Scottish Water is delivering major investments while keeping household bills lower than in England; notes that the Water Services etc. (Scotland) Act 2005 was introduced by the previous Labour-Liberal Democrat administration and supported by the Greens as well as the SNP; further notes that this act established the framework for non-domestic retail competition in water services; understands that, by introducing competition, the act imposed the requirement to compete for public contracts for water and waste water services, even though Business Stream is owned by the public, and considers that, under the current constitutional settlement, the Scottish Government cannot seek to repeal or change the procurement rules, which are determined by the EU.

*S4M-12462 David Torrance: Victoria Hospital in Kirkcaldy Supported by Local School—That the Parliament welcomes the recent initiative by St Andrew’s RC High School in Kirkcaldy to raise money for the children’s ward at the town’s Victoria Hospital; understands that the students organised various fundraising activities throughout December 2014, including a coffee morning, a raffle, a Christmas jumper day and a screening of the festive film, Elf, collecting £1,339, which was handed over to the hospital in February 2015; understands that the hospital’s staff and patients were extremely pleased with this and are looking forward to the money helping to make the ward a more homely and friendly environment; congratulates everyone at the school on what it considers their tremendous efforts to raise money for a good cause and wishes the pupils well, and hopes that the children’s ward is successful in all its endeavours.

*S4M-12460 Neil Findlay: Stamp of Success—That the Parliament welcomes the news that Touch Bionics in Livingston will see its invention, the i-limb, immortalised on a Royal Mail stamp as part of the Inventive Britain range; notes that the i-limb is a revolutionary bionic hand with a rotatable thumb and articulated fingers and is capable of a powerful grip as well as a light touch; believes that this invention will dramatically improve the lives of people who have lost limbs, and commends the Royal Mail for helping to promote what it considers this wonderful invention.

*S4M-12459 : SFA Partnership with Qatar Football Association— That the Parliament expresses concern at the reported closer ties between the Scottish Football Association (SFA) and the Qatar Football Association (QFA); believes that the SFA has made a serious misjudgement in creating closer ties with the QFA, which is coming under increasing international scrutiny due to the grave human rights abuses and the dangerous work conditions imposed on the migrant workers preparing Qatar’s hosting of the 2022 FIFA World Cup; notes that many human rights organisations and bodies, notably Amnesty International, have condemned the Kafala System, used for employing migrant workers building stadiums, as akin to slavery; understands that the SFA has defended its partnership as it ―would benefit young footballers in Scotland‖; further believes that there are ample opportunities to better provide opportunities for young players in Scotland

without resorting to partnering with human rights abusers, and calls on the SFA to rethink its position. R

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
