sources among the 4 countries. It is shown that installed capacity in USA is the best among the 4 countries. Finally, from our study it can be concluded that the wind energy is Clean & Environment friendly fuel source. It doesn't pollute air like power plant relying on combustion of fossil fuel. It is Renewable & Sustainable. Winds are caused by heating of atmosphere by the sun, earth surface irregularities and the rotation of the earth. It is Cost Effective. Wind energy is completely free. It is also found that 7,054 onshore wind turbines in operation across the UK plus a further 1,832 located offshore. It is also found that As of January 2019, the U.S. Wind Turbine Database (USWTDB) contains more than 58,000 turbines. In this study it is also shown the comparison of wind energy production among the above mentioned 4 countries. Dear Secretary Burgess: Industrial wind turbines are clearly a danger to all animal species, the most obvious being birds. From the beginning, of what we locals call “the wind battle”, those of us who vehemently opposed the project tried to explain the numerous negative impacts that these giant machines would have on both the local and migratory avian species. Many of us are environmentalist who spend much of our time outdoors observing these elegant creatures and want to protect them as well as their habitats and flyways. I live just down the road from 3 huge corn fields that become salt and peppered with Canadian and snow geese every year. I knew the turbines would negatively impact those beautiful birds. I had watched videos of birds being struck by blades, carcasses being picked up around the base of turbines, read testimonies by people who remove the corpses, and read studies about the effects turbines have on all bird species/habitats. You do not have to be a biologist to know that all creatures respond to stimuli and the turbines would definitely be an outside force/ stressor that would have caused the geese to alter their route or the reduced their flock due to collision.
